Pradhan Mantri Jan Dhan Yojana, Activation of Rupay Card, Monitoring of Zero Balance Accounts & Appointment of Bank Mitras & Status of Micro ATMs .

 Punjab State has been declared as Saturated under Pradhan Mantri Jan Dhan Yojana, the flagship programme of Government of India, which envisages, Accidental Insurance of ` 1 lac, Life Insurance cover of `30000/-, Issuance of Rupay Debit Card to every account holder.

Item No. 2(i) Issuance of Rupay Cards and its Activation in PMJDY accounts.

Activation of Rupay Debit Cards was necessary to get the insurance claim under the Rupay Card. The Rupay cards were required to be swiped in an ATM or POS machine within 90 days prior to the date of incident resulting in accidental death/permanent disability. The latest change made by NPCI regarding eligibility to claim accidental cover as under:

“All Rupay Card holders (valid for Physical or Virtual RuPay card holder) i.e Cards issued on an IIN assigned by RuPay will be eligible for the benefit under the RuPay Insurance Program 2016-17."

Benefits of Insurance will be available to the Card holders who have performed minimum one successful financial or non-financial transaction* at any Channel both Intra and Inter-bank i.e. on-us and off-us (ATM/ Micro ATM/POS/e- com/Business Correspondent of the bank at locations by any payment instrument).

(a) within 45 days prior to date of accident including accident date for Premium Card holders and(b) within 90 days prior to date of accident including accident date for Non Premium Card holders.

*Transaction types means all customer induced transaction at bank branch or by any payment instrument whether on-us (Bank Customer/RuPay card holder transacting at same bank channels) and /or off-us (Bank Customer/RuPay card holder transacting at other bank channels).

This addendum circular basically advises banks that in addition to all financial and non financial transactions, both on-us and off-us originating from ATM, micro ATM & POS and online covering RuPay card and Aadhaar based transactions, all customer induced transactions at Branch will now be included as eligible transactions under the Rupay Insurance Program 2016-17.

During the deliberations in the State level implementation Committee meeting held on 15.07.2016, Shri Sukhwinder Singh, IAS, Director, Institutional Finance and Banking and Chairman of the meeting said that customer should be made aware of the changes made by NPCI. It was resolved that all the member banks should utilize the services of FLC Counsellors and Bank Mitras for creating awareness amongst the customers in this regards.

The issue was also deliberated upon in the 2nd Steering Committee meeting to SLBC held on 28.07.2016. While reviewing the progress of the banks whose % age of activation of Rupay card is much lower i.e. SBOP, OBC, HDFC were requested to sensitize the population through Bank Mitras and

FLCs of their bank for activation of Rupay cards in order to keep the insurance cover live.

The bank wise position in activation of Rupay cards is as per Annexure-1.

Item No. 2(ii)

Appointment of Bank Mitras & Status of Micro ATMs , Verification Calls by Executives of State Call Centers/SLBC/LDMs to Bank Mitras.

For universal access to banking facility, Bank Mitras have been deployed in areas allocated to banks by SLBC.  As per information received from banks, 2330 Bank Mitras/BC Agents have been deployed in the State to provide various type of banking services to the customer under PMJDY.

The bank wise position in Appointment of Bank Mitras & status of Micro ATM is given at Annexure-2 for information of the house.

To ascertain/verify the availability of Bank Mitras, it has been decided that executives of call centers will make verification calls to each Bank Mitra/BC Agent working in the State and Call Centre/LDMs are submitting information about working/non working of Bank Mitras on weekly basis. Besides Convener Bank is also making verification calls to Bank Mitras/BC Agents directly. The feedback received from all the three is collated on regular basis and shared with Banks for taking necessary corrective action.

Non working of Bank Mitras at locations allotted is depriving population therein of banking facilities and defeating the very purpose of Financial Inclusion. Controlling head of the banks whose Bank Mitras are not working, are requested to inform the

house of latest position regarding deployment and time line for completing the task.

The detail of the Bank Mitras who are not working has been sent to respective banks and they have been advised to replace the Inactive/non working Bank Mitras on urgent basis. Further in order to monitor the working of Bank Mitras the banks were requested to make regular calls to them.

During the deliberations in the 2nd steering committee meeting to SLBC held on 28.07.2016,the banks i.e SBOP, OBC, & UCO bank whose inactive Bank Mitras are more than 40 were requested to ensure that all the Bank Mitras are operational at the earliest. Member banks were requested to keep convener bank informed of the changes if any in contact details of Bank Mitras and ensure that Bank Mitras are operational in all the locations.The representative of the member banks who have not appointed the Bank Mitras yet are requested to apprise the latest position to the house.

Micro ATMs have been provided to 1582 Bank Mitras out of total 2330 Bank Mitras working in the State of Punjab. During the deliberations in the State level implementation Committee meeting held on 15.07.2016, the representatives of UCO Bank and SBI informed the house that their bank has since started distribution of Micro ATM to Bank Mitras. Member Banks are again requested to ensure providing of Micro ATM to all the Bank Mitras immediately.

Item No. 2(iii) Position of Claims lodged/Settled under PMJDY and Jan Suraksha Schemes.

Out of 83 Claims lodged under PMJDY up to 30.06.2016 in the State of Punjab, 55 Claims stands settled while 15 claims have been rejected and thus 13 claims are pending for disposal.

In Jansuraksha Schemes (under PMSBY) out of 298 claims lodged 174 claim cases stands settled while 20 claims stands rejected and thus 104 claims are pending for disposal.

In Jansuraksha Schemes (under PMJJBY) out of 431 claims lodged 345 claim cases stands settled and number of cases rejected are 7 and thus 79 claims are pending for disposal.

Bank-wise position in lodgment and settlement of claims under PMJDY and Jansuraksha Schemes is as per is as per Annexure-3 & Annexure-3 (i) respectively.

Item No. 2(iv) Monitoring of Zero Balance Accounts in PMJDY

Out of total 5032738 accounts opened, 893165 accounts (17.75%) still show zero balance. During the deliberations in the 2nd steering committee meeting to SLBC held on 28.07.2016, the progress of Zero balance accounts was reviewed and member banks were requested to take steps for reduction in accounts having Zero balance. It was suggested that the Bank Mitras can be very helpful in bringing the number of Zero Balance accounts. Member banks were requested to take the services of Bank Mitras for bringing down the zero balance accounts.

2(v) Number in Pension Accounts.

Secretary, Deptt. of Pension & Pensioners welfare, Ministry of Personnel Public Grievances and Pensions vide his DO letter dated 23.06.2016 addressed to CMDs of all Pension Disbursing Banks, has desired that Special Aadhaar Seeding and Registration Camps to be organized by all Pension Disbursing branches. 

During Video Conference with the banks on 15.06.2016, it was decided that Special Camps shall be continued every month till December 2016 as per following schedule:-

Convener Bank vide its e-mail dated 29.06.2016 and 06.08.2016 has already requested all the member banks to ensure holding of camps in their pension disbursing branches as per the above schedule. It has further been desired by the Ministry of Personnel Public Grievances and Pensions to give adequate publicity in the local media, including Cable/TV Channels and also contact the pensioners through letters/telephone, emails fax, etc. to get their pension accounts seeded with Aadhaar Numbers.

Member banks are again requested to hold camps on all designated dates in all the pension disbursing branches of their bank for seeding of Aadhaar number in pension accounts.

Item No. 3 Pradhan Mantri Suraksha Bima Yojana (PMSBY) Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY).

The Central government had launched various insurance schemes namely Pradhan Mantri Suraksha Bima Yojana (PMSBY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Atal Pension Yojana (APY) as a move towards creating a universal social security system for all Indians especially the poor and the under-privileged. In PMSBY, any person between the age of 18-70 years can subscribe to the scheme at an annual premium of ` 12/- whereas in PMJJBY, any person between the age of 18-50 years can subscribe to the scheme at an annual premium of ` 330/-. The achievement under the schemes is as under:-

Item No. 3(i) Atal Pension Yojana (APY)

Under the Atal Pension Yojna Scheme (APY), depending upon their contributions, the subscribers, under the age of 40, would receive the fixed monthly pension of ` 1000 to ` 5000 at the age of 60 years. Ministry of Finance has recently ammended Atal Pension Yojana (APY) to give an option to the spouse to continue to contribute for balance period on premature death of the subscriber. After the death of both the subscriber and the spouse, the nominee of the subscriber shall be entitled to receive the pension wealth, as accumulated till the age of 60 years of the subscriber.

Pension Fund Regulatory and Development Authority vide their letter dated 15.06.2016, has informed that Department of Financial Services, Ministry of Finance, Government of India has allocated targets under APY to all the Banks/Post Offices and Cooperative Banks. The Bank wise progress vis-à-vis targets is as per Annexure-5.

PFRDA vide its letter dated 27.05.2016 addressed to Hon'ble Chief Minister, Punjab had informed that every State has multiple unorganized work forces attached to the different Ministries/Departments like Agriculture, Animal husbandry, Health & Family welfare, Labour, Rural development, Panchayati Raj, Women & Child development etc. These departments may consider offering APY to all those workers as a measure of social welfare for protecting their old age income. The departments of State Government may facilitate the employees / workers to join APY by directing the respective banks where the salary accounts of such employees / workers are held. In case, the workers are already covered under Swavalamban Scheme, the beneficiaries in the age group of 18 to 40 years may be migrated into APY so that they can avail of the benefits of the minimum guaranteed pension.

During the deliberations in the 2nd steering committee meeting to SLBC held on 28.07.2016, the representative of Department of Institutional Finance and Banking informed the house that instructions to the concerned departments have already been issued for facilitating employees/workers to join APY by

directing them to respective banks where the salary accounts of such employees/workers are held.

Member banks are requested to utilize the services of FLC Centres and bank mitras for covering maximum persons under the ambit of Atal Pension Yojana Scheme. Further they should tap the unorganized workers for coverage under APY scheme.

Item No. 4 Pradhan Mantri MUDRA Yojana (PMMY)

Micro Units Development and Refinance Agency Ltd (MUDRA) was launched by Hon’ble Prime Minister on April 8, 2015 as a new financial entity, for developing and refinancing last mile financial intermediaries like Banks, NBFCs, MFIs etc., who are in the business of lending to smaller micro enterprises in manufacturing, trading and service sector.

This priority is essential to enable growth and income generation amongst the hitherto unfunded or underfunded segments of our economy. Lending under MUDRA will focus on the unfunded segments of the Micro enterprises by granting the loans under three categories:-

Shishu : Loans up to ` 50000 Kishore : Loans above ` 50,000 and upto ` 5.0

lacs Tarun : Loans above ` 5.0 lac and upto `10.0

lacs

Ministry of Finance has advised all PSBs to classify all the loans extended to non-farm enterprises in manufacturing, trading and services up to ` 10.00 lacs on or after 8th April 2015 as MUDRA loans under PMMY along with the overdraft amount of `

5000/- sanctioned under PMJDY which is also to be classified as MUDRA loan under PMMY.

Banks in the State have disbursed ` 713.20 crore under MUDRA during the first quarter against the annual target of ` 3155.18 crores.

Member Banks are requested to chalk out strategy from start of each month for achieving the targets.

The bank wise targets vis-a-vis achievement is as per Annexure-6.

Item No. 4(i) Convergence of Government Schemes with Pradhan Mantri MUDRA Yojana (PMMY).

The issue of convergence of Government Schemes with Mudra Yojana was placed in the 135th meeting of SLBC held on 26.02.2016. A meeting under the Chairmanship of Mission Director-cum-Director Local Government, Punjab was held on 18.07.2016 where in it was pointed out that the said instructions are not being implemented in letter and spirit.

We again reiterate the instructions of Micro Unit Development & Refinance Agency Ltd. vide which it has been decided to dovetail the Yojana.

"Government of India and State Government are extending support for creation of enterprise/livelihood and imparting training/skill development through various programmes. The major programmes being National Rural Livelihood Mission (NRLM) implemented by Ministry of Rural Development, Self Employment Programme (SEP) component of National Urban Livelihood Mission (NULM), Start-up village Entrepreneurship Agenda papers of 137th Meeting of SLBC-Punjab Page 12

Programme (SVEP) a sub component to (NRLM), training through RSETIs, National Skill Development Corporation (NSDC), accredited training institutions, etc. With a view to giving a boost to PMMY funding, for micro enterprises, leading to employment generation Ministry has decided to dovetail the Yojana with these initiatives."

Member banks are requested to ensure meticulous compliance of the above instructions.

Item No. 5

Mapping of Industrial Training Institutes (ITIs), Vocational Training Partners (VTPs), Operational Centres (OCs) – Spread of Financial Literacy.

In order to impart  financial literacy to the participants in training programs under skill development at various Operational and Vocational Training centres and ITIs operating in the State of Punjab, Ministry of Finance has desired that all these centres be mapped with the Financial Literacy Centres operating in the State. Convener Bank has already got mapped all the 505 Industrial Training Institutes (ITIs), Vocational Training Partners (VTPs), Operational Centres (OCs) with the FLCs and the bank wise list has been sent to the respective banks. Member banks having control in these FLCS were requested to ensure to organize financial literacy meetings in these vocational training

centers/ITIs in coordination with the District Administration where a significant numbers of people can be covered for financial inputs as desired by   Department of Financial Services, Ministry of Finance.

The guidelines of DFS wherein procedure to be followed for spreading the Financial literacy has been prescribed has already been conveyed to the member banks. Banks were requested to ensure printing and distribution of FL material as Agenda papers of 137th Meeting of SLBC-Punjab Page 13

per the specifications, for smooth implementation of the financial literacy initiative. The progress in conducting of camps in skilling centre is as under:-

Department of Institutional Finance & Banking vide their letter dated 29.04.2016 addressed to the Director Education & Industrial Training, Punjab has requested to instruct all the skilling centres including those under private control to allow Financial Literacy Counselors to hold sessions in the campus to educate the students studying in these institutes.

Member banks are again requested to ensure that the FLCs of their bank conduct camps in skilling centers as per the guidelines of Ministry of Finance.

Item No. 6 Providing of Banking Services in villages having no banking facilities with in 5 KM.

Ministry of Finance had identified 2 villages in the State of Punjab,   where there was no banking facilities within 5 Kms.  Namely:-

Lead District Manager, Ropar has informed that Federal Bank is going to install ATM at Majri Village shortly.

State Bank of Patiala has confirmed that banking services at Village Nau Baram are provided through Bank Mitra.

Controlling heads of Federal Bank is requested to provide the banking services in Majri village immediately and confirm the same to Convener Bank.

Item No. 7 Implementation of DBT in Kerosene.

Department of Financial Services, Ministry of Finance, vide their e-mail dated 28th January,2016 has informed that Ministry of Petroleum & Natural Gas has decided to implement DBT in Kerosene in 33 districts in 9 States w.e.f. 1st April, 2016. 3 Districts namely TaranTarn, Pathankot and Mohali, have been identified for implementation of the DBT in Kerosene in the State of Punjab.

Convener Bank has already requested the Lead District Managers of these districts to assist the State Government and District Collectors for seeding the bank accounts in the database of kerosene beneficiaries for smooth implementation of DBT scheme.

Member banks are requested to instruct the branches of their banks in these 3 districts to seed the bank accounts of kerosene beneficiaries for smooth implementation of DBT scheme in these districts.

Item No. 8 Telephone Connectivity- Issues faced by Banks/ Bank Mitras.

The issue of low connectivity in some of the areas as reported by LDMs/Banks is being taken up by Convener Bank in the meeting with TSPs of Punjab LSA on regular basis under the Agenda papers of 137th Meeting of SLBC-Punjab Page 15

Chairmanship of Director-II TERM Punjab. Punjab Gramin Bank has confirmed that a tower has been set up at the only location with connectivity issue namely Sarti in Pathankot District and now there is no connectivity problem at this centre.

Member Banks are requested to inform the connectivity problem if any to the Convener bank so that the same can be taken up with the concerned department for resolution.

Item No. 9 Pradhan Mantri Fasal Bima Yojana.

Agriculture employs nearly half of the employed people in the country. The security and well being of farmers is thus of prime importance to the progress of the country. It is with this in mind that the Pradhan Mantri Fasal Bima Yojana was launched on 13th January 2016.

During the deliberations in the 2nd steering committee meeting to SLBC held on 28.07.2016,, the house was informed that the state government had referred the issue to Govt. of India for certain amendments in the Pradhan Mantri Fasal Bima Yojana and reply from the Central Government is awaited.

The representative of Agriculture Department/IF&B is requested to apprise the house about the fresh development in implementation of ‘Fasal Bima Yojana’ in the State of Punjab.

Item No. 10 Stand-up India Programme of Ministry of Finance.

 The Stand Up India scheme, launched on April 5, ensures that women and SC/ST entrepreneurs have a fair chance at setting

up their own businesses. The scheme facilitates loans from Rs 10 lakh to Rs 1 crore for these sectors of the population.

Following are the eligibility criteria for applying for the Stand Up India:

The company must be a private limited/LLP or a partnership firm.

The company should be less than 5 years in age. The turnover of the firm should not be more than ` 25

crores. The company should be dealing with any commercial or

innovate consumer goods. For the same an approval of the DIPP is also required.

The company should have patents granted. Also few letters need to be also produced at the time of

application.

As a part of media awareness and reporting the following initiatives will be taken up:

A Startup India Twitter Handle An official website and application for the initiative to

create better awareness about Stand Up India.

Moreover, the motivating stories will also be blogged every day for motivating others and a dedicated Facebook page will also be set up for social awareness about the initiative.

Tax Benefits in Stand Up India.

The applicants will get 80% rebate after filling the patent application form. This can be only filled by startups and the benefits are also more for them as compared to other companies.

Member Banks are requested to give more thrust for making advances to tribal/dalit/women entrepreneurs through each of their branches.

During the deliberations in the 2nd steering committee meeting to SLBC held on 28.07.2016, the representative of Punjab Gramin Bank raised the issue that the limit of ` 10 lac is too high in the rural areas and it is very difficult to tap the prospective borrower under Stand up India scheme in rural areas. He requested for lowering this limit in rural areas and for inclusion of few allied activities in the Stand up India programme.

Item No. 10(i)

Activation of Standup Mitra Portal.

We have been informed by SIDBI the Nodal Agency of Stand up India scheme that with the concerted efforts of all stakeholders under SUI, the scheme and the portal are getting wider acceptance amongst the target group. However, with a view to bringing all the stakeholders on board, the following steps are required to be taken:

Maximize bank branch activations - User id and password of all bank branches have been provided across the country linking with their IFSC code. User id would be IFSC Code of that branch ( all in lower case) and password would be the same IFSC code followed by_123 (all in lower case). Upon first login, system would prompt you to change the password.

As many as 427LDMs out of 683 LDMs across country have already activated the Standup Mitra Portal. In the State of Punjab the Lead District Managers of Bathinda, Fazilka, Kapurthala, Jalandhar, Hoshiarpur & Ludhiana have activated the portal of Standup Mitra.

Convener bank vide its e-mail dated 25.07.2016 has already requested all the member banks/LDMs to activate the Stand up Mitra portal.

Item No. 11 Pradhan Mantri Awas Yojana Housing for all by 2022-Credit Linked Subsidy Scheme-(CLSS).

The Mission, in order to expand institutional credit flow to the housing needs of urban poor will implement credit linked subsidy component as a demand side intervention. Credit linked subsidy will be provided on home loans taken by eligible urban poor (EWS/LIG) for acquisition, construction of house.

Beneficiaries of Economically Weaker section (EWS) and Low Income Group (LIG) would be eligible for an interest subsidy at the rate of 6.5 % for a tenure of 15 years or during tenure of loan whichever is lower.

The credit linked subsidy will be available only for loan amounts upto Rs 6 lakhs and additional loans beyond ` 6 lakhs if any, will be at nonsubsidized rate.

Credit linked subsidy would be available for housing loans availed for new construction and addition of rooms, kitchen, toilet etc. to existing dwellings as incremental housing.

Housing and Urban Development Corporation (HUDCO) and National Housing Bank (NHB)   have been identified as Central Nodal Agencies (CNAs) to channelize this subsidy to the lending institutions and for monitoring the progress of this component. Under the Mission, beneficiaries can take advantage under one component only.

ITEM NO.12 DOUBLING THE FARMER’S INCOME BY 2022

The Hon’ble Union Finance Minister in his Union Budget Speech for 2016-17 had announced doubling of Farmer’s income by 2022. Hon’ble Prime Minister expressed desire on 28.2.2016 to double the income of farmers by the year 2022, when the country completes 75 years of independence. He unveiled a seven-point strategy to double the income of farmers in six years with measures to step up irrigation, provide better quality seeds and prevent post-harvest losses. He said "In the past, the emphasis has been on agricultural output, rather than on farmers'incomes”.

With a good strategy, well-designed programmes, adequate resources and good governance in implementation, this target is achievable."

PM’s Seven strategies:

1. Big focus on irrigation with large budgets, with the aim of "per drop, more crop."

2. Provision of quality seeds and nutrients based on soil health of each field.

3. Large investments in warehousing and cold chains to prevent post-harvest crop losses.

4. Promotion of value addition through food processing.

5. Creation of a national farm market, removing distortions and e-platform across 585 stations.

6. Introduction of a new crop insurance scheme to mitigate risks at affordable cost.

7. Promotion of ancillary activities like poultry, beekeeping and fisheries.

A National Level Seminar was also organized by NABARD on their 35th Foundation Day on 12th July, 2016 at Vigyan Bhawan, New Delhi. During the seminar some important points emerged which may help augment farmers’ income if translated into action. The same is as follows:- 

Simplifying the agriculture loan application forms of banks; streamlining the process so as to facilitate easier processing of applications and speedier sanction of loan etc.

Member banks are requested to take steps by making more advances to the farmers and chalk out the plan for achieving the target fixed by Hon’ble Prime Minister.

Roadmap-Provision of banking Services in Villages having Population below 2000

 Total 10132 unbanked villages in the above population segment were allocated to various banks in the state. Banks in the State of Punjab have covered all the 10132 villages allocated to banks and no village with population below 2000 is unbanked. The progress is as per Annexure-10.

The issue of coverage of all the villages and not to review this item further was placed in the 2nd meeting of steering committee held on 28.07.2016 and the house approved the same.

Since all the villages having population below 2000, stands covered. We may drop the item.

Item No.13(i)

Roadmap for opening brick and mortar branches in villages with population more than 5000 without a bank branch of a scheduled commercial bank.

Reserve Bank of India, vide their letter No. FIDD.CO.LBS. BC.No.82/ 02.01.001/2015-16 dated 30.12.2015 has informed that coverage of banking services in unbanked villages is skewed towards the BC model and the ratio of branches to BC is very low. For increasing banking penetration and financial inclusion, brick and mortar branches are an integral component. Therefore, RBI has decided to focus on villages

with population above 5000 without a bank branch of a scheduled commercial bank.

54 such villages has been identified and allocated to banks for opening of Brick and Mortar branches by March 2017.

During the deliberations in the 2nd steering committee meeting to SLBC held on 28.07.2016, it has been observed that no bank branch has opened any branch during the quarter, so it has been decided to prepare the quarter wise road map and monitor the progress accordingly. Now as per the revised road map banks will open 30% Brick and Mortar branches in the allocated villages by September 2016, 30% by December 2016 and rest 40% by March 2017. The banks to whom

only 1 or 2 centre were allocated will open the same by December 2016 and from the next quarter the progress of the banks will be reviewed accordingly. (Copy of revised road map is attached as per Annexure-11 which is submitted for approval of the house).

Convener bank is receiving representations from many banks that the identified centre for opening of branch is not viable on account of one or another reason. In this context, we again reiterate the clarification by Regional Director RBI that once the allocation has been made branch has to be opened. Since opening of Brick and Mortar branch at the centre having population above 5000 is as per the instructions of Ministry of Finance, we request all the concerned banks not to send any reference and open the branch as per the instructions of Ministry of Finance.

Controlling Heads of all the concerned banks are requested to note the instructions of RBI and ensure to

open the branch at the identified centre as per the road map submitted by them.

Punjab is at 2nd position in seeding of Aadhaar in the PMJDY accounts after Lakshadweep. The remaining accounts may also be seeded with Aadhaar at the earliest as most of population > 18 years age group in the state of Punjab is already having Aadhaar number.

D.DBTL Scheme

The modified DBTL scheme has been successfully launched in all the 22 Districts of Punjab. At present Aadhaar seeding in LPG database is 90.17 % & in Bank database (ATC) is 82.51 %. So still there are more than 7% customers which need to be converted to ATC. Banks may take immediate necessary action in coordination with OMCs to seed Aadhaar in the bank accounts.

As per latest directions from Ministry of Petroleum & Natural Gas (Annexure-5), Subsidy will only be transferred to eligible customers having Aadhaar seeding in LPG.

Subsidy of BTC customers who have not seeded Aadhaar will be kept on hold till 30.09.16 after which the parked

subsidy will lapse and the customer would not be eligible for subsidy of refills consumed after 1.10.2016 till he submits Aadhaar to LPG distributor.

During the deliberations in the 2nd Steering Committee meeting to SLBC held on 28.07.2016, the representative of UIDAI apprised the house that after 30th September no subsidy will be given in Scholarship schemes if Aadhaar is not seeded in the account. He requested the member banks for seeding of Aadhaar in all the scholarship accounts latest by 21st August positively. It was also decided that LDMs should take up with the respective bank in his district where Aadhaar seeding is low and the progress will be reviewed at SLBC level.

Member banks are requested to note down the above instructions/ decisions taken in the meeting and ensure meticulous compliance of the same.

The representative of UIDAI is requested to deliberate and apprise the house about the expectations and concerns of UIDAI.

Item No. 15 Aadhaar Based Jeevan Praman Patra (Digital Life Certificate)-Appointment of banks as facilitators.

Department of Electronics and IT, Ministry of communications and I.T. Government of India has developed “ Jeevan Praman (Digital Life Certificate Portal). The Jeevan Praman uses Aadhaar Platform for biometric authentication of the Pensioner. The pensioners with Aadhaar number can biometrically authenticate their presence by giving Aadhaar Number, Pension Payment Order Number, Bank Account Number and Mobile Number.

Department of Electronics and IT, Ministry of communications and I.T. Government of India has appointed banks for facilitating Aadhaar Based Jeevan Praman Patra (Digital Life Agenda papers of 137th Meeting of SLBC-Punjab Page 30

Certificate) at any of their branches and Bank Mitra locations. Now banks can work as Facilitation Centre on the lines of around 40000 citizen service centres (CSCs) presently run by UIDAI for collecting and receiving Aadhaar Based Jeevan Praman Patra from Pensioners of Central Civil, Defence, Railways, Postal, EPFO etx. and other pension sanction authorities including State Government Pensioners.

In a recently meeting held on 14.07.2016 by Principal Secretary, Finance, Govt. of Punjab, following decisions were taken:

The State Government has already issued amendment to procedure of pension payment regarding acceptance of Aadhar Bio-Metric authenticated life certificate recorded on Jeevan Parman website(www.jeevanparman.gov.in).

Banks be instructed to hold camps where pensioners can be sensitized to use of digital life certificate facility.

Banks be instructed to train and sensitize BCAs appointed by them on the use of submitting digital life certificate through the Punjab Govt. website to help pensioners record their life certificate digitally.

Member banks are requested to ensure implementations of above decisions taken in the meeting.

The following banks have confirmed that their branches can act as facilitator for Aadhaar based Jeewan Parman Patar:

PNB, SBOP, P&SB, OBC, Canara Bank, Corporation Bank, Dena Bank, Indian Bank, SBI, UBI, UTBI, IDBI, J&K Bank, HDFC & PGB.

As per the information received from banks 30882 persons have recorded their life certificate included family pension

digitally in the year 2015-16. Bank wise position is as per Annexure-12.

All the remaining banks are requested ensure their bank is Aadhaar Based Jeevan Praman Patra (Digital Life Certificate) compliant.

Item No. 16 Financial Literacy Centres (FLCs)

Reserve Bank of India vide their circular. No. FIDD.FLC.BC.No.18/12.01.018/2015-16 dated 14.01.2016 has issued revised guidelines of Financial Literacy Centres and convener bank has already circulated the said guidelines to all the member banks/LDMs. The information as per the statement for the q.e. June 2016 is as under:-

All 127 (22 at District Level and 105 at Block Level) FLCs conducted 973 special target group camps in the State of Punjab.

63 FLCs conducted 380 special target camps for people newly inducted into the Financial System in the State of Punjab.

3024 number of rural branches have conducted 2507 special camps during the quarter and number of target specific camps conducted during the quarter are 1904.

During the deliberations in the 2nd Steering Committee meeting to SLBC held on 28.07.2016, Shri Ashok Gupta, General Manager and chairman of the meeting desired that in order to have perceptible improvement in conducting of FLC camps, some targets be allocated to banks. decided that each FLC must conduct at least two FLC special target camps in a week and member banks are requested to ensure to conduct the camps. Member banks are requested to note the above decision taken in the meeting and ensure meticulous compliance of the same.

Financial Literacy Project in Schools

Ministry of Finance vide their communication dated 10.03.2016 has directed all banks to organize financial literacy programs in schools to implement the pilot project on financial literacy on Pan India basis. Lead District Manager has already mapped the 100 schools per district with bank branches operating in the district and Convener Bank has sent the mapped list to controlling heads of all the banks. Further Ministry of Finance has desired that controlling heads of banks should take the following actions for successful implementation of Financial Literacy project in schools:-

1.Mapped bank branches will arrange for sensitization/ training of branch staff/ other delivery channels to be involved in financial literacy on the methodology.

2.Standardized FL material developed by DFS in association with IBA is available on website pmjdy.gov.in .The material in the form of Classroom presentation (PPT), Flip Chart, Workbook, Multiple choice Questions, Parent checklist and quiz is available in 10 vernacular languages and banks can download the material from the link http://pmjdy.gov.in/literacy for further use.Agenda papers of 137th Meeting of SLBC-Punjab Page 33

3.Wherever there is supporting infrastructure in the form of laptop, computer, projector etc. classroom presentation (PPT) in executable format is to be used for delivery of financial literacy sessions. Flipcharts should be used in case of infrastructure constraints.

4.Two sessions each of one and a half hours will be organized on two days to inculcate the basics of financial literacy in the target audience.

a) Session 1- In the first session, knowledge on basis concepts of banking will be imparted using Classroom presentation/Flipcharts, as applicable, and handouts in the form of workbook, Multiple Choice Questions, and parent checklist (for filling by students in consultation with parents/ grandparents) will be provided to the students. The students will be asked to go through the handouts and come prepared for the quiz to be organized is session two. Roles will also be assigned to students  for the group activity  in session 2.

b) Session 2- In this session, knowledge on Elementary insurance and social security schemes will be imparted to students. Films on social security schemes, part of presentation (exe.), will also be shown. Short Skit will be conducted by students on the basis of the roles assigned on day 1. Quiz competition will be held from the question bank of MCQs already shared with students on day 1.Therafter the session will conclude with prize/certificate distribution.

Banks will be the nodal point for reporting and updating the progress made in conducting   FL camps in schools to mission office on the prescribed format.

5. NABARD, vide their circular no. 240/DFIBT-33/2015 (already been shared with banks on 1st March 2016) placed below,  have requested banks to submit proposals on organizing Financial Literacy programs for financial assistance maximum of ` Agenda papers of 137th Meeting of SLBC-Punjab Page 34

15000/- per camp under FIF. Banks may submit proposals to Nabard’s regional offices or to corporate office Mumbai for multiple states in accordance with the guidelines in the matter.

6. As FL is an ongoing process, it should be conducted by banks on a regular basis and not be viewed as a one-time activity.

Department of Institutional Finance and Banking vide their letter dated 29.04.2016 has requested DPI Punjab for issuing instructions to all the District Education Officers in the state for extending cooperation in conducting of camps at school and for providing information/data in this respect to LDMs.

During the deliberations in the 2nd Steering Committee meeting to SLBC held on 28.07.2016, it has been decided that each branch/FLC will conduct minimum one camp in each school mapped.

Member banks are requested to apprise their staff on the process flow to be followed and ensuring printing, distribution of FL material as per the specifications and for conducting of camps in schools for implementation of financial literacy project in the schools and ensure to conduct minimum one FLC camp in each school mapped during the quarter.

Item No.16(ii) Opening of Financial Literacy Centres (FLCs) at block level.

The third important pillar focuses on preparing the people for financial planning and availment of credit. Ministry of Finance has observed from the experience of micro finance firms as well as Self Help Groups that, before availing credit, people needs to be made aware of the advantages of access to formal financial system, savings, credit, importance of timely repayments and building up a good credit history. Financial Literacy Centres have so far been set up at Urban/Semi-urban areas. The present plan of Ministry of Finance is to expand the FLCCs to the block level.

In the State of Punjab, 105 FLCs are functioning at block level as on 30.06.2016 against the target of 147.

The bank wise position in opening of FLCs at block level is attached at Annexure-13(i).

During the deliberations in the 2nd Steering committee meeting to SLBC held on 28.07.2016,Chairman, Punjab Gramin Bank apprised the house that NABARD has not permitted gramin banks to open the FLC at block level as such the FLC allocated to them to be opened at Gharota in Pathankot district be allocated to some other bank. Shri Ashok Gupta, General Manager and chairman of the meeting, decided that the FLC at Gharota in Pathankot be allocated to some other bank.

Controlling heads of the banks, who are yet to open an FLC at block level are again requested to open the FLC at the allocated centre at the earliest and LDM Pathankot is requested to allocate the Gharota centre to some other bank.

Item No.17 Setting up of Rural Self Employment Training Institutes (RSETIs)

There are 22 districts in the state of Punjab and as per MORD directions, RSETI is need to be opened in each district. The same was also approved by SLBC. Presently, 17 RSETIs are functioning under MORD guidelines at Amritsar,Bathinda, Barnala, Faridkot, Fatehgarh Sahib, Ferozepur, Hoshiarpur, Jalandhar, Kapurthala, Ludhiana, Mansa, Moga, Mohali, Muktsar, Patiala, Ropar, Sangrur. Apart, 2 additional RSETIs i.e. Dhudike of PNB and Tapa Mandi of Canara Bank started at the initiative of concerned bank are functioning. 

The RSETIS are not functioning in 5 districts viz. Gurdaspur, Nawanshahr, Tarn Taran, Fazilka & Pathankot where neither temporary accommodation for starting the functioning of RSETI nor land for construction of RSETI has been given. At Jalandhar district also land is not allotted. 

In District SAS Nagar (Mohali), land was allotted at village Bhago Majra. GAMADA has not given NOC and stated that the road has come under master plan / National Highway and accordingly 200 feet land is to be left as greenbelt (no construction zone) leaving very less land for construction building. As such alternate land is also to be identified and application by LDM Mohali hasmoved fresh application to DC, Mohali.  

(Performance of the RSETIs functioning in the State up to June-2016 & status of land allotment is given on Annexure-14 & 14(i).From the data on progress of RSETIs up to June-2016, it has been observed that:-

1896 training programmes of skill development were organized wherein 49839 trainees participated.

7796 trainees were financed by the banks to start their Enterprises and 18018 trainees set up their enterprises through owned funds.

Out of total 49839 trainees, 30589 were from SC/ST category, 6701from OBC, 1670 from minority and 10879were from other categories.

Item No.17(i) Ministry of Rural Development revised guidelines for setting up of RSETIs.

Recently, MORD vide their letter No I - 2011/02/2015-NRLM(RSETI) Government of India,  Ministry of Rural Development (NRLM Division) dated 18th May 2016,had communicated as under:

"After evaluating the performance of the construction work that had happened since then, it has now been decided that the time limit for obtaining the Administrative Approval and / or claiming the first instalment has been extended to 31.12.2016 and that for claiming  of second installment for completion of construction work to 30.6.2017."

Keeping in view the captioned instructions of MORD, state Government may take immediate steps for allocation of land for RSETIs as per provision of MORD circular F.NO:-I-I2011/19/2008-SGSY(Trg.) Government of India, Dated 31 December 2010 so that these 5 districts are not deprived of RSETIs.

1. Allocation of land for construction of RSETIs Building at above 7 sites i.e Gurdaspur, Nawanshahr, Tarn Taran, Fazilka, Pathankot, Jalandhar & Pathankot.

2. Rural Development and panchayat Department is fixing lease rental on the prevailing policy of state Government to provide land on lease. It is desired to fix lease rental as per MORD guidelines dated 31/12/2010 to charge nominal Charges only. 

In this context,in the 136th meeting of SLBC held on 12/5/2016, Principal secretary, industry and commerce Govt. of Punjab strongly insisted that the decision would be reversed by the intervention of Director/Secretary of panchayat as the sole purpose of establishing RSETI is providing training to unemployment youths and creating self employment. RSETI is not earning any income at its own. 

Convener bank has already taken up the matter with the Rural Development Department, Govt of Punjab vide letter dated 27/5/2016, 28/7/2016, 2/8/2016 for sorting out the issue and fix lease rental as per MORD guidelines.

During the deliberations in the 2nd Steering Committee meeting to SLBC held on 28.07.2016, it was decided that RSETI at Gurdaspur must be started well before the 138th SLBC meetings which is scheduled to be held on 14.11.2016. In this context, Rural development department was requested to take initiative for allotment of land at the earliest to enable the bank to start the operation of RSETI.

In respect of RSETI at Pathankot, it was pointed out that the building of Rajiv Gandhi Sewa Kender at Gram Panchayat, Manwal (Pathankot Block) is yet to be handed over to the bank for starting of RSETI.

The representative of Department of Rural Development may apprise the house of the latest developments in the matter of allocation of land in the remaining Districts in view of the revised guidelines for setting up of RSETIs in the remaining district and for fixing of lease rental as per MoRD guidelines.

Item No.17(ii) Electricity charges being charged at RSETIs in the State of Punjab.

Convener Bank vide their letter dated 24.05.2016 has sent the instructions of Ministry of Rural Development to Director, Rural Development & Panchayats vide which it is clarified that RSETIs are engaged in training of unemployed youths, as per Govt. of India guidelines they should not be treated as commercial establishments and hence charges as applicable to domestic rates need only be collected.

Secretary Rural Development and Panchayats, Govt. of Punjab, vide his DO letter to the Chairman, Punjab State Power Corporation and to the Secretary, Water Supply and Sanitation Department, has requested to issue necessary instructions for charging of domestic rates on electricity and water being consumed in RSETIs functioning in the State of Punjab. Convener bank vide its e-mail dated 21.07.2016 has already sent the copy of the DO letter to the Lead District Managers and have requested they to ensure that domestic charges are being charged for electricity and water in the RSETI functioning in their district. Copy of the DO letter is attached as per Annexure-15 for reference of the house.

availability of banking outlets and credit flow in such clusters.

Reserve Bank of India has conducted study to find out unidentified/Unrecognized Clusters of MSMEs in India and has identified 1161 such clusters in India. It has further been observed in the study that 74% of these MSMEs clusters are not linked to banking system for providing credit flow to these clusters.

4 such clusters have been identified in the State of Punjab i.e 1 each at Ludhiana and Moga and 2 at Patiala. The Detail of these clusters is given on Annexure-16).

Convener bank vide its e-mail dated 20.07.2016 has already requested the Lead District Managers of concerned districts and controlling heads of all the banks to consider extending banking facilities to such clusters either through Brick and Mortar Branch or through BC, wherever feasible.

Controlling heads of member banks are again requested to consider extending banking facilities to such clusters either through Brick and Mortar Branch or through BC, wherever feasible and send the report to Convener Bank.

Item No.19 Distribution of Food Grains through Public Distribution System in the State of Punjab

In order to make the Public Distribution System (PDS) transparent and auditable, Punjab Government has drawn up an ambitious plan to start the distribution of food grains under PDS through swap of Aadhaar enabled Rupay Cards of the family head.

The Chip of Rupay Cards will have Aadhaar Number encrypted in it besides present data.  The special POS machine will read Aadhaar Number from data base of Food Supply Department who have confirmed that entire data of PDS system has since been digitised in Punjab.

The payment of food grains so issued under PDS will be debited to the corresponding PMJDY account of beneficiary upon swap of Aadhaar enabled Rupay Cards.  This system besides keeping transparacy in PDS, will also ensure that there are transactions in PMJDY accounts and Rupay Cards so issued will get activated automatically.  This will also ensure that the transaction in the account thereby enabling beneficiaries to get insurance coverage available in PMJDY accounts under Social Security Schemes of Government of India.

In a meeting held on 20.07.2016, the NPCI was represented by Shri Rajesh Prasad, Senior Vice President who confirmed that NPCI has approved the system and the card design.  There are about 30 lacs registered Ration Cards in the State and soft copy of the district-wise data containing name, parentage and Aadhaar Number of beneficiaries will be soon forwared by Convener Bank to all the banks who in turn, are requested to interpretate the data based on Aadhaar Number of the account holders captured by them in their data base.  This will enable banks to know the account number of a particular beneficiary which in turn, can be shared with Food department for further necessary action.  Thereafter, fresh Rupay Cards containing Aadhaar Number will have to be issued to those account holders.

Member banks are requested to take up the issue with their Head Office for doing the needful at the earliest.

Item No.21(v) Credit Deposit Ratio – Implementation of the Recommendations of Expert Group on CD Ratio

As per the recommendations of an Expert Group constituted by GOI under the Chairmanship of Shri Y. S. P. Thorat, a Special Agenda papers of 137th Meeting of SLBC-Punjab Page 47

Sub-Committee (SSC) of District Level Consultative Committee (DLCC) was to be constituted in districts with CD Ratio of less than 40%, for drawing up “Monitorable Action Plans” (MAPs) to increase the CD Ratio on a self set graduated basis. Concerned LDM of the district is the convener of SSC with DCO, DDM, NABARD, LDO, RBI and District Planning Officer as its members.

CD Ratio of 4 districts i.e. Hoshiarpur, Jalandhar, Kapurthala and Nawanshahr as at September 2005 was below 40% and Special Sub Committees (SSCs) of District Level Consultative Committee (DLCC) were constituted in these districts. Lead District Managers of all these four districts have convened the Special Sub-Committee meeting and have submitted the revised road map for achieving the level of 60% as under:-

During the period under review, Priority Sector Advances in Punjab grew by ` 8273 crore, from ` 114661 crore as at June-2015 to `122934 crore as at June-2016 thus showing a growth of 7.21% as against an increase of ` 17671crore or 18.21% during the corresponding period previous year. The share of incremental PS advances to incremental advances during the period under review is 92.65%.

The Agriculture Advances in the State during the period under review witnessed an increase of `8260 crore, from ` 59726 crore as at June-2015 to ` 67986 crore as at June-2016 thus showing a growth of 13.82% as against an increase of ` 12669 crore or 26.92% during the same period last year.

The share of incremental agriculture advances to incremental advances during the period under review is 93.50 %.

Advances to Micro, Small & Medium Enterprises (MSMEs) in Priority Sector.

The Advances to Micro & Small Enterprises (MSEs) in the State during the period under review witnessed an increase of `1077 crore, from ` 43102 crore as at June-2015 to ` 44179 crore as at June-2016 thus showing a growth of 2.49 % as against an increase of ` 1915 crore or 4.64% during the same period last year.

Item No. 22 Review of National Goals

As per guidelines of RBI, banks are required to achieve National Goals on Adjusted Net Bank Credit (ANBC) as at the end of previous year instead of NBC and for calculation of ANBC the outstanding FCNR (B) and NRNR deposit balance will no longer be deducted for computation of ANBC, which now will be Bank Credit plus investments made in non SLR bonds under HTM category. It may be difficult for banks to arrive at such figures at State level and as such the review of National Goal is made on the basis of Net Bank Credit as at the end of previous year, which means gross credit minus inter bank credit.

National Rural Livelihood Mission (NRLM)-Implementation in the State of Punjab

It has been informed by Rural Development Department, Govt. Of Punjab, that SGSY scheme has been merged with newly started scheme NRLM. In view of the transition phase of SGSY to NRLM, no targets were given by the State Govt. The scheme is being implemented in 14 blocks of 7 districts i.e. Taran-Tarn, Ferozepur, Sangrur, Patiala, Gurdaspur, Bathinda & Muktsar on pilot basis. A sum of ` 1300.05 lakhs has been disbursed as margin money in the 966 cases disbursed upto 30.06.2016. 4066 unemployed youth have been provided employment.

During the deliberations in the 2nd Steering Committee meeting to SLBC held on 28.07.2016,the representative of the department apprised the house that from 1st July, 2016 onwards the applications will be processed through e-portal process of which was already explained in the workshop conducted by the department and the same was also sent by the convener bank to all the member banks. He further informed that the claims for margin money will be processed on line and requested the member banks to ensure entering of all the applications through e-portal.

Member banks are requested to note the above instructions of the department and ensure meticulous compliance of the same. The representative of KVIC/KVIB/DIC may inform the House latest position.

Item No.25(iii) National Urban Livelihood Mission (NULM)

Government of India has restructured the SJSRY scheme to National Urban Livelihoods Mission (NULM), which is applicable to cities with population of 1 lac or more and all the District Head Quarter Towns/Cities whether its population of less than 1 Lac as per the census of 2011.In the State of Punjab only 26 town/cities will be covered. Further under NULM only the interest subsidy will be given to the beneficiaries for setting up Micro Enterprises. The interest subsidy will be given over and above the 7% interest. There is no capital subsidy for any project (Individual or Group). The Bank-wise/District-wise targets is as per Annexure-26. During the deliberations in the 2nd Steering Committee meeting to SLBC held on 28.07.2016,the representative of the department informed the house that applications are pending at branches since October 2015. Item No. 32(i) Credit to Micro, Small & Medium Enterprises (MSME)

Reserve Bank of India vide circular RPCD.SME & NFS.NO. BC.90/ 06.02.31/2009-10 dated 29th June, 2010 read with extant instructions contained in para 1.3 and para 2.1.3 of the Master Circular on lending to Micro, Small and Medium Enterprises (MSME) banks are advised to ensure that:-

40% of total advances to MSE sector should go to micro (manufacturing) enterprises with investment in plant & machinery upto `10 lakh and micro (services) enterprises having investment in equipment up to ` 4 lakh;

20% of total advances to MSE sector should go to micro (manufacturing) enterprises with investment in plant & machinery above `10 lakh and up to ` 25 lakh and micro (services) enterprises with investment in equipment above `4 lakh and up to ` 10 lakh. (Thus 60% of MSE advances should go to micro enterprises).

In terms of the recommendations of Prime Minister’s Task Force on Micro, Small & Medium Enterprises (MSMEs) under Chairmanship of Shri TKA Nair, the banks have been advised as under:-

Achieve a 20% Year on Year growth in credit to micro and small enterprises to ensure enhanced credit flow,

The allocation of 60% of MSE advances to the micro enterprises

Achieve a 10% annual growth in number of micro enterprise accounts.

It is further advised that banks should open more SME focused branch offices at different MSE clusters which can also act as Counseling Centers for MSEs. Each Lead Bank of a district may adopt at least one MSE cluster.

Observations

In the State of Punjab, banks have provided credit to the tune of ` 46202 crore to 523509 Micro & Small units up to March-2016 as against ` 44918 crore to 395356 units as at March-2015. The annual growth in number of micro enterprises accounts is 34% against the target of 10%.

The YoY growth of credit to MSEs has declined to 5.15% against the target of 20%.

The share of advances to micro enterprises to total MSE as at March-2016 is 49% against stipulated level of 60%.

The decline in the Micro, Small & Medium Enterprises & MSE advances is on account of revised guidelines of RBI vide which Agro Processing Units have to be classified in Agriculture Sector.

The Controlling Heads of Banks are requested to take further steps for enhancing MSEs outstanding as also the share of advances to Micro Enterprises from Micro & Small Enterprises so that the stipulated level of 60% is achieved.

Observations

As many as 1594 cases filed under State Recovery Acts involving a sum of ` 24034 lakh are lying pending with Recovery Office 1148 RCs with amount outstanding to the tune of ` 22566 lac are pending for more than 1 year. The pendency in respect of RCs for more than One year is mainly in respect of Districts Amritsar, Ferozepur, Fazilka, Kapurthala, Gurdaspur, Ludhiana, Muktsar, Moga & Tarn Taran and of Banks namely OBC, PNB, SBOP, Union Bank of India & Punjab Gramin Bank.

Revenue Department is requested to expedite recovery in pending cases.

Calendar for the year 2016-17 was placed in the 135th meeting of SLBC which was approved by the house. The 137th SLBC as per the approved calendar is scheduled to be held on 11th

August 2016 (Thursday).

Observations

Banks during the quarter ended June-2016 have opened 574875“Basic Banking Accounts” having balance of ` 27745lakh.

Banks during the quarter ended June-2016, banks have issued 24059 GCCs amounting to ` 29804Lakh.

In view of the importance of “Financial Inclusion” the Controlling Heads of banks are requested to issue instructions to the concerned quarters for bringing the underserved section of the society to the bank’s fold by opening of “Basic Banking Accounts” and/or issuing of cards under GCC scheme.

Providing Saving-cum-OD Account Facility to other families living in Rural Areas having no Land

Department of Financial Services, Ministry of Finance, Govt. of India advised certain action points with regard to lending under Priority Sector and one of the action point was that each bank will work out a scheme if none exists, for giving Saving cum OD Account to other families which do not have any land and live in the Rural Area. This account should have an OD limit of ` 10,000/- against the personal guarantee of the villager and the villager should be able to use the bank account for Savings or meeting the requirements of consumption purposes on a need based basis and use the OD.

Controlling heads of all the banks to kindly take steps to implement the above facility as desired by the Ministry of Finance.

Dairy Entrepreneurship Development is a central sector scheme for generation of self employment opportunities in the dairy sector, it is covering activities like improvement in milk production, procurement, preservation, transportation, processing and marketing of milk. Highlights

From 1st April 201 to 30th June 2016, the Commercial Banks have sanctioned 63031 Kisan Credit Cards amounting to `3267.84 crores and disbursement has been completed in 629381 cases to the extent of `3119.25 crores. In addition to this, during the same period, Cooperative Banks have sanctioned 1321 Kisan Credit Cards amounting to `11.42 crores.

Since inception of the scheme, Commercial and Cooperative Banks jointly have sanctioned kisan credit cards to 4045212 farmers amounting to ` 113260.57 crores in the State, out of which disbursement has been made to farmers to the tune of ` 3967520 crores. On cumulative basis, there are 2037866 outstanding KCCs amounting to ` 62963.26 crores as at 30.06.2016.

As per Reserve Bank of India guidelines for assessing working capital limits of village, tiny and other SSI units requiring fund based limits up to ` 5 crore, banks have to adopt procedure based on Nayak Committee guidelines, i.e. sanction of working capital limits @ 20% of the projected turnover.

Highlights

During the quarter ended June-2016, banks have sanctioned loans amounting to ` 770.94 crore to 12667 SSI units. Out of these, loans amounting to ` 733.02 crore have been sanctioned to 11804 SSI units as per Nayak Committee Norms. It reveals that while assessing the credit requirements of SSI units requiring funds up to ` 5 crore, Banks have applied norms based on Nayak Committee recommendations in

50% of cases. The feedback from Banks also indicates that in remaining cases the borrowers were not willing to avail the credit limits as per Nayak Committee Recommendations, due to the turnover of current assets being high and/or higher level of creditors.

Financing of Tenant Farmers/Oral Lessees and Share Croppers.

NABARD has informed that Andhra Pradesh State Govt. has recently promulgated an ordinance titled ‘Andhra Pradesh Land Licensed Cultivators Ordinance 2011” to facilitate financing of tenant farmers, oral lessees and share croppers by financial institutions. The ordinance envisages issuance of ‘Loan and Other Benefits Eligibility Cards’ to tenant farmers, oral lessees and share croppers to access credit from the Public Financial Institutions and to claim benefits of input subsidy, crop insurance compensation for damage to crop and for matters connected therewith or incidental thereto.

Such an initiative would lead to smoothening the process of access to the formal credit delivery system by tenant farmers/oral lessees/share croppers, etc. thereby helping the JLG programme to scale new heights.Director, Agriculture Department Govt. of Punjab have informed that the case has been sent to Financial Commissioner (Revenue), Govt. of Punjab, for implementation of Act in the State.

The representative of Department of Agriculture/IF&B is requested to apprise the house latest position in the matter.

Item No. 45 National Handicapped Finance and Development Corporation (NHFDC)

Ministry of Social Justice & Empowerment, Government of India as informed that NHFDC functions as an apex Institution for promoting economic development activities and self - employment ventures for the benefit of persons with Disabilities (PwDs). programmes of NHFDC is available on website www.nhfdc.nic.in.

NHFDC has recently tied-up with 3 Public Sector Banks (Bank of Baroda, Andhra Bank & IDBI Bank) and 24 Regional Rural Banks for flow of collateral free concessional credit (interest rate of 4-8% per annum) to PWDs for self employment under credit guarantee scheme of Government of India. These banks will also extend education loans to eligible students with disabilities for higher education in India or abroad at an interest rate of 3.50 – 4% per annum only. Other members banks are requested to sign similar agreement with NHFDC for flow of concessional credit to PWDs.

Controlling Heads of these Public Sector Banks are requested to

send the progress to the Convener Bank.
