Minutes of the Programme Approval Board for Mid-Day Meal (PAB-MDM) meeting

held on 2nd.

May, 2014 to consider the proposal of NIC for 2014-15

The meeting of the Programme Approval Board for Mid-Day Meal Scheme was held in

New Delhi on 2nd

May, 2014 under the Chairpersonship of Shri Rajarshi Bhattacharya,

Secretary, Department of School Education and Literacy (SE&L), Government of India.

The agenda before the PAB-MDM was:

a) to review the status and progress of activities performed by NIC under Mid Day

Meal- Management Information System (MDM-MIS) and MDM website.

b) to consider the proposal of NIC for the year 2014-15.

2. Secretary (SE&L), Government of India welcomed the members of PAB-MDM and

other participants. The list of participants in the meeting is enclosed at Annexure-I. The

representatives of the NIC were asked to highlight the achievements during 2013-14

and their proposals for 2014-15.

3. Smt. Rajeshwari, Sr. Technical Director, NIC briefed the PAB members on the

highlights of the activities carried out by NIC for development of MDM-MIS and

updation of website. Shri Gaya Prasad, Director (MDM), Government of India briefed

the PAB-MDM about the activity-wise physical and financial progress made by NIC so

far against the approval.

4. Physical & Financial Achievements

Director(MDM), Government of India informed that the Ministry of HRD Department of

School Education & Literacy approved NIC’s proposal for designing, development,

maintenance and support services under Management Information System - Mid Day

Meal Scheme (MDM-MIS) at an estimated cost of Rs. 239.76 lakh. He added that there

is no additional requirement of funds as per the proposal of the NIC.

Sr. Technical director, NIC informed that MHRD had released Rs. 165.81 lakhs till 31st

March, 2014 for designing, development, maintenance and support services against

the allocation of Rs.239.76 lakh. NIC has undertaken following broad activities so far:

(i) Developed modules on master data entry like user creation, school directory

updation, State/UT norms, district calendar etc.

(ii) Developed module on Annual and monthly data entry on critical components

of MDM.

(iii) Developed module on offline data entry to enable data entry in districts/blocks

with poor internet connectivity.

(iv) Developed module on fund flow, food grain management, payment to lifting

agency as well as Food Corporation of India (FCI).

(v) Developed module on generation of AWP&B reports and other dashboard

reports.

(vi) Developed and maintained MDM website.

She further added that an expenditure of Rs. 131.97 lakhs has been incurred by NIC

against the release of Rs.165.81 lakh till 31st March, 2014 as per details given below: -

She also informed that an expenditure of Rs.53.97 lakh has been incurred against the

release of Rs.87.81 lakh during 2013-14. She also requested for revalidation of unspent

balance of Rs.33.84 lakh as on 01-04-2014.

5. Preparation of RFP for empanelment of Service Providers

Director (MDM), Government of India informed that NIC was entrusted the task to

prepare Request For Proposal (RFP) for empanelment of service providers for

providing Interactive Voice Response System (IVRS) services from the allocated

amount of Rs.239.76 lakh. Ms. Rajeshwari, Senior Technical Director, NIC informed

that the work of preparation of RFP was assigned to PWC and part payment for the

work has been made. Secretary (SE&L) expressed his serious concerned on the quality

of RFP document prepared by NIC. He further mentioned that despite several

opportunities given to NIC for modifications/improvements in the same, NIC could not

submit a RFP upto desired level. As a result, the expected response could not be

received from prospective bidders for the project. This has delayed considerably in

operationalization of the project.

6. Proposal of NIC for 2014-15

a. Requirement of funds for approved activities

NIC has submitted following proposals with requirement of funds of Rs.100.46 lakh for

designing, development, enhancement, maintenance and support services under

MDM-MIS project for the year 2014-15:-

The following observations were made by the members of the PAB-MDM on the above

proposal:-

(i) Ms. Vrinda Sarup, AS (SE) desired to have a justification on the proposal of Rs.

25 lakhs for purchase of hardware (item number 5 in above table). Ms.

Rajeshwari, Senior Technical Director, NIC informed that currently the MIS

contains data of about 11.5 lakh schools and alarge number of users have started

accessing the system on regular basis, there is a need to upgrade the existing

hardware. She further clarified that Rs. 45 lakhs have been allocated in the initially

approved project for procurement of infrastructure for software development,

testing and hosting including operating system and software tools. The said

proposal for Rs.25 lakh is a part of the earlier approved amount of Rs.45 lakh.

(ii) Director, MDM, Government of India informed that the proposed item number 4

i.e. expenditure on seating at Shastri Park, New Delhi of Rs. 16.80 lakhs is not an

approved item of the project. In response, Sr. Technical Director, NIC replied that

NIC has to pay requisite amount to NICSI which has taken the space on lease in

Shastri Park. AS (SE) informed that NIC is expected to provide sitting space to the

staff engaged for the project, MHRD will not bear this expenditure particularly

when this item is not an approved item under the project.

(iii) Senior Technical Director, NIC requested PAB-MDM to revalidate committed

expenditure of Rs. 11 lakhs (mentioned in item at S. No. 8 of Table) for the year

2013-14 for hiring computer professionals. She further informed that releases are

made to NIC through Letter of Authority (LOA). NIC could not draw the amount

against the above LOA during 2013-14. Hence the revalidation is requested.

Assistant Financial Adviser informed that the amount allocated under LOA lapses

at the end of the FY if it is not utilized by grantee institution. Secretary (SE&L)

advised Director, MDM, Government of India and AFA, IFD to sort out the matter

as per the Financial Rules.

b. New Activities proposed by NIC

Director, MDM, Government of India further informed that NIC has also submitted a

proposal for undertaking following new activities under the project:

a) Development of GIS based module.

b) Proof of Concept (POC) for integration of Interactive Voice Response System

(IVRS) with MIS.

c) Working space (10 resources) along with Local Area Network (LAN), hardware,

software and NIC network (NICNET) connectivity at Vijaya Building,

Barakhamba Road, New Delhi.

Senior Technical Director, NIC informed that the above activities have been proposed

by NIC for ‘in-principle’ approval of PAB-MDM 2014-15. The detailed proposal along

with financial implications would be submitted after the ‘in-principle’ approval of the

PAB. Sr. Technical Director, NIC also requested to release the funds to NICSI instead

of NIC. Director (MDM) mentioned that the competent authority has approved the

project and funds are being released to NIC only. He also mentioned that proof concept

for integration of IVRS with MDM-MIS has been carried out by NIC in Uttar Pradesh

and the final report is still awaited. PAB-MDM rejected the proposal of NIC for release

of funds to NICSI and advised the MDM Bureau to release the funds to NIC through

LOA as per existing system. PAB-MDM also rejected the proposal of the NIC to provide

working space at Ed.CIL office in Vijaya Building, Barakhamba Road and advised the

NIC to provide the space for their resource persons. PAB-MDM also advised the NIC to

complete the project as per the approval before submitting the proposal for above new

activities at S.No. (a) & (b).
