How will the Federal Budget impact you and your business?

In a much anticipated Federal Budget for a variety of reasons, small businesses with turnover less than $10 million are the big winners from the Budget, which is designed to stimulate Australians to work, invest and save.

At a time when the Federal Government is looking at tax reform, it was announced the company tax rate will reduce from 30 per cent to 27.5 per cent for all companies with an annual aggregated turnover of less $10 million from 1 July 2016. Currently for incorporated small businesses with turnover less than $2 million, the corporate tax rate is 28.5 per cent.

Lowering the small business corporate tax rate to 27.5 per cent, coupled with an increase in the

threshold to $10 million will deliver cash flow benefits. As over 90 per cent of South Australian small businesses come under the threshold, this will have a significant impact.

The benefits not only include the reduction in the corporate tax rate, but lifting the threshold from 1 July 2016 also has an impact on businesses claiming an immediate tax deduction for depreciable asset purchases costing less than $20,000 until 30 June 2017. This is designed to encourage businesses to increase the level of capital expenditure spend.

Other benefits include simplified trading stock rules; a simplified method of paying PAYG instalments calculated by the Australian Taxation Office; option to account for GST on a cash basis; and other tax concessions currently available to small businesses who turnover less than $2 million.

Thankfully individual taxpayers have not been targeted with tax increases, and middle income earners have been provided some modest tax relief designed to address ‘bracket creep’ with a small change in the second-highest marginal tax bracket from $80,000 to $87,000.

This is a band aid measure as PwC research shows that in just five years’ time, bracket creep – inflation moving incomes into higher marginal tax brackets – will cost Australian taxpayers $45 billion through higher

income taxes if there are no changes to the tax system.

High income earners will be most impacted by changes to superannuation. For many years there has been speculation that changes to the superannuation system will occur, targeting those with high income and high balances in terms of their ability to access to superannuation tax concessions and shield their wealth in a low tax environment. For those on lower incomes, measures were announced to incentivize and help bolster superannuation savings.

With effect from 1 July 2017, concessional contributions (i.e. contributions which come from pre-tax income) are to be reduced to $25,000 per annum. Whilst this measure reduces the ability of people to grow retirement savings, those who have superannuation balances less than $500,000 will be able to carry forward ‘unused cap amounts’ to allow a catch up in contributions.

Four design aspects for integrating your new online technology

Once you decide on which online technology that you will implement, it is time to design the integration of your new online technology. This is best done through a project management approach where someone in charge of the integration process.

Consider these four design aspect for integrating your new online technology:

1. Which implementation strategy will you use?The integration of online technology requires careful consideration of how best to implement it so there are no interrupts or loss of data, and to ensure key stakeholders are fully informed and trained. There are four implement strategies: through Piloting, Parallel rollout, Phased rollout or by Direct changeover.

2. What policies and procedures are needed?Concurrently, an investigation of the policies and procedures to support the effective implementation and use of the new online technology is very important. This is best done by writing and sharing the policies and procedures using a collaborative writing system such as Google Docs (inside Google Drive).

3. What skills are needed? When considering the skills needed to effectively use the new online technology it is best to take a workforce development mindset. This involves: identifying the skills needed; mapping these skills against current skill levels; then determining how these skill gaps will be addressed.

4. What ongoing management and maintenance is required?Like any technology, ongoing management and maintenance is an important part of its success. This is done by regularly reviewing the effectiveness of the new online technology through system checks and reviews. Assigning a person/team to be accountable for the management and maintenance of the new technology will ensure it is always fully functional and utilised.

Designing the integration of a new online technology can make or break its success, so to ensure that your investment into the new online technology is fully realised, take the time to do this stage well.

Joe is one of Australia’s top stand up comedians, known for his portrayal of his Italian heritage and the hilarious situations as he grew up in suburban Australia.
