4 phases are involved in the building construction and operation that are

affected by building regulations:

1.the design process, 2.the construction of the building, 3.the delivery of the building, 4.the operation of the building.

1st - the designer or responsible engineer has to prepare a document that should satisfy the specific requirements of the regulation

2nd - the responsible designer or the building owner has to certify that the building regulations will be respected.
