City Manager’s Annual Review Follow-Up with Mayor Rose In follow-up to the September 7 City Council annual review of the City Manager’s performance, on Tuesday morning, Mayor Rose and I met to discuss specific follow-up items. Water Plant Project On Thursday afternoon, Assistant City Manager Tom Bradford and I had a video conference call with our principal engineers from Hazen and Sawyer Engineering to plan the Friday’s scheduled conference call with the St. Johns River Water Management District permitting staff regarding the request for additional information St. Johns has asked us on our Consumptive Use Permit application. Today’s video conference call with St. Johns yielded two additional tasks, and we plan on submitting our formal response to the request for additional information by next Friday. After that, St. Johns has 30 days to respond, after which public noticing of a draft permit could be made. We are targeting the St. Johns River Water Management District Board meeting of December 12 for final approval. Final Millage and Budget This coming Wednesday evening, the City Council will conduct a public hearing and then consider adoption of the rolled-back millage rate and budget for fiscal year 2021-2022 that starts October 1. Assistant City Manager Today was the first day on the job in West Melbourne for our new Assistant City Manager Tim Rhode. I will introduce him at the start of next Wednesday’s City Council meeting. Friday Memo Page 2 Space Coast Public Management Association Video Conference Call This morning, Assistant City Manager Tom Bradford, Assistant City Manager Tim Rhode and I attended the City and County Manager video conference call in lieu of our regularly scheduled monthly luncheon due to the current level of new COVID-19 infections. With case counts coming down, we are planning our October luncheon in person. COVID-19 Testing Brevard County Emergency Operations Center’s contractor continues to provide free COVID-19 testing at West Melbourne Community Park. Parking for the testing is in the north parking lot off of Fell Road, and the actual walk-up testing is being conducted under the Space Coast Field of Dreams large pavilion. Recruitment Updates Administration: The candidate selected to fill the Assistant City Manager position began employment with us today. Building Department: Three (3) interviews for the Fire Code Inspector position have been scheduled and will be completed early next week, with anticipation that a selection will be made prior to the end of the week. The Inspector and Plans Examiner job postings will remain open until all vacancies are filled. Parks & Recreation: The candidate that was selected to fill the Recreation Leader position will begin employment with us on September 20, 2021. The candidate that was selected to fill the Recreation Worker position will begin employment with us on October 4, 2021. The part-time Maintenance Worker position will remain open until the position is filled. Planning Department: Ten (10) interviews for the Administrative Assistant position have been scheduled and will be completed early next week. To: Scott Morgan, City Manager From: Mark Piccirillo, Director of Public Works Date: September 17, 2021 Subject: This Week in Public Works The Public Works Streets and Drainage and Water Departments completed a Backhoe Loader Operator Training and Safety Course from United Academy Safety Training Solutions. Thirteen employees from both departments passed a written and hands-on test to earn their Backhoe Loader certifications.

The Public Works Streets and Drainage Department continued with scheduled mowing by utilizing the road side mower on the canal banks, swales, and on the City rights-of-way. The mower cut the grass along Thomas Jefferson Lane and the C-1 canal bank, located on the east side of Hollywood Boulevard.

The Public Works Streets and Drainage Department was out this week repairing a section of drainage pipe located on Meadowood Lane. Equipment Operators were also in the Timber Ridge neighborhood grinding down sections of sidewalk to avoid trip hazards.

The Public Works Water Department completed 116 work orders, painted 31 fire hydrants, exercised 15 water valves, serviced eight fire hydrants, and performed a mock shut down of a 6-inch water main for an ongoing construction project on W. New Haven Avenue.

The Water Department repaired three service line leaks this week, setting up two for service line for replacements. Water Distribution Workers Cory Litts and Rob Cloney tackled a 3/4-inch service line leak on Susan Drive with no hesitation.

A 4-inch water main on Park Hill Boulevard was damaged during construction, but Water Distribution Workers were quickly able to respond to the break due to the close proximity to the Public Works Facility. Repairs were made with minimal interruption of service to the residents.

A 6-inch water main was hit by the contractor on W. New Haven Avenue while they were clearing the lot for the construction of a new building. Water Distribution Workers Alan Brookins and Aric Garcia dove into action with a 3-inch hydraulic pump and were able to pump all the water away from the water main so the other workers could make the necessary repairs. This repair went extremely smooth as the entire department worked together to solve multiple problems associated with the location of the break.

The Sewer Department Jacobs completed 125 work orders, 17 sewer inspections, and 66 sewer/reuse locates. Maintenance workers performed maintenance on the lift station pumps throughout the collection system. The Greenwood, San Paulo, Whispering Winds, and Sawgrass lift station pumps were cleaned by removing rag build-up and serviced.

Jacobs inspected the installation of the sewer service line being installed by the contractor developing the new Ascend development located on Minton Road.

They also inspected the installation of the new above ground air release valve by Young’s Communications on the newly installed force main located on Coastal Lane.

It was a busy week at the plant with the CIP stormwater retention pond project. Jacobs inspected the installation of the new 20-inch reuse line that runs between the transfer pump station and the ground storage tank. The tie-in was completed, and the new reuse line was successfully pressure tested.

A new 12-inch drain line was also installed from the reuse ground storage tank to a new retention area location. The new line was also pressure tested.
