Members Present: Co-Chair Dawn Pratt, Jonathan Bader, Karen Burns, Jack Daniels, Michele Erickson, Ken Grant, Joan Hansen, Silvia Jackson, Mari Kay-Nabozny, Tania Kilpatrick, Jim Ladwig, Seth Lentz, David Mitchell, Karen Morgan, Delora Newton, Beth Norris, Willa Panzer, Joseph Reitemeier, James Roberts, Karin Smith, Beth Sullivan, Diane Vertin, Jimmy Watson, Sharon Wendt Others Present: Department of Workforce Development (DWD) Assistant Deputy Secretary, Dave Anderson, Division of Employment and Training Administrator Scott Jansen, Bruce Palzkill, Phil Koenig, Becky Kikkert and Mary Foy.

I. Call to Order The meeting was called to order by Co-Chair Pratt.

II. Welcome and Introductions Co-Chair Pratt welcomed those in attendance. Roll call was taken, reflecting the above attendance. A motion to approve the minutes of November 2, 2015, was approved unanimously.

III. Review Committee Charge Co-Chair Pratt reviewed the committee charge, as stated by DWD Secretary Reggie Newson on November 12, 2015 and quoted below.

• What: Your deliverable is to prepare an issue paper to be submitted to DWD on training programs to be considered for DWD's budget submittal. • When: Present Date to June 30, 2016 • Where: Statewide (identify strategic best practice efforts) • How? Understand the statewide and regional landscape on training programs. Youth Apprenticeship (YA) and Registered Apprenticeship (RA) have been identified as DWD's top priorities to be scaled. The committee should focus on YA and RA as a talent development strategy to be expanded and bridged. For this effort, invite practitioners and thought leaders from around the state to present to the committee to better understand how the programming works in pockets throughout the state. • Why? YA and RA are the priorities with looking forward to bridge/align HS and CTE work base learning to RA and non-traditional career pathways. The goal is to get more people into RA based on demand and at a younger age.

Co-Chair Pratt noted that the first step is preparing an issue paper, as described above. There are additional things for the committee to build on and improve, but Secretary Newson's charge will allow for meaningful feedback from stakeholders.

IV. Report on November 12, 2015, Meeting of the Council on Workforce Investment Co-Chair Pratt reported on the November 12, 2015, meeting of the CWI. She reiterated that the immediate charge is only the beginning of what will be important work to prepare the workforce of Wisconsin. V. Apprenticeship 101 Co-Chair Pratt introduced Ms. Karen Morgan, Director of DWD's Bureau of Apprenticeship Standards (BAS). Ms. Morgan presented on Apprenticeship 101, and her presentation is posted at http://www.wi-cwi.org/partnership_resource_alignment/2016/pra_presentation_morgan_010716.pdf. There were questions about how industry can become more engaged and local workforce development boards (WDBs) can engage with BAS. Administrator Jansen stated that staff is available to do informative outreach to organizations, and interested parties can contact him. Co-Chair Pratt stated that DWD's direction on apprenticeship is that industry drives it, which she finds very significant. Ms. Jackson stated that she found the presentation very beneficial. Assistant Deputy Secretary Anderson expressed his appreciation for the value brought to the table by members of this committee and thanked them for their energy and commitment to improving the strong apprenticeship system.

V. Next Meeting The next meeting is on January 25, 2016, at the Concourse in Madison.

VI. Other Business Administrator Jansen noted that DWD is preparing a webinar series to inform and engage the CWI and committee members. He also stated that the WIOA Roundtable on May 3 and 4 at the Chula Vista in Wisconsin Dells will be an opportunity to engage with WIOA practitioners and learn about successful practices in effect around the state. More details about that even will be shared in the future.

VII. Announcements None. IX. Adjournment Co-Chair Pratt thanked the committee for their time and attendance, stating she has every confidence that the committee will exceed the expectations of DWD. The meeting was adjourned.

CWI 2014 - 2018 Strategic Plan Recommendations updates since September 30, 2015

2: Add Attraction and Retention Tax Credits for Skilled Graduates Updates as of January 25, 2016:

a) LRB2281 - Academic Excellence Higher Education Scholarship program reform - award scholarship money to "best and brightest" high school graduates for 50% of

the state college or university tuition cost or the same amount applied to a private college/university, and 50% of the student's tuition awarded as a tax credit to offset

state income tax obligations for 4 years after graduating . Only students with a 3.5 GPA and ACT score of 30 can apply.

3: Incorporate relocation Tax Credit and Loan Forgiveness Updates as of January 25, 2016:

a) SB 529 (Student Loan Tax credit) was introduced in Januray 2016 to create a refundable individual income tax credit for student loan payments made by certain

graduates of regionally accredited, nonprofit, post-secondary institutions. The allowable credit amount is equal to 25% of the student loan payments the claimant

makes to a lender in the year to which the claim relates. The bill was referred to the Committee on Revenue, Financial Institutions, and Rural Issues.

b) LRB-3832 GROW Wisconsin draft bill was introduced to create a student loan reimbursement program for individuals who relocate to certain rural counties authorizing

non-rural counties to create a similar student loan reimbursement program, granting rule making authority and making an appropriation.

4: Expand Youth & Adult Apprenticeship Participation & Programming Updates as of January 25, 2016:

a) LRB 4169 - increased funding for Youth Apprenticeship program - provide an additional $500,000 annually to the youth apprenticeship program. The bill has been

included in the "Rural Wisconsin" initiative in this legislative session.

b) LRB 4170 - Apprenticeship Completion Award program (ACAP) - provde an addition $150,000 in funding for the 2016-17 fiscal year.

c) American Apprenticeship grant award of $5 million received from US Department of Labor to grow, expand and bridge apprenticeship programs in advanced

manufacturing, healthcare and information technology sectors with a committed goal to produce 1,000 additional apprentices over the 5-year grant period.

7: Engage in Marketing that Attracts Millenials and Entrepreneurs Updates as of January 25, 2016:

a) LRB 3502 - Marketing of employment and training opportunities to former UW system students - requires DWD to prepare information describing employment

and training opportunities that are available to former students of the universities and 2-year college campuses who have not graduated.

12: Ensure every HS Student experiences Quality WBL Opportunities Updates as of January 25, 2016:

a) LRB 2168 - Notify parents or guardians about technical education courses and programs available to High School students -would require each school board to provide

a written notice to the parent or legal guardian of each 8th grade student enrolled in the school district that includes the courses or programs that a high school student

may participate in at a technical college for high school or post-secondary credit and any technical education courses offered to high school students by the school board.

b) A third round of the Wisconsin Fast Forward - Blueprint for Prosperity initiative "High School Pupil" grant program was announced on Januray20, 2016. Up to $3 million

will be made avaialable to employers and educational partners for qualified training programs for high school seniors with an emphasis on dual credit programs yielding

industry recognized credential for program graduates.

17: State must build a Partnership and Opportunities Clearinghouse Updates as of January 25, 2016:

a) The Partnership Development and Resource Alignment committee was convened on November 2, 2015 and will be responsible for convening practioners and

though leaders to advance the CWI strategic plan objectives.

18: Support Industry Engagement Updates as of January 25, 2016:

a) AB 742 - Wisconsin Fast Forward internship coordination program - The Office of Skills Development staff would provide coordination between institutions of

higher education and employers to increase the number of students who are placed with employers for internships.

19: Increase Access to the Workforce System Updates as of January 25, 2016:

a) Job Center of Wisconsin - Release 2 was implemented on January 20, 2016 and included the following significant enhancements:

* introduction of MyLMI, which allows users to customize, access, and store searches of labor market information to explore careers and drive employment decisions

* new Quick Job Search option with the flexibility to retrieve and view basic information about current job postings without registering in JCW

* advanced mapping capabilities to locate available talent (employers) and job openings (job seekers or career explorers) geographically

* a redesigned and searchable Workforce Events Calendar to find recruitment events easily.

20: Support Collaboration and Communication between Providers Updates as of January 25, 2016:

a) LRB 4049 - Career and Workforce education pilot program - the bill creates a career and workforce education pilot program and authorizes DPI to reimburse

the board of control of a Cooperative Education Service Agency (CESA) for eligible expenses associated with hiring a career and workforce education coordinator

and establish a career and workforce education pilot program in cooperation with DWD.

Other Non-Strategic Plan Initiatives that promote talent development in Wisconsin Updates as of January 25, 2016:

Draft Legislation in process:

* AB 748 and SB 523 - Annual appropriation of $1,000,000 to DWD for technical education equipment grants for school districts who provide matching funds of 100% of

grant awrd. Bill scheduled for hearing at the Senate Economic Development and Commerce committee on January 19th at 1:00pm.

* AB441 and SB 339 - Wisconsin Vetrans Employment Initiative - a program to increase the number of veterans holding permanent state government positions.

Creates a Council on Veterans Employment to advise and assist the governor and state agencies with the recruitment and employment of veterans. * AB 541 - Veterans Employment and Entreprenuership Grants - a $500,000 grant program would be administered by the Department of Veterans Affairs (DVA).

Grants could be made to veteran entrepreneurs, employers and nonprofit organizations to improve employment outcomes for veterans.

* LRB 3485 - Additional $500,000 appropriation per year to expand the local workforce development boards "Windows to Work" programs for offenders.

* LRB 2088 - Creative Industries grant program to support job cration and economic development in Wisconsin.

* LRB 2953 and LRB 3068 - Wisconsin Fast Forward blocl grant concept - consolidate DWD appropriations for various workforce programs into a single appropriation

to include Wisconsin Fast Forward training programs, youth apprenticeship, Apprenticeship Completion Award program (ACAP), youth summer programs, CTE and

employment transit assistance grants (WETAP)

* LRB 3503 - creating a Council on Workforce Investment - the CWI is currently created by the governor's executive order every 4 years. This bill would crate the CWI

in conformance with the WIOA requirements.

* SB 540 - Wisconsin grants for technical college students - provides additional funding for Wisconsin grants to technical college students.

* LRB 0662 - Department of Corrections procedure for granting certificates of qualification for employment to offender - issued by the parole commission,

the certificate gants relief to the person from ineligibility or disadvantage related to employment, occupational licensing or certification.
