Federal Protective Service (FPS)


Background

As delegated under 40 USC 1315 the Department of Homeland Security (DHS), Federal Protective

Service (FPS) is responsible for protecting both personnel and property at federally leased, owned oroccupied locations throughout the United States and its territories. This includes addressing any and

all risks, threats and vulnerabilities that have been identified. In the successful execution of the

aforementioned mission, FPS provides dispatch and monitoring support at four MegaCenters,Pennsylvania, Maryland, Michigan and Colorado, that is ancillary with the duties and functions

required in protecting both personnel and property.

General Requirement Information

Award of a vehicle or vehicles supporting the requirements noted in this RFI is anticipated this fiscal

year, specifically in the third or fourth quarter. It is anticipated that the Government will look tosecure a vehicle or vehicles that will have a base period of performance of 12 months and four

additional option periods each 12 months in duration. The total length of the effort or efforts is

estimated to be five years, base and option periods considered.

Detail provided through this RFI will better assist FPS in refining the necessary scope of work,anticipated labor mix associated with that work and ultimately in considering a procurement strategy

that is in the best interest of the Government, the Vendor community and will supply a solution that

will ensure mission success.


FPS anticipates releasing a requirement for services in direct support of the FPS MegaCenters to

include but not limited to the following tasks:

Operating voice radio communication systems and maintaining voice radiocommunications in the assigned network. This includes receiving and transmittingroutine and emergency instructions, making and responding to requests for assistance,

dispatching police and security personnel, conducting routine roll calls and on-air status

checks, controlling the radio network to ensure proper procedures are followed, and othersimilar functions.

Maintaining liaison on the assigned emergency and non-emergency telephone lines toexpedite a variety of routine and emergency calls for police assistance from the public

and/or employees from over 9,000 Federal facilities Nationwide.

Monitoring and responding to state, local and Federal law enforcement radiocommunications. This includes monitoring transmissions that pertain to conditions

Monitoring and/or operating any and all communication and computer equipment thatmay currently exist in and/or may be added to the MegaCenter. FPS will provide thecontractor with appropriate training for all new separate operator functions.

Performing monthly intrusion and duress alarm testing, to ensure that all alarms areworking and to ensure that alarm contact persons lists are current, accurate and complete.

This information shall be documented in the MegaCenter log. This includes reviewingand updating all contact person/notification lists, thereby ensuring that these lists include

only current names, and current home and office telephone numbers.

Backing-up computer data files, voice recording, and rotating (removing, storing andreplacing) audiotapes used to record telephone line and radio conversations as needed,

depending on the equipment in the MegaCenter.

Performing data entry and validations for MegaCenter clients to ensure all contactrecords are continually revised, updated and accurate. This includes calling clients to getupdated information and updating records, logging offenses and/or incident information

and verifying the Dispatch Operations Log each day to ensure accuracy.

Specifically, FPS considers police dispatch and alarm monitoring to be the primary support areas

under this requirement. Secondary will be the support and technical maintenance of all databases,

computer equipment, alarm monitoring and alarm programming equipment, and all other technicalsupport aspects of the MegaCenter operations. FPS estimates the following labor categories that

would be appropriate in the successful execution of the above efforts. It is recognized that some of

the positions successfully supporting this effort will require a security clearance, provided forthrough DHS. This list is in no way a finalized breakdown of the necessary support required.

Q: In your review of the above requirements and associated labor mix do you believe yourcompany can support the full mission? If so please briefly explain your approach to

successfully executing this effort to include detail on the potential use of subcontractors. In

this brief explanation please include any relevant efforts that your company recentlysupported or is currently supporting to include size/scope and agency supported. If

subcontractor support is anticipated please detail the percentage of work supported per

Vendor.

Q: In your review of the above requirements and associated labor mix do you believe such

support can be provided for in full through a Federal Supply Schedule (FSS), specifically aGeneral Services Administration (GSA) contract? If so please supply additional detail

regarding the particular FSS considered or why you believe a FSS might not be appropriate

in supporting the total scope of work.

Q: In your review of the above requirements and associated labor mix do you believe the effort

would be best suited as one vehicle supporting all four MegaCenters or four separate vehicles

supporting each MegaCenter? Please supply any additional detail that supports yourresponse, for example benefits provided in separate MegaCenter contracts or levels of

efficiency recognized in a single award.

believe such support is best covered by? Please provide additional detail regarding theparticular NAICs supplied.

Q: FPS considers such professional certifications as Association of Public SafetyCommunications Officials (APCO) and National Crime Information Center (NCIC) essential

to this requirement. Is it mandatory for your workforce to carry such certifications? If so

please include additional detail that supports your response to this question, specifically,what certifications you believe are critical to successfully supporting this requirement and

detail whether or not your company at this time currently has access to certified resources

and if so at what level and how many.

procurement strategy that is in the best interest of the Government, the Vendor community and will

supply a solution that will ensure mission success.
