SCHOOL TRANSPORTATION WORKING GROUP MEETING OF AUGUST 24, 2016
MEETING SUMMARY CALL TO ORDER The meeting of the School Transportation Working Group (STWG) was held on the 26th Floor of the County Center in Conference Rooms A & B. The Chair, Cindy Stuart, called the meeting to order at 3:05 PM. Ms. Stuart welcomed first time meeting attendees. PUBLIC COMMENT There were no public comments. STWG #5 August 24, 2016 Meeting Summary The STWG will not vote on or approve the meeting summaries; however, if there are any corrections or additions, please inform Lisa Silva. A Chair report will be forwarded to the full MPO Board for review, and will be part of the MPO’s agendas. Share Success Stories and Results The Chair began the meeting by confirming with attendees that the working group is making progress as it relates to school transportation and making connections that previously did not exist. The group discussed success stories and their results:
School – MPO data and GIS follow up meetings: Staff continue to work on this and an update will be provided as soon as legal documents have been completed.
MPO staff participated in a Back to School Fair, August 6th at Leto High School and were able to get 80 participants to complete surveys. The survey information was provided to CUTR and placed into a database.
TA meeting updated list, received HC sidewalk candidates list, bring back to STWG for input/criteria: Staff are still working on lists and planning next steps.
Roster updates, new members: There have been new updates made to the STWG membership roster. New member Nicole Aikens, replacement for David Thatcher, introduced herself and was welcomed. If additional changes, please let Lisa Silva know.
Community relations coordination, media coverage, social media cross promotion: Positive promotion for the district is taking place; Janine Grays provided information on initiatives that are happening in the community. Social media is being utilized as a customer service tool. Discussion took place during the meeting regarding posting anti-bullying signs on buses, and an anonymous reporting number for awareness/cutting down on bullying. It was stated that it would be great to have a meeting regarding this issue.
Schools opened with 943 routes on the road. 93,000 messages were sent to parents regarding bus routes, prior to school, with the school’s notification process, and there was a 94.5% connection rate.
Springhead Elementary communication: Lisa received an inquiry and was able to connect the individual to the appropriate contact person.
FDOT and consultant School Safety Audit Project Meeting August 17: Another meeting was held, the group is making progress, and a lot of refinement is going to occur. At the next meeting, there will be a detailed presentation regarding prioritizing data, so the group can make effective decisions.

Ms. Stuart and Ms. Silva are working on developing a mechanism to communicate information to the School Board regarding STWG activity as it relates to the district, so there is not a duplication of efforts.
MPO staff were invited to participate in another Back to School event, being held on Saturday, September 24, 2016 at the Police Athletic League. There is an affordable exhibitors fee for anyone who would like to participate.
In future constructions of school sites, an effort is going to be made regarding consideration of car pool lines, safety issues, etc. sooner than previously done.
HCPS Charter Schools Background, Overview, Legislative requirements, and relationship to Charter Schools Jenna Hodgens, General Director, Charter Schools presented information on the Charter School applications process, how things are monitored, and what can/cannot be done based on the legislature. Charter School Siting Rod Jurado, Board Member & Chair of the Florida Charter Education Foundation & Bay Area Charter Foundation of Tampa provided his perspective on the Charter School Siting as a board member and citizen. His job is oversite and advocacy. HCPS Boundary process, 5-year work program, Site Selection Overview: Why do boundaries change? How are sites selected? Lorraine Duffy Suarez provided information on boundaries, planning, and siting processes for Hillsborough County Public Schools. OLD BUSINESS & NEW BUSINESS A. School Board Transportation Workshop September 27th at 9AM. Some of the topics that will be
discussed are hazardous walking conditions and the state statute, courtesy busing, and drop-off and
pick-up procedures. There will not be any time on the agenda for public comment; however,
information can be provided to Ms. Stuart or any School Board representative prior to the workshop.

Walk to School Day Events/Information

Kristi Nalls, Safe Routes to School Coordinator, St. Joseph’s Children’s Hospital
Summary
St. Joseph’s Children’s Hospital (SJCH) included the attached flier/invitation with a packet that was given to all the elementary PE teachers on August 4 at their Public School District (PSD) to assist them with Walk to School Day events on October 5, 2016. The invitation also included information on how to receive free giveaways from the National Center for Safe Routes to School by registering their school on the walkbiketoschool.org website.
SJCH trained 188 elementary PE teachers at the PSD to become certified helmet fitters and explained our bike and pedestrian programs that we bring to the schools. The flier was from the walkbiketoschool.org website and didn’t allow changes to the first sentence, “Your elementary school is participating in Walk to School Day” so we crossed out “is participating” and wrote in “could participate”. Each school can decide if they would like to participate and register and we at St. Joseph’s usually choose a few schools to assist with this event.
One example of SJCH is partnering with Hunter’s Green Elementary again this year and have reached out to Mayor Bob Buckhorn to attend. SJCH is assisting with a safety table and a helmet check by our certified helmet fitters at their bike rack in front of the school. The New Tampa Chick-fil-a is also providing the Chick-fil-a cow and has requested to provide coupons for the students who are “caught doing it right”. (Staff will be passing these out to students who are using the crosswalks, wearing helmets while biking, looking both ways before crossing the street, etc.)
A new school this year is Tampa Bay Blvd. Elementary. The team is are excited about the possibility of a parade to school and a safety table.
Other schools that have already registered are Mort, and Westchase..

Pinellas CDMS Screening Tool

Summary
Forward Pinellas will provide an overview of their Crash Data Management System (CDMS) School Zone Crash Pilot Screening Too. For the past several months, Forward Pinellas has ben working to develop a screening too within the CDMS to identify traffic crashes that could be school related.

FDOT School Road Safety Audit project update

Summary
As defined by FHWA, a Road Safety Audit is a formal safety performance examination of an existing or future road or intersection by an independent, multidisciplinary team. It qualitatively estimates and reports on potential road safety issues and identifies opportunities for improvements in safety for all road users
In conjunction with FDOT’s Safety Program Office, the Hillsborough County Schoolboard is conducting an analysis to identify approximately 5 school “areas” to conduct a Road Safety Audit focusing on biking and walking students. Using a data based process and GIS analysis tools, schools are being reviewed based on crash history within the walking boundary, location of crashes, crash types and concentrations, and other relevant data. Currently FDOT and the HCSB are refining selection criteria to select school areas, as well as specific hazardous locations within the areas, for conducting the Road Safety Audit.
It is anticipated that the RSA’s will be conducted between November 2016 and April 2017.
The School Board will have a workshop discussing some of this information September 27, 2016 9AM, HCSD Boardroom.
