Town of Franklin Master Plan Update November 2009 Summary It is the goal of the Department of Planning and Community Development (DPCD) to complete the 2009/2010 Master Plan update in 12 to 18 months. This process will be completed by developing draft working documents based on required elements, prepared in-house by Town staff through extensive research, data collection and analysis, interdepartmental consultations and a comprehensive public input process. Public input will be obtained throughout the development of the working papers. Upon completion of the draft working papers, a Master Plan Committee (MPC) will be appointed. The draft working papers will be utilized by the MPC to create a draft Master Plan, at which point public hearings will be held to review the draft Master Plan. After a sufficient public review process and incorporation of public comments, the MPC and DPCD will formally present the Master Plan to the Planning Board and Town Council for adoption. The formation of the Master Plan shall consist of the following tasks to be completed through the course of the next 12 to 18 months: Task 1: Research, data collection and analysis, interdepartmental consultations, marketing of Master Plan process, obtain public input and creation of existing conditions statement for each element. Task 2: Development of preliminary draft goals, policy and use of data to form content of working papers for plan elements, goals and policies sections. Task 3: Formation of preliminary draft implementation action items and language for consideration of Master Plan Committee for each plan element and implementation section. Formation of preliminary draft implementation plan. Task 4: Formation of Master Plan Committee. Review of draft working papers of plan elements and formation of draft Master Plan from working papers. Task 5: Public Hearing and comment period to review draft Master Plan. Incorporation of comments received from public review process; formalization of Master Plan. Task 6: Adoption of Master Plan by Planning Board and Town Council. Task 7: Implementation Plan. 1
