of the Year is voted on by their peers in the Remodelors Council. Matt has been an MBA member since 1991. He is a Green Level spike with 81.75 credits. He has been on the Board of Directors since 2001 and very active within the Remodelors Council. Within the Council he has participated in Rebuilding Together South Sound’s Rebuilding Day at the Remodelers Council house, chaired the Tour of Remodeled Homes, and won numerous Remodeling Excellence Awards. He is also finishing up his second term as Remodelors Council chair.

Spike credits and has only been recruiting since 2009. He joined the MBA in 2005, but really started participating in 2008 after a recommendation from his NAHB Twenty Club. He sits on the Board of Directors for the MBA, is a Remodelors Council and Design Professionals Council member, and regularly attends the Legislative Strategy Committee meetings. He was the 2011 Membership Chair and is the incoming 2012 Spike Committee Chair. This year he recruited 12 new members to the MBA.

This year our winner participated in the annual Walk a Mile in her Shoes for the Sexual Assault Center, won a Remodeling Excellence Award, and recruited his way to Walla Walla Wine Country Weekend. We have been very thankful to have him as a 2011 president through a very trying year in which he showed initiation, ingenuity and compassion.

making our annual Golf Classic happen every year. She has been on the MBA Board of Directors since 2004, and on the Executive Committee in 2008 and 2009. Along with all of this, during 2011 our winner has served on MBA’s Strategic Planning Implementation Group and been a Strategic Plan Liaison to the Membership Committee. She participated in the MBA Ramp-a-thon with Rebuilding Together South Sound, and took on the very daunting task of wrangling 7 different committees into using their culinary skills and creativity for the first ever and very successful Chili Cook Off last September.

He has also attended MBA’s Forum Meetings with local government staff throughout the year. As he steps into MBA leadership next year, our winner will be a wonderful representative and advocate for MBA’s members in the government affairs arena.

The following is an excerpt from Rick Hjelm’s 2011 President’s speech at the Black, Tie Blue Jeans Celebration held on December 15.

One question I’ve been asked several times is, “Why do you want to do this a second year.” I simply

answer, “Why not?” I learned long ago that leadership isn’t about what I personally accomplish that counts, it’s what I can accomplish with the help of others that really matters. I agree with management analyst Jim Collins concept that the office of President of the MBA is like driving a bus. It’s not my ‘sole’ job to decide where the bus should go or the route to drive to get us there. My primary job is to get the right people in the right seats on the bus and to get those in the wrong seats into the right seats, or if necessary, invite them get them

off the bus. With the right people in place, the driver then works with the passengers to decide where the bus is going and the direction he’s going to take to get there. It’s also my job to make the ride enjoyable so that others will want to be passengers on this bus. Yet as the driver, I’m responsible as to whether the bus turns left or right on the journey, and am ultimately responsible if we arrive at our destination. This past year, I’ve done my best to take the advice you’ve given me and combine that with my own experiences, and make decisions that I felt were in the best interest of the Association. I’ve tried to take the approach of asking “Who knows how to get it done”, or “Who can I turn to, to get it done” rather than just asking “How” are we going to get it done. I’ve reached out to many of you who have traveled roads where I have yet to tread. I have relied on your experience and council and would be a fool this next year to not continue to do so. This is an Association, a “WE” organization, not a “ME Club”. This past year has seen our bus hit some speed bumps, hit our share of pot holes, and even have a flat tire or two. We’ve had our share of cross words, butted heads over issues and have sadly seen some step off the bus. Having grown up on a farm, I’ve learned that the concept of total bliss and lack of any division, is only admired in a flock of sheep. We are much bigger than that. We are in the building industry and build we will, whether with concrete, wood and nails, or by lifting each other up, we will together rise above any storm that comes our way. Regardless of who or what others think of who or what we are, we proudly know who and what we represent. We proudly serve our fellowmen and their families with our craft, our knowledge, our skills, our services, our integrity, and our resources. We provide the element of comfort from which families can grow,

It’s always impossible to forecast exactly what’s coming, but there

are several high priority government affairs and political issues that MBA

will be addressing and preparing for in 2012.

County Code Efficiency: Pierce County has been adopting “code consolidation” regulation changes since 2009, and that work was completed last year. Most of the items included in those changes dealt with duplicative or conflicting code items that had been adopted as Community Plans were adopted over the past 10-15 years. In 2012, the “code efficiency” effort focus will

shift to a more substantive review of the code by PALS and Public Works staff - with industry input. MBA needs you! Watch for a call out in January to MBA members to help identify items needing review, reduction, elimination etc. in order to make permit requirements and processing more streamlined while still accomplishing needed construction oversight. There is a “new normal” out there, not only for industry members, but also for permitting departments, and code efficiency will address needed changes to code and process that takes staffing and funding constraints into account. Thank you to County Executive Pat McCarthy for her leadership and appreciation of the need for these changes.

Shoreline Master Program (SMP) Updates: Work continues by cities and Pierce County on SMP updates, and they will be high priorities for MBA as they come forward for review and adoption. The County will be reconvening its citizen advisory group in the spring to review the latest draft SMP policies and regulation proposals, which will govern development within 200 feet of the 700 miles of marine, river, and lake shoreline areas in unincorporated Pierce County. MBA will

participate on the advisory group and also in public hearings throughout the year, working to keep new requirements on residential construction minimized. The Legislative Strategy Committee will need input from all types of members who do work in shoreline areas as it determines what action to take about the SMP updates – watch for more information and call to action!

2012 Elections: This year’s federal, county and state government elections will all have a big effect on MBA of Pierce County and its members. The outcome of these races will affect development regulations, the business environment, and the economic future of Washington State and Pierce County. MBA’s political action committee, the Pierce County Affordable Housing Council, will be hard at work researching and interviewing candidates to determine which will be most housing friendly if elected. The PCAHC will recommend candidates to MBA for endorsement, and to you as you decide how to vote in the Primary and the General Elections – watch for more information as each election day draws near. At the County level, the County Executive and four Council seats will be on the ballot. Based on what happens at the federal level, a fifth seat could open up. MBA has endorsed Pat McCarthy for a second term as Executive. Roger Bush (District 3), Tim Farrell (District 4), and Dick Muri (District 6) will all be leaving the council due to term limits, so their races will be open to anyone wanting to run. Joyce McDonald will be running for re-election in District 5. Stan Flemming (District 4) has announced his intention to run for the new Federal District 10, and if successful, his Council seat will be open as well in the near future. At state level, the race for Governor will see Rob McKenna versus Jay Inslee. Each have a very different view of how Washington State should be run, including regarding environmental and business regulation. BIAW has endorsed Mr. McKenna for Governor. 21 state legislative races in Pierce County will also be on the ballot, with long time incumbents leaving and certain current legislators trying to move seats as a result. There is a new federal legislative district – the 10th – that at time of print includes Olympia and

Although we can be fierce competitors in the field, together we unite as an Association in a common front for the rights of homeownership. Should anyone assume wrong, let me remind them all, that on the outside we’re as friendly as the family golden lab, but back us into a corner, and we, close to 700 strong, will show our teeth and come out fighting for the cause we passionately believe to be right. Now my thoughts for the future. It’s tough. None of are immune to the new normal in our economy. Yet we get up every morning and put our pants on and go to work. Why? Because hope is a built in part of who we are. We are not quitters. We will continue to get up every morning and resiliently go out and do what we do that makes us happy. And although we still have may bumps on the road ahead of us, I have a strong feeling of hope for our future. I am excited for what lies ahead. I’m ready for the challenges and am excited for all of you who are in the seats of the bus, also ready for this journey. At times it will be an uphill ride, and I’ll have to gear down now and then, but we have a great engine under the hood and the will to get to where were going, and together we will get there. You have my word on it. Now in closing, many of you know I find no greater satisfaction in life that giving of my available time and means where I can make a difference. No other success feels greater knowing that you’ve made a difference somewhere in the world. I stand before you humbled, to be a member of an Association that holds those same values. I’m proud to lock arm in arm with you as we serve our community and give back where we can, as we have been truly blessed.

Current County Council members Dick Muri and Stan Flemming have both declared their candidacy in the race for a new legislator, as have other current and former elected officials or candidates. The outcome of the race will affect both local and federal politics for Pierce County.

Clean Air Agency Report on Non-Attainment: Tacoma and portions of Pierce County were found to be out of compliance

by the Environmental Protection Agency (EPA) with clean air requirements based on readings at a monitor in south Tacoma. In 2011, MBA participated on the Puget Sound Clean Air Agency task force created to develop recommendations on how to achieve air quality compliance. The report was issued in late December and excerpts are included below.

Outdoor lighting - This ordinance currently requires that if 25% or more of outdoor commercial or residential lighting is modified or replaced, all of the lighting would have to be brought into compliance. The MBA opposed this provision, suggesting that the threshold for total compliance be raised to at least 50% of total outdoor lighting. The current percentage change is cumulative as of the date the ordinance would be effective; MBA pointed out that tracking cumulative changes in percentages of light fixture changes would be extremely difficult, if not impossible.

Civil code amendments - As currently written, the proposal implements a $500 fee for “connection to public systems”, “grease interceptors”, and connections to “underground automatic fire extinguishing systems.” MBA has requested several clarifications regarding this ordinance because as written, it is unclear if the fee applies to each home, or a plat as a whole.

Landscaping code - This proposed ordinance makes changes that would require more, and larger, conifer trees in landscape buffers between R-3 zones and R-1/R-2 zones than currently required.

Ongoing Issues, in County, Cities

Much of the typical pollution sources, such as industry and vehicles, are already operating under pollution control rules or are adopting tighter controls, and that about one-third of the needed pollution reductions will come from those sources.

Effects on greater Pierce County economic development include stricter requirements on large industries seeking to expand and on new large businesses interested in moving to the area. Some large businesses could be required to install additional emission control equipment, which would be costly. Tourism can also be affected by the perception that the area has “dirty” air.

If the state does not create a plan for improving air quality that is approved by the EPA, the Clean Air Act requires EPA to impose its own plan on the area. Not acting also would endanger federal transportation funding for the region, and grant funding for air quality monitoring, planning, and control programs.

Solutions included in the report relate to enhanced burn ban enforcement, removal of uncertified wood stoves and inserts at “date certain” in a future year, and reductions from non-wood smoke sources, such as gas and diesel engines, ships and industry.

Tacoma BLUS Fiscal Policies and New Fee Schedule: Currently, Tacoma’s Building and Land Use Services (BLUS) department is working on putting forward two recommendations to the City Council Government Performance and Finance Committee. The first would make format and substantive changes to the cities current fee code - it would strip out all of the specific permit fees that are currently embedded in the code, and provide a new format structure. The second

recommendation is a resolution that would outline a new fee schedule based on fiscal policies the department is proposing in relation to the enterprise fund the city has implemented for BLUS. Annual action will need to be taken by Council to adopt a fee schedule that will be amended up or down based on actual costs of service for the various permit types. Both of these recommendations will be discussed during the month of January at the City Council’s Government Performance and Finance Committee.

It is my pleasure to begin

2012 with the MBA of Pierce County serving

as the chair of the Membership Committee. As we are all aware, the members are the backbone of any organization. Fortunately for our association, we have that strong backbone which has helped to carry us through some difficult times. While other associations have suffered a considerable decrease in their membership base, we have managed a retention rate of 75%, which is one of the top retention rates for Master Builder Associations in the state. Thank you all for continuing to participate and support our association! 2012 marks the second year of the MBA of Pierce County’s new 3 year strategic plan. Each committee has been tasked with a list of objectives, strategies, and work plans that will need to be accomplished. For the Membership Committee, the overall theme of our tasks is to increase the “value” of being a member of our organization, both to current members as well as prospective members. Through a variety of campaigns, program improvements/developments, and increased involvement opportunities we hope to strengthen our retention rate as well as bring in new members to grow our base. While the list is not daunting, it is however not short. They are tasks that CAN be accomplished by this committee and all our members working together as a team. Ralph Waldo Emerson is quoted as saying “Nothing great was ever achieved without enthusiasm”. For those of you who know me, you know I have the enthusiasm to work on getting the committee’s tasks completed.

great features to provide members with the most up to date information, event registration, opportunities for sponsorship and more. We are excited to be working with Builder Fusion and Webkey to make looking up MBA members an easier process for all. Look for the unveiling of

our new site in early Spring! While we are updating the website there are still plenty of ways to keep in contact with the MBA.

MBA Weekly Dimensions- Are you getting your Weekly dimension email every Thursday? If not, contact the MBA office and see if you need to update your email! This email has all the latest announcements, what’s going on in government affairs, education schedules and more!

MBA Newsletter- This year the MBA newsletter will be strictly online through issuu.com. We will have direct links on the MBA website, weekly emails, facebook, and twitter. If you would like to receive the MBA newsletter in print for $25 a year, please contact Laura Haworth at the MBA office at 253.272.2112 ext. 102 for more information. Please note you will also begin to receive a monthly postcard to let you know about all of the MBA’s great events and how to register.

As we head into a new year, one of our goals at the MBA is to increase membership participation in our

association committees. All of the following committees are open to every member of the MBA of Pierce County. Forinformation, please call the MBA office at (253) 272-2112.

Design Professionals Council: This Council works to bring greater value to its members through effective education programs and opportunities to interact and network with those in the industry. MBA Forum Meeting: The purpose of the Forum Meeting is to improve communication between the industry and local governments, provide information, and discuss issues of interest related to residential construction. TRC - Targeting Real Connections: MBA Members compete for prizes as they embark on raising sponsorship dollars for the MBA 2011 budget year. Legislative Strategy Committee (LSC): Monitors legislative issues at the city and county levels, and develops association policies and action plans regarding those issues. I have come to the conclusion, after collecting advice from most everyone who does not charge a fee for

‘advice’ – the lawn guy, the postman, my wife - Hmm? and finally the bartender, that I am not approaching Remodeling correctly. Advice received lately – “You may be old, but you are slow,’ I’ll let you guess who that was from. “When are you going to update your voice mail message? You insult your client’s intelligence by telling them to ‘wait for the beep’. ” “You might want to think twice before sending out a JIBJAB holiday greeting to all your clients.” This year, I expect you all will give me your best ‘advice’ (at no charge of course) and together, we will have a great time. Taking on the job of Chair of the Remodelors™ Council is a part of this business that I am going to enjoy, mainly because of the company I will be keeping – that would be you, the best of the best in Pierce County and the surrounding territory! This Council is one of the biggest groups in Master Builders very strong collection of community leaders. From “Walk-A-Mile-In-Her-Shoes” to “The Festival of Trees” to “Rebuilding Together South Sound,” we have developed a reputation of giving back to our community and being a significant part of what goes on in our region. As the economy limps along, waiting for the politicians to get their heads out of their- - -together and figure this out, I hope we can all continue to survive well and meet monthly to share our successes!
