Vestfold County - facts– Area 2216 square km
– Ca 230 000 inhabitants
– 14 municipalities
– Biggest towns are Tønsberg, Larvik, Sandefjord and Horten
– 1000 km coastline
– Approximately 1500 islands
• 32 lower secondary schools (compulsory)• 10 upper secondary schools ( voluntary, right)
– Aprox. 8700 students– 52% Vocational Education Programmes– 48% General Studies Programmes– Aprox. 1500 apprentices
Upper secondary education and training is comprised of 12 different education programmes:
3 general studies:– Sports and physical education
– Music, dance and drama
– Specialization in general studies,
9 vocational:– Building and construction
– Design, arts and crafts
– Electricity and electronics
– Healthcare, childhood and youth development
– Media and communication (with the option of general studies Vg3)
– Agriculture, fishing and forestry (with the option of general studies Vg3)
– Restaurant and food processing
– Service and transport
– Technical and industrial production

Unemployment
• The unemployment rate in Norway is 3.5% of the workforce. The number is stable.
• The unemployment rate among young people 15-24 years: 9.6%, and the number is constantly increasing.
• Among young people 20-24 who are not in education or work, more than 50% never started or completed upper secondary education.
Results in Vestfold• 65% completed and passed upper secondary education after 5
years. (Leaving 10 compulsary years in school, 2004)• 69% completed and passed after 5 years. ( 2005 )• 67,3% completed and passed after 5 years. (2006) • 5% still in training. (All) • 30% not completed
– 3-5% completed according to an individual plan – 5-7% completed, not passing– 20% drop-outs
OT: ”Follow-up service”• A service to capture students who drop out of secondary
school • Offering secondary school, various training and work-related
activity• After 4 years aprox. 30% of the pupils who didn’t start
secondary school are registrated in the Follow-up service with different activities
National and regional efforts
• NyGIV - New Possibilitets
It is a national task to increase successful completion in Upper Secondary Education and Training from 70 % to 75 %.
The project, Ny GIV, was introduced in the autumn 2010 and will last until 2013.
New Possibilities has 3 main projects:
Completion Statistics Project. (Gjennomføringsbarometeret.)
Follow - Up Project. (Oppfølgingsprosjektet.)
The Transition project. (Overgangsprosjektet)
Solid collaboration with the county municipalities•Main focus on robust follow up of pupils with the poorest results in the final part of 10thgrade and in upper secondary education. and training. A specific emphasis on skills in reading literacy, writing and numeracy.
•The project include all municipalities.
•Courses for teachers
•The pupils are offered to attend summer jobs, summer school etc during summer in project period
•The upper secondary schools focus on developing the subjects Mathematics, Norwegian, English and Science to make these subjects more relevant to the pupils` future needs in their professional careers.
The Transition project. Overgangsprosjektet
• Action program 2008 – 2018 including all municipalities in Vestfold, Vestfold county, State authorities, and business partners
• The main challenges and problems for the municipalities to work with • School dropouts
• Alternatives to schools
• Social problems at home
• Lack of marks; the aim is that more pupils will be able to graduate with exams
It takes a whole village to raise a child ( afrikans uttrykk )

• Main challenge: increase the number of pupils who complete and pass upper secondary education
• Guaranty education for all, as a basic precept ( rettesnor) of Norwegian educational policy
• The quality of our education and vocational training is instrumental (medvirkende) for the qualities developed in our society, and must, as such, have perspective and direction towards the future
• Main pillars: – inclusive schools
– relevance and flexibility in content in secondary education
– Teaching and learning for the future
