The North Texas area is on the verge of being above normal for rainfall in 2015. The area looks great with abundant ground water and vegetation. I heard this week that wheat harvest could be at a record pace, with some fields yielding 60 bushels an acre. It is awesome to be able to see positive things happening again. However we still need as much rain as possible to help our reservoirs gain capacity for the summer but are surely grateful for the rain we have received. April has been a busy month starting with the monthly General Membership meeting. The WFISD Superintendent Dr. Frossard spoke on the pending bond election coming up May 9th. Bill Franklin & Kevin Goldstein representing the School Board were present for a question & answer session following Dr. Frossard’s presentation. The primary issues are expansion & updating junior high facilities and construction of a Career Technology Center to address the demand for a skilled work force. The North Texas Home Builders Association’s Board of Directors voted in their monthly Board meeting to endorse the bond proposal. April also brought the 1st fund raiser for the newly created Young Professionals Council with a Texas Hold-Em Poker Tournament. It was a great success and everyone had a fantastic evening. Those who attended the event enjoyed it so much they are already looking forward to participating again in the near future. April 23rd at the NTHBA office a seminar was held by Jackie Hoegger Communications giving insight regarding social media and Facebook. Approximately 15 people attended. A lot of great information was given and the Publications Committee will now move forward to advance the NTHBA’s Facebook page.

The Parade of Homes is scheduled to begin June 6th and run through June 14th with a Kick-Off lunch on June 5th. Family Night is going to be May 7th at Rick Party Barn off FM 369 (3136 Arena Rd). Please don’t forget to vote on May 9thand continue to PRAY FOR RAIN!

The NTHBA newly assembled Young Professionals Council hosted their first fundraiser on April 16, 2015. After several months of discussion and planning it finally came together. Felix Castillo of ABC Supply graciously used his clout, his father, to procure a fantastic location to hold the Texas Hold-Em Poker Tournament at the PPG ERA Building off Bacon Switch Road. This is quite a facility! Kolter Lukert with Guarantee Title Company was greatly surprised when he just happened on being at the right place at the right time. After having the opportunity to do business with Jerry Lilly, Owner of STEELHOUSE Private Club, in conversation, mentioned the NTHBA Young Professionals Poker Tournament and to no avail Jerry just happened to be a professional Poker Dealer. Jerry volunteered to direct the tournament as well as provide poker chips, cards and a table for the final hands of the tournament. We couldn’t have been more blessed. Jerry didn’t stop there in his years of experience he thought ahead and donated a nice prize the 1st player out and another awesome prize to be given to the 3rd place

winner along with the buy-in for the next tournament initially agreed on. StrucSure Home Warranty donated $300.00 for the 1st Place Winner; Brian Hooker donated a $100.00 Gift Card to Message Envy Spa for the 2nd Place Winner.

After a long day of scurrying to and fro picking up supplies, furniture and setting up tables, YP Chairman Steven Hinson, Co-Chair Eric Nelson and EVP Teri Gibson opened the doors to 22 players who participated in the

tournament. There were several 20 minute flights with antes going up each flight and a couple of breaks in the 3.5 hour poker session. Many enjoyed snacks of pizza, cookies, chips and salsa, Cheetos and trial mix. Soda pops were provided but attendees were also aloud to bring beverages of their choice. There was a lot of laughter, high fives, oh no’s but most of all a great evening of fun. Many of the players were already asking when the next tournament will be. David Shoop of Texas Termite & Pest Control won 1st Place Winner, Eric Nelson of Guarantee Title Company won 2nd Place, Brian Waggoner of Waggoner Carpet One took 3rd place and Steve Lane of Steve Lane Construction won the first person out prize. A Big Thank You to all who participated and helped to make this fund raiser a success. We also want to thank the Young Professionals for being such an active part of the North Texas Home Builders Association. If you did not get the opportunity to attend and would like to, the Young Professionals will be hosting another tournament later in the year. Feel free to call or email Teri at the NTHBA office and we will be happy to put you on a list to be contacted.

The North Texas Home Builders Association learned about the upcoming $59.5 million school bond election during the April Membership Luncheon held Thursday, April 2, at the Kemp Center for the Arts.Dr. John Frossard, superintendent of the Wichita Falls Independent School District, gave a detailed explanation and then, along with school board members Kevin Goldstein and Bill Franklin, answered questions. Dr. Frossard opened by reviewing last year’s failed $125 million bond election. He then stated the differences in this year’s proposal. He discussed the projects to be covered by the bond and the estimated economic and tax impact. The upcoming bond election includes $35.75 million for a new Career and Technical Education Center, $25 million for junior high school additions and renovations, $500,000 for safety and security enhancements, $500,000 for technology infrastructure, and $1.75 million for Memorial Stadium parking and restroom improvements. The total proposal is for $63.5 million in improvements and new construction with $4 million committed from the WFISD fund balance.Dr. Frossard said the Career and Technical Education Center would help meet the Texas House Bill 5 endorsements. He also said it would help provide students with the necessary tools for careers after high school as well as for those planning to attend college.

Among the potential offerings are Hospitality and Tourism courses such as restaurant management, culinary arts, and practicum in culinary arts; Public Service courses including medical sciences and educational aide; Business and Industry courses such as graphic design, animation, machining, and accounting/finance; S.T.E.M. courses including networking, biotechnology, and aerospace technician; Law, Public Safety and Corrections with courses such as law enforcement I, court systems and practices, and correctional services; Public Service including paralegal and court reporting courses; and Business and Industry with courses in plumbing, H.V.A.C., and water operations through environmental science. The local economic impact is estimated at $89.7 million including $33.4 million in labor costs. State and local taxes should benefit by more than $2 million. He also estimated that more than 900 new jobs will be created with the construction from the bond. The estimated tax increase for a homeowner with a $100,000 home is estimated at just $7 per month. He noted that upon passage of the bond, WFISD’s tax rate of $1.22 will continue to be the lowest of any district in Wichita County. Dr. Frossard said the improvements at Memorial Stadium are needed because of the more than 2,000 events held each

year at the sports complex. "I hear the most complaints from people about the potholes in the stadium parking area." In speaking in favor of the bond, school board member Bill Franklin reminded the gathering that he was against the last bond. "I didn’t think it was the right bond. This is the right bond!" Board member Kevin Goldstein said, "This is a common sense approach based on what the students need." Also speaking in favor of the bond was Wichita Falls Chamber of Commerce & Industry President Henry Florshiem. He noted that in a survey of Chamber members following the previous bond election, building a Career and Technical Education Center was the members’ biggest priority. "Attracting industry to our area has changed in the past 20 years. No longer is it about how much money you are offering. Now companies want to know if this is a place where you want to live and if we can grow our own labor force. This bond is a way to do that." Dr. Frossard said the Career and Technical Education Center would be run much like a business. "Besides the many classes, we will be teaching the students the soft skills they need to be successful in the workforce." He also said the center is not just for students not planning on going to college. "It will offer college and career readiness planning." He added that a WFISD partnership with Midwestern State University guarantees scholarships for WFISD graduates. Additionally, last year WFISD graduates earned almost $10 million in scholarships to various universities. All three board members stressed that using local contractors for the construction work would be a priority. As for the future, Dr. Frossard said WFISD has learned from last year’s bond defeat and, instead of offering an infrequent large bond package, would be offering smaller bonds every five to seven years to cover needed construction and growth. Approximately 75 persons attended the luncheon that was catered by The Traveling Bistro.

For the month of April 2015, there were 3 permits pulled in the City of Wichita Falls. 2 were from NTHBA Builder Members and 1 was by owner. The total of permits pulled in the City of Wichita Falls for New Home Construction to date is 15.

Note: This is not the total of homes being built in Wichita County. We do not have a way of knowing how many are being built in the outer areas were builders are not required to pull permits.
