MEDICAL EDUCATION AND TRAINING CENTER (METC) – SAN ANTONIO
2005 BRAC LAW IN ACTION
SURGEON GENERAL’S FLAG MEETING
1 DECEMBER 2008
“This recommendation also co-locates all (except Aerospace Medicine) medical basic and specialty enlisted training at Fort Sam Houston, TX, with the potential of transitioning to a joint training effort. This will result in reduced infrastructure and excess system capacity, while capitalizing on the synergy of the co-location of similar training conducted by each of the three Services. In addition, the development of a joint training center will result in standardized training for medical enlisted specialties enhancing interoperability and joint deployability.” – 2005 Defense Base Closure and
Realignment Commission Report
“According to the BRAC Law…”
CO-LOCATION – STANDARDIZATION - TRANSITION TO JOINT
BRAC Impact on Navy Medicine
• Close 3 commands and move assets to SATX– NSHS-SD, NSHS-Ports and NHCS-GLAKES
• Co-locate and integrate where possible all Enlisted Training Programs
• BRAC Law forces a 10% instructor staff and 20% admin staff “efficiency savings” – already removed in POM
• Need to maintain ‘phase 2’ clinical sites at former Learning Center Commands – San Diego and Portsmouth
• Constant and Consistent Support to Fleet and Marine Corps by meeting all training requirements
TRAINING PIPELINE MUST STAY OPEN WHILE MOVING LOCATIONS HALF-WAY ACROSS U.S.
METC Organizational Concept
• 10 Aug 07 SAC recommended revising the METC Organizational Concept to be consistent with the NCR and in accordance with accepted Joint Nomenclature
• MHS-OT and NCR provided input to the METC Organizational Concept

• NAVY MEDICINE TRAINING COMMAND
• NAVY MEDICINE DIRECTED ENERGY BIO-EFFECTS LABORATORY
• NAVY MEDICINE INSTITUTE OF DENTAL BIOMEDICAL RESEARCH
• NAVY MEDICINE INFORMATION SYSTEMS SUPPORT ACTIVITY
• NAVY MEDICINE PERSONNEL DETACHMENT AT DEFENSE MEDICAL READINESS TRAINING INSTITUTE
Challenges
• Navy equities in a Tri Service environment• Navy Culture and tradition (title Hospital Corpsman)• Integrate where possible but--ensure quality of curriculum
maintained to meet Fleet requirements• TPU (with the Ability to reclassify Sailors)• New Navy bills because of BRAC (increased PCS/TEMDUINS
costs)• Cautious eye on barracks maximum capacity (2400 racks)• Off duty activities (Student Union etc)• Clinical availability for students in phase 2 of training (requires
Navy maintain detachments as SD and Ports)• Army has assured Navy adequate access to healthcare for
student sand staff—anecdotally may be concerns (recognizing our IDCs as providers etc)

Notes:-Respiratory therapy, occupational health, PT, cytology and ortho tech schools are already ITRO schools in SA but will move to new METC buildings when completed-construction times are not necessarily exactly on target (building occupancy and class movement not perfectly aligned)-ENT is an undecided NEC, at San Diego currently (not included here)-no FY10 quota requirement for CVT
