This manual is intended for the use of pilots participating in MEBA 2010. Pilots

SECTION 1
GENERAL INFORMATION Arrival Permission to land in Dubai It is necessary to obtain prior permission to land in Dubai. In order to obtain approval by the Dubai Civil Aviation you must complete Form 28 – Permission to land on the Online Manual. Customer Demonstrations Exhibitors may carry out Customer Demonstrations during MEBA. Customer demonstration flights will need to take place before or after MEBA show hours. Aircraft movement on the static during show hours will not be possible. Demonstration flights can be arranged through Executive Flight Centre (EFC). All of the information that you will require will be available from EFC. This will include all Aerodrome information, Maps & Meteorological data. Towbars Exhibitors are required to provide a towbar for each aircraft presented, suitably identified and available for all of the aircraft’s movements. Exhibitors are responsible for the connection and disconnection of towbars. The pilots or a member of the Exhibitor’s ground crew will be required to operate the aircraft’s brakes during ground movements. Aircraft Parking Upon arrival, aircraft will be allocated a parking position within the Static Park. Exhibitors are required to ensure that either a pilot or a member of the groundcrew is contactable at all times in the event that the organisers require the aircraft to be moved. Exhibitors are also to ensure that aircraft are moved promptly and as directed by the Organisers. Aircraft not available for positioning by 5th December at 9:00am may lose their place on the static park. Arrival Procedure Aircraft need to be available for placement on the static park no later than 9:00am on 5th Decmeber 2010.Upon arrival, or at the first opportunity thereafter, the Captain of each exhibited aircraft, is to report to the Organiser for registration. The Office shall be clearly signposted within the main reception building of Central Hall. It will be operational between the hours of 08.00 – 17.30 hours local time from 7-9 December 2010.

Immigration and Customs After landing at Dubai International Airport the Crew will be met by Executive Flight Centre Courtesy Vehicles and escorted to the Reception Area located for Immigration and Customs formalities. Departure Procedure Exhibited aircraft are required to remain on the Static Park until the show closes at 17.30 local time on the last day of the Exhibition. Departures should be planned accordingly and Flight Plans can be submitted to Executive Flight Centre. Security Exhibitors are required to ensure that aircraft oin the Static Park are attended at all times during the Exhibition open hours. NOTE:
The BASIC HANDLING FEE covers one arrival and one departure (excluding airport
authorit
y landing and parking fees) and the following services are included in this rate:-
A. Aircraft marshalling and provision of safety cones and night warning lamps when
required.
B. Passengers and crew transport to and from VIP Terminal (excluding Limousine
service).
C. Transfer of passenger and crew baggage To/From VIP Terminal (bulk baggage
handling will be charged).
D. Escort of passenger and Crew through all formalities from aircraft to landside
transport and vice versa.
E. Arrangements of Special Aircraft Security and Engineering. Svcs(Charges
applicable)
F. Co-ordination with catering contractor.
G. Co-ordination with fuel suppliers.
H. Pre-file of ATC plan, provision of weather brief and NOTAMS.
I. Organize as required local Hotels and Transportation arrangements adjust
arrangements in event of delays or re-scheduling.
J. Consolidation of all charges into single invoice.
K. Assistance with obtaining visas where required (actual visa fees will be charged at
cost).
L. Routine operational messages (arrival/Departure etc) by SITA/ AFTN/ Fax and
Email.
M. Preparation of documentation (General Declaration, Pax Manifests etc and load
sheet) if required
N. Use of internet for the Crew/ Pax.
O. Assistance in obtaining Dubai Landing permission and special Aircraft parking

GENERAL CONDITIONS AND REGULATIONS Insurance in connection with the presentation of aircraft
X.1. Re quirements
Exhibitors are required to effect their own Third Party (including passengers) Insurance, to which Fairs and Exhibitions & MEBAA, as Organisers, and the Government of Dubai, its servants and or a gents must be added as an additional insured. No c laim b y way o f subrog ation shall be ma de under any su ch pol icy in any c ircumstances aga inst th e Organisers or against the Go vernment of Dubai, its serva nts and or agents. The policy must i ncorporate the wording shown in the Appendix of these Regulations. The limit of the Insurance must be whichever is the higher of:- a) The total limit of the Exhibitors existing Third Party (including passengers) Insurance. OR b) Not less than US$25,000,000 for any one accident.
X.2. The insurance requirements specified shall not apply to e xhibitors presenting aircraft of whatever description which do not fly to, at or from the Exhibition.
X.3. Confirma tion Exhibitors are required to submit confirmation to the organisers on the Insurance Form by no later than 30th Nov.
2010. Confirmation from their insurers or authorised insurance Brokers that the Exhibitor’s liability has been insured in accordance with Regulation X.1. specifying the limit, and that the policy includes the wording of the APPENDIX to this section.
Note: Where an exhibitor has a stand or ch alet, his Third Party risks i n respect thereof must be ins ured in accordance
with the requirement of General Condition 13 and 14 as shown on the Exhibition and Chalet Space Application Forms. See also Exhibitors Information Manual.
X.4. Attention is dr awn to the fac t that Exhibitors who borr ow aircraft, engines, inst ruments, accessories, or parts from a
Government D epartment ma y additionally be r equired u nder the term s of a ny Loan Agre ement to effect sp ecific insurances with which all Exhibitors concerned must comply.
APPENDIX
IMPORTANT NOTICE Wording to be incorporated in the Insurance Policy:
IT IS HEREBY UNDERST OOD AND AGREED T HAT in conn ection with the Ex hibition and Static Pa rk organised by Fairs and Exhibitions & MEBAA during 7-9 December 2010. 1) Subject to the policy coverage and the policy l imits the Insurers shall indemnify the Insured Event Organisers and the
Government of Dub ai, its ser vants an d or a gents, against pub lic liability as well as ag ainst li ability ari sing under a ny regulations incorporated in any agreement between the Insured and the organisers and the Governm ent of Du bai, it s servants and or agents and also under any Loan Agreement with any Government Department, but excluding: a) Loss or damage to the aircraft loaned b) Any charge for the loan of the aircraft
2) No tickets of admission shall be required to contain any disclaimer of liability.
3) In respect of accidents arising whilst the insured aircraft are operating from Dubai International Airport during the period of the Exh ibition or whilst the aircraft are fl ying between their hom e ba se and D ubai ‘en ro ute’ to p articipate in th e Exhibition or returning to base from the Exhibition if any Third Party suffers death, bodily injury anywhere and caused by an aircraft insured by this policy THE INSURERS WITHOUT RAISING AS A DEFENCE: c) That the Insured were not legally the owners of any aircraft loaned to the Insured, OR d) That spectators volu ntarily accept the r isk of inj ury or damage or ar e i n an y worse l egal p osition t han ordinary
wayfarers, OR e) Any other purely technical defence WILL PAY: Compensation in respect of an y o ne person up to an a mount not e xceeding US$200,000 which i n the opini on o f Leading Counsel mutually agreed bet ween the Insurers and the Insured is ad equate taking into consideration an y contributory negligence. PROVIDED THAT: If any Third Party refuses to accept th e amount of com pensation offered then the I nsurers shall be free to rais e any defence to such claim and thereafter if such defence succeeds Insurers shall not be liable under the Policy to make any payment in respect of that Claimant.
4) Notwithstanding the l imit of US$200,000 applicable to automatic compensation payments under the provision of clause 3 above, the a mount of ind emnity payable under this me morandum for sums which the Insured ma y become l egally liable to pay in respect of any one person will be unlimited but always subject to the maximum limit of indemnity stated in the Policy as payable in respect of any one accident or occurrence.
5) Except as expressly stated this endorsement is subject to the terms and conditions of the Policy.
Note: Regulations X.1. and X.3. require the inclusion of this endorsement in the Exhibitor’s Insurance Policy and written confirmation from the Insurers or authorised brokers that the Organisers’ requirements have been met.
