Between the staff and our volunteers, NASSCO has already had a busy year.

The PACP update to version 7.0 is still

underway, but it has been completely reviewed by a subcommittee of the Infrastructure Assessment Committee. It is amazing the detail and time it takes to make sure the final product is perfect. Thank you to the volunteers and staff who have been working so hard on this project.

The new website is also still in progress and won’t be released until we are sure it is functioning properly. Just when we think it’s done, we find a way to improve it so that visitors to the site have the best experience possible. When it is released, it will be very easy for our members and potential new members to navigate and obtain the information they need.

Our active committees have continued working towards their objectives since meeting during the annual conference in San Diego, CA just a few months ago. For example, the Manhole Rehab committee was tasked with developing and presenting a NASSCO/WEF webinar entitled Manhole Rehabilitation: Techs & Specs. The webinar was presented on April 2nd. Go to NASSCO’s homepage, nassco.org, to view it.

The webinars, that we coordinate through WEF and our committees, are a great example of how we continue to build relationships with other associations. We’ve collaborated with WEF on two other webinars which are also available on our

homepage. We’ve received very positive feedback on each of these webinars. Below is a list of those we’ve completed so far:

Our training programs, the Pipeline Assessment & Certification Program as well as the Inspector Training & Certification, continue to exceed our expectations. Our dedicated trainers continue to travel where they are needed (including South America), so if you don’t find a class on the current schedule that works for you, please contact the NASSCO office.

Although we are busy with current projects, we are still discussing new objective to improve the association and the services we can provide the industry. This would not be possible if it were not for the hard work of the staff, members and volunteers. Thank you!

NASSCO has been busy over the past few months! We were well represented at the WEF Collections conference at the Baltimore Convention Center in March. Gerry Muenchmeyer, our Technical Director, developed an outstanding CIPP workshop for the conference, which was filled to capacity. Workshop speakers included Gerry Muenchmeyer, Ed Kampbell, Kaleel Rahaim, and Lynn Osborn. When asked, every workshop attendee agreed that CIPP design training was needed in the industry. The conference also included the Sewer History Exhibit, which was sponsored in part by the Chesapeake Water Environment Association (CWEA). As mentioned in the last newsletter, the exhibit will return to Baltimore permanently after WEFTEC in October.

On April 1st, NASSCO was invited to attend the Congressional Fly-In hosted by AWWA. During our many meetings with our elected officials and their staffs, I learned of a proposal called the “Partnership to Build America Act”, which is designed to finance $750 billion in infrastructure while providing businesses a one-time tax incentive to “repatriate”, or bring back to the United States, approximately four times that amount. If these businesses have an adequate incentive to “repatriate” their money by reducing their U.S. tax burden, then this money would be brought into the U.S. market where it belongs, with a portion used to purchase infrastructure bonds. There is bipartisan support for this proposal, and I believe it can provide another useful funding tool for utility providers to rehabilitate buried infrastructure. Look for details in NASSCO’s article in the June edition of Water Utility Infrastructure Management (UIM) magazine.

The Manhole Rehab Committee presented NASSCO’s 3rd WEF Webcast on April 2nd. Thank you to Avanti International and Parson Environmental for sponsoring the webcast, and to all the speakers for their time and effort. The Webcast drew over 1,200 participants from 20 different countries to hear about manhole assessment,

rehabilitation technologies, specifications, and inspection. By all accounts, it was extremely successful. Our next WEF Webcast is scheduled for December 10th, when the International Pipe Bursting Association (IPBA), will present pipe bursting.

May is also a busy month. First, we are off to the NJWEA conference in Atlantic City followed by a trip to Medellin, Colombia to speak at the ICTIS bi-annual conference. Next on the tour is a stop in Charleston, SC for a WEF House of Delegates meeting and WEFMAX. After that is a trip to Rockport, ME to meet with NEWEA, to audit a PACP class as well as promote PACP in New England. As always, Heather and the rest of the staff will hold down the fort while I’m gone.

Finally, since the last NASSCO Times, Gerry Muenchmeyer was officially named as the Trenchless Technology Person of the Year at the No-Dig conference in April. This is a great honor, and for those of you who know Gerry, you will agree that it is well deserved. Over the past several months, I have heard myself during meetings stating that NASSCO is where you will find the leading experts in the industry. Gerry epitomizes that sentiment. He is not only extremely knowledgeable, but he goes above and beyond in virtually every task put before him. We can only hope that his vast knowledge and admirable work ethic will rub off on all of us.

Member Service- Technical InquiriesOne of the services provided by NASSCO, to its membership and students completing the Inspector Training and Certification Program, is technical support for pipeline rehabilitation. The NASSCO Technical staff

continually reviews these requests and provides written recommendations.

Inspector Training & Certification Program for CIPPOver 1300 professionals have been trained as CIPP inspectors in the U.S and Canada. To assure that the delivered product has both the design life and service life expected requires a certified inspector on the job site, during CIPP installations. The inspector is trained on the key inspection requirements, during construction, that will ensure that a quality product has been installed.

EPA in their document entitled “Quality Assurance and Quality Control Practices for Rehabilitation of Sewer and Water Mains” states, “Better trained construction observers and the proper allocation of their time to monitor the installation process are key elements of a good QA/QC program”.

All training programs are listed on the website www.nassco.org together with their respective trainers.

Inspector Training & Certification Program for Pipe Bursting SewersThis program is still in the development stages. With several other programs having a priority, this program is scheduled to be completed later in 2014. We are looking for some additional pipe bursting professionals that would be available to become trainers after the program is launched. Once the draft program is complete, a peer review group will be selected, consisting of IPBA members and any other NASSCO members who wish to participate in the review process. Then a BETA presentation will be scheduled sometime later in 2014, before the program is launched.

Inspector Training & Certification Program for Manhole Rehabilitation TechnologiesEffective manhole rehabilitation may include a variety of different technologies. The expected life and effectiveness of the applied product is directly related to correct product selection by the owner/engineer and inspection of the host structure before, during and after application of the specified material by a trained inspector. The NASSCO Inspector Training & Certification Program for Manhole Rehabilitation (ITCP-MR) includes detailed chapters such as, Manhole Defects - Rehabilitation Requirements, Manhole Preparation, Quality Assurance and Testing Methods, Replacement and Rehabilitation Technologies and a chapter on specifications entitled “The Inspector’s Project Instructions”.

The program is intended to provide an owner, engineer or inspector with sufficient knowledge to inspect and verify when a product has been applied correctly. There are a number of excellent products available for manhole rehabilitation. Scheduled courses are listed on the NASSCO website.

2015 NASSCO Annual Conference Technical Day Member Participations Each year, at NASSCO’s Annual Conference, there is a day reserverd for technical discussions and presentations. In 2015, we will be looking to feature presentations from NASSCO committees that wish to highlight projects that are of interest to the membership. Abstracts are due by the end of June this year for consideration. The 2015 technical program is scheduled for February 13, 2015.

Other NASSCO Member Participation ProgramsAdditional educational programs include UCT tracks delivered thorugh active committees as well as the Rehabzone, which is scheduled for January 27-29, 2015. NASSCO Education Day, at the Pumper and Cleaner Show, includes topics of intested and is scheduled for Monday February, 2015.

Industry Standards CommitteeMarilyn Shepard, Chair Person

This is my first opportunity as Chairperson of the Industry Standards Committee to update our Membership on activities of the committee. Last year, under the leadership of Jerry Weimer, City of Cincinnati, the committee we very busy completing a Small Diameter Cleaning Standard including a Sample Cleaning Project Bid Sheet which can be used to calculate cost of a cleaning project, and a Sample Cleaning Specification which can be modified, like the Sample Contract Template, also completed by this Committee, to meet the requirements of the specific Utility needs.

At our next meeting, May 9, 2014 we intend to begin work on a specification for cleaning large diameter pipe, and a CCTV Inspection specification. Joe Schotthoefer will take the helm in leading a sub-committee on the Large Diameter Cleaning Specification. I will take the lead on the CCTV Standard Specification.

I look forward to making as much progress with this committee, this year, as was accomplished last year under Jerry’s leadership. Thanks, Jerry for setting a good example, although a tough “act” to follow!

Lateral Committee Dean Monk, Chair Person

My initial Meeting as chair person was February 13th, 2014.The meeting covered this year’s primary goals and attendance was very strong.

Goals:1. Re-draft the overview document2. Setup speakers on behalf of the lateral committee at various conferences3. Establish target dates for articles and push for new articles4. Coordinate with IPBA lateral committee5. Create a cheat sheet to streamline processing case studies and articles for publication

Overview documents were sent to the committee on March 10th, 2014 for review

The Lateral Committee held a conference call on April 1, 2014 to discuss goals and the overview document. The committee established a deadline for May 1 for comments related to updating the overview document with a goal to have the updated overview document completed by July 1, 2014.

Manhole Rehab Committee Tim Back, Chair Person

The manhole rehabilitation committee recently conducted a NASSCO sponsored WEF webinar which broke the record for attendance. Several manhole rehabilitation committee members participated as speakers. Some of the topics covered were assessment, technologies, new specifications and inspection. The committee is also working on the condition grading and scoring for integration into the new PACP/MACP version.

Scholarship Committee Brad Dutruch, Chair Person

NASSCO understands the importance of investing in the future of our industry. In the last 13 years, NASSCO has given $44,500.00 in scholarships to individuals studying for careers in our industry. I encourage every member organization to share this information with their staff in order to spread the word about this opportunity. NASSCO offers two scholarships:

The Jeffrey D. Ralston Memorial Scholarship, which is available to a currently enrolled college student who is a relative or dependent of an active NASSCO member or has worked actively in the industry and is sponsored by an active NASSCO member.

The PACP scholarship is available to an applicant that is active in the industry and sponsored by an active Nassco member.

The International Pipe Bursting Association (IPBA) met at NASTT’s No-Dig Show in Orlando, FL on April 14, 2014. The Executive Board met to discuss and refine short and long term goals for IPBA’s six working committees. These include the Marketing, Membership, Education, Specification, Government Affairs, and newly formed Lateral Pipe Bursting committees.

Our Marketing committee continues to manage our web site www.ipbaonline.org featuring Guidelines for Pipe Bursting, Specifications, Processes, Events, Articles, and Presentations from various Trade Show Educational Sessions. The Membership Committee is working on plans to offer added value for membership to attract new members to IPBA. As part of our continued commitment to Education, our Education Committee has started designing an IPBA sponsored two day Pipe Bursting Session at UCT 2015 Houston, TX. Our Specifications

committee is working to finalize a Water Main Pipe Bursting Specification while the Government Affairs Committee works at gaining ground to work with regulations associated with pipe bursting of Asbestos Cement Pipe. The newly formed Lateral pipe bursting committee is working development of a lateral Pipe Bursting Guidelines.

NASSCO and IPBA will be teaming up for a WEF webinar in December of this year providing an educational session and expert panel on Pipe Bursting.

Industry NewsHarold Kosova, a true pioneer in the industry, retires after 54 years.

Unless you are really new in our industry, you probably have met him or, at the very least, have heard his name. Harold Kosova, president of National Power Rodding Corp., Chicago, IL, has been an integral part of the Carylon

Corporation’s nationwide network of companies for more than 54 years.

His commitment and relentless pursuit of finding ways to do things faster, cheaper, and more importantly, better, led him in the 1960’s to pioneer two major services that revolutionized the wastewater maintenance industry and are still in use today.
