The terroattack JulY 22. 2011 on
governmental buildings caused severe
damages (H-block, Y-block, R4 and S-
block).
THE IMEDIATE SITUATION

FALL 2011 – PRELIMENARY STUDIES PREPARING FOR THE MORE
DETAILED ANALYSIS
• Spread or co-locating the ministries?
• Statsbygg :
• Presented several volume-studies
• Investigated psychosocial consequences
• Examined workplaces of the future
• Ellaborated on the listed buldings issue
• Statsbyggs reccomendations formed the basis for the governments further work
• Deeper analysis is currently taking place
• In the meantime a July 22.-commission was established by the prime minister and started its work
Statsbygg reccommended
a co-location at the same area
• Collected offer of more than 9000
workplaces
• Only a limited were approved by the
police and national security authorities
• Left with few, but sufficient
• Leasecontracts signed
• Security is very demanding.
Cooperation with Forsvarsbygg
regarding security meassures. i.e.
perimeter security, Lock step and
bollards
• Huge challenges in satisfying customer
demands (upgrades/reconstruction)

Estimate security work/cleaning up :€ 75M
Constructing new buildings : €1.250M(?)
Total - rough estimate : €1.750m

POSSIBLE CHANGES AFTER THE ELECTION FALL 2013
Statsbyggs role – political evaluations
• Statsbygg has been in a stable
situation for many years
• Former goverments have had ideas for
reforms
• These ideas are still alive.
Opposition in the Parliament
• A change of Government will wake up
old ideas for changing the real estate
policies.
• Statsbygg will evaluate and prepare
for different scenarios
Strategic options
IMPACT OF THE COMMISSION OF JULY 22.
• The report from the commission of July
22. may have huge impacts independant of
the outcome of the election
• Central government, (and Statsbygg), will
be subject to more direct political control
and following up
• The lack of following up on security
meassures is already discussed broadly and
on a high level
• The word security has got a new meaning
• Statsbygg has already noticed possible
consequences
POSSIBLE SCENARIOS
• Reductions in construction of new buildings Reconstruction of governmental buildings will have priority
• Increased focus on alternative of financing (PPP)
• Increased focus on throughput and cost efficiency
• Increased focus on security
• Consolidating governmental real estate business
• Probably increased outsourcing
• Changes in how we use the market
