Nam cùng với Hiệp hội Hàng Việt Nam Chất lượng cao, và Tổ chức Diễn đàn An toàn Thực

phẩm với chuyên đề “Phát triển thị trường cho sản phẩm Việt Nam”. Hội nghị hân hạnh

nhận được sự hỗ trợ từ Bộ Y tế, Bộ Khoa học & Công nghệ, Bộ Nông nghiệp và Phát triển

Nông thôn, Bộ Công Thương, Ủy ban Nhân dân Thành phố Hồ Chí Minh, các sở ban

ngành, và Cơ quan Phát triển Quốc tế Hoa Kỳ (USAID). Hội nghị diễn ra với các cuộc đối

thoại và các phiên thảo luận và thu hút hơn 300 khách tham dự từ các các cấp lãnh đạo,

các hiệp hội và doanh nghiệp.

Thực phẩm và thủy hải sản Việt Nam đóng vai trò quan trọng trong chuỗi cung ứng toàn

cầu. Năm 2016, hải sản Việt Nam xuất khẩu đạt 7 tỷ đô la Mỹ, trong đó bao gồm 1.4 tỷ đô la

Mỹ thuộc sản phẩm cá và tôm cua xuất khẩu sang Hoa Kỳ, chiếm 40% giá trị nhập khẩu

thực phẩm và nông sản của Hoa Kỳ từ Việt Nam

Nhằm hỗ trợ doanh nghiệp Việt Nam giải quyết những thử thách trong công tác xuất khẩu,

đặc biệt là sang thị trường Hoa Kỳ, Hội nghị về An toàn thực phẩm sẽ cung cấp một cách

chi tiết những kỳ vọng theo Bộ Luật Hiện đại hóa An toàn vệ sinh thực phẩm của Hoa Kỳ,

những quy định mới về an toàn thực phẩm, và chia sẻ thực tiễn làm thế nào tăng cường

công tác tuân thủ của doanh nghiệp. Hội nghị An toàn Thực phẩm có sự tham gia của chính

phủ Việt Nam, các chuyên gia trong ngành đến từ Hoa Kỳ và Việt Nam, doanh nghiệp và

các tổ chức quốc tế tập trung thảo luận về thử thách và cơ hội về an toàn thực phẩm toàn

cầu, và đặc biệt nhấn mạnh những quy định mới về an toàn thực phẩm.

Hội nghị có 5 phiên thảo luận trao đổi thực tiễn và kinh nghiệm tại Việt Nam và toàn cầu,

bao gồm những yêu cầu trong Bộ Luật Hiện Đại Hóa An toàn thực phẩm (FSMA) của Hoa

Kỳ cho nhà cung cấp nước ngoài, quản trị rủi ro trong chuỗi cung ứng, tăng cường giám sát

và trách nhiệm của chính phủ, sáng kiến công – tư, và kinh nghiệm thực tiễn cho công tác

tuân thủ của doanh nghiệp.

Đông Nam Á và Ấn Độ, chia sẻ: “Nhu cầu của thế giới về các loại đạm động vật lành mạnh

và thực phẩm nhiệt đới ngày càng tăng, vấn đề đặt ra là làm sao nâng cao quyền hạn và

năng lực cho ngành thực phẩm Việt Nam, thúc đẩy canh tác nông nghiệp bền vững và tuân

thủ với các yêu cầu mới của Cục Quản lý Thực phẩm & Dược phẩm Hoa Kỳ - US FDA.

Chúng ta cần chú trọng đến chất lượng thực phẩm, an toàn thực phẩm, giá trị dinh dưỡng

và phát triển bền vững. Chúng ta cần có các chính sách rõ ràng để thúc đẩy an toàn thực

phẩm, thực hành tốt về chăn nuôi, kiểm soát chặt chẽ điều kiện vệ sinh và môi trường chăn

nuôi, đồng thời cần có các quy định nghiêm ngặt về sử dụng thuốc trong chăn nuôi, chăm

sóc vật nuôi một cách khoa học theo các tiêu chuẩn quốc tế, học hỏi phương pháp chăn

nuôi từ các thị trường thành công, v.v.. Làm được những điều đó sẽ giúp mở cửa thị trường

thực phẩm của Hoa Kỳ, đồng thời giúp các sản phẩm thực phẩm sản xuất tại Việt Nam tiếp

cận được nhiều thị trường xuất khẩu lớn và đa dạng khác”

Việt Nam được xếp thứ hạng cao về xuất khẩu nhiều loại sản phẩm nông nghiệp, nhưng

PRESS RELEASE – ENGLISH AMCHAM VIETNAM: FOOD SAFETY SUMMIT: GROWING MARKETS FOR VIETNAMESE PRODUCTS Ho Chi Minh City, August 28, 2017, AmCham Vietnam, HCMC, together with the High-

Quality Vietnam Products Association, and Global Food Safety Forum organize the Food

Safety Summit, “Growing Markets for Vietnamese Products”. The summit is supported by

the Ministry of Health, Ministry of Science & Technology, Ministry of Agriculture & Rural

Development, Ho Chi Minh City People’s Committee, and the U.S. Agency for International

Development (USAID). The summit includes experts in panel discussion format to attract

more than two hundred attendees from regulatory agencies, business associations and

enterprises.

Vietnam’s food and seafood products play a vital role in the global supply chain. In 2016,

Vietnam’s seafood exports reached U$ 7 billion, of which US$ 1.4 billion of fish and shellfish

exports went to the U.S., accounting for over 40% of U.S. imports of US$ 3.5 billion of

agriculture product and food from Vietnam.

To support Vietnamese enterprises facing great challenges to export, especially to the U.S.

market, the Food Safety Summit provides details on expectations behind the U.S. Food

Safety Modernization Act, new regulations on food safety requirements, and practical advice

on how to comply with them. The Food Safety Summit brings together food safety officials,

experts and specialists from both U.S. and Vietnamese governments, private sectors, and

international organizations to discuss the challenges and opportunities in the global food

safety arena, with a particular focus on new food safety requirements.

The conference has five panels to exchange practices and experiences in Vietnam and

globally, including Food Safety Modernization Act (FSMA) requirements for foreign

suppliers, supply chain risk management, strengthening government surveillance and

response, public-private initiatives, and practical advice on how to comply with the new

FSMA food safety requirements.

The Food Safety Summit received high recognition from enterprises as sponsors. Ratih

Vietnam ranks high for exports of various agricultural products, but Vietnamese products are

perceived as of lower quality and value, competitive on price but not on quality, and are

often rejected by importing countries in terms of unsafe food. This situation needs to be

changed as it limits export opportunities and impacts the health of Vietnamese population.

As such, improving the current food safety system, with shared responsibility for everyone to

respect food safety requirements, will help all stakeholders, including smallholder producers

and traditional retail outlets, benefit along with Vietnam’s current stage of development.

The experts have concern about The U.S. Food Safety Modernization Act and catfish

shipments to the U.S. must be transferred to official import inspection establishment

specified by the U.S. Food Safety & Inspection Service (FSIS) under the U.S. Department of

Agriculture, rather than the U.S. Food and Drug Administration (FDA), as was previously the

case. The lack of information of these new regulations will create the decrease of export to

U.S. market.

The Food Safety summit discussed for this problem in exporting to U.S, organized by

AmCham, High-Quality Vietnam Products Association, and Global Food Safety Forum on

Aug 28, 2017.

Vietnam’s food and seafood product plays a vital role in the global supply chain. In 2016,

Vietnam ‘s seafood exports reached US$ 7 billion, of which US$ 1.4 billion of fish and

shellfish exports went to the U.S, accounting for over 40% of U.S imports of US$ 3.5 billion

of agriculture product and food from Vietnam. However, Mr. Mark Gillin, Vice Chairman of

AmCham, HCMC said the lack of awareness of the new regulations might result in a

significant decrease in Vietnam’s agriculture and food exports to the U.S., and a similar

decrease of employment and incomes in the sector.

For example, in Dec 2016 there were 1.845 food facilities in Vietnam registered with the

FDA to export to the U.S. But in Jan 2017, this number dropped to 806. Under the new

regulations, all registered facilities are required to renew their registration every two years,

starting in 2016, between Oct 1 and Dec 31.

However, more than 1,000 Vietnamese companies were not aware of this new requirement,

did not renew their registration, and were drop from the list, and so, they could not export to

the U.S.

With the Food Safety Modernization Act (FSMA), there are a lot of new requirements. FSMA

is signed in to law in 2011. FSMA aims to ensure the U.S. food supply is safe by shifting the

focus from responding to contamination to preventing it, hence strengthening the food safety

system. There are 7 rules of FSMA: prevention controls for human food, prevention controls

for animal food, foreign supplier verification program, produce safety, sanitary transportation,

intentional adulteration, third party accredited certification rule. However, according to local

enterprises, the information of FSMA has not published widely, especially to exporters. The

local enterprises only focus quality and cost, not the new regulations.

An Initiative for Applied New Standards

In the summit, Mdm Tran Viet Nga, Deputy Director General, Vietnam Food Safety Agency,

Ministry of Health shared “In 2015 – 2016, Ministry of Health issued 1.399 certificate of Free

sale and Health Certificate for exported food products. In the coming time, Ministry of Health

will adopt level 4 of Administrative Procedures for exported food products to offer optimal

leeway to exporters.
