Not really! The following slides unfold realistic vision ofthe MCA and explain broad strategies and some specificsteps to realize the MCA system…

‘Missing Child Alert’ is a humble beginning…
a. To facilitate collective response to the issue of missing children and
their potential linkage with cross border trafficking
b. To complement Government efforts on search of missing children
beyond boundaries and combating cross-border trafficking
c. To strengthen Public-Private partnership and develop long term
comprehensive intervention to identify missing children across
region and combat cross-border trafficking
d. To introduce ‘technology’ as catalyst to strengthen and accelerate
multiple processes.
e. To enhance regional cooperation by engaging SAARC mechanism
and member states.

Vision:
‘Missing Child Alert’ aims to be a technologically enabled,
institutionalised regional system of alert & case management
that can facilitate prevention, rescue and repatriation of
children, who are vulnerable to or/and victim of cross border
trafficking between Bangladesh, India and Nepal.
MCA is a three country project jointly implemented by Plan
international’s Asia Regional Office and South Asia Initiative to
End Violence against Children (SAIEVAC). The pilot phase of
the project commenced in 2012 and is likely to be concluded by
Dec. 2015.

or a new technology to trace missing children…
2. MCA is not only an alert system but it includes
comprehensive response mechanism as well
3. MCA is not a tool that will disregard victims of trafficking
other than children

movement or an institution in itself
5. MCA is not a replication or adaptation or expansion of
any other foreign alert systems

routes of trafficking across region and develop web based database
of service providers
5. Change Mantra: Agency helped us with a research on ‘disclosure’
of survivors
