Item No. 2 Pradhan Mantri Jan Dhan Yojana

State Level Mega Function was held on 28.08.2014 in Punjab by Hon'ble Chief Minister at Ludhiana. In order to cover 5476724 households in the State, a door to door survey was conducted by the Banks with the help of State Government In the survey, it was found that 4573705 households were already having bank accounts and 863524 households were to be covered.

With the active support and guidance of the State Govt, State has been declared as saturated on 08.12.2014 and to cover the entire households and to create awareness among the public for PMJDY Scheme, the banks in the State of Punjab organized 40481 camps. In these camps 2945090 accounts were opened covering the entire households in the State. Rupay cards have been issued in 1864888 accounts. All the villages in the State has to be covered through 4170 SSAs allocated to different Banks and in Urban Areas the same has to be covered by covering the same in 2405 wards.

Controlling heads of all the banks/LDMs are requested to ensure coverage of SSAs and wards for ensuring banking services to all the households in the State.

Item No. 2(i) Bank Mitra & Infrastructure- Pradhan Mantri Jan Dhan Yojana.

The first important and foremost step in appointment of Bank Mitras is tallying of SSAs. Convener Bank advised all the Lead District Managers for holding a special DCC meeting for tallying of SSAs in their district latest by 29.12.2014. All the Lead District Managers have confirmed having tallied the SSAs with the DCO of each bank. List of allocation of SSAs & wards is attached as per Annexure 1(a) & Annexure 1(b). {Page No.68-69}

Mission office of Department of Financial Services, Ministry of Finance, Govt. of India, has desired that a weekly progress report on Bank Mitra & Infrastructure at the end of every Saturday be submitted to them by the following Monday.

Convener Bank has already advised all the member banks for submission of the Statement on Bank Mitra & Infrastructure of every Saturday by the following Monday. The Statement is enclosed as per Annexure-2 {Page No.70}for information of the house.

Member Banks to ensure Bank Mitras are put in place for covering the households and providing banking services at all the identified places.

Item No. 2(iii)

Monitoring of Delivery and Activation of RuPay Debit Card under PMJDY.

While reviewing the progress under PMJDY, Deptt. of Financial Services (DFS) has observed that some cards issued by the Banks may not have been either delivered to the customers or not activated which will deprive them the benefit of accidental insurance. All banks to ensure that RuPay debit card is issued in all the accounts opened under PMJDY.

The account holders should be made aware of the usage of RuPay debit Card and should be asked to activate his/her card.

The account holders should be informed that they should try to use their card once every month to ensure the benefits of Personal Accidental Insurance (Even though the limit is of 45 days). position for issuing of Rupay Card is attached as per Annexure-3. {Page No.70}

During the deliberations in the State Level Implementation Committee of Prime Minister Jan Dhan Yojana held on 29.01.2015, the following decisions were taken:

The publicity for issue and activation of Rupay card be made through SMS, Wall paintings and in Financial Literacy camps.

The issue of lack of awareness about usages of Rupay Card and operation in the account opened under PMJDY be raised at DFS level for waiving the condition of operating the Rupay card once in 45 days.

The awareness can be created among the masses for issue and activation of Rupay card through Gram Panchayats. Director Institutional Finance and Banking was advised to issue instruction to Deputy Commissioners for advising Gram Panchayats in their Districts for creating awareness in the villages for issue and activation of Rupay Card.

The decisions taken in the meeting are placed before the house for approval of the same.

Item No. 2(iv)

Telephone Connectivity- Issues faced by Banks/ Bank Mitras.

The issue of low connectivity in some of the areas as reported by LDMs/Banks was taken up by Convener Bank in the weekly meetings with DOT and TSPs of Punjab LSA under the Chairmanship of Director-II TERM Punjab. The minutes of the

meeting held on 24.12.2014 and the latest position is enclosed as per Annexure 4. {Page No.71}

During the deliberations in the State Level Implementation Committee Meeting of Prime Minister Jan Dhan Yojana held on 29.01.2015, the house was informed about the weekly meetings being held with Convener Bank and TSPs of Punjab LSA and all the member banks were requested to inform the convener bank of connectivity problems being faced immediately for resolving the same.

Item No. 2(v) Pradhan Mantri Jan-Dhan Yojana-  Media Campaign.

The 2nd phase of the Media Campaign of the Pradhan Mantri Jan Dhan Yojana is now underway and the Indian Banks’ Association has been made the Nodal Agency for the Campaign. Financial Literacy Films: For the Ground level success of the project, you will agree, that a lot of financial education will be required. With this in view, IBA has uploaded, 3 films on financial Literacy on the IBA Website www.iba.org.in. We request all the banks to run these films in all the FLCCs, RUDSETTIs, Camps and Training Institutes for creating awareness and spreading financial literacy. Banks may also arrange to run visuals or animated films, if any, prepared by them.

Jingle, Internet Video, Caller tune and other event collaterals for their use at the Camps and other places.

Wall painting:  

IBA has decided to cover 1, 50,000 walls, each of 24 Sq.Ft, across 21 states through Wall Painting. Punjab State has been allocated a target of 3000 Wall Paintings in all the districts of the State.

In this context LDMs were requested to:

Identify the strategic walls that need to be covered under this allocation.

To monitor the work being carried out by the agency to ensure the given number of walls is covered.

The target for each district was given by the convener bank, 2120 walls in the 7 districts got painted up to 14.01.2015. The position of targets given and painting done is as per Annexure- 5. {Page No.72}

During the deliberations in the State Level Implementation Committee meeting of Prime Minister Jan Dhan Yojana held on 29.01.2015, the representative of NABARD informed that NABARD is going to issue advertisement on Financial Inclusion on 160 buses operating in rural routes in the State. He desired that member banks who wish to add anything on Financial Literacy/PMJDY may send their suggestion to their office through SLBC immediately. The representative of NABARD requested that message regarding activation of Rupay cards be also included in the wall paintings. It was resolved that Convener Bank should write to IBA for inclusion of the same.

Roadmap-Provision of banking Services in Villages having Population below 2000

Total 10132 unbanked villages in the above population segment have been allocated to various banks in the state. A monitoring and review mechanism has been instituted by DCCs to periodically assess and evaluate the progress made in allotment of villages and achieving the target indicated in the roadmap including the quality of services provided by the banking outlets. Banks in the State of Punjab have covered 8609 villages up to 31.12.2014. The progress is as per Annexure-6 & 6(a). {Page No.73-74}

Item No. 5 Direct  Benefit Transfer (DBT) 

 During the deliberations in the 4th Steering Committee meeting to SLBC held on 29.01.2015,Madam Keshni Anand Arora, Dy.Director General, UIDAI, Government of India apprised the house that all the schemes of Government should be implemented in State through Aadhaar seeding. Member banks were requested to advise the branches under their control for seeding of Aadhaar number for implementation of other schemes of Govt. of India.

Controlling Heads of all the banks are requested to advise branches under their control for seeding of Aadhaar number for implementation of these schemes of Govt. of India.

Item No. 5(i) Modified Direct  Benefit Transfer for LPG Consumers (MDBTL)-Seeding of Aadhaar. 

Department of Financial Services, Ministry of Finance, Govt. of India, vide their letter dated 29.10.2014 has informed re-launch of MDBTL in 54 districts from 15.11.2014 and in the entire country from 01.01.2015.

Banks are requested to consider the following alternate modes for seeding of Aadhaar number in bank accounts for the smooth re-launch of the modified DBTL:

i. Use call centres to advise, through pre-recorded messages, customers to get the Aadhaar number seeded in bank accounts.

ii. Since a large number of customers have their mobile phones registered with banks or are registered for internet banking facilities, develop applications for collection of Aadhaar from such customers through SMS or electronic methods. Bulk SMS or e-mails can also be sent to such customers advising them to get their Aadhaar seeded into bank account.

iii. Enable large ATM network of banks to advise customers to seed Aadhaar and to make request for seeding of Aadhaar number which will be reliable as the customer would have authenticated his request using ATM card and PIN.

iv. Develop IVRS application which can be used by the customers to send request for seeding of Aadhaar into the bank accounts.

Banks can also use Remote Aadhaar Seeding Framework (RASF), developed by UIDAI (https://rasf.uidai.gov.in) to access and verify the Aadhaar details online and seed Aadhaar into bank account details.

Dy. Director General, UIDAI vide their email dated 06.01.2015 has informed that District wise pending cases of Aadhaar seeding have already been forwarded to individual LDM and are still pending for seeding in Bank Accounts of beneficiaries. Gap between LPG Aadhaar seeding and Bank Aadhaar Seeding is to be bridged. Aadhaar seeding is to be further expedited using various means like IVRS, SMS, Web services etc explained above.

Member Banks are requested to consider these alternate mode for seeding of Aadhaar number in bank accounts and advise branches under their control for seeding of Aadhaar number on priority for implementation of schemes of Govt. of India.

During the deliberations in the 4th Steering Committee meeting to SLBC held on 29.01.2015, Madam Keshni Anand Arora, Dy. Director General UIADI, Govt. of India reviewed the bank wise position of seeding of Aadhaar and advised the banks having low seeding for gearing up and advise the field functionaries for seeding of Aadhaar. She further desired that senior executive from banks should monitor the same. She was requested by the house to take up with Joint Secretary, MORD for placing the data of MGNREGA workers on district-wise/bank-wise/ village-wise format for effective monitoring.

Member Banks are requested to ensure that a senior executive of the banks should monitor the progress of seeding of Aadhaar and field functionaries be geared up for maximizing seeding of Aahaar.

Installation of Onsite ATMs in all Branches of PSBs/ RRBs and issuance of Debit Cards to all account holders for Direct Benefits Transfer

 In view of the roll out of the Direct Benefit Transfer PAN India by the Ministry of Finance, installation of ATMs in the all the districts of State be taken on priority. Banks operating in the identified districts were requested to install onsite ATMs.The District wise/ Bank wise position in the State is enclosed as per Annexure 7. {Page No.75-76}

The Controlling Heads of the Banks are requested to ensure installation of ATMs as per instructions of Ministry of Finance.

INSTALLATION AND MANAGED SERVICES OF CASH DISPENSERS (CDs) – CONVEYING DETAILS TO SLBC CONVENERS AND STATE LEVEL HEADS.

Department of Financial Services, Ministry of Finance, Government of India vide its letter dated 04.08.2012 addressed to CMDs of all the Public Sector Banks has advised for outsourcing of installation & managed services of Cash Dispensers on geographical cluster basis. In the cluster comprising State of Punjab & J&K, Union Bank of India has been advised for installation and managing services of Cash Dispenser through M/S FIS Payment Solution and Services India Pvt. Ltd.Union Bank of India, Nodal bank for installations of CDs has informed that the said project has been closed by Ministry of Finance.

For successful implementation of Prime Minister Jan Dhan Yojana in the State of Punjab, Unique Identification Authority of India (UIDAI) has desired that following steps should be taken:

 

1. Mapping of PEC with bank branches2. Display of address of mapped PEC in bank branch3. Coordination with District Administration for deployment

of Suvidha Centre Kits during PMJDY camps.4. One week advance intimation to Nodal Officer State

Registrar Punjab and RO regarding venue of camps so as to arrange enrolment kits through EAs.

5. Status of house hold survey:

a) List of villages with number of persons yet to be enrolled.

b) List of EIDs if collected.               Controlling Heads of all the banks are requested to advise branches under their control for seeding of Aadhaar number for implementation of other schemes of Govt. of India.

Item No. 9 Progress Report of Financial Literacy Centres (FLCs)

The consolidated performance of the FLCs up to Dec-2014 is as per Annexure-8 & Annexure 8(a). {Page No.77-80}

Observations

During quarter ended Dec.-2014, 791 Financial Literacy Camps have been organized in which 42578 persons participated.

Out of 42578 persons participated in the camps, 25420 persons have already bank accounts and 12464 persons opened the accounts after attending the camp.

During the quarter ended Dec. 2014, 3072 Financial Literacy Camps have been organized by rural branches in the State of Punjab in which 91395 persons participated.

Out of 91395 persons participated in the camps, 63512 persons have already bank accounts and 20033 persons opened the accounts after attending the camp.

The House may review the performance of FLCs.

During the deliberations in the 4th Steering Committee meeting to SLBC held on 29.01.2015, the progress upto the quarter ending Dec-2014 was reviewed and found to be satisfactory. Shri Pasricha, GM, NABARD informed the house that NABARD is providing 60% grant on camps organized by banks. He requested the banks to send the proposals and ensure to send the performa to the convener bank for uploading the same on the web site of SLBC.Member Banks are requested to send the proposals to NABARD for holding of FLC camps in the rural Branches.

Item No. 9(i) Opening of Financial Literacy Centres (FLCs) at block level.

The third important pillar focuses on preparing the people for financial planning and availing credit. Ministry of Finance has observed from the experience of micro finance firms as well as Self Help Groups that before availing credit, people need to be made aware of the advantages of access to formal financial system, savings, credit, importance of timely repayments and building up a good credit history. Financial Literacy Centres have so far been set up at Urban/Semi-urban areas. The present plan of Ministry of Finance is to expand the FLCCs to the block level. opening of FLCs at Block level by March-2015. The following targets were proposed for opening of FLCs at Block Level:-

30% of targets up to September 2014, 70% of targets up to December, 2014 and remaining 30% to be covered by March-2015.

Bank wise allocation for opening of FLC at Block level & position of opening of FLCs is given as per Annexure-8(b). {Page No.81}

During the deliberations in the 4th Steering Committee meeting to SLBC held on 29.01.2015, the position of opening of FLCs at block level was reviewed and member banks were advised to ensure opening of FLC at Block level as per the targets given to them latest by March 2015. The representative of NABARD informed the house that they have sanctioned 59 FLCs to be opened at Block level to RRBs and Cooperative banks out of which 42 has been launched. NABARD has provided the list of FLCs sanctioned at the block level, same is enclosed as per Annexure-8(c). {Page No.82-84}

Item No. 10 Setting up of Rural Self Employment Training Institutes (RSETIs)

19 RSETIs are operating in the State of Punjab which includes RSETIs at Dhudi Ke (District Moga) sponsored by PNB and Tappa Mandi in Barnala District sponsored by Canara Bank. Allotment of land is pending at Gurdaspur, Hoshiarpur, SBS Nagar, Tarn Taran, & Pathankot and possession of land is not taken in Jalandhar, Fazilka, districts. RSETIs are not operating at Fazilka, Pathankot, Tarn Taran, Gurdaspur & SBS Nagar.

The representative of Department of Rural Development may apprise the house of the latest developments in the matter of allocation of land in the remaining Districts.

Controlling heads of Banks having Lead bank responsibilities to apprise house of the reasons for not taking possession of land and date by which the task will be accomplished by them.(Performance of the RSETIs functioning in the State up to Dec-2014 & status of land allotment is given on Annexure-9 & Annexure 9-a.) {Page No.85-87}

From the data on progress of RSETIs up to Dec-2014, it has been observed that:-

1318 training programmes of skill development were organized wherein 35421 trainees participated.

5166 trainees were financed by the banks to start their Enterprises and 12059 trainees set up their enterprises through owned funds.

Out of total 35421 trainees, 23138 were from SC/ST category, 4498 from OBC, 13131 from minority and 6877were from other categories.

26434 Women and 162 Handicapped persons were also provided training for self-employment.

The representative of Department of Rural Development is further requested that:

1. Expediting the process of approval of RSETI Building plans by the DTPs as the construction work of RSETI is getting delayed.

2. State Govt. to ensure release of funds for reimbursement of training expenses for BPL families in time bound manner.

3. State Govt. to organize appreciation workshop of RSETI Directors and APOs of DRDAs for two days at the State HQ.

The House may discuss.

During the deliberations in the 4th Steering Committee meeting to SLBC held on 29.01.2015, the performance of RSETI was reviewed and found to be satisfactory. In the meeting Shri KC Sharma & H S Sahal SPC participated and following issues were discussed:

1. Allotment of land for working RSETIs atTapa Mandi, Dhudike, Jalandhar, Hoshiarpur, and in other districts , namely, Taran Taran, Gurdaspur,Pathankot, Fazilka, SAS Nagar.

The representative from Rural Deptt apprised that the issue is being taken up on priority basis. The Convener , SLBC requested to expedite the process.

2. Non receipt of grant from NIRD, Hydrabad for RSETIs namely Mansa, Fatehgarh Sahib, Ropar.MC, NAR is requested to pursue the matter with MORD/NIRD

3. Shared concern about the low performance of RSETIs as at December, 2014 under AAP 2014.

4. The sponsored banks were requested to strength their RSETIs and provide requisite staff and training equipments by strengthening the Workshops.

5. The credit linkage is just 14%. Bankers were requested to sensitise the BMs during their meetings for boosting credit linkage of RSETI candidates which is a crucial factor for settlement of candidates and grading of RSETIs.

6. House requested the representative from SRLM, Punjab to clear the pending claims of RSETIs.

7. Keeping in view the scattered locations of PMEGP trainees, sanction of loans by banks on different dates, non-availability of residential facilities, the KVIC representative requested to advise the RSETIs to organise the off campus training programmes even for smaller batch size of 10-15 candidates.It was also suggested that the trainees of the adjoining districts may be allowed to participate in RSETIs programme.

8. GM, NABARD, Chandigarh apprised the House that RSETIs should seek financial assistance for SHGs training.

9. Other aspects:

SPC, Punjab suggested for converting Financial Literacy and Credit Counselling Centres into Composite Literacy Centres where the literacy should be provided wrt health and legal aspects as well for bringing about massive awareness for all round benefit to the society at large . The House appreciated the suggestion and accepted for further carrying forward for consideration of the concerned Departments.

The State government has adopted “One District One Leader Bank Many Bank Model” for implementation of EBT in the State of Punjab.

During the deliberations in the 4th Steering Committee meeting to SLBC held on 29.01.2015, GM, Punjab & Sind Bank informed the house that they are facing problem at Fatehgarh Sahib, where the Lead District Manager is of SBOP and banks are not cooperating for opening of accounts of beneficiaries of EBT. It was resolved that Convener Bank should advise the LDM Fatehgarh Sahib to cooperate with the Nodal Officer of Punjab & Sind Bank and issue instructions to DCO for cooperation and implementation of EBT in the district. The representative of SBOP was also requested to instruct LDM Fatehgarh Sahib & at Sangrur and Barnala for full cooperation in the matter for effective implementation of EBT in the District. Convener Bank has already advised the LDMs vide its e-mail dated 30.01.2015 for providing full cooperation to the Nodal Officers in their district for providing full support for implementation of EBT in the respective district.

Member banks were also informed that EBT accounts are to be opened of all the beneficiaries and Aadhaar must be seeded in every account and exercise for opening of accounts must be completed latest by 15.02.2015.

Item No. 12 Reimbursement of Excess pension paid to the dependents of deceased pensioners - Pending issue of Sub-Committee meeting.

of DA paid by banks to family pensioners (whose ward got employment on compassionate ground) and the same has been deducted by treasury office out of subsequent reimbursement claims lodged by the banks. It has been decided to refer the matter to Finance Department Govt. of Punjab for settling the issue.

Convener Bank vide its letter dated 25.11.2014 has taken up the matter with The Director, Department of Institutional Finance & Banking for taking up the matter with Finance Department for settling the issue.

During the deliberations in the 4th Steering Committee meeting to SLBC held on 29.01.2015, the representative of Institution Finance & Banking informed the house that the issue of Reimbursement of Excess pension paid to the dependents of deceased pensioners is pending with the Finance Department. Convener bank requested for taking up the matter for resolving the issue expeditiously.

The representative of DIF&B is requested to apprise the house latest position in the matter please.

Item No. 13 Loans against collateral of Food grains- Obtaining of NOC from State Procurement Agency.

Convener Bank has received a representation from MARKFED vide which they have desired to instruct the member banks for obtaining of NOC from procurement agencies while making advance against collateral of Food grains.

wherein it was decided that while financing to Shellers/Millers, only stocks belonging to the Millers be hypothecated. Banks should obtain Stock figures of Paddy held for milling from the concerned District Food & Supply Controller of Punjab alongwith NOC from the Department of Food & Civil Supplies while making advance to Rice Shellers. Member Banks were advised to ensure meticulous compliance of the decision taken in the meeting.

The representative of MARKFED, informed the house that many banks are not taking NOC from the concerned agency as they have come across two frauds wherein unscrupulous borrowers have been able to get finance against that stocks belonging to State Procurement Agencies.

It was resolved that banks will reiterate the instructions of obtaining the NOC from the District Food & Supply controller of the district and Convener Bank will make a reference to the Department of Food & Civil Supplies for issue instructions to the DFSCs of all the districts for issuing of NOC immediately.

The project launched by Revenue Department of State Government for computerization of land records, envisages for opening of Fard Kendra at each Tehsil and Sub-Tehsil level. Revenue Record like Jamabandi, Mutations, Rapats Roznamchas etc. of all the villages of that Tehsil/Sub Tehsil will be fed into the computer. As of now, 161 out of 167 Fard Kendras have been operationalized and record of about 12,285 villages has been computerized. Copy of Record of Rights is being issued from the operationalized Fard Kendras on the spot.  

Further the Department has planned to put the land records on internet so that people are able to view their Jamabandis etc. sitting at home only.  The data of live Fard Kendras of all the Districts has been put on the web. A provision has been made to point out the errors in the Land Records through web.

The issue raised in the 129th meeting of SLBC & subsequently taken up in the 130th meeting as well as vide Convener bank letter dated 10.12.2014 for issuing notification for authenticity of land record taken online, by which any record taken online will be legally enforceable, is still pending with the State Government.

During the deliberations in the 4th Steering Committee meeting to SLBC held on 29.01.2015, the representative of the Revenue Deparment, informed the house that the remaining 6 Fard Kendras will be put on line soon. However notification regarding authenticity of land record taken online to be legally enforceable is under consideration of the Govt.

The representative of Revenue Deptt/ DIF&B is requested to apprise the house the progress in the matter.

During the review period, increase in number of branches in rural areas of Punjab was of the order of 276.

This is followed by Semi-urban areas, which registered an increase of branches to the tune of 132.

Whereas the increase of branch network in urban areas was 96.

than 40%, for drawing up “Monitorable Action Plans” (MAPs) to increase the CD Ratio on a self set graduated basis. Concerned LDM of the district is the convener of SSC with DCO, DDM, NABARD, LDO, RBI and District Planning Officer as its members.

CD Ratio of 4 districts i.e. Hoshiarpur, Jalandhar, Kapurthala and Nawanshahr as at September 2005 was below 40% and Special Sub Committees (SSCs) of District Level Consultative Committee (DLCC) were constituted in these districts. Observations:-

The CD Ratio (including NRI deposits) has increased in district Nawanshahar & Hoshiarpur and the same has decreased in other Kapurthala & Jalandhar districts. The CD ratio net of NRI deposits increased in Districts Jalandhar, Nawanshahar & Hoshiarpur & whereas the same has declined in District Kapurthala.

The concerned LDMs are requested to continue to review the CD Ratio in the meetings of Special Sub Committee of DCC so as to reach the next target of CD ratio as envisaged under Monitorable Action Plan.

The House may review the CD Ratio vis-a-vis MAP to improve CD Ratio of these identified districts.

While calculating the overall CD ratio, all the member banks are requested to adhere to the instructions of Reserve Bank of India contained in their circular No. RPCDLDS.BC No.47/02.13.03/2005-06 dated 09.11.2005 which inter alia states that the CD ratio to be calculated with credit at the place of utilization.

(iv) utilization and Resource support under Rural Infrastructure Development Fund of NABARD

NABARD has provided resource support of `1947.74 crore up to December-2014 to Punjab Government under RIDF for development of infrastructure. When this amount of RIDF is added to the credit provided by banks and the CD Ratio is calculated on the basis of Credit Utilization (Cu) + RIDF, the same works out to 79.07%.

The share of incremental PS advances to incremental advances during the period under review is 71%.

The advances to Micro & Small Enterprises during the period under review registered an increase of `. 6616 crore, from ` 38655 crore as at December 2013 to ` 45271 crore as at December 2014 thus showing a growth of 17.11% as against an increase of ` 6939 crore or 21.14% during the corresponding period previous year.

During the period under review, the advances to Weaker Sector increased by ` 4722 crore, from ` 28554 crore as at December 2013 to ` 33276 crore as at December 2014, thus registering a growth of 16.53% as against an increase of ` 4423 crore or 18.32% during the same period last year.

Item No. 17 Review of National Goals

As per guidelines of RBI, banks are required to achieve National Goals on Adjusted Net Bank Credit (ANBC) as at the end of previous year instead of NBC and for calculation of ANBC the outstanding FCNR (B) and NRNR deposit balance will no longer be deducted for computation of ANBC, which now will be Bank Credit plus investments made in non_SLR bonds under HTM category. It may be difficult for banks to arrive at such figures at State level and as such the review of National Goal is made on the basis of Net Bank Credit as at the end of previous year, which means gross credit minus inter bank credit.

The overall advances to minority communities have registered an increase of ` 421.90 crore, from `485.63 crore as at December -2013 to `907.53 crore as at December -2014, thus showing a growth of 86.97%.The increase in minority community is on account of inclusion of Jains in the minority community.

During the quarter ended December -2014, banks disbursed advances to the tune of `60.50 crore to borrowers belonging to minority communities. The bank-wise position is given as per Annexure-17(i). {Page No.102}

It has been informed by Rural Development Department, Govt. Of Punjab, that since SGSY scheme has been merged with newly started scheme NRLM, so as per the directions of MORD no new SHG group are to be formed under SGSY scheme w.e.f 31st March 2013 and data reporting also does not get generated online. In view of the transition phase of SGSY to NRLM, no targets were given by the State Govt. The scheme is being implemented in 14 blocks of 5 districts i.e. Taran-Tarn, Ferozepur, Sangrur, Patiala, Gurdaspur on pilot basis. The performance of these 5 districts is as per Annexure-19. {Page No.107}

which 4422 unemployed youth have been provided employment.

District wise targets of KVIC/KVIB of margin money for the year 2014-15 have already been provided to the Lead District Manager.

The representative of KVIC/KVIB/DIC may inform the House latest position. During the deliberations in the 4th Steering Committee meeting to SLBC held on 29.01.2015, the resentative of industry department informed the house that many banks are not lodging claims for the disbursed cases. He requested the member banks to lodge the claim immediately.

Member banks are requested to issue instructions for lodging the claim for the disbursed cases immediately.

Item No.20 (iii) Swarn Jayanti Shahari Rozgar Yojana (SJSRY)

Government of India has restructured the SJSRY scheme to National Urban Livelihoods Mission (NULM), which is applicable to cities with population of 1 lac or more and all the District Head Quarter Towns/Cities whether its population of less than 1 Lac as per the census of 2011.In the State of Punjab only 26 town/cities will be covered. Further under NULM only the interest subsidy will be given to the beneficiaries for setting up Micro Enterprises. The interest subsidy will be given over and above the 7% interest. There is no capital subsidy for any project (Individual or Group).

Convener Bank vide e-mail dated 30.12.2014 advised all the LDMs to allocate the bank wise targets and monitor the progress in DCC/DLRC meetings. Item No.21(i) Joint Liability Groups- Financing of Joint Farming Groups of ‘Bhoomi Heen Kissan’.

In view of the Union Budget announcements on financing five lakh joint farming groups of ‘Bhoomi Heen Kissan’ during the current year, Department of Financial Services, Ministry of Finance, Govt. of India has desired that banks wise targets on Financing of Joint Liability Groups of ‘Bhoomi Heen Kissan’ during 2014-15 be allocated. Targets for formation of JLG groups were already allocated by NABARD and conveyed to all the member banks. Position of formation of JLGs is as per Annexure-20(iii). {Page No.111}

Member banks are again requested to reiterate guidelines to branches on financing of JLG for farm sector and non farm sector activities and monitor the branch wise progress in financing of JLG on monthly basis.

The overall targets have been exceeded in 9 districts viz. Barnala, Faridkot, Fazilka, Ferozepur, Hoshiarpur, Muktsar, Nawanshahar, Patiala & Tarn Taran and missed by varying margins in other districts.

Similarly, the targets under Agriculture & Allied Sector have been achieved in 11 districts viz. Barnala, Bathinda, Faridkot, Fazilka, Ferozepur, Hoshiarpur, Muktsar, SBS Nagar, Patiala & Tarn Taran and missed by varying margins in other districts.

The targets under MSE Sector have been exceeded in 9 Districts viz. Amritsar, Bathinda, Fazilka, Ferozepur, Hoshiarpur Jalandhar, Muktsar, Patiala & Ropar and missed by varying margins in remaining districts.

RRBs have disbursed loans amounting to ` 4820 crore under agriculture sector as against target of ` 3664 crore, thus showing achievements of 132%.

Cooperative Banks have disbursed loans amounting to ` 13384 crore against targets of ` 17264 crore. The achievement comes to 78%.

MSE Sector

As against target of ` 13308 crore under this sector, Commercial Banks have disbursed loans amounting to ` 11944 crore. The achievement comes to 90%.

As against target of ` 2283 crore under this sector, Private Sector Banks have disbursed loans amounting to ` 2928 crore. The achievement comes to 128%.

RRBs have disbursed loans amounting to ` 30 crore under this sector as against target of ` 62 crore, the achievement comes to 49%.

Item No. 22(ii) PLP Projections for the year 2015-16

Punjab Regional Office of NABARD at Chandigarh had organized a State Level Credit Seminar on 30th January,2015 which was chaired by Shri Sarvesh Kaushal, IAS, Chief Secretary, Govt. of Punjab and senior dignitaries from RBI, State Government and banks also participated. During the deliberations, it was resolved to keep Priority Sector disbursement target for the year 2015-16 around `141284.16 crore. Accordingly, NABARD worked the projections at ` 141284.16 crore and segregated the same into district wise/sector wise PLP projections for the year 2015-16.

The Convener Bank vide its e-mail dated 02.02.2015 forwarded the above district wise/sector wise PLP projections to all the LDMs (copy enclosed as per Annexure-25) {Page No.122} with a request to finalize district wise/ sector wise targets under ACP 2015-16 as per the PLP projections in the DCC/Special DCC meeting. It has also been informed to LDMs that the DDMs of NABARD will furnish the block wise/ activity wise projections to the LDMs.

The Convener Bank vide letter dated 02.02.2015 has requested all LDMs to submit targets under ACP 2015-16 to it.

Item No. 23 Indira Gandhi Matritva Sahyog Yojana (IGMSY)

Indira Gandhi Matritva Sahyog Yojana (IGMSY) is a flagship program of the Government of India introduced in 2010 under the Ministry of Women and Child Development. It is a conditional cash transfer scheme that targets pregnant and lactating women 19 years of age and older who have had two children. Its goal is to partly compensate them for wage-loss during childbirth and childcare and to provide conditions for safe delivery and good nutrition and feeding practices. IGMSY provides financial assistance as grant-in-aid to state governments. The cash benefit transfer to be made through Aadhaar in two districts in the state i.e. Amtitsar and Kapurthala. The linkage of beneficiaries with their Aadhaar nos. is to be done in these districts with their respective LDMs. The lists of beneficiaries for both the districts are shared by the

Credit to Micro, Small & Medium Enterprises (MSME)

Reserve Bank of India vide circular RPCD.SME & NFS.NO. BC.90/ 06.02.31/2009-10 dated 29th June, 2010 read with extant instructions contained in para 1.3 and para 2.1.3 of the Master Circular on lending to Micro, Small and Medium Enterprises (MSME) banks are advised to ensure that:

a. 40% of total advances to MSE sector should go to micro (manufacturing) enterprises with investment in plant & machinery upto ` 10 lakh and micro (services) enterprises having investment in equipment up to ` 4 lakh;

b. 20% of total advances to MSE sector should go to micro (manufacturing) enterprises with investment in plant & machinery above ` 10 lakh and up to ` 25 lakh and micro (services) enterprises with investment in equipment above ` 4 lakh and up to ` 10 lakh. (Thus 60% of MSE advances should go to micro enterprises).

In terms of the recommendations of Prime Minister’s Task Force on Micro, Small & Medium Enterprises (MSMEs) under Chairmanship of Shri TKA Nair, the banks have been advised as under:-

Achieve a 20% Year on Year growth in credit to micro and small enterprises to ensure enhanced credit flow,

The YoY growth of credit to MSEs is 17.05% against the target of 20%.

The share of advances to micro enterprises to total MSE as at Dec-2014 is 41.82% against stipulated level of 60% required to be achieved for 2014-15.

The Controlling Heads of Banks are requested to take further necessary steps for enhancing MSEs outstanding as also the share of advances to Micro Enterprises from Micro & Small Enterprises so that the stipulated level of 60% is achieved.

During the deliberation in the 130th meeting of SLBC held on 13.11.2014, the representative of revenue department was requested to examine whether cases which are filed under RCs can be transferred to Lok Adalats for affecting speedy recovery in these accounts.

The matter was taken up with the Revenue Department by the Convener Bank vide its letter dated 15.12.2014 and Department of Institution Finance & Banking dated 17.12.2014.

During the deliberations in the 4th Steering Committee meeting to SLBC held on 29.01.2015,the representative of revenue department informed the house that the issue is under consideration of the department.

The representative of Revenue Department/DFI&B is requested to apprise the house the progress in the matter.

Item NO. 30 Punjab Sarv Sehat Bima Yojana-Implementation.

In order to provide cashless health insurance to entire population in the State, Department of Health and Family Welfare, Punjab is implementing Punjab Sarv Sehat Bima Yojana in the State and DIF&B is the Nodal Agency for implementation of the scheme and will coordinate with the banks for successful implementation of the scheme.

NABARD has informed that Andhra Pradesh State Govt. has recently promulgated an ordinance titled ‘Andhra Pradesh Land Licensed Cultivators Ordinance 2011” to facilitate financing of tenant farmers, oral lessees and share croppers by financial institutions. oral lessees and share croppers to access credit from the Public Financial Institutions and to claim benefits of input subsidy, crop insurance compensation for damage to crop and for matters connected therewith or incidental thereto.

Such an initiative would lead to smoothening the process of access to the formal credit delivery system by tenant farmers/oral lessees/share croppers, etc. thereby helping the JLG programme to scale new heights.Director, Agriculture Department Govt. of Punjab vide their letter dated 27.12.2014 have informed that the case has been sent to Financial Commissioner (Revenue), Govt. of Punjab, for implementation of Act in the State.

Item No. 32 Rajiv Rinn Yojna (RRY).

The Ministry of Housing and Urban Poverty Alleviation (MH&UPA), Government of India has designed a Revised Interest Subsidy Scheme-named as Rajiv Rinn Yojana (or Rajiv Loan Scheme), as an additional instrument for addressing the housing needs of the EWS/LIG segment in urban areas. Scheme envisages the provision of a fixed interest subsidy of 5% (500 basis points) on interest charged on the admissible loan amount to EWS and LIG segments to enable them to buy or construct a new house or for carrying out addition (of a room/kitchen/toilet/ bathroom) to the existing building.

RRY has been formulated by modifying the Interest Subsidy Scheme for Housing the Urban Poor (ISHUP) piloted in the 11 th

Plan period with enhanced scope, coverage. Detailed guidelines of Rajiv Rinn Yojana are uploaded on the Ministry’s website www.mhupa.gov.in.

The overall target for the 12th Plan period is 1 million dwellings across the country and for the current financial year, countrywide target of 2.5 lakhs dwellings has been fixed. Based on the criteria of Percentage Share of the Urban Population/Urban Housing Shortage, the target for the State has been fixed for 6000 Dwellings.

Ministry of Social Justice & Empowerment, Government of India as informed that NHFDC functions as an apex Institution for promoting economic development activities and self - employment ventures for the benefit of persons with Disabilities (PwDs). The detailed information on schemes and programmes of NHFDC is available on website www.nhfdc.nic.in.

NHFDC has recently tied-up with 3 Public Sector Banks (Bank of Baroda, Andhra Bank & IDBI Bank) and 24 Regional Rural Banks for flow of collateral free concessional credit (interest rate of 4-8% per annum) to PWDs for self employment under credit guarantee scheme of Government of India. Item No 35 Providing Saving-cum-OD Account Facility to other families living in Rural Areas having no Land

The Secretary, Department of Financial Services, Ministry of Finance, Govt. of India vide his DO letter no. 1 (4) 2011 dated 07.09.2011 advised certain action points with regard to lending under Priority Sector and one of the action point was that each bank will work out a scheme if none exists, for giving Saving cum OD Account to other families which do not have any land and live in the Rural Area. This account should have an OD limit of 10,000/- against the personal guarantee of the villager and the villager should be able to use the bank account for Savings or meeting the requirements of consumption purposes on a need based basis and use the OD.

Banks have sanctioned 199903 Kisan Credit Cards amounting to `12102.45 crores and disbursement has been completed in 199717 cases to the extent of ` 11760.55 crores. In addition to this, during the same period, Cooperative Banks have sanctioned 11010 Kisan Credit Cards amounting to ` 103.40 crores.

Since inception of the scheme, Commercial and Cooperative Banks jointly have sanctioned kisan credit cards to 3533352 farmers amounting to ` 80318.88 crores in the State, out of which disbursement has been made to farmers to the tune of `77944.70 crores. Observations:

During the quarter ended Dec-2014, under Golden Jubilee Rural Housing Scheme, banks have sanctioned loans to 1894 beneficiaries amounting to ` 9615 lac and disbursement has been completed in 1892 cases to the tune of ` 8163 lac under the Scheme.

Item No. 41 Implementation of Nayak Committee recommendations

As per Reserve Bank of India guidelines for assessing working capital limits of village, tiny and other SSI units requiring fund based limits up to ` 5 crore, banks have to adopt procedure based on Nayak Committee guidelines, i.e. sanction of working capital limits @ 20% of the projected turnover.

Highlights During the quarter ended Dec-2014, banks have sanctioned loans amounting to ` 1978.47 crore to 7681 SSI units. Out of these, loans amounting to ` 1448.32 crore have been sanctioned to 5641 SSI units as per Nayak Committee Norms. It reveals that while assessing the credit requirements of SSI units requiring funds up to ` 5 crore, Banks have applied norms based on Nayak Committee recommendations in 73% of cases. The feedback from Banks also indicates that in remaining cases the borrowers were not willing to avail the credit limits as per

Nayak Committee Recommendations, due to the turnover of current assets being high and/or higher level of creditors.
