I am writing to follow up on an issue that has come up in many of ourmeetings during Annual Plan discussions. The issue relates to restructuring

Lcj p ~ the Centrally Sponsored Schemes (CSS). As you well know, States have~onsistently argued that there is a proliferation of CSS, which makes it very

I~ uJQdifficult for district administrations to keep track of, let alone optimise the. use of, resources from numerous channels. States have also frequently

~ complained that the guidelines for CSS are too rigid, and often do not reflect

~ the situations of the individual State~. The resulting "one size fits all"

~ ~ approach is not economically efficient.

Recognising the need for restructuring of CSS, the PlanningCommission had appointed the B.K. Chaturvedi Committee to makecomprehensive recommendations on this subjest after consulting the StateGovernments. The Report of the Committee was well receivedl and in thelast meeting of the N.D.C. to approve the lih Plan, many CMs called forearly implementation1 The Prime Minister also indicated that action wouldbe taken on these lines. I am happy to convey to you that the Cabinet hasnow approved a major restructuring of the Centrally Sponsored Schemesalong the lines recommended by the Chaturvedi Committee.

The broad features of the restructuring are as follows:

i) The total number of Centrally Sponsored Schemes has been reducedfrom 142 to 66. Annex-I provides a mapping of the existing and newschemes showing how several of these have been collapsed into asingle umbrella scheme.

ii) For the current year, the existing schemes will continue with theallocations as specified in the Budget document for 2013-14. Fromnext year onwards however, many of these schemes are being mergedinto a single scheme (in Annex I) and suitable guidelines for the useof resources under these schemes will be laid down.

iii) To overcome the problem posed by one-size-fits-all approach, it isproposed that the existing guidelines for each individual CSS can bemodified on a state-by-state basis based on the recommendations ofthe State Government, given the special circumstances of the State.

State Governments are urged to review the existing guidelines and tocome up with their suggestions. These suggestions will be consideredby a Committee chaired by the Secretary, Planning Commission,which will include the Secretary of the concerned Ministry. It will beour objective to persuade the Ministries to agree on as muchflexibility as possible, to meet the legitimate expectations of theStates.

iv) In addition to allowing State-specific flexibility in guidelines, it is alsoproposed to introduce in each scheme an additional flexibility of 10percent of the allocation for the State, which can be used by the StateGovernments to promote innovative programmes within the broadobjective laid down for the CSS. Projects financed under this windowdo not have to meet even the guidelines proposed by the State - theycan depart from the guidelines in the interest of allowing innovation,provided the project serves the broad objectives of the CentrallySponsored Scheme.

v) Experience with the new system will be reviewed before the end ofthe Twelfth Plan, and modifications, if necessary, can be built into thesystem from the Thirteenth Five Year Plan.

I hope you will agree that these changes represent a very substantialresponse to what we have always felt was the legitimate demand of the StateGovernments for greater flexibility. 'I would request you to get your ChiefSecretary to undertake an urgent review of the schemes from the perspecti-yeof the State, and write to Secretary, Planning Commission,-indicating whatchanges the State would want.
