1 That the investigations into suitable operational land for sale continue and recommendations for individual properties be reported to Council.

2 That investigation of potential community land for reclassification and sale proceed in conjunction with the open spaces strategy.

3 That the following parcels of land be listed for sale:

a) Lot 81 DP805382, Lot 39 DP 819591, Lot 132 DP829565, Lot 26 DP844106 and Lot 122 DP1051855 at South West Rocks.

The Group will be established sometime in February/March. The EOIs to prepare the Lower Macleay Flood Study do not close until 19 December 2017.

Terms of Reference reviewed by Executive Leadership Team. Amended draft to be provided to the 10 April 2018 Executive Leadership Team to review.

The group Terms of Reference have been approved by the Executive Team. Expressions of Interest to join the group are currently being sought (closing 29 May 2018).

3 August 2018

Technical Group has formed. Initial meeting was held 5Th July. Next meeting Scheduled for October. Consultant to present findings of preliminary flood model outcomes.

Operating costs were able to be included as part of Council’s contribution, allowing leverage to expand the project scope.

Improved Aircraft Movement Monitoring at Kempsey Airport

That a report be furnished to Council on use of CCTV facilities or other processes at airports in Australia to monitor aircraft movements instead of AVData processing. The report should show whether a change to Kempsey Shire Councils monitoring should be considered.

9 August 2018 An investigation was undertaken into the use of CCTV camera technology to monitor aircraft movements as an alternative to utilising flight recording data only.

The CCTV technology does not capture all aircraft movements as the cameras are located on the taxiways and relies on a combination of CCTV and flight recording data to track all aircraft movements. The current CCTV technology is not refined enough to enable direct runway flight movement capture and therefore is only able to capture low speed aircraft movement via the CCTV cameras on taxiways. Therefore, even with the installation of CCTV Technology, aircraft movements that do not utilse the taxiway, such as touch & go’s or practice approaches, will continue to be detected by flight recording data only.

Based on the above CCTV technology limitations and the significant capital cost associated with the implementation of

the CCTV camera technology, Council does not recommend changing the process at this point in time. Council will continue to monitor the effectiveness of utilising flight recording data and CCTV camera technology for recording aircraft movements and should the situation warrant CCTV in the future will develop a business case to support the upgrade.
