REMEMBRANCE PRAYER While we pray for the safe return of our serving men and women, we must remember that 174 servicemen and women from New Jersey have been killed in service for our country, in Iraq, Afghanistan and around the world Our war dead must always be remembered. Their Heroism deserves its glory, so too does the bravery of each who entered the unknown of conflict and gave their lives to the cause of Freedom. The greatest tribute we can give is remembering our Honored Dead. In their memory, we ask for a moment of silence and prayer for all our disabled veterans, those missing in action and a call for the swift return of all our serving men and women. SECTION 2: The salary for the Police Department Contractual employees is by Agreement between the Borough of Beachwood and P. B.A. Local 253, January 1, 2016 to and including December 31, 2019 SECTION 3: The position of Detective shall be compensated in the step of their actual rank and classification, and in addition thereto shall receive an additional compensation in accordance with the current contract on file in the office of the Municipal Clerk. SECTION 4: The longevity for the Police Department Contractual Employees shall be in accordance with the current contract on file in the office of the Municipal Clerk.

SECTION 5: The salaries of the WHITE COLLAR and BLUE COLLAR employees is by agreement between the Borough of Beachwood and Teamsters Local 469 January 1, 2018 to and including December 31, 2021 and is on file in the office of the Municipal Clerk. SECTION 6: The longevity for the WHITE COLLAR and BLUE COLLAR employees shall be in accordance with the current contract on file in the office of the Municipal Clerk. SECTION 7: The annual salaries and wages as described herein shall be in effect and retroactive to January 1, 2019 to and including December 31, 2019 SECTION 8: All ordinances or parts of ordinances inconsistent herewith are hereby repealed. SECTION 9: This ordinance shall take effect immediately upon final passage and publication as required by law.

RESOLUTION 2019-34 RESOLUTION OF THE BOROUGH OF BEACHWOOD, COUNTY OF OCEAN, STATE OF NEW JERSEY, AUTHORIZING THE 2019 EXECUTION OF A WATER INTERCONNECTION AGREEMENT

WHEREAS, there is presently on file in the office of the Municipal Clerk a proposed Water Interconnection Agreement to be entered into with the Borough of Pine Beach, for 2019 with renewable one year periods thereafter, and

WHEREAS, the Mayor and Council of the Borough of Beachwood have reviewed the proposed agreement and are satisfied with the contents of same; and

WHEREAS, the Mayor and Council are further satisfied that the execution of said agreement on behalf of the Borough of Beachwood would be in the public interest to both Beachwood and Pine Beach residents.

NOW, THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough of Beachwood, County of Ocean, State of New Jersey, as follows:

1. That the Mayor is authorized to execute and the Clerk to attest to the proposed Water Interconnection Agreement

between the Borough of Beachwood and the Borough of Pine Beach, extending the agreement for 2019 with renewable one year periods thereafter .

WHEREAS, the Interlocal Services Agreement shall be retroactive from January 1, 2019 and shall continue in full force and effect until December 31, 2019. POLICE DEPARTMENT TO REQUEST AND ACQUIRE EXCESS DEPARTMENT OF DEFENSE EQUIPMENT

WHEREAS, the United State Congress authorized the Defense Logistics Agency (DLA) Law Enforcement Support Office (LESO) 1033 Program , the Program to make use of excess Department of Defense personal property by making that personal property available to municipal, county and State law enforcement agencies; and

WHEREAS, DLA rules mandate that all equipment acquired through the 1033 Program remain under the control of the requesting law enforcement agency; and

WHEREAS, participation in the 1033 Program allows municipal and county law enforcement agencies to obtain property they

might not otherwise be able to afford in order to enhance community preparedness, response, and resiliency; and

WHEREAS, although property is provided through the 1033 Program at no cost to municipal and county law enforcement agencies, these entities are responsible for the costs associated with delivery, maintenance, fueling and upkeep of the property, and for the specialized training on the operation of any acquired property; and

WHEREAS, N.J.S.A. 40a:5-30.2 requires that the Governing Body of the municipality or county approve, by a majority of the full

Councilman is still recovering from that horrific accident that took place last year -Recognized Council President Zakar on his retirement from Six Flags for almost 45 years of service to take place officially on Friday, January 18, 2019 -The Mayo Park Center will be closed for the month of February and the Municipal Alliance is cancelled. It will resume in March -The Beachwood Principal, Mrs. Muir, reached out to Mayor Roma indicating that Beachwood has been accepted into a grant program which is the “Dannon School Grants through Project Fit America” contest to win $25,000 for outdoor fitness equipment. The public can vote between February 2nd to 28th once a day per email address. The Mayor’s Wellness Campaign is partnering with the school -Zumba, Yoga, Adult Cooking and the Move & Groove programs start in February -Thanked Recreation for the 100th Anniversary card; very well done Councilwoman Clayton -Praised the Anniversary card and thanked Recreation. Councilwoman asked where it will hang. Mr. Rosetta suggested the front foyer so everyone will see it. Mayor indicated it will be decided soon and possibly get a card indicating the dates of signing -March 4th is the installation date for the new playground equipment on the beach weather permitting -Working with Robin Clayton on the Clean Communities grant to utilize some funding to buy rulers which indicate the water waste per month. These rulers can be sent out in the mass mailing with the taxes. Also they are going to order insulated bags as a give-away per family for Community Day which will keep food cold/hot -All the soffit lights at the Community Center are brand new -Councilwoman has been working with Mr. Hennessey at Borough Hall on the upcoming boat slips and boat ramp permits. He will do a fine job Councilman Cairns -Thanked Recreation. Very nicely done -Chief had done a very well prepared report for Code Enforcement. Councilman read aloud. For partial year of 2018, 394 complaints/concerns were entered into GovPilot; 363 have been closed; 23 are in progress; 2 are still open status and 6 are pending court. As of January to date, 13 complaints/concerns were entered into GovPilot; 12 are in progress and 1 is open. A new laptop kiosk has been opened in the Code Enforcement Office to allow for the public to enter applications for Rental/Resale CCO’s. Chief informed Councilman that GovPilot is a work in progress and improving the effectiveness of it where Code Enforcement and Zoning is concerned. The data for the CCOs is going to be moved into an electronic format in order for the Staff to research when needed. -4 items for Executive Session Councilman Komsa -Thanked Recreation for the card and presenting it this evening. Thanked Rob Rosetta for coordinating the Movies at the Park. Rob has a lot of great ideas and has 10 movies planned for this year. Rob has also been very proactive in getting sponsorships for the movies. Councilman announced any local businesses that can sponsor a movie night for $300 is greatly appreciated -Snowman Contest is coming up so please send pictures to enter the contest Police Chief Robert Tapp -Winter weather advisory is on for this weekend and DPW is prepared for any snow accumulation or icing. -Mayor offered kudos on the Department’s recent arrest. Chief spoke of the drug problem throughout and Beachwood is not prone to it. In December, the Police responded to a call at a house where a person passed away. The Police made an arrest of an individual who supplied heroin laced with fentanyl which ultimately caused the death of the person. Chief will continue to work the Prosecutor’s Office. The new Prosecutor is very active towards this area and working with the Police. Mayor congratulated Chief and the Department Engineer John LeCompte -Preconstruction meeting took place for the Wave Street Water Main Reconstruction Project. A February start time is scheduled weather permitting; notice to the homeowners will go out next week with a schedule of work and another mailer will go when the contract is going to mobilize. The project should take 3 to 4 weeks. Once completed, the paving will be done a month afterwards; approximately next month -The contractor was at the beach today to install a lath to show the location of the new pole for the Shore Protection Project. The new pole with lights will be installed in the next week or 2. -Submission of the CAFRA application to the Army Corps of Engineers and the State which will take 45 days before moving forward with the project (sometime in March). Mayor indicated that as long as the pole is in a good place for the Police and Public Works. Mr. LeCompte indicated he met with the Asst. Director and Asst. Supervisor out there and they approved it. • Robert Rosetta of the Recreation Commission came before the Governing Body to speak. Mr. Rosetta is on the Ocean County Business & Tourism Advisory Council who received a grant to create a website for businesses that have special deals for the Military. So, Mr. Rosetta was asked to request from the Governing Body to encourage businesses to register on this website. Mayor replied as absolutely. Mr. Rosetta will provide the website name

WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and

WHEREAS, the Borough Council of the Borough of Beachwood wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and

WHEREAS, the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Borough Council to discuss certain matter(s) in private, and in this case for the purpose of the Borough Council to discuss, Contractual, Personnel, Litigation and Terms & Conditions of which requires attorney-client privilege in this regard;
