PROCESSING FACILITIES Federal plants are inspected by USDA Food Safety and Inspection Service (FSIS) and products can be shipped across state lines and exported. Most larger facilities within the state of Iowa are USDA-FSIS inspected. State plants are inspected by the Iowa Department of Agriculture and Land Stewardship Meat and Poultry Inspection Bureau and are limited to sales within the state of Iowa. State inspected plants must maintain standards and food safety programs “at least equal to” those of federal plants, including health inspection of each animal. Licensed custom facilities are also periodically inspected by the Iowa Department of Agriculture but the animals do not receive health inspections, and the meat therefore cannot receive a mark of inspection, be sold, or be donated. Instead, all products are marked “Not for Sale" and returned to the owner of the animal for his or her own use.
