5. City Manager’s Transit Stakeholders Group

Margot Garcia reported on the meeting called by the City Manager. The aCity Manager’s Office has compiled a group of Transit Stakeholders to provide input and advice on alternative transit management models. The current agency management options that are under review by the Stakeholders Group include: Joint Powers Organization (JPO), Metropolitan Public Transit Authority (MPTA). San Francisco was used as an example of a Metro Transit Authority. Phoenix Rail was an example of a Joint Powers Organization. Discussion followed on various forms of funding and the present Performance Measures used.

6. Update on Transit/Announcements

Nicholas Scherer reminded task force members that updates are included in the meeting packet. Ronstadt Transit Center – Working on Development Agreement.

7. Frequent Transit Network Policy

Margot Garcia handed out a substitute for the first page of the document. The development of a Frequent Transit Network (FTN) Policy for the City and the criteria used for determining eligibility for routes within the FTN was discussed. Robert Medler moved to approve the Frequent Transit Network Policy as amended. The motion was seconded and passed unanimously.

8. Call to the Audience

Camille Kersher – Ms. Kershner thanked staff for taking a step forward with the

Frequent Network Policy but said that staff should look at augmentation for those routes that are not in the Frequent Network. She said staff should emphasize the good things. She also expressed her concern about the street car signage being confusing. Staff will look into this issue.

Transit Services Division Organizational Chart and Functions

The Transit Services Division, Tucson Department of Transportation, is responsible for administering and coordinating the activities of the public transportation system, which includes Sun Tran, a fixed-route bus service, Sun Van a paratransit service for persons with disabilities, and Sun Link, a modern streetcar system. An organizational chart of the division is shown below.

The Division has six full-time employees (FTEs). Three employees are assigned to administrating the program while three employees process applications for ADA paratransit eligibility (functional ability to ride the bus) run the ADA for Sun Van customers. Item 6: Frequent Transit Network Policy Update Issue – This is an agenda item to discuss the updates made to the approved Frequent Transit Network (FTN) policy. Staff Recommendation – Review the updated FTN Policy.

Background – The Pima Association of Governments (PAG) approved the contract with Jarett Walker and Associated (JWA) on 12/11/14, and completed a regional transit visioning exercise titles ‘Framing the Questions’ on 4/23/15. This was intended to provide the framework for the development of a transit vision to be included in their 2045 Regional Mobility and Accessibility Plan (RMAP).

The ‘Transit Choices Workshop Report’ was conducted with the goal of collecting input from a variety of stakeholders and members of the public, and completed on 6/11/15. Participants took part in three primary activities that included - answering transit specific questions using silent polling devices, playing a transit planning game with a fictional city to learn basic concepts of transit planning, and lastly performing the same transit planning activity using the City of Tucson. The primary outcomes of the session were a prioritized list of future frequent network improvements, a set of potential study corridors for future High Capacity Transit investment and several study areas for future coverage expansion. Present Consideration – The JWA ‘Transit Choices Workshop Report’ includes a prioritized list of future frequent network improvements. The prioritized list developed by JWA is based on the information that was collected in the stakeholder workshop that was evaluated based on five criteria:

1. Stakeholder Prevalence – Did many stakeholders agree on a particular segment on their maps?

2. Development and Street Pattern – Is there density? Does the street network allow easy access to people?

3. Current Ridership – Is there already strong ridership on existing service or corridors? 4. Network Continuity – Is the segment important to the usefulness of the network? 5. Major Destinations – Does the segment provide service to a major regional destination?

July 13, 2015 Transit Task Force (TTF) members asked staff to bring the item back to the table for discussion to evaluate the routes included in the prioritized list of FTN improvements and their ranking in greater detail. Also the TTF has indicated a discussion around policies for frequent network routes once they are identified and implemented. November 9, 2015 At this TTF meeting it was indicated the TTF would like to discuss potential FTN policies prior to the evaluation and reprioritization of the identified FTN prioritized list.

January 11, 2016 During this TTF meeting staff presented the goal to create a new policy that will establish minimum criteria for the FTN through three objectives:

1. Define Service Requirements. 2. Identify Performance Measures. 3. Determine Requirements to Change FTN.

Examples of other FTN’s were presented to illustrate how these objectives were met within other transit systems. The TTF requested staff provide a matrix outlining current ridership data and operating schedules to better illustrate how the Sun Tran bus system is operated now. Task Force members Suzanne Schafer and Eugene Caywood also presented their goals, objectives, discussion points and possible approach to a FTN to the TTF and staff. February 8, 2016 Task Force members instructed staff to draft a policy for Objective #1 (Service Requirements), to be brought back for comment during the next meeting. March 7, 2016 A draft policy on the three FTN objectives was presented to the Task Force. Members gave feedback on each policy objective. Future FTN priorities we also discussed, and will be included in as a separate agenda item going forward. November 7, 2016 The TTF unanimously voted to establish the FTN policy. City of Tucson Frequent Transit Network Policy

Adopted by the Tucson Transit Task Force on November 7, 2016

Please Note: Yellow Highlights are changes to the FTN after the 11/7/16 adoption, and need to be reviewed / approved by the TTF at the 2/6/17 meeting.

A. The Purpose of a Frequent Transit Network (FTN) Policy is to support the long-termgoal of developing and maintaining a frequent service grid as a basis for providinghigh quality transit services in the densely populated areas of Tucson where transitdemand is strong.1. A FTN in the densely populated areas makes most efficient use of the

community’s resources by making transit a truly viable option for a large portionof the population.

2. The first phase of the FTN allows for the riders to experience the enhanced transitopportunity, and then support its future improvement and growth. Routescurrently in the FTN must remain at FTN service levels for a minimum for fouryears in order for the network’s full impact on land use and therefore on transitdemand to unfold.

3. New routes may be added if they meet the criteria listed in Appendix D. Routesmay be considered for inclusion based on other factors such as increased densityin underserved areas or the need to improve connections between existing FTNroutes.

B. Criteria for Routes within the FTN.1. To qualify for inclusion in the FTN based current performance, a route must meet

the following Performance Measures:a. The route has had a regular occurrence and/or consistent overcrowding

throughout the day on weekdays.b.The route runs on a corridor of the city with at least one of the following

characteristics:1. High traffic volumes that exceed 20,000 vehicles : Source: PAG

3. The route serves major employers or employment centers with an employee density of:_______

c. Transit infrastructure is currently in place or able to be built. 1. Transit infrastructure is defined as:

a. Pedestrian infrastructure; which refers to the pedestrians ability to access the stop by sidewalk and the City of Tucson's willingness or ability to acquire right of way if necessary so that customers have physical access to and from the bus stop.

b. Bus infrastructure; which refers to the Bus having sufficient space to turn around if necessary, and/or adequate layover facilities at the end of the route.

d.The route has a grade of at least “M” in 3 of 5 “Performance Indicators” described in Appendix D & E.

2. Requirements and process for changes to the FTN a. All routes are to be reviewed annually according to Performance Indicators

listed in Appendix E. b.Routes Graded with “M” or better in 3 of 5 Performance Indicators are

deemed to be meeting expectations. c. Routes not meeting expectations will be considered “under review” and will

be given three years to meet expectations. 1. After three years of not meeting expectations, routes will either be

augmented to improve the route or extended one more year. 2. If still failing to meet FTN expectations after four years, the route may

be augmented in frequency to reflect demand. d.Routes not currently in the FTN can transition to the FTN after the annual

review if they meet the required criteria.

C. Public Outreach for the FTN. 1. The current FTN will be marketed to the public as the routes that meet or exceed

the following service objectives: a. Frequency: Interval of 15 minutes or less between buses. b.Hours of Service: 6:00 a.m. to 6:00 p.m. Monday through Friday.

Note: Routes in the FTN may operate at varying frequencies outside the

6 am to 6 pm hours of service and on weekends.

Appendix A: Criteria for Expanding Frequency and Span

The objective of the FTN is to create a cost-effective, high-ridership fixed-route transit network by improving frequency and span of service. Analysis of the current FTN (Appendix B) reveals how FTN routes can be viewed in three different tiers, based on the following features, and how incremental improvements can be made:

1. Weekday daytime service: Features 1 & 2.

2. Weekday evening service; Feature 3 & 4.

3. Saturday daytime service: Features 5, 6 & 7.

4. Saturday evening service: Features 8, 9 & 10.

5. Sunday daytime service: Features 11, 12 & 13.

6. Sunday evening service: Features 14, 15 & 16.

In the interest of developing the overall utility of the routes in the FTN and thus of the whole transit network, evening and weekend service is emphasized alongside Monday through Friday daytime frequency in defining the tiers of frequent service.

This approach leaves room to upgrade a route within the FTN by improving its evening or weekend frequency or span, as well as to expand the FTN, either by upgrading existing routes to FTN status or by extending the FTN service level area covered by existing FTN routes.

Appendix C: FTN Tier Levels and Features Explained

1. Tier One FTN route offers the following service level: a. Weekday frequency of 15 min or better from at least 6:00 am to 6:00 pm; 30

min or better from 5:00 am. b. Weekday evening frequency of 30 min or better until midnight (i.e., two

scheduled bus runs in the 11:00 pm hour). c. Saturday frequency of 15 min or better from at least 8:00 am to 5:00 pm (i.e.,

four scheduled bus runs in the 4:00 pm hour); 30 min or better from at least 6:00 am to 8:00 pm.

d. Sunday frequency of 20 min or better from at least 8:00 am to 5:00 pm (i.e., three scheduled bus runs in the 6:00 pm hour); 30 min or better from at least 6:00 am to 8:00 pm.

Currently the criteria for Tier One are met or exceeded by Routes 8 (Broadway), 16 (Oracle/Ina), 18 (S. 6th Avenue), and 700 (Sun Link Streetcar).

2. Tier Two FTN route offers the following service level: a. Weekday frequency of 15 min or better from at least 6:00 am to 6:00 pm b. Weekday evening frequency of 30 min or better until at least 7:00 pm.

Saturday frequency of 30 min or better from at least 6:00 am to 8:00 pm. c. Sunday frequency of 30 min or better from at least 7:00 am to 8:00 pm.

Currently the criteria for Tier Two are met or exceeded by Routes 4 (Speedway), 11 (Alvernon), and 12 (10th/12th Avenue) in addition to the Tier One routes.

3. Tier Three FTN route offers the following service level, which is the minimum service level for inclusion in the Frequent Transit Network:

a. Weekday frequency of 15 min or better from at least 6:00 am to 6:00 pm; 30 min or better until at least 7:00 pm.

Item 7: Five Year Strategic Plan Update Issue – Staff will update the Transit Task Force on the Five Year Strategic Plan. Staff Recommendation – None. This is an information item.

Background – Staff was tasked with developing a Five Year Strategic Transit Plan. The purpose of the plan was developed to provide a roadmap for Mayor and Council and City Staff and provides the means to evaluate the performance of the system, determine the direction the community wants to move in the future and outline a process to achieve set objectives.

The Five Year Strategic plan was drafted by Sun Tran/Sun Van staff and presented, reviewed and revised by the Transit Task Force. It was presented to the City Council in November of 2012, suggestions taken and plan revised in January of 2013.
