The concept reflects the perception that urbanization has reached a new scale.
Yet, to be socially meaningful, Mega-regions must reflect real underlying structures and new forms of functional integration that generate significant policy issues that can be resolved most effectively at this new scale.
The web of decision making in states is dense and variegated, and the hold on power at existing levels is very strong.

Western Regional Air Partnership

Partnership of Governors, Tribes and Federal Agencies formed “WRAP” in 1997 to develop innovative measures to improve air quality in the West.
Largely a coordinating organization, carrying no legal authority.
Due to the consensus nature of it recommendations, its decisions are usually adopted by the states without the need for intervention by the federal government.
