If no objections, questions, additions, or comments are received within 5 working days from issuance of the meeting notes, we will assume that our understandings are correct. We are proceeding based on the contents of these meeting notes. Purpose: Stanley Consultants met with the Buffalo MRT Steering Committee to present an update regarding the final design and project progress for the Buffalo MRT and receive feedback from the committee. Presentation/Discussions: Barb Veal welcomed the group and presented work completed, schedule and final design for the trail. See attached presentation. Doug Rick indicated that construction contractor bids tend to be higher when the project documents require “late start date” rather than “completion date”. The City of Buffalo will be able to provide some input on this item. Denise Bulat indicated that the trail within the project limits is also considered the American Discovery Trail (ADT) in addition to the Mississippi River Trail (MRT). Denise requested that ADT signs also be installed for the project. The ADT aligns with the MRT from Davenport along the project segment. The ADT then diverges from the MRT in Muscatine, Iowa and travels west. Denise stated that bicyclists ride on the ADT and look for way-finding signs so these are important signs to install. Barb Veal stated that the ADT signs will be added to the project before Final Plans completion. The ADT signs will be installed below the MRT signs on the same posts. Barb will investigate where both MRT and ADT signs may be obtained free of cost and incorporate the sign availability into the plans. Denise stated that $10,000 has been obtained and designated for the construction of 10’ wide sidewalk on north side of Hwy 22 east of Elm Street. Dean Mathias asked whether alternate signing can be installed that provides a different way of indicating to vehicle drivers that bicyclists may be present in the driving lane. He stated that the sign bicyclist “May Use Full Lane” is being used in Quad Cities. Barb Veal responded that this signing had been discussed with Iowa DOT District 5 at preliminary plans development. The Iowa DOT requires the signing along state highways to be standard across the state and the standard signing is “Share The Road” signs as shown in plans. Doug Rick and Sam Shea stated that no law has been adopted in the State of Iowa that requires cars to pass bicyclists on Share the Road trails a minimum passing space.

The following meeting notes set forth our understanding of the discussions and decisions made at this meeting. Barb Veal indicated that she will coordinate with the City of Buffalo to define the Construction Services phase. This work is included in the project contract but has not yet been defined, a professional services fee estimated or amendment to the contract developed.
