    MINUTES OF MEETING HELD ON 4 OCTOBER 2011

    3 local residents attended with concerns relating to the Flossmores, speeding onGelderd Road and the planning application for the fish restaurant.

    84.0 Apologies for Absence

    84.1 Apologies were received from Councillors Brian, D. Cook and Whitaker.

    85.0 Anti-Social Behaviour/Policing Issues

    85.1 The police advised that 17 crimes had been reported since the last meeting, avery low figure and that garages and sheds were being targeted.85.2 Despite the installation of 20 mph road signs around Gildersome Primary

    School, incidents of speeding cars were reported by Councillors, who were told totake the numbers of offending cars to pass on to the police. Councillor Gettings alsosuggested that Councillors could use the SID devices. More school patrols werealso being carried out.85.3 In answer to concerns from a local resident, the police confirmed they wereaware of recent lead and metal thefts at the Flossmores and were continuing tomonitor the area for under-age drinkers with patrols every Friday and Saturday.85.4 Regarding speeding on Gelderd Road, the concerned residents were advisedby Councillor Gettings to contact local ward councillors for a quicker response.85.5 The residents had also been unaware that the application for the fish restauranton Gelderd Road had gone to appeal. They were advised that Leeds City Council

    did not respond to all objectors and that despite the best efforts of Councillor May,notification about the appeal had failed to reach all concerned parties but they wouldbe kept informed of all future developments.

    86.0 Chairs Remarks.

    86.1 Councillor Gettings advised that Mazars had approved the Annual Return 2010-2011 and that a Notice of conclusion of the audit and right to inspect the AnnualReturn, along with a copy of the certified Annual Return, would be displayed in theNotice Board for a period of at least 14 days.

    87.0 Minutes of Meeting held on 6 September 2011

    87.1 The Minutes were agreed to be a true and accurate record.

    87.2 Referring to 72.3, Councillor Gettings reported on the recent meeting of the NIPSteering Group and advised that residents had shown much interest. A furthermeeting was arranged for 5 November 2011 and it was agreed the Parish Councilwould provide light refreshments.87.3 Referring to 72.6, Councillor Gettings advised that tickets had proved verypopular, with a large number being sold.87.4 Referring to 73.2, Councillor Jones advised he had attended a very informativemeeting relating to the taking over of community buildings, which would prove usefulshould the Parish Council be successful in taking over the Meeting Hall.87.5 Referring to 76.3, action was still awaited.87.6 Referring to 76.6, Councillor Gettings advised she had spoken to Mr Kurth whowas happy with the offer of the land to use during the current building works.

    88.0 Correspondence

    88.1 Councillor Gettings listed the correspondence received and drew attention to thefollowing:

    88.2 Notification that the Yorkshire Common Permit Scheme web page had beenupdated.88.3 Request that Councillors contact their MP in further support of major planningapplications and Parish and Town Councils.88.4 Consultation by the Boundary Commission for England on proposals for newParliamentary constituencies.88.5 Highways Maintenance Programme 2012-2013 for Morley North Ward.88.6 Booking Form for Parish & Town Council Localism Seminar 2011 to be held on17 October 2011. Councillors Gettings and K. Cook will attend and any otherinterested Councillor was asked to advise the Parish Clerk..88.7 Reply from the Conservative Club in response to our letter re. Scarecrow Day.

    89.0 New Inn Equipment

    89.1 Councillor Jones reported that should the Parish Council want the equipment, itcould continue to be kept at the New Inn but before a final decision was made, it wasagreed an inventory would be made to ascertain exactly what was included.

    90.0 Website Update

    90.1 Councillor Gettings introduced Marlon Mann, who needed the remainingpersonal information plus photographs for inclusion as soon as possible.90.2 Marlon stressed the importance of keeping the website up-to-date and advisedthat all previous and future Minutes would be included.

    91.0 Areas of Concern/Pavements

    91.1 Councillor Cook reported that following concerns raised by the public regardingplanning permission for the Clothing/Shoe bin outside the Pizza Cabin, anenforcement officer from Leeds City Council would visit.91.2 Councillor Cook also reported the suggestion she had made to Leeds CityCouncil for the use of the trunk of the horse chestnut tree being taken down close toGrove Corner. After discussion it was agreed, if the tree was worth saving, toproceed with the suggestion to turn the trunk into a sculpture to commemorate theQueens Diamond Jubilee and that there might be a Jubilee Grant to cover any cost.

    91.3 Following complaints from residents, it seemed the tree taken down at BownassNewsagents was causing problems to foundations of nearby houses.

    91.4 Councillor Gettings advised that Councillor Bob Gettings was planning to haveweeping willow trees planted in the grassed area close to the roundabout, which wasagreed by the Council.91.5 Concerns were raised about (i) the lack of ongoing maintenance work at therecently completed new roundabout (ii) replacement trees had not been planted atthe Little Green and (iii) the lack of progress at the site of the Guides project in thevillage.91.6 Councillor Brown reported that a litter bin had been placed on GreenfieldAvenue - instead of Greenside Court/Mill Lane?

    92.0 Gildersome Playground

    91.1 Councillor Pearson advised that following the recent meeting, it was agreed theinstallation of the equipment would be carried out mid November, weather permitting.91.2 The finished project would be handed over to Leeds City Council and the ParishCouncil would then have no responsibility over the equipment.91.3 In order to release the Grant, a portion of our funding, 1705.00, was required

    and agreed and publicity of the finished project should also be given.

    93.0 Grit Bin Provision

    93.1 Confirmation that new bins had been ordered was awaited from CouncillorFinnigan, who was not present at the Meeting..

    94.0 Action Plan Update/Parish Plan Replacement

    94.1 Policing Issues - see Minute 85.0.94.2 Future Events - Remembrance Sunday, 13 November 2011 - CouncillorKimberley confirmed that road closures for Remembrance Sunday, and also Light-up

    Night, were in hand and Councillor Brown confirmed the Scouts would assist with theflag. Light up Night, 18 November 2011 - Purchase of the Christmas tree andproblems with the sound system were discussed and Councillor Gettings agreed towrite to the schools about their contributions to the evening. It was still undecidedwho would appear to open the event. Scarecrow Day 2012 - Councillor Cookadvised the date was now uncertain but that once the date was confirmed, letterswould be sent to local schools and organisations.94.3 Footpaths - Councillor May advised the contract renewal date was February2012 and that she had approached Beeches and was awaiting their response. Itwould appear that Aire Valley had missed the final contracted clearance last year andthat 1218 of the initial grant of 3511 remained in our bank account and would becarried forward. A further cheque for 154 was also awaited from LCC to take the

    current grant total to the required amount for this second year.94.4 Publicity Board - Ongoing.94.5 Sponsorship - Ongoing.94.6 The Meeting Hall - See Minute 87.4.94.7 Bottle Bank Area - Grass cutting of this area was still awaited and CouncillorCook advised she would email Robert Finnigan.94.8 Grit Bins - See Minute 93.0.

    95.0 Planning

    95.1 There were no further planning applications to report and Councillor Cook listedall decisions.95.2 It was noted that the application for Halcyon, Vicarage Avenue, had beenrefused.

    96.0 Finance

    96.1 The Parish Clerk advised that the balance on the Parish Councils current bankaccount stood at 16518.01.96.2 There were 6 cheques to sign:

    97.0 Applications for Grants

    97.1 There were no applications for grants.

    98.1 The next meeting will be held on Tuesday, 1 November 2011 at 7.00 p.m. in theMeeting Hall.
