WELCOME MESSAGE
I am very happy that Samokov will host the 2014 SPAR European Cross
Country Championships. The Athletics Federation of Bulgaria has
presented an excellent proposal to European Athletics for a
challenging and scenic course and we are looking forward to a
memorable 21st edition of the championships.
It will be the first time Bulgaria will have hosted the SPAR European
Cross Country Championships – the 16th nation to stage the event
since it was inaugurated in 1994. I am confident that the local
organising committee is doing their utmost to ensure a successful
event takes place in December 2014.
The discipline of cross country is growing to be an ever more important part of athletics
during the winter months. Cross country brings together athletes from the middle
distances up to the marathon in the same race and provides a special challenge as the
running surface can change according to the weather conditions.
The SPAR European Cross Country Championships are always an exciting and interesting
competition, with the added dimension of also being a team event. The mountainous
course will offer spectacular images for spectators and fans while the Samokov resort
area will also provide a memorable experience for athletes, officials and members of the
media.
I would like to thank in advance the Bulgarian Athletics Federations and the Samokov
2014 local organising committee for their hard work now and in the future with regards to
the organisation of the championships. I would also like to thank the media, officials,
athletes and our stakeholders for all their support.
I hope that Samokov 2014 continues the success story of the SPAR European Cross
Country Championships and I look forward to meeting Europe’s cross country family in
Bulgaria in December.

We are proud and highly honoured by the privilege to be hosting the
21st edition of the SPAR European Cross Country Championships – an
event that will bring together in Samokov, Bulgaria, participants and
fans of all ages, cultural, social or economic backgrounds from all
over Europe.
Staging elite sport events is an effective tool to encourage physical
activity for a healthier life. It also plays an important role as
communication platform to promote the country, its beautiful nature
and the local communities. Based upon this essential understanding
of its significance, we are proud to host this sporting event for the first and hopefully – not
the last – time in Bulgaria.
We hope participants and visitors will be satisfied with the planning and set up of what
we believe to be a unique event. Unique because of the traditional Bulgarian hospitality
offered in the beautiful surroundings of Rila Mountain and the challenging natural
conditions of the competition course. The venue is equally suitable for both summer and
winter sport activities, so that I am confident that all participants will enjoy their stay in
Bulgaria and would love to come back to Samokov with their friends and families.

2. GENERAL INFORMATION ABOUT BULGARIA
2.1 Host City Samokov
Samokov is a town in the southwest of Bulgaria. It is situated in a basin between the
mountains Rila and Vitosha, 55 kilometres from the capital Sofia. The total population of the
Municipality is 28,000 inhabitants.
Samokov is the capital of winter sports, but now here you can
practice many different sports.
The Municipality has a multipurpose arena with a capacity for
25 different sports. A stadium, a motor-cycle track, shooting
range, outdoor tennis courts, football field and mini football
playground are also available on the territory of the
Municipality. There are good conditions for extreme sports
such as mountain climbing, hang gliding, paragliding, rafting
and more.
The actual venue for the SPAR European Cross Country Championships 2014 is in fact the
mountain resort Borovets where both the competition course and the accommodation of all
participants are located.
Mountain resort Borovets is just 10 km south from Samokov at an altitude of 1350m. It is the
oldest and largest winter complex of Bulgaria. It offers opportunities for all kinds of winter
sports, combined with high quality service, modern facilities and equipment. There are 24 ski
runs with a total length of 58 km. Borovets offers excellent opportunities for recreation in the
other seasons of the year too. It is the starting point for trekking up the highest peak on the
Balkan Peninsula, Musala peak, 2925 m. Hunters and safari lovers can indulge their pleasure in
hunting facilities in the municipality. Various opportunities are available for fishing, kayaking,
horseback riding and other adventures. The Borovets Mountain Bike Park, was recently
created with over 20 km of marked trails in different levels of difficulty, suitable for both
beginners and advanced bikers.
2.2 Business Hours Shops, Government Offices, Banks
Most shops are open from 09:00 to 19:00 on weekdays, from 10:00 to 14:00 on weekends. It is
recommended however to check the opening hours displayed in the shops.
Government offices work from 09:00 to 17:00 on weekdays.
The Banks are open from 09:00 to 16:00 on weekdays.

exchange services. You should be careful though to choose a bureau

3. ARRIVALS
3.1 Arrival by Air
The official airport is Sofia International airport which is situated 65 km from the mountain
resort Borovets where the competition course and team accommodation are located.
The Welcome Desk is situated in the arrival area of Terminal 2 at the airport which is the main
Terminal for the regular flights. It will be open on 11 and 12 December from 08:00 to 20:00
(depending on travel schedules). For earlier or later arrivals the media representatives will be
welcomed by LOC members individually.
Media representatives are kindly requested to properly indicate the Terminal of arrival /
departure when entering their travel details in the Arena system. There will be no welcome
desk on Terminal 1, however volunteers will be available to pick up the media representative
arriving there (mainly low cost flights) according to travel schedules.
After collecting luggage, media representatives will be escorted to the official cars/buses by
the welcome desk staff and taken to the European Athletics official hotel, approximately 80
minutes’ drive from the airport.
Return transfer to media representatives staying in the official hotel is provided by the LOC
according to their departure details submitted in the Arena.
Media representatives not staying in the official hotel are not entitled to benefit from the free
departure service for the event, however the LOC is happy to offer them transfer back to the
airport after the end of the championships at the price of 40.- EUR per person. Transfer service
should be requested and paid during the accreditation process.
3.2 Visa Requirements
Media representatives requiring visas to enter Bulgaria should obtain them from the Bulgarian
Embassy or Consulate in their country.
The following countries require visas to enter:
ALB*, ARM, AZE, BLR, GEO, MKD*, MDA*, MNE*, SRB*, TUR, UKR
* Citizens of ALB, MKD, MDA, MNE and SRB who have passports with biometrical data can
freely enter Bulgaria
Holders of valid Schengen visa can enter Bulgaria without a separate Bulgarian visa (multiple
entry Schengen visa is recommended).
Those media representatives who need visa for Bulgaria are kindly requested to send well in
advance their passport data (names, date of birth, passport number, passport validity date)
to Galia Puhaleva at [email protected], in order to receive a visa invitation letter. Please
take note that the standard visa issuance takes up to 14 days.

4. ACCOMMODATION
The media hotel for the SPAR European Cross Country Championships Samokov 2014 is
Hotel St. George, which is located 5 minutes from the competition venue.

leading up to the competition.

4.1 Information Desks
An Information Desk will be located in the lobby of the hotel with qualified personnel
offering relevant information about all aspects of the SPAR European Cross Country
Championships Samokov 2014.

5. MEDIA ACCREDITATION
5.1 Accreditation procedure
Each media representative will receive an accreditation card, which must be worn at all
times and should be clearly visible. Security personnel will control all areas. The
accreditation is not transferable and does not allow the holder to take another person
beyond checkpoints. Photos are not required for the accreditation card system.
Accreditation cards will be prepared in advance of the event, based on the information
provided by the journalists in the online accreditation procedure.
Accreditation cards will be distributed at the Main Accreditation Centre in hotel Rila
(http://www.rilaborovets.com). Media representatives staying in the official Media Hotel
St. George are kindly requested to visit the Main Accreditation Centre at Hotel Rila upon
arrival. It is walking distance between the two hotels and volunteers at the Information
Desk will help them find the way.

Any lost or damaged accreditation cards should be reported to the LOC Information Desk.
Duplicate cards can be obtained where proof of identity can be established. A
description of the accreditation system is included on the back of the accreditation card.
All media accreditation cards will allow access to the Media Centre, Media Tribune and
Mixed Zone. This card will also give access to a Refreshment Area installed at the Media
Centre.
5.2 Accreditation Centre

6. MEDIA SERVICES
6.1 Media Centre
The Media Centre will be located in the European Athletics Family Hotel (Euphoria Hotel
Club & Spa; room: Euphoria 5) situated near the competition venue and will consist of an
Information Desk and a working room for media.
The opening hours of the Media Centre are as follows:

Working Area - For all working stations, power is electric power – 220 volts/AC 50 cycles. The
LOC will not provide adapters.
Event information - Pigeon holes for the following information: start lists, results, flash
interviews, statistical and general information, jury of appeal decisions.
Note: The whole area is a non smoking zone.
6.2 Media Tribune
The Media Tribune will be located close to the finish line and in front of the video board.
Official results of each race and flash interviews with the medallists will be also distributed
on the tribune.
The media tribune has fully equipped seats for 30 journalists. For TV/Radio there are 6
positions.
Each media desk is equipped with an electricity socket (220 volts). There will be free
internet in the Media Tribune. Seats will be allocated by European Athletics/LOC. Seats
are allocated as per the Media Tribune seating plan, which will be available in the Media
Centre as well as at the entrance of the Media Tribune.
Commentator’s Information System (CIS): Monitors and CIS terminals will be available.
Some will be available in the Media Centre and the Mixed Zone as well.
Refreshments: A refreshment area will be available in the Media Centre.

6.3 Photographers’ Briefing
The photographers' briefing will be held on Sunday 14 December at 08:30 in the Media
Centre. The photographers’ bibs will be distributed during the meeting.
6.4 Press Conference
The official European Athletic/LOC press conference will take place on Saturday 13
December at 15:00 at Rila Hotel (2010 Borovets, http://www.rilaborovets.com) and will
consist of members of European Athletics and the LOC and also with outstanding
athletes set to take part in the competition.
6.5 Mixed Zone and Flash Interview Service
The Mixed Zone where media representatives meet participating athletes will be
located close to the finish line. There will be a dedicated Mixed Zone for TV right holders
and for the rest of the accredited media. Immediately after each victory ceremony the
flash interview team will hold interviews with all the medallists in the championships. These
interviews will be distributed on information sheets to the media and will be posted on the
European Athletics and LOC website. It is up to the athlete to decide whether he or she
will give an interview.

7.2 Event format
The SPAR European Cross Country Championships is held annually and comprises of an
individual as well as a team competition for both men and women. There are six
championships races: Senior Men, Senior Women, Under 23 Men, Under 23 Women,
Junior Men and Junior Women.
Entries & Scoring
There shall be separate team championships for each race, in which each European
Athletics.
Member Federation may enter 1 (one) team. A maximum of 8 (eight) athletes in each
event may be entered per Member Federation, of which a maximum of 6 (six) may
participate. Each team’s score shall be determined by the aggregate of the finishing
positions achieved by its 4 (four) best placed athletes. If two or more athletes tie for a
place in any event, the attributable points shall be divided equally between them. A
team with fewer than 4 (four) finishing athletes shall not be counted in the teams
classification. A separate classification of all athletes in each event shall be compiled
and the championship determined accordingly.
8. OMEGA
OMEGA provides world-class timekeeping for Europe’s cross country athletes
OMEGA looks forward to bringing its unparalleled sports timekeeping expertise to
Samokov for the 21st SPAR European Cross Country Championships.
OMEGA has been involved in athletics timekeeping for more than 80 years. In 1932, its
pocket watch chronographs were already considered the most reliable instruments
available for measuring world-class performance at sporting events and OMEGA’s
reputation was such that the International Olympic Committee (IOC) asked the firm to
supply all sports timing devices for use at the Olympic Games to be held that year in Los
Angeles. The company was happy to oblige, and delivered 30 OMEGA chronographs,
accompanied by an expert watchmaker, to ensure precise timekeeping and reliable
results from all the competitions. OMEGA has continued to develop and deliver state-of-
the-art sports timing and measurement systems ever since, and at the Sochi 2014 Olympic
Winter Games, it assumed the Official Timekeeper role for the 26th time. Preparations are
well underway for the Rio 2016 Olympic Games.
Every year, OMEGA’s experts deploy teams of timekeeping professionals to sporting
events around the world, armed with a veritable arsenal of advanced sports timekeeping
and measurement equipment. Their innovative systems include starting blocks and false-
start detection systems and the latest photo-finish cameras for the sprints and middle-
distance events, as well as height and distance measurement devices for field disciplines.
OMEGA records and displays the results with the world’s best equipment
OMEGA’s official timekeepers ensure timely delivery of the official results to everyone
involved in the competitions they support. At the events it serves, OMEGA is also
responsible for the competitor displays for the athletes and their support teams along with
the public displays to spectators at each venue. The official results are also delivered in
real time to broadcast, network and print media who in turn relay results and commentary
to remote audiences around the world.

Though each event requires a specific configuration of precisely tuned devices and
systems, perhaps the most famous of OMEGA’s timekeeping inventions is the photo-finish
camera. First developed for use at the London 1948 Olympic Games, these cameras
solved the problem of grouped finishes by enabling judges to separate the winners from
the runners-up. The OMEGA Scan’O’Vision cameras have evolved continuously over the
years and the current version, the Scan’O’Vision Myria, provides more than 10'000 high-
definition images of the participants as they cross the finish line.
OMEGA and athletics
While the number and variety of events make the Olympic Games the most famous,
complex and challenging of world championships, OMEGA’s track and field timekeeping
experts are busy every year at competitions around the world. Along with the 2014
European Athletics, Team and Cross Country Championships, OMEGA has continued its
relationship with the IAAF Diamond League, serving as Official Timekeeper at its meets in
the 2014 season.
OMEGA wishes the talented athletes participating in the SPAR European Cross Country

9. CEREMONIES
9.1 Opening Ceremony
The Opening Ceremony is scheduled at 10:15 at the competition venue. The ceremony
will consist of the country flags parade and opening speeches from the European
Athletics and LOC Presidents. 9.2 Victory Ceremonies
In each event, the individual winner, second placed and third placed shall receive gold,
silver and bronze medals respectively. For the winner, second and third in each team event, the 4 (four) scoring members as well
as non scoring members who completed the race shall attend the ceremony and
receive medals. 9.3 Closing Ceremony / Flag Handover
The closing ceremony will take place immediately after the last victory ceremony and will
consist of the handover of the European Athletics flag to the organisers of the 2015 edition
of the SPAR European Cross Country Championships taking place in Toulon-
Hyères/France.
