Dear Conference Attendees,
Welcome to our 2014 Annual Meeting of ITS California, the premier event for bringing together California’s public
and private sectors – Connecting California -- to discuss the latest advances in transportation technology. We’re
thrilled to be holding this, our 20th meeting, in Santa Clara, in the heart of the Silicon Valley. Many of today’s hottest
transportation technologies have been developed here. In addition, the Santa Clara Valley, and indeed the whole of the
San Francisco Bay Area, exemplifies a region at the forefront of our industry and, in keeping with this year’s conference
theme, uses ITS to connect California travelers within, and beyond, the region.
Our Board of Directors, members and volunteers have worked hard to bring you an experience that eclipses the events
of the last 20 years and sets the stage for the next 20. We have improved on our tours, which this year include the new
Levi’s Stadium, as well as a tour of Stanford’s Volkswagen Automotive Innovation Facility which houses the Volkswagen
Automotive Innovation Lab (VAIL), a state of the art vehicle research facility. Our plenary sessions will offer viewpoints
from some of the industry’s leaders at the Federal and State levels, from ITS America, from vehicle OEMs and from
software developers.
Please plan to spend some time in our Exhibit Hall and hear what new things our exhibitors have to offer. I strongly
encourage you to get a concentrated glimpse of our exhibitors, sponsors and higher level members by attending our
“Vendor Technology Showcase”. We are delighted to be bringing back this event, which received rave reviews the last
two years from both public and private sector attendees.
This event comes on the heels of many other events our organization has held this year. Our northern and southern
CA sections have held workshops and symposiums on topics such as express lanes, connected vehicles, autonomous
vehicles and hosted USDOT at two Connected Vehicle Symposiums. If you are not currently an ITS California member,
I hope this Annual Meeting will convince you that membership in our organization is very worthwhile. In particular,
public agencies should be encouraged to reap the benefits of membership, which includes free registration at our
Annual meeting and free attendance at our luncheon workshops. Please stop by our registration desk or speak with
any of our Board members to find out more information.
I want to give special acknowledgment to our Board of Directors who volunteered hundreds of hours to prepare for and
manage this event. They are a dedicated, creative group and I am privileged to serve beside them. Enjoy the meeting,

Sessions OverviewOpening Session:
Connecting California Our Opening Session will present a series of questions ranging from Connected Vehicles to Legislation and Funding to a distinguished set of speakers from the public and private sectors.
Session 1: Connected Corridors The Integrated Corridor Management (ICM) initiative is demonstrating techniques for improving mobility in a freeway corridor by coordinating freeway, arterial and transit operations. Lessons learned from the pioneering ICM projects are already being adopted elsewhere in the US. This session provides an update on California’s activities in this area by showcasing projects aimed at deploying elements of ICM and so connecting the corridor operations.
Session 2: NextGen 511 Pioneered by MPOs across the nation, driven by consumers, and later reshaped in Silicon Valley, the traveler information industry has seen cycles transformation - What does the next generation hold?
Session 3: Moving to Multimodal Payments: One Account for Tolls, Transit, Bikeshare & More This session will explore the challenges and opportunities associated with establishing a single, multimodal payment account for customers. Where might program providers realize cost savings? What are the pros and cons of statewide coordination? To what extent can public sector agencies use incentives/disincentives to encourage behavior change? What actions are required to educate customers and encourage them to take advantage of the benefits?
Session 4: Cars That Drive By Themselves, Oh My! The what, how and why of vehicle-highway automation.
Session 5: Implementing Express Lanes in the Bay Area: Some Like it HOT Our panel will discuss Northern California Express Lanes and the future of managed lanes in Northern California.
Session 6: Connected Vehicles: Coming Soon to a Roadway Near You? NHTSA recently announced its decision to begin the rulemaking process that will likely lead to a mandate requiring car builders to install connected vehicle technologies on all new passenger cars by the year 2019. While this mandate is limited to vehicle-to-vehicle (V2V) communications technologies that improve safety, there is a corresponding effort by FHWA to develop guidance for infrastructure owner/operators on how to deploy roadside equipment that enables vehicle-to-infrastructure (V2I) communications that complement the vehicle side. Attend this session to hear about the current activities and future plans for the national Connected Vehicle Program.
Session 7: ITS Completes the Street Today’s streets need to accommodate a variety of transportation modes. Come and learn how ITS is implemented in the pursuit of context-sensitive design; ITS helps transit vehicles, bicyclists, pedestrians and others work together within the same street space.
Session 8: ITS Research Activities Across California Our panel members will describe the most innovative ITS research that is being conducted by California academic institutions. Discussion will span key areas of interest and provides an opportunity for attendees to identify and understand emerging trends, technologies, and scientific breakthroughs before ITS products hit the streets.
Session 9: Innovative Technology for Local Cities Selected municipalities and agencies across the country that have deployed ITS systems and Advanced Signal Systems will be invited to come share their real world experiences, lessons learned, and success stories. Various state of the art technologies will be explored at this session to gain insight on what progressive cities are doing to be prepared for the future.
Session 10: Advancements in Applications and Social Media for Transportation The proliferation of smart phones and the internet has provided new capabilities for the advancement of ITS and connected vehicles. This session will explore the use of mobile applications and social media that are being used to help improve transportation safety, mobility, and the environment. Presenters will share stories on research, development, uses, and lessons learned.
Session 11: Tolling in Southern California – Then and Now Over 20 years ago, Southern California lead the way with one of the most commercially successful managed lanes systems in the country in the 91 Express Lanes. Since that time, Southern California has deployed Open Road Tolling (ORT) as well as additional express lanes such as the Metro Express Lanes, and more are on the way. Attend this session to understand how tolling in Southern California has evolved and how it will change the method of transportation in the near future for Southern California commuters.

The connected vehicle research being sponsored by U.S. DOT is moving from research to reality. The connected vehicle
concept leverages the potentially transformation capabilities of wireless technology to make surface transportation safer,
smarter and greener. Connected vehicles will ultimately enhance the mobility and quality of life of all Americans, while
helping to reduce the environmental impact of surface transportation. As we move towards implementation, we are
developing a better understanding of how the connected vehicle infrastructure will be deployed and operated. A number
of states have gained valuable experience in what it means to deploy a connected vehicle application(s) in the field
through their participation in the ITS test beds. The USDOT’s Research and Innovation Technology Administration (RITA)
is offering Connected Vehicle 101 workshops at ITSA State Chapter meetings across the country through its Professional
Capacity Building Program (PCB). Participants will learn about the safety, mobility and environmental applications
envisioned for the connected vehicle environment. They will gain an overview of the infrastructure requirements
being developed, including communication standards, and operations and maintenance implications, and upcoming
policy decisions. The workshop will include a report on the ITS test beds and model deployment in Ann Arbor, MI and
solicit feedback from the participants about their decision factors and needs concerning the future connected vehicle
environment.

TOURNO.2:STANFORD’SVOLKSWAGENAUTOMOTIVEINNOVATIONLABITS CA is pleased to be providing a tour of Stanford’s
Volkswagen Automotive Innovation Facility which
houses the Volkswagen Automotive Innovation Lab
(VAIL). This lab is a state-of-the art vehicle research
facility where interdisciplinary teams can work on
projects that move vehicle technology forward.
High-profile Stanford projects accommodated in the
building comprise research on drive-by-wire and driv-
er assistance systems research by the Dynamic Design
Lab of Chris Gerdes, including Shelley, the vehicle that
raced up Pikes Peak without a driver in 2010; research
vehicles from the Stanford Artificial Intelligence Lab
that use deep learning and computer vision to auto-
mate the driving process; research on the interaction
of drivers with vehicles in a state-of-the-art driving
simulator that was implemented in 2013; and the
Stanford Solar Car Project that designs, builds and
operates the vehicles competing in the World Solar
Challenge in Australia. In order to improve safety,
sustainability, performance, and enjoyment of auto-
mobiles, the Automotive Innovation Facility provides a
place for researchers to test new ideas in real vehicles.
