GE Masoneilan presents this selection guide to assist our customers with choosing the correct packing to comply with regulatory and internal fugitive emission requirements. Recent years have seen increased attention being paid to fugitive emissions, and generally, valves are one of the major focus areas that customers and the regulatory agencies are concerned about. It is important to understand both the regulatory requirement, as well as the actual service conditions that the valve will be expected to see, in order to select the appropriate configurations. Table 1 highlights the differences in fugitive emission test standards. Most of the fugitive emission qualifications are scoped based on a defined temperature and pressure range. The end-user should ensure that the packing qualification covers the operating range of the valve in service. Tables 2 and 3 in this document outline the pressure-temperature selection guide for GE Masoneilan Packing sets.

It is important to recognize the difference in cycle life expected from on-off and control applications. A review of the standards shows the significant difference in qualification cycles for each application. A control valve that has been through a qualification for ISO-15848 CC3 (100,000 cycles) will require a very different packing configuration than an on-off valve qualified to API-624 (~1,500 cycles). GE Masoneilan has been qualifying its control valve packing to the more stringent ISO and FCI requirements for over 20 years. Another test parameter of consideration is the test media. Helium has begun to be accepted as the primary test media in the control valve industry, while methane has remained a requirement for certain markets (US EPA e.g.). Although several attempts have been made, no equivalency between test media has proven possible. It is clear however that the smaller molecule size of helium combined with an isolated vacuum atmosphere and mass spectrometry, have resulted in the ISO helium test being one of the most stringent in the world.

Fugitive Emission Packing DesignsThe illustration below shows a typical arrangement for low emission packing. The importance of each component is outlined below:

1. Packing Rings – The primary sealing rings of the set. Through management of a “packing stress level”, these rings do the majority of the sealing that we desire from the set. The materials are selected to have a combination of strength and low permeability, while minimizing frictional effects on the moving component.

2. Top & Bottom End Rings – These may also contribute to sealing, but the primary function is to provide a reinforcement and “anti-extrusion” effect for the packing rings.

3. Packing Follower – While the follower also provides extrusion resistance, its primary function is to transfer loading uniformly to the packing set. A spherical mating surface with the packing flange ensures a consistent application of load transmission.

4. Live-loading – Typically a series of springs that may be embedded into a packing flange (as shown), placed on top of the packing flange, or embedded in the packing follower (see L8b design pg. 5). The spring sets provide a constant loading (to provide the packing stress) and maintain that load for a period of time reducing the frequency of manual adjustments. While not called out below, it should be noted that through proper torque applied to the packing nuts, the spring load is generated. Maintenance of this torque is critical to ensuring low leakage rates.

It should also be noted that the valve body-bonnet joint is also a source of emissions. For ISO qualified designs, this joint is tested and part of the qualification.

How to OrderCustomers typically will detail the required low emission packing requirements and specify which standards must be met. Val-SpeQ will be the primary sizing and selection tool in matching application conditions with the right packing set. In addition, it is important to know other factors such as the qualified cycle life and numbers of adjustments performed during qualification, so that proactive maintenance and replacement programs can be implemented to ensure desired emissions conformity. All of the packing sets outlined in this guide can be provided with certificates of conformity that detail the parameters of the qualification testing, as well as the extension of this testing to other sizes and valve types. Below is a sample certification and its “decoding” to help you understand the nomenclature:

Finally, it’s important to know that for full ISO compliance, production tests need to be performed on a percentage of valves shipped. Given the robustness of the designs and rigor of testing processes, this requirement may be waived by the customer and is a good topic to review as the process can add cost and cycle to the order.
