EXECUTIVE SUMMARY
(i) Name of project:
The proposed project is Expansion of existing API manufacturing facility project at
MIDC,village Kumbhavali, Tarapur, Boisar district Palghar by Mehta API Pvt.Ltd.
(ii) Location:
The site is situated at Kumbhavali close to Boisar Railway Station, Palghar.

INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION
(i) Identification of project and project proponent:
The proposed project is Expansion of Existing API manufacturing facility project at
Kumbhavali, Tarapur district Palghar by Mehta API Pvt. Ltd.

(ii) Need for the project and its importance to country and or
region:
India's pharmaceutical industry is the third largest in the world in terms of volume. Its
rank is 14th
in terms of value. India is also one of the top five active pharmaceutical
ingredients (API) producers (with a share of about 6.5%).

Mehta API Pvt Ltd. is a global supplier of chemical Intermediates in the world. Mehta
API Pvt Ltd aims to expand its product portfolio further in order to cater to Domestic &
International markets by expanding its production capacities. These products will serve
to cut the supply of imports from foreign countries thus saving currency and at the same
time will earn valuable foreign currency by export of the proposed products.

The present employee strength of Mehta API Pvt Ltd with its staff : management,
clerical and labour staff presently working in the existing plant in Kumbhavali, is as

PROJECT DESCRIPTION
(i) Type of project
As per EIA Notification dated 14 Sep 2006 this projects falls under 5(f) category i.e.
Synthetic organic chemicals industry (dyes & dye, drug and intermediates excluding drug
formulations; synthetic rubbers basic organic chemicals, other synthetic organic chemicals
and chemical intermediates) intermediates; bulk. The project is proposed Expansion of
existing API manufacturing facility at MIDC,Village Kumbhavali, Palghar by Mehta API
Pvt. Ltd.
(ii) Location
The site is situated at Village Kumbhavali close to Tarapur MIDC, Boisar Railway Station,
District Palghar.

(iii) Size or magnitude of operation
The existing project is set up on a 26,940 m2
land at Kumbhavali. The proposed expansion of
existing API manufacturing facility will have modern high-tech facilities conforming to
international standards.

(iv) Raw material requirement
The proposed plant will store required raw material with proper safety at the plant in the
shed.
(v) Products:
Mehta API Pvt. Ltd. manufactures, Anti Bacterial, Cardiovascular, Anti Emetic, Anti
diabetic, Antithrombic & Antianginal, Anti Depressant & Anti Pyschotic, Urinary system

SITE ANALYSIS
(i) Connectivity
The site is situated at Kumbhavali close to Boisar Railway Station, District Palghar.
(ii) Land use
26,940 m² of land situated at Kumbhavali close to Boisar Railway Station. It is an industrial
area and the land is acquired by Mehta API Pvt. Ltd.

(iii) Topography
Tarapur is a census town in Palghar district (earlier Palghar was taluka and has recently
notified as district) in the Indian state of Maharashtra. It is an industrial town located some 45
km north of Virar, on the Western Railway line of Mumbai Suburban Division (Mumbai
Suburban Railway). Tarapur can be reached from Boisar, the nearest railway station. It is 20
km off National Highway NH-8.
Tarapur is located at 17.7°N 75.47°E.[1] It has an average elevation of 456 metres (1496
feet).
Unlike other industrial estates, this industrial estate has a pleasant look due to the roads
crossing at right angles and lots of small gardens adjacent to the boundary walls of the
industrial units. The location near Mumbai Port/Mumbai Harbour (MbPT) and JNPT as well
as proximity to Trans Thane Creek (TTC) MIDC, Vapi GIDC add a great value to this
industrial estate. It is located on the most important rail-route, Mumbai to Delhi and the
Mumbai-Ahmedabad Highway, a part of the Golden Quadrilateral project.

(iv) Existing Land use pattern
The existing land is under industrial use.
(v) Soil classification
The basic type of soil found in the area varies from brown & black. The black type of soil is
found in the eastern part. The fertility of the soil increases as it goes from red to black.
(vi) Climatic conditions
The climate in proposed area is characterized by hot summer and general dryness throughout
the year except the south west monsoon season.
Climate Classification:
Project site features a semiarid climate.
Temperature:
Annual maximum and minimum temperature in Tarapur range from max. 380 C min. 11
0C.
Rainfall:
Most of the rainfall occurs in the monsoon season from June to September. Average annual
rainfall is 2488 mm.
Humidity:
Annually relative humidity ranged from 64% – 88% and during summer season the humidity
ranged from 64% – 75%.
(vii) Social infrastructure available
Key infrastructure such as hospitals, schools, bank, places of worship and social/ community
facilities such as park, market, playground etc. education, health care, community
development, income distribution, employment and social welfare are available in nearby
area of Maharashtra Industrial Estate.

PLANNING BREIF
(i) Planning concept
Proposed plant activities will be starting after getting statutory clearance form related
authorities. The project will be completed within two years.
Further proposed project activities will take care of all the rules and regulation of statutory
authority and provide the control measure and devices to achieve the standard norms.
(ii) Population projection
Palghar District has a population of 454,635 as per census 2011. It has more than 99,652
households of Maratha, Aagri, Koli, Muslim, Buddhist, and also includes SC, ST, OBC and
open categories community. The village has basically an agrarian economy and industrial
workers and farming is the main occupation of the villagers. The local self-Government vests
with a Gram Panchayat having an elected body of headed by a Sarpanch.
(iii) Land use planning
Existing land is developed for industrial purpose.
The land is located in a designated industrial area. The total plot area is 26,940 m2.
Future Facilities :
Training Centre, duly equipped with all modern aids to impart training to staff,
contractors workmen, tank lorry crews etc.
Laboratory facilities to test the quality of products.

PROPOSED INFRASTRUCTURE
(i) Industrial area
The proposed expansion of existing API manufacturing facility has modern high-tech
facilities conforming to international standards.
(ii) Residential area
There is no residential area proposed.
(iii) Green belt
As per the Regulations, Green belt is proposed to be developed in approx 2,604 m² of area.
This would not only prevent the fugitive dust emissions but also improve the peripheral
appearance of the plant from aesthetics point of view. Unpaved areas, if any, within the plant
boundary would be provided with grass cover.
(iv) Social infrastructure
Development of roads and extension of the existing networks to aid connection.
It will develop the area economically and employment opportunities to the local people
(v) Connectivity
The proposed site is well connected with the roads connecting NH-8 (Mumbai- Ahemdabad)
at an aerial distance of 17 km towards East.
Nearest railway station is located at Boisar at an aerial distance of 6.1 km towards East.
Nearest airport is located at Mumbai at an aerial distance of 110 km towards South.

(vi) Drinking water management
The source of water supply will be from Tarapur MIDC which will be installed under the
project.

The sewage will be treated in proposed Sewage Treatment Plant (STP) of capacity 10 m3/day.
(viii) Industrial waste management
Hazardous waste will be sent to MPCB (Mumbai Waste Management) authorized recycler.
(ix) Solid waste management
Any Non Biodegradable Packing material/ construction material will be sent to the authorized
agencies and other domestic waste will be handled by local body.
(x) Power requirement and supply
A total electrical load of 600 KVA will be sufficient for the proposed expansion.

ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)
Proposed expansion activity will provide benefits to the local people in terms of financial and
social welfare. Local people will get direct financial benefit by way of employment. Local
people will get some contract of supply and services to get indirect income. Company will
contribute in improving education and health
All statutory the rules and regulations will be complied by Mehta API Pvt. Ltd. and
mitigation measures for any environmental impacts will be taken. Hence it can be concluded
that the proposed expansion will have a positive impact according to social and
environmental point of view.
