FROM YOUR BOARD PRESIDENT
After much pontification, rumination and discus-sion we have finally settled
on the flooring material for the Club-house and considering the constant use it gets the decision was the right one. The newly formed Ad Hoc committee will research and decide on the brand and type (tile vs. roll), come up with a viable suggestion to the board. Virtually every person that I polled personally opted for hard flooring. Last month I discussed that we will be enforcing the “members not in good standing rule”. It is gratifying that the outstanding accounts (some as old as 3 and 4 years, yes even 6 years) are finally settling and / or making attempts to bring their out-standing dues current. Ken Hoffer tells me that over $50,000.00 in out-standing dues have been committed, or have been collected. The board’s decision to support and enforce the long existing rule of “members not in good standing” was a wise one and has brought forth these gratify-ing results. Based on those results, I would hope that future boards con-tinue on this aggressive path. At my insistence Ken has devised several payment plans to make it easier for members to maintain their current good standing – he already has sent those payment options in an email to members. Those of you that do not have email capability and need a bet-ter way to pay your dues instead of a
lump sum, which really comes at a difficult time at Christmas, and want to find out what these options are, please get in touch with the office. We have settled on a contractor for the guard gate and I have been asked several times why we are fixing the gate. Some years ago the gate was rebuilt and since it was not compliant within the then existing ADA rules the county insisted that we indemnify them against any future lawsuits for non-compliance - and - the Village signed the indemnify statement. What it means is that the county is off the hook should we ever get sued over non-compliance issues. Our insurance company was made aware of this when I discovered this in our files. However should the ADA ever inspect the building and we are found non-compliant - the fines can become substantial and rarely do they lose in court. The contrary to popular belief our entrance is not private and the county has always designated it as a commercial en-trance, therefore it is prudent on our part to ensure the building and its facilities are up to current code and the required permits are on file.

The new camera in the marina is working and really state of the art. The board and I made certain, when we agreed with the Marina Committee to install this system, to have enough power to cover the whole village should we so desire this in the future. Additional coverage can then be obtained for just the cost of additional cameras. Testing is still going on in the marina and will be completed by the end of this month. They tell me that the detail is astounding. Please remember to vote and vote wisely – a lot is at stake….. Peter Winterfeld, Board President

Regular Meeting: The Social Club meets at 1:00pm on the 2nd Monday of every month at the Clubhouse. You are invited to attend our next meeting on May 14th.
Come join us for coffee, help plan activities for the sum-mer, sign up for a third Breakfast team, and elect the new officers for 2012-13. If you have any questions regarding the Social Club, please contact one of the Co-Chairs: Sandi Schoenherr at 393-4601 or Melanie Shearer at 393-3774. Reminder: Social Club dues will be due June 30th. The dues are $10 for singles and $15 per family. Be sure to get your dues paid in time for your name to be included in the Social Club Directory.
Easter Egg Hunt: Ap-proximately 100 children enjoyed the annual Easter Egg Hunt at the Clubhouse on April 7th. Many BBV Easter bunnies helped make this event possible for our kids. A special thanks to Heather Rossfeld for help-
ing out, once again. Heather and John have “retired” from their role as BBVCC Kid’s Activity Coordinators. Watch for a special flyer regarding the search for new Kids Activity Coordinator(s) in the June Bulletin. Free Plant Exchange: At least the weather was some-what warmer this year for the free plant exchange and having it on the new patio at the Clubhouse was great. Thank you to all who shared their plants and came to the exchange. Social Club Breakfast: Please join us for breakfast on May 5th from 8:00am to 10:00am at the Clubhouse. A wonderful breakfast of biscuits and gravy, scrambled eggs, pancakes, fruit, sweet rolls, juice, hot chocolate, coffee and tea will be served. The cost is $5 for adults and $2.50 for kids 12 and under. Bring a few items for the Food Bank Basket to share with those in need. A huge thanks to the 70 plus people who came to the April breakfast! New this year: The Social Club will be serving breakfast in June and July so please mark your calendars now. We also have a good supply of medical equipment such as crutches, electric scooter, wheel chairs, shower chairs, walkers, toilet risers, etc. There is a folding wheel chair ramp now available for short term loan. On March 31st the Blaine Coat Guard Auxiliary exam-ined 18 vessels: 12 from the yacht club and 6 from the BBV community at the BBV marina and parking ar-ea. Seven inspections were walk-ups. Thank you to Lyle Shrag and his crew of USCGA Examiners and support personnel: Nancy Kaye, Kathryn Wellington, Andrew Breiteneder and Richard Coons. Also making this great event happen were our own BBVYC volunteers: Chris Doutre, Marion and Ralph Falk, Jim Pirak, Pat Hartung, Don Stewart, and Gary Wilde. If you were un-able to participate and would like to set up an inspection, you may contact USCG Auxiliary Examiner Lyle Schrag at 360-371-7566. Our next Yacht Club event is the Opening Day Ceremo-ny held at the Marina at 12:00 noon on April 28th. All are welcome to come and observe as we pay tribute to mariners and the sea. 2012 Bridge officers will raise the US, Canadian and Washington flags and the BBV Yacht Club burgee. We will follow with a Sail Past of the Com-modore's boat in Birch Bay and BBQ. Very bad weather will move the BBQ to the Clubhouse. They accept dried pet food, which has been opened and may have a recent expiration date, as well as unopened canned food. Old towels, afghans, treats, gently used toys, collars and leashes are always welcomed.
As spring creeps in we’re looking forward to outdoor painting and lot of new scenes to paint. Work on water-color paintings of Birch Bay Village is progressing for the sale this coming summer. Come work with the Art Group – we meet every Tues-day from 12:30pm to 3:30pm at the Clubhouse and we’re very friendly. Mutual encouragement and feedback go with the free coffee and goodies provided. Suggestions for art activities and opportunities are always welcome.

WINE CLUB
In May we are trying a new format for our wine tasting, we are inviting the John and Barb House wine makers from Lost River Winery to come and showcase their wines. They are friends of Shannon’s who thought it would be fun to have them come to Birch Bay Village Wine Club and tell us about their winery in Mazama Washington just over the North Cascade Pass. They have two tasting rooms; one in Winthrop and one at 2003 Western Ave in Seattle. They have a variety of wines from Pinot Gris, white blends, Rosés, Cabs and red blends. We will pick out a nice selection for tasting. John and Barb will tell us about how they got started in the wine business and why they picked Mazama for a loca-tion. We are working on a way for people to order wines that they like. We’ll meet at 7:00pm on Friday, May 18th at the Club-house. The cost is $20/person and you may want to bring your 6 glasses for the wine if you want to compare them. It will not be our usual blind tasting. It is im-portant that you make your reservations as soon as possi-ble so we will know how much wine we need. You can make your reservation by calling Jim Macmillan at 371-2933 or by email at [email protected]. On Friday April 20th we had a great Pizza and Pizza Wine tasting. We did not due our usual blind tasting but we had some great and unique pizzas. Golf Shop Now Has Something for Eve-ryone!: This is the second year for the “Chill Out Café” at the Golf Pro Shop and they are expanding their offering of food items. Chili is a definite and possibly chowder when they find a good recipe. Last year the new look on the inside was very welcome, Stop by and meet the Golf Shop management team, Joe Holdridge and Al Koch.
Duffer’s Golf Scramble: On May 6th (Sunday), come on out for a fun, low-cost round of golf at the annual Duffer’s Scramble. Better yet, take the whole family – the more the merrier – or team up with a buddy. The cost is only $5 per person and green fees are waived! Every-one wins a prize and the food is free! Help kick off the BBV golf season with the best deal around, and make this a day to remember! See the enclosed flyer for addi-tional details. All BBV residents and guests are welcome. New 10-round Golf Card Better Than Ever: The new 10-round golf “punch” card ($120-$170) just became even more attractive to Villagers and their guests. Once a golfer signs in at the Golf Shop to play, gets the card punched, and begins play, that golfer may leave and re-turn to later that same day to play all without incurring an additional punch - one punch, per day, per player using the card! Since multiple players can use the same card to play at the same time, as long as they signed in and the card was punched a number of times corresponding to the players, all players may return later in the day to con-tinue play. The rounds of golf, however, may not span two different days - a new day, a new punch. As the doc-tor says, “a punch a day, keeps the golfer in play!” How great is that? BBV Men’s Golf Club: The BBV Men’s Golf Club offi-cially started on Thursday, April 26th and will continue every Thursday thereafter. Membership costs $50 and that includes your GHIN handicap ($28 value), plus $1 on each day of play. Notify the Golf Shop in advance of your intend to play on a given day and then show up with your ‘A’ game by 8:30am for the 9:00am shotgun start. BBV E-mail Contact List and Website: The Golf Shop is establishing an e-mail contact list to notify BBV golfers of current and upcoming events, alerts, “deals”, and other announcements of general interest. To ensure that you do not miss out on anything, please provide

your e-mail address to the Golf Shop. In addition, a BBV Golf website is under construction. Stay tuned for more information on its development. Sponsored Golf Passes: Do you have a friend who reg-ularly likes to play golf with you at BBV? They may be interested in our Sponsored Golf Pass (SGP). It is priced slightly higher than a single membership but has all the privileges of a member with regard to golf; Men’s Club, Ladies Club, Friday Night Couples, tournaments, and, of course, regular play. Check with the office for applica-tion forms. Renew Your GHIN Status: If your GHIN golf handi-cap status went “inactive” in March, you need to reacti-vate your membership in order to have a golf handicap for upcoming tournaments and Men’s and Ladies’ Club play. If BBV is your “home” club, pay $28 at the Golf Shop to reactivate your GHIN membership. It is now part of the Men’s and Ladies Club membership fee. Eve-ryone will have a handicap! Golfer Reminders: � Call the Golf Shop to guarantee a desired starting
time (371-2026) � Golf Club Member cards are now needed to play the
BBV course � A paid “trail fee” is required whenever using a mo-
torized golf cart on the golf course; purchase a 2012 golf cart trail decal at the BBV Office ($80) or pay a 1-day trail fee ($5)
� When playing 18 holes, be sure to check in at the Golf Shop as you make the turn from the 9th hole before proceeding to the 10th hole
Community reminder: For your own personal safety and course preservation, please be aware that the golf course may not be used for non-golfing activities such as walking, jogging, bicycling, remote-control vehicle opera-tion, kite flying, “sandbox” play, and so on. Thank you for your cooperation. Golf Committee meetings: Golf Committee meetings are scheduled for the 2nd Thursday of each month through October, 2:00pm to 4:00pm. Golf Committee meetings are open to all and your participation and input is welcomed. See you on the tee at BBV!

COMMITTEE OPENINGS
Our potluck theme for April was a huge success. With all those delicious casseroles and salads, no one went away hungry, I hope. We had about 55 people there and half of them stayed to play cards. It was a fun even-ing. Thanks again to all the people who help set up and clean up. You all help to make this evening the success that it is. Our Pizza night in May will still not be pizza. We are planning a Mexican food feast in celebration of Cinco de Mayo. So please bring your favorite Mexican casserole, salad or dessert. Coffee and juice will be available. Bring other drinks as you wish. Everyone is welcome, no res-ervations necessary. We will set up card tables for games after dinner, as usual. MANAGER’S CORNER
Welcome to May. May signifies the beginning of our summer season in the Village. The first weekend of the month is usually the Opening Day ceremonies for the Yacht Club and the Duffer’s Scramble at the Golf Course. This year, the Opening Day ceremonies were the last week of April. Everything else still happens in the merry, merry, month of May. The Pro Shop opens full time, the Duffer’s Scramble is May 6th, the Pool will be opening at the end of the month, flowers are bloom-ing, and the weather will be near perfect (?). Welcome home to all the snow birds who are finding their way back to our lovely playground. There is plenty to do. Check the bulletin for all the normal activities and the special functions going on around the Village in May. With the nicer weather, more people will be out and about on the roads, so drive carefully. Children coming and going to the bus stop, walkers & joggers, bikers, staff cleaning ditches and spraying, and be mind-ful that the Visitor Entry Log is twice the size during the summer as opposed to the winter. Be careful. Be safe. Peter discussed the Front Gate a little in his report. A finalist was finally decided among the bidders to do the work. This was not an easy decision to make, but one that is finally complete after a lot of soul searching and revisions. The next phase will be discussions on when and how to stay within budget constraints. Look for more details as they become available. When you read this, it may have already come to pass that the VIP Group was meeting April 26th (Thursday) at 7:00pm at the Clubhouse to set direction on some pro-jects. One will be to look for volunteers to assist with the Vil-lage Wide Clean-up scheduled for Saturday May 5th from 10:00am to 4:00pm. The $10 price is the same for a car load, a small truck load, or a small utility trailer load. No commercial trucks nor commercial trailers will be accept-ed. Only waste from Village residences and lots will be accepted, so no outside the Village vehicles containing yard waste will be allowed entry that day, even if you have a residence somewhere else outside the Village. No landscaping or yard mowing companies will be allowed
Come on in to the Clubhouse every Tuesday and Thursday morning from 8:00am to 10:00am and join your neighbors for a piping hot cup of cof-fee. It’s the way to great conversation

The following day, Sunday May 6th, is the Duffer’s Scramble at the Golf Course. This may be the best deal available all year. Five ($5) dollars entry fee and no Green’s Fee. The entry fee is paid back in prizes. You will not get a better chance to see the BBV Golf Course than this. Anyone can play. You need not be a Golf Club member. Village members and guests can play. Check out all the improvements to the course, or check out the course for the first time. This is not the Club Championship, but a Duffer’s Tournament for all you duffers like me. Hopefully, the weather will cooper-ate this year. Check the Bulletin for more details, and enjoy. For those who may not play, the Chill Out Café at the Pro Shop offered hot dogs, hamburgers, drinks, and oth-er snacks last year and will be adding items to their menu for this year. Chili and possibly chowder or a ‘soup of the day’ may be added this year. Even if you do not golf, stop by for lunch sometime and see what is available. Roger’s Slough has never looked better. After negotia-tions with the authorities this past year, we were given the opportunity be a partner with Whatcom County Pub-lic Works in maintaining the Slough. With a lot of time, effort, and cost (man power and machinery), your staff and some volunteers worked very hard to prevent some of the flooding issues we have experienced in previous years. BBWARM is working towards a long term solu-tion to this problem. In the meantime, thanks Terry, Jim, Jerry, staff, and ant other volunteers for all the assistance this winter on this project.

June packets: Keep your eyes out for the June packets
coming to your mailbox very soon. If you do not receive
your packet, please contact the office to ensure that all
your information is current and updated. There are six
(6) candidates running this year for three (3) vacancies.
So, your vote is needed! The statements of candidacy
will be in the June packet (please take time to review each
one) along with the ballots; also the 2011 audit, your June
newsletter, the 2012 pool schedule, and the Annual Meet-
ing agenda will be included. Please take time to review
everything in the packet; there is almost always important
updates and rule changes, along with voting documents.
Guest launch and moorage: Guests of BBVCC Mem-
bers (Owners and Renters) may use the launch ramp and
guest dock as long as they are pre-registered with the of-
fice before entering the Village. Members who are not
marina members must acquire a launch gate key with a
refundable $50 deposit. The launch fee for guests is a
round-trip (launch and retrieval) of $10. Boat and Trailer
registration and Liability insurance is also required. Trail-
er parking can be in the launch parking area. Guest dock
use if for three (3) consecutive days. Members are re-
sponsible for the conduct of their guests and the guest’s
compliance with all Marina Rule and Regulations.
Crab moorage: Crab or “seasonal” moorage will be lim-ited to space available and will occur only during crab-bing season as set forth by the State Department of Fish-eries for Area 7, North (wdfw.wa.gov/fishing/shellfish/crab/13/). Launch ramp privileges are included during this period for vessels that have paid the annual marina use fee. All Marina Rules and Regulations, as applicable, apply to seasonal boat users. Seasonal boat moorage privileges terminate at the end of crabbing season of the current year. At end of mandated season boats must va-cate the marina by this date. Marina insurance and trailer storage: The office will
be requiring current liability insurance for all vessels us-
ing the marina facilities (whether for launching, trailer
storage, or moorage). For regular moorage, proof of
$300,000 or more for liability insurance is required; for
launch, trailer storage, and seasonal moorage only proof
of some sort of liability insurance is essential.
BOARD OF DIRECTORS CORNER
The following are a list of motions made during the April 19, 2012 Board meeting. The draft minutes have not been approved; they will be reviewed at the May 17, 2012 Board meeting. Hopefully this will help keep membership informed of actions taken by the Board, and items currently on the agenda. ♦ Motion made by Ken Davidson, seconded by Ralph
Falk and carried to approve items #1 and #2 from the Marina Committees’ “Recommendations to the Board of Directors - Repairs to Birch Bay Village Marina” dated “19 April 2012”. (see April 19, 2012 draft Board meeting minutes). A work session will be scheduled to discuss the other recommended items.
♦ Motion made by Harry Shearer, seconded by Ken Davidson and carried to approve all Clubhouse inte-rior renovations.
♦ Motion made by Ralph Falk, seconded by Harry Shearer and carried to pay the invoice from Dennis Wood of $220.07. This will conclude any further business.
♦ Motion made by Terry Sullivan, seconded by Harry Shearer and carried to form a Clubhouse Flooring Ad Hoc Committee. Committee members will in-clude Sandra Bogen (chairman), Ken Davidson, Melanie Shearer, and Janet Sharp.
♦ Motion made by Ken Davidson, seconded by Terry Sullivan and carried to grant the front gate project to Kaptein Construction. Harry Shearer opposed the motion. Actual work will be discussed in a work session with Mark Kaptein of Kaptein Construction.
♦ Motion made by Terry Sullivan, seconded by Ralph Falk and carried to accept the offer of $55,500 for the BBVCC foreclosed property at 5830 Salish Road.

Saturday, May 5th from 10:00am to 4:00pm volun-teers, along with a couple staff members, will be located at the clubhouse parking lot to collect all your unwanted yard waste (grass clippings; floral trim-
mings; garden trimmings: weeds, leaves, branches; and anything of like). The cost will be $10.00 per vehicle load (no commercial vehicles or trailers). This service is for Village members only, and if you need assistance in haul-ing debris, please contact the office (360) 371-7744. We are currently looking for volunteers who are willing to help at the clubhouse, with unloading and other duties, as well as volunteers who are willing to use their vehicle to pick up yard waste for other members.
