A RESOLUTION ADOPTING GREENHOUSE GAS EMISSION REDUCTION TARGETS FOR THE TOWN OF BLACKSBURG

WHEREAS, the Council of the Town of Blacksburg authorized the Mayor to sign the U.S. Mayor’s Climate Protection Agreement as amended by the 73rd annual U.S. Conference of Mayors meeting.

WHEREAS, the Blacksburg Town Council resolved to work in conjunction with ICLEI Local Governments for Sustainability and other appropriate organizations to track progress and implementation of the U.S. Mayors Climate Protection Agreement as amended by the 73rd annual U.S. Conference of Mayors meeting.

WHEREAS, the Mayor of Blacksburg established the Mayor’s Task Force on Climate Protection and Sustainability to accomplish the 5 Milestones of the ICLEI’s Cities for Climate Protection (CCP) Campaign:

1. Conducting a baseline emissions inventory and forecast.

2. Setting an emissions reduction target.

3. Developing an action plan to meet the target.

4. Implementing actions in the plan.

5. Monitoring and verifying emissions reduction progress.

WHEREAS, Milestone 1 - Baseline Emissions Inventory and Forecast, was completed through the efforts of Virginia Tech Professor John Randolph and accepted by the Mayor’s Task Force on Climate Protection and Sustainability.

WHEREAS, there is a growing consensus among leading climate experts, to include the Intergovernmental Panel on Climate Change (IPPC), of the need to reduce greenhouse gas emissions 80% below 1990 levels by 2050 to mitigate the detrimental effects of increasing levels of greenhouse gases in the atmosphere.

WHEREAS, the Mayor’s Task Force on Climate Protection and Sustainability supports a greenhouse gas emission reduction target of 80% below 1990 levels by 2050 with benchmark reductions of 2% per year below baseline year 2000.

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Blacksburg:

1. That the Council hereby endorses the greenhouse gas emission reduction target of 80% below 1990 levels by 2050 with benchmark reductions of 2% per year below baseline year 2000.

2. That the Town of Blacksburg will annually monitor and measure key indicators of community energy use, i.e., electricity consumption, natural gas consumption, and vehicle miles travelled (VMT) for gasoline consumption.

3. That the Town of Blacksburg will annually monitor and measure energy consumption resulting from town operations and will determine the resultant greenhouse gas emissions.

4. That the Mayor’s Task Force on Climate Protection and Sustainability will provide an annual report to the Council on progress towards meeting the greenhouse gas emission reduction target.
