    GOAL I5 @he Jeferson County Media Program shall implement2 enrich2 andsupport the instructional programs o the indi#idual schools.

    MEDIA COMMITTEES

    @he superintendent shall annually appoint a *ystem Media Committee. @he*ystem Media Contact Person 0ill ser#e as a committee mem!er and in an e>ocio capacity2 pro#iding inormation and guidance required or committeedeli!eration and action. @he *ystem Media Contact Person unctions in anad#isory capacity to the superintendent and to the school committees.

    @he committee is charged 0ith considering and ma:ing recommendations or themedia program concerning?

    Each principal shall annually appoint the *IP9*chool Media Committee.&ppointments may !e made in consultation 0ith the media specialist. Principals2instructional lead teachers and media specialists are appointed !y #irtue o theirpositions.

    Instructional materials pro#ided !y !usinesses shall contri!ute to the curriculumand shall not !e designed to promote a !usiness or a product. *uch materialsshall !e su!"ect to the selection procedures de#eloped at the local school and shal!e donated as a community ser#ice rather than as ad#ertisement.

    In order to efecti#ely meet the needs o students2 materials must also !epro#ided or teachers and administrators. & proessional media collection shall !e

    maintained and updated periodically at the school or system le#el. It shall includeprint and non-print media 0hich are rele#ant to the educational goals ando!"ecti#es o the system2 to the instructional acti#ities o the school2 and 0hichpro#ide inormation on proessional trends and de#elopments. @he collection shall!e selected2 cataloged2 and circulated using standard procedures.

    RECONSIDERATION OF MATERIAL

    Careul e#aluation and selection o media !y qualiFed school personnel does notinsure acceptance !y all segments o the school community. @hereore2 occasional

    complaints may !e made concerning appropriateness. ;hile the Jeferson County*chools recognie indi#idual studentsH rights2 the system also respects the right toquestion selection procedures. @hereore2 an orderly and air procedure orhandling complaints shall !e adhered to !y local school personnel.

    . @he complaint shall !e reerred to the school principal 0ho shallattempt to resol#e the situation in accord 0ith system policy andprocedures.

    8. I the complaint is not satisFed2 the complainant shall !e inormed othe reconsideration procedure and requested to su!mit the complaintin 0riting on the appro#ed orm. D*ee &ppendi>

    3. &n indi#idual student may !e e>cused rom using speciFc materialsonce his9her parent9guardian has Fled a 0ritten complaint or request.In order to allo0 or re#ie0 0hen a complaint has !een Fled2 materialsmay !e remo#ed rom the collection pending committee action.

    4. @he principal shall inorm the superintendent2 curriculum director2 andchairperson o the system media committee o the ensuing re#ie0process.

    $. ;ithin one month o receipt o the 0ritten complaint2 the school mediacommittee shall?a. e>amine the material in its entirety and con#ene to consider the

    0ritten complaint. D@he principal may add other persons to thecommittee or this process as deemed necessary.

    !. e#aluate the media 0ith consideration or the rele#ance o thematerial to instructional o!"ecti#es the intended use o thematerial age and maturity le#el o students proessionalre#ie0s literary merit and any other criteria 0hich impingeupon the material in question

    c. in#ite the complainant and a representati#e o an opposing #ie0to address the committee or a speciFed period o time

    d. discuss and deli!erate the issues #ote on the proposed solutione. prepare a 0ritten decision Dlisting the committee mem!ers and

    signed !y the principal 0hich is discussed 0ith and su!mitted tothe complainant !y the principal

    . Fle a copy o the complaint and the decision 0ith the principal2the system media committee2 and the superintendent.

    '. I the decision o the school media committee is not accepta!le to thecomplainant2 the complainant may appeal to the system mediacommittee 0ithin 5 school days ater recei#ing the 0ritten decision othe school media committee. @he system committee 0ill2 0ithin one

    month o receipt o a ormal complaint2 ollo0 the same procedure asthat o the school media committee.). (urther appeal may !e made to the local 1oard o Education 0hich

    shall ollo0 its regular process or hearing such appeals. @he 1oard isthe Fnal !",authority in all appeals.

    +. @he complainant may appeal to the *tate 1oard o Education orre#ie0 in accordance 0ith *tate 1oard o Education policy I(&.

    COMPLIANCE WITH STATE BOARD POLICY9 STATE AND FEDERAL LAW

    @he *ystem Media Contact Person shall maintain an a0areness o currentcopyright pro#isions and urnish such inormation to system personnel on aregular and timely !asis. @he Contact Person shall assume responsi!ility or thede#elopment o a copyright clearance request orm or use !y schools and shallmaintain a system Fle o copyright clearances.     @he principal o each school shall designate one staf mem!er to maintain ana0areness o current copyright pro#isions and urnish such inormation to schoolpersonnel on a regular and timely !asis. @his person shall su!mit requests orcopyright clearance and shall :eep a Fle o requests and responses.

    SELECTION OF EQUIPMENT

    Instructional equipment shall !e selected !y the media committee and shall !eappropriate or the media ormats o0ned !y the school.

    &ttention should !e gi#en to the selection o equipment 0hich is compati!le 0iththat already o0ned !y the school. D*tandardiation o particular :inds oequipment may !e desira!le. ther considerations should include storagecapa!ilities2 climate control2 maintenance2 a#aila!ility o ser#ice contracts2ser#ices pro#ided !y the #endor De.g.2 unpac:ing and set-up2 training2maintenance and repair.

    LENDING OF MEDIA AND EQUIPMENT

    ,on-school organiations 0hich request loan o school media or equipment shallcomplete a 0ritten orm at least t0o 0ee:s prior to the desired use. @he principalshall appro#e or disappro#e the request. @he !orro0ing organiation shall assumemonetary responsi!ility2 in 0riting2 or any damage or loss o material 0hile in itspossession and or compliance 0ith the copyright la0. D*ee appendi>.

    DISPOSAL OF MATERIALS AND EQUIPMENT

    *ince one purpose o the school media center is to maintain a meaningul up-to-date collection that 0ill !e used2 indi#idual items should !e disposed o 0hen theyha#e outli#ed their useulness. *uch discarding shall !e in accord 0ith state and

    local policy2 state and ederal la02 and any restrictions related to the source o theunds. D*ee appendi>.

    COPYRIGHT ADHERENCE PROCESS

    @he superintendent shall annually appoint a system-le#el staf mem!er to assurecopyright adherence 0ho shall in turn appoint a !uilding-le#el staf mem!er ateach school 0ithin the system. @hese !uilding-le#el personnel shall assumeresponsi!ility or inorming and distri!uting current inormation concerningcopyright la0s and procedures.

    @he Jeferson County 1oard o Education recognies that as telecommunicationsand other ne0 technologies shit the 0ays that inormation may !e accessed2communicated and transerred !y mem!ers o the society2 those changes mayalso alter instruction and student learning. @he 1oard generally supports access!y students to rich inormation resources along 0ith the de#elopment !y staf oappropriate s:ills to analye and e#aluate such resources.

    @he Jeferson County 1oard o Education ma:es a#aila!le to its students andaculty a 0ide #ariety o media resources2 including electronic media such as theInternet. Electronic inormation research s:ills are no0 undamental to thepreparation o citiens and uture employees during an &ge o Inormation. @he1oard e>pects that the staf 0ill !lend thoughtul use o such inormationthroughout the curriculum and that the staf 0ill pro#ide guidance and instructionto students in the appropriate use o such resources.

    1oth students and employees are e>pected to ollo0 legal2 ethical andschool rules regarding use o the Internet and other electronic media. *tudentsare responsi!le or good !eha#ior on school computer net0or:s "ust as they are ina classroom. @he net0or: is pro#ided or students to conduct research andcommunicate 0ith others. &ccess to net0or: ser#ices 0ill !e pro#ided to students

    0ho agree to act in a considerate and responsi!le manner. *tudents 0ho ail toa!ide !y such rules 0ill !e su!"ect to disciplinary action2 0hich may includere#ocation o use pri#ileges2 suspension or other appropriate action. Employees#iolating the rules also 0ill !e su!"ect to disciplinary action2 up to and includingtermination.

    @eachers 0ill employ the same super#ision and care in determiningappropriate use o the Internet as is used 0ith other instructional materials. @he1oard o Education authories the *uperintendent or designee to de#elopguidelines or use o the Internet. @hese guidelines should include language that

    addresses the importance o ollo0ing all ederal and state la0s2 includingcopyright la0s2 0hen using the Internet the importance o complying 0ithInternet etiquette2 including pri#acy and appropriate language use appropriateeducational uses o the Internet need or notiFcation to parents regardingInternet use2 including a description o the Internet and the 0ide #ariety omaterials that students may encounter need or parental permission !eore usingthe Internet and possi!le disciplinary consequences or #iolating the guidelines orany other school rules esta!lished or Internet use.

    &ccess to telecommunications 0ill ena!le students to e>plore thousands oli!raries2 data!ases2 and !ulletin !oards 0hile e>changing messages 0ith peoplethroughout the 0orld. @he 1oard !elie#es that the !eneFts to students romaccess in the orm o inormation resources and opportunities or colla!oration2e>ceed the disad#antages. 1ut ultimately2 parents and guardians o minors areresponsi!le or setting and con#eying the standards that their children shouldollo0 0hen using media and inormation sources. @o that end2 Jeferson County*chools support and respect each amilyKs right to decide 0hether or not to applyor access pri#ileges.

    Each student2 parent9guardian and employee must sign the Jeferson CountyInternet &ccepta!le 7se Policy ensuring that they ha#e read and agree to a!ide !ythe guidelines !eore using Jeferson County Internet.

    MEDIA CENTER ACCESSIBILITY

    @he media center at each school shall !e accessi!le or !oth indi#idual and groupssimultaneously during the instructional day.

    ACCESSIBILITY OF MEDIA CENTER RESOURCES

    Jeferson County media center resources shall !e a#aila!le to support instructionin any Georgia 1oard o Education appro#ed course 0hen ofered outside regularinstructional time in Jeferson County.

    ORGANI:ATION9 PROCESSING AND AVAILABILITY OFSCHOOL-OWNED PRINT AND NON-PRINT INSTRUCTIONAL MATERIALS

    @he media specialist in each school in Jeferson County shall !e responsi!le or theorganiation2 the processing2 the in#entory and the a#aila!ility o all school-o0nedprint and non-print instructional material2 e>cept !asic te>t!oo:s. @he in#entory

    0ill !e maintained in the school media data!ase2 i.e. 6estiny.

    INVENTORY

    @he Jeferson County *chool *ystem maintains an accurate and up-to-datein#entory o all instructional materials2 computers2 and equipment. @he mediaspecialists are responsi!le or maintaining the data. &t the !eginning o theschool year2 each teacher 0ill sign an in#entory list #eriying the items that arelocated in his9her classroom. I any items are missing rom the classroom at theend o the school year2 the R#'!/ !) L!&/9 D,,4#$9 D#&/!*#$ ! S/!#
