    When information is withheld from the lawful, it only protects the

    unlawful and perpetuates the victimization of those that law

    enforcement failed to protect.

    Therefore those that control information, control the survival of

    others.

    Summary

    While the HPD Keep Houston Safe website is a benefit to the citizens of Houston, its tone does not gain

    the interest of citizens. The rationale is that citizens are not interested in keeping Houston safe because

    this is the function of the city government. However, there are citizens that are seeking ways to keep

    themselves safe especially after becoming a victim.

    Therefore, I believe the tone of the website should change from that of Keeping Houston Safe to

    something as the Citizens Anti-Crime Resource Page. Or have two sites that parallel each other with

    links but modify one of the sites that allows the citizen to believe the site is designed for him or her.

    The above is about marketing and packaging, per se.

    Additionally, all the resources available for the citizens should be without obligation and bias.

    For example I propose that HPD provide The Blue Star Training Guide online for reviewing and or for

    downloaded without obligations that Blue Star certification is a mandate. The Blue Star should also be

    translated into other languages as well. And powerpoint presentations used at the seminars should also be

    available for download by any citizen. However, there should also be a caveat cited regarding the Blue

    Star Certification process.

    Further, I propose that The Masa Guide be available for review online and or download via the HPD

    website along with its translated versions.

    In conclusion, by freely disseminating information to the citizens that will helpf reduce crime and

    victimizations is the goal of everyone, including HPD and the City of Houston.

    Keep Houston Safe

    What is “Keep Houston SAFE?” 

    Keep Houston SAFE is a citywide public safety campaign involving acollaborative partnership between citizens, businesses, and the HoustonPolice Department. The main focus of the campaign is crime preventionand the implementation of proactive enforcement efforts and measuresaimed at the reduction of criminal incidents, rather than responding tothem after they have occurred. Simply, the goal of the Keep HoustonSAFE campaign is to prevent crime.Crime Prevention requires the active cooperation of all members of the community. The Houston Police Department

    is working hard to catch the “bad guys” and put them behind bars, but we are counting on you, the citizens, to worktogether in the fight against crime. In fact, the Houston Police Department believes this team effort is so importantthat it is mentioned in the department’s mission statement, which states in part, that the department will strive toenhance the quality of life in the city of Houston by working cooperatively with the public to prevent crime.

    HOUSTON is a dynamic city with hard-working citizens who want a safe city. We need everyone to becomeinvolved and be energized in their efforts to protect themselves, family, and hard-earned property.

    By pledging and practicing basic crime prevention, citizens will reduce the opportunities criminals look for whentargeting a crime victim. Crime prevention starts with each person, family, and home. If we all do our part to fightcrime and make it as hard as possible for a criminal to identify a crime victim, we are helping to Keep HoustonSAFE.

    The positive result is the reduction of crime and a safer Houston. Take the time to review the crime preventionmaterial provided by the Houston Police Department. Sign the “Keep Houston SAFE” pledge form and become a

     part of the solution. Remember that Crime Prevention starts with you.

    Crime Prevention is the anticipation, recognition, and appraisal of a crime risk and the initiation of some action toremove or reduce it.
