Item No. 2

Incentivizing Digital Payments-Digi Dhan Melas.

Government of India, in order to promote digital payments and to encourage consumers, merchants to increasingly shift to digital payment modes i.e UPI, e-wallet, Aadhaar Enabled Payment System, Cards & POS etc. launched a scheme framed by Niti Aayog to reward consumers and merchants, who used digital transaction modes after 8th November, 2016. The scheme draft was operational with the first draw of winners

held on 25.12.2016 and closing function held at Nagpur on 14th

April, 2017.

It had launched two major schemes - Lucky Grahak Yojana for consumers and Digi Dhan Vyapar Yojana for merchants. Banks were to make arrangement for following activities:-

Opening of Bank accounts. Seeding of Aadhaar and Mobile Number in the account. Merchant registration for acquisition of POS. Distribution of Prepaid cards, debit cards. Assistance in downloading and usage of various apps.

For Digital India, ‘Go Cashless Go Digital’ is the basic principal.Various camps were held during first phase i.e. at Ludhiana, Amritsar and Mohali. In order to carry forward the initiatives for Digital India, three more camps were held i.e. at Ludhiana on 26.04.2017, at Jalandhar on 3rd May and at Amritsar on 5th May 2017 respectively. The government has decided to continue its efforts to maintain the momentum gained in promoting Digital India.

Member banks are requested to ensure to participate in Digi Dhan Melas and continue above activities in a mission mode for making the Digital India and cashless society drive of Government of India a grand success.

Item No. 3 Seeding of Aadhaar and Mobile in Savings bank accounts.

Department of Financial Services, Ministry of Finance, Government of India vide communication dated 06.03.2017 have informed that with a view to enable account holders for digital payments, banks have been asked to launch a drive in campaign mode in March 2017 for seeding of Aadhaar number Agenda papers of 140th Meeting of SLBC-Punjab Page 2

in all operative, individual savings bank account and voluntary seeding of Aadhaar number in all such accounts.

Department of Institutional Finance and Banking vide their letter dated 10.04.2017 addressed to all the Deputy Commissioners in the State of Punjab has conveyed that Government of India has desired to organize camps where banks would ensure arrangements for on-the-spot Aadhaar seeding after wide publicity and account holder-specific outreach efforts through branch personnel and by mobilizing and incentivizing BCs and additionally through innovative strategies to enlist other agencies.

Department of Institutional Finance and Banking has further requested Deputy Commissioners to provide requisite support of the district administration and field functionaries for organizing the camps, reaching out to unseeded accountholders and ensure effective publicity.

The progress as on 31.03.2017 is attached as per Annexure-1 {Page 104} for information of the house.

Item No. 4 Pradhan Mantri Jan Dhan Yojana.

Punjab State has been declared as Saturated under Pradhan Mantri Jan Dhan Yojana, the flagship programme of Government of India, which envisages, Accidental Insurance of Agenda papers of 140th Meeting of SLBC-Punjab Page 3

` 1 lac, Life Insurance cover of `30000/-, Issuance of Rupay Debit Card to every account holder. The progress in opening of accounts under PMJDY is as per Annexure-2 {Page 105}.

This is for information of the house.

Item No.4(i) Opening of accounts of workers of organized and unorganized sectors.

Secretary, Ministry of Labour & Employment vide DO letter dated 25.11.2016 addressed to Chief Secretary, Govt. of Punjab had desired that in order to facilitate financial inclusion of workers and to ensure timely payment of their wages, a campaign to open bank accounts in respect of those workers of organized and unorganized sectors who do not have their own bank accounts. Camps for opening the accounts were conducted at each district and a committee comprising the Collector, Lead District Manager of the bank, the Labour Officers of the Centre as well as the State Government representative decided the location of these camps and other relevant modalities.

During the deliberations in the 139th meeting of SLBC held on 14.02.2017, the house was appraised of the launching of campaign by Ministry of Labour & Employment for opening of bank account in respect of those workers of organized and unorganized sectors who do not have their own bank accounts even now.

Member Banks/LDMs are requested to extend full cooperation in holding of the camps for opening of accounts of workers of organized and unorganized sectors.

Issuance of Rupay Cards and its Activation in PMJDY accounts.

Activation of Rupay Debit Cards is necessary to get the insurance claim under the Rupay Card. The Rupay card was earlier required to be swiped in an ATM or POS machine within 90 days prior to the date of incident resulting in accidental death/permanent disability. The latest change made by NPCI regarding eligibility to claim accidental cover as under:-

“All Rupay Card holders (valid for Physical or Virtual RuPay card holder) i.e RuPay Cards will be eligible for the benefit under the RuPay Insurance Program 2016-17.  Benefits of Insurance will be available to the Card holders who have performed minimum one successful financial or   non-financial   transaction* at any Channel both Intra and   Inter-bank   i.e.   on-us   and   off-us   (ATM/ Micro ATM/POS/e- com/Business Correspondent of the bank at locations by any payment instrument).

(a) within 45 days prior to date of accident including accident date for Premium Card holders and(b) within 90 days prior to date of accident including accident date for Non Premium Card holders.

*Transaction types means all customer induced transaction at bank branch or by any payment instrument whether on-us (Bank Customer/RuPay card holder transacting at same banks' channels) and/or off-us (Bank Customer/RuPay card holder transacting at other bank's channels).

This addendum circular basically advises banks that all financial and non financial transactions, both on-us and off-us originating from ATM, micro ATM & POS and online covering RuPay card and Aadhaar based transactions, all customer induced transactions at Branch will now be included as eligible transactions under the Rupay Insurance Program 2016-17.

During the deliberations in the 139th meeting of SLBC held on 24.02.2017, the house was appraised of the decision taken in the 1stmeeting of State Level Financial Inclusion Committee regarding providing the District-wise/Sub division wise/village wise list of PMJDY account holders where the Debit cards have been issued but not activated and PINs not delivered along with their status. The data sent to the department of 14 banks has been received back by the Convener Bank as the same was not submitted on the prescribed format. Since no bank could submit the data on the prescribed format, the convener bank has informed to the Department of IF&B that:-

“The data provided by the banks are in raw form as extracted from the system and the same is not capable of being sorted as fields such as Block, Tehsil and Sub Division are not captured in the Bank record at the time of opening of Bank accounts. On taking up the matter with various banks, it has been informed that fields mentioned in the format are not available in MIS systems of the banks due to which most of the banks are unable to submit the data in the prescribed format.  Under the circumstances, the banks can submit the branch-wise list of accounts with address but its sorting based on the desired fields is not possible. ”

The house may deliberate.Item No. 5 Appointment of Bank Mitras, Verification

Calls by Executives of State Call Centers/ SLBC/ LDMs to Bank Mitras.

For universal access to banking facility, Bank Mitras have been deployed in areas allocated to banks by SLBCs. 2336 SSAs were identified where Bank Mitras/BC Agents were to be deployed by the banks in the State to provide various type of banking services to the customer under PMJDY.

Feedback received from survey conducted by Ministry of Finance, suggested that Bank Mitras sometimes are not available in the allotted SSAs/villages.  To ascertain/verify the availability of Bank Mitras, executives of call centers and LDMs make verification calls to each Bank Mitra/BC Agent working in their area. Besides Convener Bank is also making verification calls to Bank Mitras/BC Agents directly. The feedback received from all the three is collated on regular basis and shared with Banks for taking necessary corrective action. Non working of Bank Mitras at locations allotted is depriving population therein of banking facilities and defeating the very purpose of Financial Inclusion.

The details of non working Bank Mitras has been sent to respective banks and they have been advised to replace the Inactive/non working Bank Mitras on urgent basis. Member banks are requested to keep convener bank informed of the changes if any in contact details of Bank Mitras and ensure that Bank Mitras are operational in all the locations.

During the deliberations in the 1st steering committee meeting to SLBC held on 03.05.2017, the representative of BOM and IOB assured the house that Bank Mitra will be placed at the identified centre well before the next SLBC and convener bank will be informed accordingly. The house resolved that the Bank Mitras must be appointed by the other banks i.e. P&SB, Andhra Bank & IndusInd Bank well before the next SLBC i.e. 30.05.2017.

While reviewing the progress of providing Micro ATM, the house was apprised that as on 31.03.2017 Micro ATMs has been provided to 2075 Bank Mitras against the 2336 Bank Mitras in the State of Punjab. Member Banks that have not yet provided the Micro ATMs were requested to ensure to provide Micro ATM to all the Bank Mitras. It was also resolved that the Bank Mitras who are reluctant to take Micro ATMs may be replaced with E–sewa kendras.

The representative of the member banks who have not appointed the Bank Mitras yet are requested to apprise the latest position to the house.

Member banks are again requested to provide the Micro ATM to all the Bank Mitras and consider appointment of e-Sewa Kendras as Bank Mitras where existing Bank Mitras are reluctant to take Micro ATM.

Item No. 5(i) Monitoring of Zero Balance Accounts- in PMJDY

Out of total 5961045 accounts opened, 961716 accounts (16.13%) still show zero balance. During the deliberations in the 1st Steering Committee Meeting to SLBC held on 03.05.2017, the progress of Zero balance accounts was reviewed and member banks were requested to take steps for reduction in accounts having Zero balance. It was suggested that the Bank Mitras can be very helpful in bringing the number of Zero Balance accounts. Member banks were requested to take the services of Bank Mitras for bringing down the zero balance accounts.

Item No. 6 Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY).

As per the announcement in the Budget speech of 2015, two Life Insurance Schemes namely Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and a new pension scheme called Atal Pension Yojana (APY) were launched to move towards creating a universal social security system for all Indians especially the poor and the under-privileged.

In PMSBY, any person between the age of 18-70 years can subscribe to the scheme and the annual premium is ` 12/- whereas in PMJJBY, any person between the age of 18-50 years can subscribe to the scheme and annual premium is ` 330/-. The achievement under the schemes is as under:-

Item No. 7 Position of Claims lodged/Settled under PMJDY and Jan Suraksha Schemes.

In accidental claims under PMJDY, out of 84 claims lodged under PMJDY up to 31.03.2017, 55 Claims stands settled while 29 are pending.

In PMJDY in case of natural death, out of 78 claims lodged up to 31.03.2017 in the State of Punjab, 57 Claims stand settled while 21 are pending.

In Pradhan Mantri Suraksha Beema Yojna out of 563 claims lodged 364 claim cases stands settled while 199 are pending and 42 cases stands rejected.

In Pradhan Mantri Jeevan Jyoti Beema Yojna out of 852 claims lodged 746 claim cases stands settled while 106 are pending and 12 cases stands rejected.

During the deliberations in the 1st Steering committee meeting of SLBC held on 03.05.2017, while reviewing the position, the house showed concern for low ratio of claims lodged to the total account holders in the state inspite of the confirmation by the LDMs having placed notice in the office of Registrar of Birth Agenda papers of 140th Meeting of SLBC-Punjab Page 11

& death and in the cremation ground for creating awareness for lodgment of claim. After detailed deliberations, it was resolved that people should be made aware of that lodgment of FIR in case of any eventuality as well as lodging the claim with in stipulated period is crucial in claims settlement. Member Banks were also requested to involve the Local leaders, Sarpanches and officials from the department of Registrar, Birth and Deaths in every awareness programme conducted by the banks for schemes launched by Central Government i.e. PMJDY, PMSBY, PMJJBY, PMMY, APY etc

Item No. 8 Atal Pension Yojana (APY)

Under the Atal Pension Yojna Scheme (APY), depending upon their contributions, the subscribers, under the age of 40, would receive the fixed monthly pension of `1000 to ` 5000 at the age of 60 years. Ministry of Finance has recently amended Atal Pension Yojana (APY) to give an option to the spouse to continue to contribute for balance period on premature death of the subscriber. After the death of both the subscriber and the spouse, the nominee of the subscriber shall be entitled to receive the pension wealth, as accumulated till the age of 60 years of the subscriber. The achievement under APY in the state of Punjab is as under:-

Department of Institutional Finance and Banking has already instructed the concerned departments for facilitating employees/ workers to join APY by directing them to respective banks where the salary accounts of such employees/workers are held. During the deliberations in the 1st Steering committee meeting of SLBC held on 03.05.2017, the representative of Department of Institutional Finance and Banking informed the house that instructions to the concerned department have already been issued for facilitating employees/workers to join APY by directing them to respective banks where the salary accounts of such employees/workers are held. However due to State Govt. scheme of Bhagat Puran Singh Yojana the workers which are already covered under this scheme are not interested to subscribe to APY Scheme. The Bank wise progress vis-à-vis targets is as per Annexure-6 {Page 114}.

Member banks are requested to utilize the services of FLC Centres and bank mitras for covering maximum persons under the ambit of Atal Pension Yojana Scheme. Further they should tap the unorganized workers for coverage under APY scheme.

8(i) Yojana (APY)

Pension Fund Regulatory Development Authority vide their e-mail dated 25.02.2017 has informed that for effective implementation of Atal Pension Yojana, NSDL/CRA has now provided the value added features completely online. .Convener Bank vide its e-mail of even date has already requested all the member banks to guide the field functionaries about the value added features. The gist of the e-mail is again appended hereunder for information of the house.

1. PFRDA receives a lot of complaints/grievances about non receipt of statement of Transactions (SoT) or for the facility of issuing PRAN (Permanent Retirement Account Number) card.

2. NSDL/CRA has now provided the value added features completely online which empowers APY Subscribes to view/print/preserve their APY account details by providing their PRAN and associated Savings Bank Account details.

3. The Subscribers without PRAN can also avail the facility by providing their Name, Savings Bank Account Number and DoB.

4. The above new facility launched by PFRDA will facilitate more than 44.25 lac subscribers to navigate their APY account completely online and print their e- PRAN card/e-SoT seamlessly without visiting their Bank or Postal Branch. APY-SP can also avail the facility on behalf of their customers at their branches as part of customer servicing on day to day basis.

5. DFS/PFRDA advises all APY-SP to popularize the new functionality among their customers and urge them to use the features more extensively.

Item No. 9 Pradhan Mantri MUDRA Yojana (PMMY)

Micro Units Development and Refinance Agency Ltd (MUDRA) was launched by Hon’ble Prime Minister on April 8, 2015 as a new financial entity, for developing and refinancing last mile financial intermediaries like Banks, NBFCs, MFIs etc., who are in business of lending to smaller of the micro enterprises in manufacturing, trading and service sector. This priority is essential to enable growth and income generation amongst the hitherto unfunded or underfunded segments of our economy. Lending under MUDRA will focus on the unfunded segments of the Micro enterprises by granting the loans under three categories:-

Shishu : Loans up to ` 50000 Kishore : Loans above ` 50000 and upto ` 5.0 lakh Tarun : Loans above ` 5.0 lakh and upto ` 10.0

Ministry of Finance has advised all PSBs to classify all the loans extended to non-farm enterprises in manufacturing, trading and services up to ` 10.00 lakh on or after 8th April 2015 as MUDRA loans.Ministry of Finance has further advised that the overdraft amount of `5000/- sanctioned under PMJDY is also to be classified as MUDRA loan under PMMY. Micro Units Development & Refinance Agency Limited has further informed that a loan portal by name www.udaymitra.in has been launched by SIDBI for facilitating sourcing of loan applications for various MSME programmes, including PMMY and Stand up India. Ministry has desired that branches should take maximum advantage of this facility in achieving the targets under these programmes.Member banks are requested to percolate these instructions of Micro Units Development & Refinance Agency Limited among the branches under their control for continuing the good achievements under the programme.

borrowers and promotion of financial literacy etc.

Department of Financial Services, Ministry of Finance, Govt. of India vide communication dated 12.05.2017 has informed that, during the course of the year, the implementation of the PMMY scheme will continue to focus on reaching out to more borrowers as well as meeting enhanced credit requirements of existing borrowers. Ministry of Finance has further desired that steps be taken to organize events with existing borrowers under the PMMY scheme wherein Adhaar and mobile linking of saving bank accounts of such borrowers may be taken up along with spread of financial literacy. Hand holding support to Mudra borrowers including use of Mudra Rupay Card to save interest costs and emphasizing prompt repayment of installments may be emphasized in the interaction and publicity material.

These events may be organized under the aegis of District Level Consultative Committee (DLCC) and the Lead District Manager. Representatives of Labour and Skilling Departments of the State, SC/ST and Women entrepreneur’s corporations etc. may also be invited in these Financial Literacy camps. Ministry has desired that at least one such event may be held in each district within this month where all FI programmes including PMMY should be explained.

Convener Bank vide its e-mail dated 16.05.2017 has already requested LDMs to organize such event in each district and the date for each event may be fixed in consultation with State Authorities taking the convenience of the concerned Member(s) of Parliament for the district who should be invited to the event.

Lead District Managers are requested to continue to organize such events in their districts in every month.

Item No. 10 Mapping of Industrial Training Institutes (ITIs), Vocational Training Partners (VTPs), Operational Centres (OCs) – Spread of Financial Literacy.

In order to impart  financial literacy to the participants in training programs under skill development at various Operational and Vocational Training centres and ITIs operating in the State of Punjab, Ministry of Finance has desired that all these centres be mapped with the Financial Literacy Centres operating in the State. Convener Bank has already got mapped all the 505 Industrial Training Institutes (ITIs), Vocational Training Partners (VTPs), Operational Centres (OCs) with the FLCs and the bank wise list has been sent to the respective banks. Member banks having control in these FLCS were requested to ensure to organize financial literacy meetings in these vocational training centers/ITIs in coordination with the District Administration where a significant numbers of people can be covered for financial inputs as desired by  Department of Financial Services, Ministry of Finance.

The procedure to be followed for spreading the Financial Literacy has already been communicated to all the Member banks in the 135th meeting of SLBC. Banks are requested to ensure printing and distribution of Financial Literacy material as per the specifications, for smooth implementation of the financial literacy initiative. are being conducted as per the guidelines of Ministry of Finance. In case of any problem, the issue may be taken up with SLBC.

Item No. 11 Standard Operating Procedure (SOP) for expediting Aadhaar seeding in bank accounts of MNREGA workers

Ministry of Rural Development vide communication dated 14.03.2017 has informed the standard operating procedure (SOP) for expediting Aadhaar seeding in bank accounts of Mahatma Gandhi NREGA workers. Convener bank vide its e-mail dated 31.03.2017 has already informed the same to all the controlling heads and LDMs for meticulous compliance of the instructions of Ministry of Rural Development. The SOP is again attached as Annexure-8(i) {Page 117} for information of the house.

Member Banks are again requested to ensure meticulous compliance of the standard operating procedure of the Ministry of Rural Development for seeding of Aadhaar in MNREGA accounts.

Item No. 12 Implementation of DBT in Kerosene.

Ministry of Petroleum & Natural Gas, had decided to implement DBT in Kerosene in 33 districts in 9 States w.e.f. 1st April, 2016. Three Districts namely Tarn Taran, Pathankot and Mohali have been identified for implementation of the DBT in Kerosene in the State.

Convener Bank has already requested the Lead District Managers of these districts to assist the State Government and District Collectors for seeding the bank accounts in the database of kerosene beneficiaries for smooth implementation of DBT scheme.

Member banks and their branches in these 3 districts are continuously seeding the bank accounts of kerosene beneficiaries for smooth implementation of DBT scheme in these districts. Item No. 13 Pradhan Mantri Fasal Bima Yojana.

Agriculture employs nearly half of the employed people in the country. The security and well being of farmers is thus of prime importance to the progress of the country. It is with this in mind that the Pradhan Mantri Fasal Bima Yojana was launched on 13th January 2016.During the deliberations in the 1st Steering Committee meeting to SLBC held on 03.05.2017, the house was informed of the decision of the State Government for referring the matter to Government of India with certain amendments for implementation of Pradhan Mantri Fasal Bima Yojana. In subsequent meeting, the state has again informed that reply from the Government of India is awaited and Fasal Bima Yojana has not been implemented in the State till date.The representative of Agriculture Department/IF&B is requested to apprise the house about the implementation of ‘Fasal Bima Yojana’ in the State of Punjab.

Item No. 14 Stand-up India Programme of Ministry of Finance.

 

The objective of the Stand-Up India scheme is to facilitate bank loans between Rs.10 lakh and Rs.1 Crore to at least one SC/ST and one woman beneficiary per bank branch for setting up a Agenda papers of 140th Meeting of SLBC-Punjab Page 20

green field enterprise. This enterprise may be in manufacturing, services or the trading sector. In case of non-individual enterprises at least 51% of the shareholding and controlling stake should be held by either an SC/ST or Woman entrepreneur.

The scheme, which covers all branches of Scheduled Commercial Banks, will be accessed in three potential ways:-

o Directly at the branch or o Through SIDBI’s Stand-Up India portal

(www.standupmitra.in) oro Through the Lead District Manager ((LDM)

SIDBI has informed about the updation of Stand Up Mitra portal with the following features:-

1. Applicants can submit additional documents through portal to bankers even after submission of loan applications.

2. Messaging module has been introduced in the portal by which Bank branches can interact with applicants/ LDMs/ SUCCs/respective ROs and Nodal Users through the Portal for follow up on loan application, seeking additional documents, if any, required for loan, responding to clarification requested, post sanction communication etc.

3. Logo of respective Banks would be visible once any user from the Bank logs in. We hope that this would inculcate a sense of participation amongst the Banking fraternity.

4. Credit Guarantee Scheme for Stand Up India (CGSSI) coverage rule engine has now been integrated on stand up mitra portal. Bankers can now search for potential loan applications which may be covered under CGSSI while perusing loan applications from e Marketplace.

5.  ‘Ease of Access Kit’ for Bankers have been hosted in the Dashboard of all Bankers for ready reference. The same gets updated whenever any new feature is added.

6. A module to capture 'success stories' on portal has been provided by the SIDBI.   Bankers may like continue to capture appropriate cases on the module to show case the emerging entrepreneurs.

As decided in the 139th meeting of SLBC held on 14.02.2017 that for boosting credit under Stand up India, Convener Bank will shoulder the responsibility of giving advertisement in the paper. The draft of the advertisement was first sent in Hindi for approval of State Government. As desired the English advertisement has since been sent to the department with a request to get the same translated in Punjabi language as Banks do not have in House translating facilities.During the deliberations in the 1st Steering Committee meeting to SLBC held on 03.05.2017, Shri P S Chauhan, General Manager & Convener SLBC expressed his concern over low performance under this important scheme. opportunity and member banks should grab this opportunity and give more thrust for making advances to SC/ST/Women entrepreneurs through each of their branches under the scheme. Member banks were requested to ensure that each branch of their bank must advance under Stand up India scheme.Member banks are again requested to ensure that each branch of their bank must advance under Stand up India scheme and sensitize the field functionaries about the updation of Stand up India Portal for effective implementation of the scheme.

Item No. 15 Pradhan Mantri Awas Yojana Housing for all by 2022-Credit Linked Subsidy Scheme-(CLSS).

The Mission, in order to expand institutional credit flow to the housing needs of urban poor implemented credit linked subsidy component as a demand side intervention. Credit linked subsidy will be provided on home loans taken by eligible urban poor (EWS/LIG) for acquisition, construction of house.

Beneficiaries of Economically Weaker section (EWS) and Low Income Group (LIG) would be eligible for an interest subsidy at the rate of 6.5 % for a tenure of 15 years or during tenure of loan whichever is lower.

The credit linked subsidy will be available only for loan amounts upto Rs. 6 lakhs and additional loans beyond Rs. 6 lakhs if any, will be at nonsubsidized rate.

Credit linked subsidy would be available for housing loans availed for new construction and addition of rooms, kitchen, toilet etc. to existing dwellings as incremental housing.

Housing and Urban Development Corporation (HUDCO) and National Housing Bank (NHB)   have been identified as Central Nodal Agencies (CNAs) to channelize this subsidy to the lending institutions and for monitoring the progress of this component. Under the Mission, beneficiaries can take advantage under one component only.

Central Government has approved the extension of the loan tenure under the Credit Linked Subsidy Scheme component of Pradhan Mantri Awas Yojana–Urban. The loan tenure of 15 years has now been extended to 20 years, thereby reducing EMI’s for the home loan borrowers.

under Pradhan Mantri Awas Yojana, the house was apprised of the issues raised in the meeting held under the Chairmanship of Chief Administrator PUDA and the representative of PUDA was requested to apprise the latest position in the matter. Upon the query of the representative of PUDA, it was informed that the beneficiary can bring in his prorata margin/contribution in respect of each disbursement .It was informed by the PUDA representative that the issue of draw of lots by PUDA in the names of Male Head of the family whereas the scheme stipulate that the ownership/allotment should be in the name of female head of the family or jointly with male head, the matter is referred to the legal cell and the decision will be informed to the convener bank.The representative of the PUDA is requested to apprise the house latest position in the matter.

Pradhan Mantri Awas Yojana 2017- for Middle Income Group

The government has also introduced a new CLSS loan scheme for the middle income group of the society. The basic ingredients of the CLSS loan scheme for the middle income group are as under:-Beneficiary A beneficiary family will comprise of

husband, wife, unmarried sons and/or unmarried daughters. An adult earning member (irrespective of marital status) can be treated as a separate household;Provided that he / she does not own a pucca (an all weather dwelling

unit) house in his / her name in any part of India.Provided also that in the case of a married couple, either of the spouses or both together in joint ownership will be eligible for a single house, subject to income eligibility of the household under the Scheme.

The government is inviting online applications for PMAY-U through two modes, first is assessment application through pmaymis.gov.in and second is through the common service centers across the country.

The eligible beneficiaries of PMAY can directly contact the banks and lending institutions to avail the housing loan under the scheme. The loan facility is being provided by several banks and non banking finance companies.Member Banks are requested to take steps and ensure to cover maximum beneficiaries under PMAY scheme for MIG.

Roadmap for opening brick and mortar branches in villages with population more than 5000 without a bank branch of a scheduled commercial bank.

Reserve Bank of India, vide their letter no. FIDD.CO.LBS.BC.No.82/02.01.001/2015-16 dated 30.12.2015 has informed that coverage of banking services in unbanked villages is skewed towards the BC model and the ratio of branches to BC is very low. For increasing banking penetration and financial inclusion, brick and mortar branches are an integral component. Therefore, RBI has decided to focus on villages with population above 5000 without a bank branch of a scheduled commercial bank.

54 such villages were identified and allocated to banks for opening of Brick and Mortar branches by March 2017 and the Banks were to open the branches at the allocated centres and all the branches were to be opened by March 2017.

The position in opening of branches as on 31.03.2017 is as per Annexure-11 {Page 120-122} from which it is observed that out of 54 identified centres only 3 branches has been opened. PNB has informed that it has opened 3 branches in May 2017 i.e. Jagatpura in district Mohali, Dharangwala in district Fazilka and Vein Poin in district Tarn Taran.

During the deliberations in the 1st Steering Committee meeting to SLBC held on 03.05.2017, the house showed its concern for not opening of branch by any bank at the identified centres during the quarter and all the banks were requested to open the branch at the identified centres by 30.05.2017.

The representative of the banks which were required to open the branches during the quarter are requested to apprise the house about the reasons for not opening of the branches and present status thereof.

Aadhaar Based Jeevan Praman Patra (Digital Life Certificate)-Appointment of banks as facilitators.

Department of Electronics and IT, Ministry of communications and I.T. Government of India has developed “Jeevan Praman (Digital Life Certificate Portal). The Jeevan Praman uses Aadhaar Platform for biometric authentication of the Pensioner. The pensioners with Aadhaar number can biometrically authenticate their presence by giving Aadhaar Number, Pension Payment Order Number, Bank Account Number and Mobile Number.

Department of Electronics and IT, Ministry of communications and I.T. Government of India has appointed banks for facilitating Aadhaar Based Jeevan Praman Patra (Digital Life Certificate) at any of their branches and Bank Mitra locations. Now banks can work as Facilitation Centre on the lines of around 40000 citizen service centres (CSCs) presently run by UIDAI for collecting and receiving Aadhaar Based Jeevan Praman Patra from Pensioners of Central Civil, Defence, Railways, Postal, EPFO etx. and other pension sanction authorities including State Government Pensioners.The State Government has already issued amendment to procedure of pension payment regarding acceptance of Aadhar Bio-Metric authenticated life certificate recorded on Jeevan Parman website (www.jeevanparman.gov.in).Member banks are requested to ensure that banners have been displayed in all the branches of their bank and pensioners be sensitized through SMS, phone calls or print media for popularizing the enrolment for submission of Digital Life Certificates.

As per the information received from Ministry of Personnel Pension & grievences, 13946 pensioners have submitted digital life certificates from 1st November 2016 to 31st March 2017, out of which 9847 Digital Life Certificates have been submitted successfully, 3831 failed and 268 Digital Life Certificates are pending. Banks which are not compliant of submitting Aadhaar Based Jeevan Praman Patra (Digital Life Certificate) are again requested to take steps for ensuring that the system of submitting Digital Life Certificate is operative in their bank. The Bank wise position is as per Annexure-12 {Page 123}.

Director, Pensions and Welfare of Pensioners, Government of Punjab has informed that there are more than 3.50 lakh Punjab pensioners and State Government has desired to cover all these Pensioners by Digital Life Certificates. Regulation, 2016 has been notified vide notification dated 12th

Sept. 2016.

As per section 7 of the Act, the Central Government or as the case may be, the State Govt. may for the purpose of establishing identity of an individual as a condition for receipt of a subsidy, benefit or service for which the expenditure is incurred from or the receipt there from forms part of, the Consolidate Fund of India, require that such individual undergo authentication, or furnish proof of possession of Aadhaar number or in the case of an individual to whom no aadhaar number has been assigned, such individual makes an application for enrolment.

As per section 57 of the Act, nothing contained in this Act shall prevent the use of Aadhaar number for establishing the identity of an individual for any purpose, whether by the State or anybody corporate or person, pursuant to any law, for the time being in force, or any contract to this effect.

In view of above Govt of India has already issued notification for use of Aadhaar for disbursement of benefits in centrally sponsored Scholarships, MGNREGA, EPFO, DBTL and National Social Assistance Programme (NSAP). It is further anticipated that from next financial year most of the centrally sponsored programme will be linked with the Aadhaar. In order to transfer the benefits using the Aadhaar Payment Bridge (APB) the accounts of the beneficiaries must be linked with the Aadhaar at NPCI.

The UIDAI representative is requested to deliberate on the issue.

During the deliberations in the 1st meeting of Steering Committee to SLBC held on 03.05.2017. The representative of UIDAI apprised the house that Aadhaar generation in the State is 102.27% whereas the seeding of Aahaar is very less as compared to the Aadhaar generation. In respect of clarification of Aadhaar Act, he apprised the house that e-Aadhaar is a valid document and no bank/institution should deny the validity of the e-Aadhaar. He further informed the house that Aadhaar number of a person should not be published or disclosed on any document. If the same is required to be published masking of Aadhaar should be done i.e. only last four digits of Aadhaar should be displayed.

Member banks are again requested to ensure meticulous compliance of the clarifications given by the representative of UIADI of Aadhaar Act.

Item No.19 Unrecognized Clusters of MSME and availability of banking outlets and credit flow in such clusters.

Reserve Bank of India has conducted study to find out unidentified/Unrecognized Clusters of MSMEs in India and has identified 1161 such clusters in India. It has further been observed in the study that 74% of these MSMEs clusters are not linked to banking system for providing credit flow to these clusters.

4 such clusters have been identified in the State of Punjab i.e 1 each at Ludhiana and Moga and 2 at Patiala. The Detail of these clusters and progress is as per Annexure-13. {Page 124}

Controlling heads of member banks are again requested to consider extending banking facilities to such clusters either through Brick and Mortar Branch or through BC, wherever feasible and send the report to Convener Bank.

Item No. 20 Financial Literacy Centres (FLCs)

Reserve Bank of India vide their circular. No. FIDD.FLC.BC. No.18/12.01.018/2015-16 dated 14.01.2016 has issued revised guidelines of Financial Literacy Centres and convener bank has already circulated the said guidelines to all the member banks/LDMs. The information as per the statement for the q.e. Item No.20 (i) Financial Literacy Project in Schools

Ministry of Finance has directed all banks to organize financial literacy programs in schools to implement the pilot project on financial literacy on Pan India basis. Lead District Managers have already mapped the 100 schools per district with bank branches operating in the district and Convener Bank has sent the mapped list to controlling heads of all the banks. Further Ministry of Finance has desired that controlling heads of banks should take the specified Actions for successful implementation of Financial Literacy project in schools.

Banks will be the nodal point for reporting and updating the progress made in conducting   FL camps in schools to mission office on the prescribed format.

- NABARD has already requested banks to submit proposals for organizing Financial Literacy programs for financial assistance maximum of Rs.15000/- per camp under FIF. Banks may submit proposals to Nabard’s Regional Offices or to corporate

office Mumbai for multiple states in accordance with the guidelines in the matter.

- As Financial Literacy is an ongoing process, it should be conducted by banks on a regular basis and not be viewed as a one-time activity. Banks are directed to conduct Financial Literacy sessions for the financial year 2016-2017 as per the guidelines of Ministry of Finance.

Controlling heads of banks are requested to apprise their staff on the process flow to be followed and ensure printing, distribution of FL material as per the specifications and for conducting of camps for in schools for implementation of financial literacy project in the schools.

During the deliberations in the 139th meeting of SLBC held on 14.02.2017, member banks were requested to apprise FLC counselors and staff on the process flow to be followed for conducting of camps in schools. Further banks were requested to send the proposal for sanction of organizing the camps to NABARD.Member banks were requested to ensure that in each school mapped, minimum one FLC camps must be conducted by the Branch/FLC during each quarter.

Opening of Financial Literacy Centres (FLCs) at block level.

Ministry of Finance has observed that people need to be made aware of the advantages of access to formal financial system, savings, credit, importance of timely repayments and building up a good credit history. Financial Literacy Centres have so far been set up at Urban/Semi-urban areas. The present plan of Ministry of Finance is to expand the FLCs to the block level.

In the State of Punjab, 129 FLCs are functioning at District and block level against the target of 143. Detail of FLCs not functioning at block level are attached as per Annexure-15. {Page 129}

During the deliberations in the 1st Steering Committee meeting to SLBC held on 03.05.2017, the house was informed that matter for providing of room at Tehsil or BDO office is under consideration of the State Government.

The house was also informed of the communication received from Rural Development Department, wherein it has been mentioned that the matter to provide space to set up FLCs at BDO office/Tehsil/Municipal office may be taken up at concerned District level.

The representative of Department of IF&B was requested to send the communication to Deputy Commissioner of each district so that matter can be taken up with them by lead district managers for allotment of space for opening of FLCS.

Reserve Bank of India has advised all banks for celebration of Financial Literacy Week from June 5-9, 2017. The publicity material like Posters, Pamphlets, Booklets etc. are to be collected from RBI by nodal officer of the respective banks for distribution among the field functionaries.Member banks are requested to take all steps for making the Financial Literacy Week a grand success.

Item No.21 Setting up of Rural Self Employment Training Institutes (RSETIs)

19 RSETIs are operating in the State of Punjab which includes RSETIs at Dhudi Ke (District Moga) sponsored by PNB and Tappa Mandi in Barnala District sponsored by Canara Bank.

RSETIs are not operating at following centres.Gurdaspur, Pathankot, SBS Nagar & Tarn Taran.

At Tarn Taran, District Administration has offered half acre land at an annual rental of Rs.25000/- with 10% annual increase. As per MoRD guidelines minimum of One acre land is required to be given free of charges or at nominal rent. Proposal to allot one acre land at nominal rent may be considered.

The representative of Department of Rural Development may apprise the house of the latest developments in the matter.

Land has been allotted for RSETIs at Bathinda, Mansa, Barnala, Muktsar & Ropar.

LDMs to apprise the house about the status of construction of RSETI buildings.

No.21(i) Training Institutes (RSETIs)

From the data on progress of RSETIs up to March 2017, it has been observed that:-

2307 training programmes of skill development were organized wherein 60545 trainees participated.

9195 trainees were financed by the banks to start their Enterprises and 17541 trainees set up their enterprises through owned funds.

Out of total 60545 trainees, 37344 were from SC/ST category, 8566 from OBC, 1167 from minority and 13468 were from other categories.

45348 Women and 330 Handicapped persons were also provided training for self-employment.Performance of the RSETIs functioning in the State up to March 2017 & status of land allotment is given on Annexure-16 {Page 130} & 16(i) {Page 131-133}.

Item No.21(ii) Review of Rent Enhancement Clause in respect of RSETIs land in the State .

During the half yearly review meeting of RSETIs held under the Chairmanship of Financial Commissioner (Rural Development) Shri Roshan Sunkaria, on 11.05.2017, the Rural Development Department informed that consideration to relax the condition of 10% hike of rent per annum is under process with reference to meeting held under the chairmanship of ACS Finance on 25.11.2016. Item No.21(iii) Electricity charges being charged at RSETIs in the State of Punjab.

The instructions of Ministry of Rural Development have already been conveyed to all the banks/LDMs vide which it has been clarified that RSETIs are engaged in training of unemployed youths. As per Govt. of India guidelines they should not be treated as commercial establishments and hence charges as applicable to domestic rates need only be collected.

During the half yearly review meeting of RSETIs held on 11.05.2017 under the Chairmanship of Financial Commissioner (Rural Development) Shri Roshan Sunkaria, the issue came up for discussion. The FC (Rural Development) positively responded to the same and assured that the issue will be taken up with PSPCL.

Credit Linkage of RSETIs Trainees

In the 1st steering committee meeting of SLBC held on 03.05.2017, State Director, RSETIs suggested that in order to effectively use the RSETIs, the banks should:-

Consider loan application of RSETI trained candidate on priority.

Consider the provision for rejection of loan applications of RSETI trainees at next higher authority at controlling office.

Item No.23(v) Credit Deposit Ratio – Implementation of the Recommendations of Expert Group on CD Ratio

As per the recommendations of an Expert Group constituted by GOI under the Chairmanship of Shri Y.S.P.Thorat, a Special Sub-Committee (SSC) of District Level Consultative Committee (DLCC) was to be constituted in districts with CD Ratio of less than 40%, for drawing up “Monitorable Action Plans” (MAPs) to increase the CD Ratio on a self set graduated basis. Concerned LDM of the district is the convener of SSC with DCO, DDM, NABARD, LDO, RBI and District Planning Officer as its members.

CD Ratio of 4 districts i.e. Hoshiarpur, Jalandhar, Kapurthala and Nawanshahr as at September 2005 was below 40% and Special Sub Committees (SSCs) of District Level Consultative Committee (DLCC) were constituted in these districts. Lead District Managers of all these four districts have convened the Special Sub-Committee meeting and submitted revised road map for achieving the level of 60% as under:-

The CD Ratio (including NRI deposits) has decreased in all the 4 districts. The CD ratio net of NRI deposits has also decreased in all the four districts.

Lead District Managers have informed that due to demonetization deposits have increased and advances have declined due to recovery in accounts resultantly decline in CD Ratio.

The concerned LDMs are requested to continue to review the CD Ratio in the meetings of Special Sub Committee of DCC.

CD Ratio of Pathankot district has declined to 36.50% whereas CD Ratio of Ropar district is 40.20%. LDMs of these districts need to take steps to arrest the decline else their districts will also come under MAP.

The House may review the CD Ratio vis-a-vis MAP to improve CD Ratio of these identified districts.

The share of incremental agriculture advances to incremental advances during the period under review is 38%.

As per guidelines of RBI, banks are required to achieve National Goals on Adjusted Net Bank Credit (ANBC) as at the end of previous year instead of NBC and for calculation of ANBC the outstanding FCNR (B) and NRNR deposit balance will no longer be deducted for computation of ANBC, which now will be Bank Credit plus investments made in non SLR bonds under HTM category. It may be difficult for banks to arrive at such figures at State level and as such the review of National Goal is made on the basis of Net Bank Credit as at the end of previous year, which means gross credit minus inter bank credit.

During the quarter ended March 17, the banks in the State of Punjab have made 1442 education loans amounting to ` 78.70 crores, out of which 544 loans amounting to ` 47.63 crores have been made to female students. The percentage of loans advanced to women comes to 62.27% & 39.47% respectively for number of accounts and amount.

The overall advances to women beneficiaries witnessed an increase of `6048.86 crore from ` 18071.77 crore as at March 2016 to ` 24120.63 crore as at March 2017, thus registering a growth of 33.47 %. In the State of Punjab, the share of advances to women beneficiaries to Net Bank Credit as at March 2017 stands at 11.36%, against the target of 5%. The bank-wise position in respect of advances to women beneficiaries to total advances as at March 2017 is given as per Annexure-25(i-ii) {Page 151-152}.

During the quarter ended March 2017, banks have disbursed loans to the tune of ` 4408.66 crores to women beneficiaries. The bank-wise position is given at Annexure-25(iii) {Page 153}.

Observations:

A sum of ` 3181.60 lakhs has been disbursed as margin money in the 1265 cases disbursed upto 31.03.2017. 9858 unemployed youth have been provided employment.

During the deliberations in the 1st Steering Committee meeting to SLBC held on 03.05.2017, the representative of the department informed the house that 2291 applications sent to the banks for the year 2016-17 are still pending for disposal. He informed the house that these application must be disposed off latest by 31.05.2017 otherwise the same will not be considered for subsidy. Member banks were requested to instruct the branches under their control for disposal of pending application latest by 31.05.2017.

The representative of KVIC/KVIB/DIC may inform latest position to the House.

Item No.27(v) Physical verification for 2013-14 & 2014-15 of PMEGP units in Punjab.

KVIC vide their letter dated 12.04.2017 has informed that M/S Agriculture Finance Corporation India Ltd, New Delhi is selected for the purpose of physical verification for 2013-14 & 2014-15 of PMEGP units in the State of Punjab. Member banks are requested to extend cooperation to the agency in the matter and if required necessary information may be provided to the representative of the above Agency for timely completion of the work.

Item No.27(vi) On line e-Portal of PMEGP Scheme.

During the deliberations in the empowered committee meeting on MSME held on 03.10.2016 at Reserve Bank of India, the representative of KVIC informed the house that all the

applications under PMEGP must be entered in the e-portal.  He further informed that only those applications will be entertained which will be entered in the e-portal.  The procedure for logging in the application, is as under:-

1. Open the website "www.kvic.org.in"2. On home screen click on "PMEGP"3. On PMEGP e-portal, Click on "bank login"

link given on right corner.4. Enter IFSC Code of branch as USER ID.5. Enter email ID of the branch as PASS

WORD. 6. SUBMIT

Branch will receive the one time pass word within one day and after that all applications received under PMEGP must be entered in this portal. Convener bank has already conveyed these instructions to all the member banks and have requested to reiterate the same among the branches of their bank and instruct them for meticulous compliance of the same.

During the deliberations in the 139th meeting of SLBC held on 14.02.2017, it was informed by Joint Director (Industries) that only 36% of users have made first login on the portal in the state and 64% are yet to activate their login.

Member banks are again requested to ensure to reiterate these instructions among the branches of their bank for compliance and take steps for activation of portal.

Item No.27(vii) National Urban Livelihoods Mission (NULM)

Government of India has restructured the SJSRY scheme to National Urban Livelihoods Mission (NULM), which is applicable to cities with population of 1 lac or more and all the District Head Quarter Towns/Cities whether its population of less than 1 Lac as per the census of 2011.In the State of Punjab only 26 town/cities will be covered. Further under NULM only the interest subsidy will be given to the beneficiaries for setting up Micro Enterprises. The interest subsidy will be given over and above the 7% interest. There is no capital subsidy for any project (Individual or Group). The Bank-wise/District-wise targets is as per Annexure-27 {Page 155-156}. The progress under the scheme is as under:-

The representative of department of NULM is requested to apprise the house latest in the matter please.

During the deliberations in the 1st Steering Committee meeting of SLBC held on 03.05.2017, the representative of the department informed the house that in SEP cases and in SHG groups many banks are not opening the account of SHG groups because of non providing of PAN by the SHG members as banks claim that it is mandatory for providing of PAN number. It was informed to the representative of the department that providing of PAN is not compulsory for opening of accounts of SHG groups and wherever the SHG members do not have PAN, they have to submit Form 60/Form 61.

Further LDMs to ensure to review the position of NULM cases in each DCC/DLRC meeting. It was resolved that a communication be sent by the controlling head to all the branches for disposing off the applications on merits within the time frame fixed by Reserve Bank of India.

Member banks are requested to reiterate the instructions that PAN number is not mandatory for opening of account of SHG groups to the field functionaries and instruct the branches to dispose off the pending cases on merits within the time frame fixed by Reserve Bank of India.

Observations:

Up to 31.03.2017, 39021 Self Help Groups have been formed out of which 27190 Groups have been credit linked since inception of the scheme.

The gap between the SHGs formed & linked with bank credit is 11831. During the current financial year 1348 groups have been formed up to March 2017.

The pace of formation & credit linkage of SHGs needs to be accelerated.

The perusal of district-wise progress up to March-2017 under ACP 2016-17 is given at Annexure-30 {Page 163} which reveals as under:-

The overall targets have been exceeded in 7 districts i.e.Amritsar, Faridkot, Kapurthala, Moga, Muktsar, Nawanshahar & Tarn Taran and missed by varying margins in other districts.

The targets under Agriculture & Allied Sector have been achieved in 5 districts i.e. Bathinda, Faridkot, Ferozepur, Kapurthala & Nawanshahr and missed by varying margins in other districts.

The targets under MSME Sector have been exceeded in 7 Districts i.e. Amritsar, Faridkot, Ferozepur, Kapurthala, Moga, Nawanshahr & Tarn Taran and missed by varying margins in remaining districts.

The targets under Other Priority Sector have been achieved in 3 Districts i.e. Faridkot, Moga & Tarn Taran and missed by varying margins in remaining districts.

As against target of ` 13705 crore under agriculture sector, Private Sector Banks, have disbursed loans amounting to ` 14207 crore. The achievement works out to 104%.

As against target of ` 6284 crore under agriculture sector, RRBs have disbursed loans amounting to ` 5423 crore, thus showing achievements of 86%.

As against target of ` 26827 crore under agriculture sector, Cooperative Banks have disbursed loans amounting to ` 16292 crore, thus showing achievements of 61%.

MSME Sector

As against target of ` 30101 crore under this sector, Commercial Banks have disbursed loans amounting to ` 21094 crore. The achievement comes to 70%.

As against target of ` 6828 crore under this sector, Private Sector Banks have disbursed loans amounting to ` 6050 crore. The achievement comes to 89%.

As against target of ` 137 crore under this sector, RRBs have disbursed loans amounting to ` 153 crore. The achievement comes to 112%.

As against target of ` 729 crore, Cooperative Banks have disbursed loans amounting to ` 143 crore. The achievement comes to 20%.

Other Priority Sector

As against target of ` 22977 crore, Commercial Banks have disbursed loans amounting to ` 12141 crore, the achievement comes to 53%.

As against target of ` 4957 crore under this sector, Private Sector Banks have disbursed loans amounting to ` 3417 crore, the achievement comes to 69%.

As against target of ` 2100 crore, Cooperative Banks have disbursed loans amounting to ` 1444 crore, the achievement comes to 69%.

Item No. 29(ii) Annual Credit Plan (ACP)

for the year 2017-18.

NABARD has prepared district wise and Sub-Sector wise PLP Projection for the year 2017-18. The total agriculture as per PLP projections for the State of Punjab comes to ` 123912.94 Crores. Accordingly all the Lead District Managers have allocated the bank wise targets and the total targets as per the Annual Credit Plan for the year 2017-18 comes to `115120 crores.

NABARD have informed that in the union Budget, Government of India announced that the ground level credit target for the country for agriculture during 2017-18 will be ` 10 lac crores which is 11% more that the target fixed for 2016-17. The Agriculture target for the year 2017-18 for the State of Punjab as per this allocation is ` 80950 crores.

The ACP targets for agriculture allocated by LDMs are ` 115120/- crores whereas the targets as per MoF are ` 80950 crores. During the deliberations in the 1st Steering Committee

meeting to SLBC held on 03.05.2017, representative of NABARD has approved the higher target of ` 115120 crores, in terms of the instructions that “In case the Annual Credit Plan (ACP) targets is more than the target allocated now, the higher target may be retained for implementation and monitoring.”

Registrar Cooperative Societies vide their letter dated 12.04.2017 has informed that, during the meeting of State Level Technical Committee held on 12.04.2017, it has been decided that the scale of finance approved for the year 2016-17 will remain the same without any revision for the year 2017-18 (01.04.2017 to 31.03.2018) as well. (Copy of letter received from Registrar, Cooperative Societies, Punjab and Copy of the scale of finance is attached as per Annexure-33 {Page 175} & 33(i) {Page 176-177}.

These Scale of Finance should be adopted by Central Cooperative Banks, Commercial Banks and Regional Rural Banks.

NABARD has recently issued guidelines for interest subvention to Small and Marginal Farmers against warehouse receipts. Brief description of the scheme is as under:-In order to discourage distress sale by farmers and to encourage them to store their produce in warehouses against warehouse receipts, the benefit of 2% interest subvention will be available to banks on their own funds involved for extending credit support up to Rs. 3 Lakh at 7% interest per annum to small and marginal farmers having Kisan Credit Card for a period of up to 6 months post-harvest against negotiable warehouse receipt for keeping their produce in accredited warehouses. Subvention (incentive) for prompt repayment will not be available to the farmers for loans extended against Negotiable Warehousing Receipts (NWRs).

Member banks are requested to note the above instructions/guidelines of NABARD and sensitize the field functionaries for popularizing the scheme of interest subvention to SF/MF against Negotiable Warehouse Receipt.

Credit to Micro, Small & Medium Enterprises (MSME)

Reserve Bank of India vide circular RPCD.SME & NFS.NO. BC.90/ 06.02.31/2009-10 dated 29th June, 2010 read with extant instructions contained in para 1.3 and para 2.1.3 of the Master Circular on lending to Micro, Small and Medium Enterprises (MSME) banks are advised to ensure that:-

40% of total advances to MSE sector should go to micro (manufacturing) enterprises with investment in plant & machinery upto `10 lakh and micro (services) enterprises having investment in equipment up to ` 4 lakh;

20% of total advances to MSE sector should go to micro (manufacturing) enterprises with investment in plant & machinery above `10 lakh and up to ` 25 lakh and micro (services) enterprises with investment in equipment above `4 lakh and up to ` 10 lakh. (Thus 60% of MSE advances should go to micro enterprises).

In terms of the recommendations of Prime Minister’s Task Force on Micro, Small & Medium Enterprises (MSMEs) under Chairmanship of Shri TKA Nair, the banks have been advised as under:-

Achieve a 20% Year on Year growth in credit to micro and small enterprises to ensure enhanced credit flow.

The allocation of 60% of MSE advances to the micro enterprises.

Achieve a 10% annual growth in number of micro enterprise accounts.

It is further advised that banks should open more SME focused branch offices at different MSE clusters which can also act as Counseling Centers for MSEs. Each Lead Bank of a district may adopt at least one MSE cluster.

Observations

In the State of Punjab, banks have provided credit to the tune of ` 45016.53 crore to 615993 Micro & Small units up to March-2017 as against ` 44747 crore to 509781 units as at March-2016. The annual growth in number of micro enterprises accounts is 23.54 % against the target of 10%.

The YoY growth of credit to MSEs has increased marginally by 0.12% against the target of 20%.

The share of advances to micro enterprises to total MSE as at March 2017 is 51% against stipulated level of 60%.

The decline in the Micro, Small & Medium Enterprises & MSE advances is on account of revised guidelines of RBI vide which Agro Processing Units have to be classified in Agriculture Sector.

The Controlling Heads of Banks are requested to take further steps for enhancing MSEs outstanding as also the share of advances to Micro Enterprises from Micro & Small Enterprises so that the stipulated level of 60% is achieved.

As per the policy package announced by Hon’ble Finance Minister, each Urban & Semi Urban bank branch is to provide financial assistance to at least 5 new units under Tiny, Small & Medium industry in a year.

Observations:

Banks have provided loans up to ` 10 lakh to 91694 MSE units during the quarter ended March-2017, out of which collateral free loans have been provided to 87127 units which means the coverage is 95%.

Issues of Reserve Bank of India pertaining to MSME advances.

In order to have perceptible improvement and effective control in MSME sector, Reserve Bank of India has desired that:-

1. Banks to proactively provide the facilities such as Standby Credit Facility, separate additional working capital limits, mid-term review of limits, etc., as envisaged in the RBI circular dated August 27, 2015 on 'Streamlining flow of credit during their life cycle in order to provide timely and adequate credit to MSEs'. Banks may put in place Board approved policy, if not done so, to enable their branches/offices for providing the above facilities to MSEs.

2. Banks and Industry Associations to spread awareness amongst their field level functionaries / members about the facilities available on the 'Udyamimitra.in' portal and advantages thereof.

3. Further, as per available data, there were 15494 sick units in Punjab out of which, only 113 units in Punjab were found viable by the banks and viability study in respect of 272 units in Punjab was yet to be undertaken.

4. It has been observed that some banks have not yet constituted the committees as advised under the framework for revival and rehabilitation of MSMEs and even if the Committees are constituted, no meetings have taken place/ no cases are resolved so far.

5. Banks need to share NPA details with Industry Associations, who in turn have been advised to interact with the concerned entrepreneur as required.

6. Industry Associations also need to be advised to create awareness for submitting applications for revival and rehabilitation, as envisaged in the RBI circular dated March 17, 2016 on 'Framework for revival and rehabilitation of MSMEs' and guide their members to seek intervention of MSME facilitation councils for resolution of delayed payments.

7. Banks to advise their Regional offices to put in place a mechanism to ensure due diligence while sanctioning loans under PMMY and also ensure end use of the funds. (Details of the findings of the study conducted by RBI given in Annexure-40) {Page 189}.

The representative of Reserve Bank of India is requested to apprise the house on the expectations and steps required to be taken by banks.

Item No. 38 Standing Advisory Committee on MSME-Rationalization of Mortgage Registration Charges.

The 21st meeting of Standing Advisory Committee on MSME held on March 3, 2017 at RBI, Chennai and at action point no. 11 of the said meeting, it has been decided that "IBA to prepare a compendium of mortgage registration charges prevailing in all States and provide it to the SLBC convenor banks so that the committee may take up the matter with their respective State Government for rationalisation of charges."

Convener Bank vide their e-mail dated 18.04.2017 sent the compendium of mortgage registration charges prevailing in all the States/UTs to Director, Institutional Finance & Banking and have requested to take up the matter with concerned department to know the view point of the State Government for rationalization of Mortgage Registration charges in the State of Punjab.

Observations

Item No 43 Providing Saving-cum-OD Account Facility to other families living in Rural Areas having no Land

Department of Financial Services, Ministry of Finance, Govt. of India advised certain action points with regard to lending under Priority Sector and one of the action point was that each bank will work out a scheme if none exists, for giving Saving cum OD Account to other families which do not have any land and live in the Rural Area. This account should have an OD limit of ` 10,000/- against the personal guarantee of the villager and the villager should be able to use the bank account for Savings or meeting the requirements of consumption purposes on a need based basis and use the OD.

Controlling heads of all the banks to kindly take steps to implement the above facility as desired by the Ministry of Finance.

From 1st April 2016 to 31st March2017, the Commercial Banks have sanctioned 263828 Kisan Credit Cards amounting to ` 14839.91 crores and disbursement has been completed in 262901 cases to the extent of ` 15155.59 crores. In addition to this, during the same period, Cooperative Banks have sanctioned 6428 Kisan Credit Cards amounting to ` 65.29 crores.

Since inception of the scheme, Commercial and Cooperative Banks jointly have sanctioned kisan credit cards to 4251116 farmers amounting to ` 124886.42 crores in the State, out of which disbursement has been made to farmers to the tune of ` 4172590 crores. On cumulative basis, there are 2151887 outstanding KCCs amounting to ̀ 63180.13 crores as at 31.03.2017.

Observations:

During the quarter ended March-2017, under Golden Jubilee Rural Housing Scheme, banks have sanctioned loans to 1353 beneficiaries amounting to ` 4340 lac and disbursement has been completed in 1407 cases to the tune of ` 4496 lac under the Scheme.

Item No. 49 Implementation of Nayak Committee Recommendations

As per Reserve Bank of India guidelines for assessing working capital limits of village, tiny and other SSI units requiring fund based limits up to ` 5 crore, banks have to adopt procedure based on Nayak Committee guidelines, i.e. sanction of working capital limits @ 20% of the projected turnover.

Highlights

During the quarter ended March-2017, banks have sanctioned loans amounting to ` 529.28 crore to 7350 SSI units. Out of these, loans amounting to ` 427.48 crore have been sanctioned to 7201 SSI units as per Nayak Committee Norms. It reveals that while assessing the credit requirements of SSI units requiring funds up to ` 5 crore, Banks have applied norms based on Nayak Committee recommendations in 50% of cases. The feedback from Banks also indicates that in remaining cases the borrowers were not willing to avail the credit limits as per

Nayak Committee Recommendations, due to the turnover of current assets being high and/or higher level of creditors.

Item No. 50 Financing of Tenant Farmers/Oral Lessees and Share Croppers.

NABARD has informed that Andhra Pradesh State Government has recently promulgated an ordinance titled "Andhra Pradesh Land Licensed Cultivators Ordinance 2011” to facilitate financing of tenant farmers, oral lessees and share croppers by financial institutions. The ordinance envisages issuance of ‘Loan and Other Benefits Eligibility Cards’ to tenant farmers, oral lessees and share croppers to access credit from the Public Financial Institutions and to claim benefits of input subsidy, crop insurance compensation for damage to crop and for matters connected therewith or incidental thereto.

Such an initiative would lead to smoothening the process of access to the formal credit delivery system by tenant farmers/oral lessees/share croppers, etc. thereby helping the JLG programme to scale new heights.

Director, Agriculture Department, Government of Punjab have informed that the case has been sent to Financial Commissioner (Revenue), Govt. of Punjab, for implementation of Act in the State.

The representative of Department of Agriculture/IF&B is requested to apprise the house latest position in the matter.

Item No. 51 National Handicapped Finance and Development Corporation (NHFDC)

Ministry of Social Justice & Empowerment, Government of India as informed that NHFDC functions as an apex Institution for Agenda papers of 140th Meeting of SLBC-Punjab Page 105

promoting economic development activities and self - employment ventures for the benefit of persons with Disabilities (PwDs). The detailed information on schemes and programmes of NHFDC is available on website www.nhfdc.nic.in.

NHFDC has recently tied-up with 3 Public Sector Banks (Bank of Baroda, Andhra Bank & IDBI Bank) and 24 Regional Rural Banks for flow of collateral free concessional credit (interest rate of 4-8% per annum) to PWDs for self employment under credit guarantee scheme of Government of India. These banks will also extend education loans to eligible students with disabilities for higher education in India or abroad at an interest rate of 3.50 – 4% per annum only. Other members banks are requested to sign similar agreement with NHFDC for flow of concessional credit to PWDs.Controlling Heads of these Public Sector Banks are requested tosend the progress to the Convener Bank.

In order to create infrastructure and increase capital formation in agriculture and SSI, the Government of India has launched various schemes, wherein the Govt. of India also provides subsidy.
