INTRODUCTION Pursuant to Section 9-20B-12 of the State Government Article, the Maryland Energy Administration (MEA) is required to prepare an annual report to the Governor and General Assembly. This report, among other things, describes the expenditures of the Strategic Energy Investment Fund (SEIF); grants awarded; electricity savings estimated; and programs, projects and activities conducted and evaluated. The data in this report demonstrates the achievements Maryland is making towards promoting affordable, secure, and safe energy while maintaining energy independence, sustainability, and reliability. On behalf of the State, MEA implements its charge through innovative and effective policies, programs, technologies, and financing mechanisms using monies from the SEIF. These programs help reduce household bills, address global climate change, create jobs, attract and retain business, and promote energy independence. In addition to MEA directed programs, funds from the SEIF are allocated to a variety of other agencies which also work to achieve energy and climate-related goals. A breakdown of the FY15 SEIF allocation is provided in the pie chart directly below.

The SEIF is comprised of a variety of funding sources. The main source of proceeds is from Regional Greenhouse Gas Initiative (RGGI) auctions. The fund also includes income from the Exelon-Constellation merger settlement (the Offshore Wind Development Account and the Customer Investment Fund (CIF)), other Public Service Commission (PSC) orders, Alternative Compliance Payments from entities that are required to comply with the State’s Renewable Portfolio Standard, and a few other minor sources of funds. Appendix A details each source for each amount received by the fund, along with a detailed accounting of disbursements from the fund. This appendix also includes details on RGGI auctions, including the number of allowances sold, allowance prices, and estimated future revenues. Details describing activities funded through the SEIF are provided in the narratives and charts that follow. Additional historical detail on programs and projects can be found on MEA’s website, through the Strategic Energy Investment Map located at http://energy.maryland.gov/Pages/map.aspx. Using the map, interested parties can view individual energy projects MEA has administered in their neighborhood. The map also shows investments by zip code, county, and legislative district and by technology deployed or sector served. The map supplements other transparency efforts that MEA makes. Annually, MEA provides a report on all disbursements over $25,000 to the Department of Budget and Management (DBM), which publishes the data on its Funding Accountability website. MEA also publishes a list of open and historic residential and commercial Clean Energy Grant Program awards (its largest program, by number of grants). Finally, Appendix B depicts amounts disbursed to FY15 grantees.

MEA PROGRAMS

A. EmPOWER Clean Energy Communities Low-to-Moderate Income Grant Program SEIF Budget: $9.3 million Beneficiaries Non-profits and local governments receive funding from this program to implement energy efficiency measures that benefit low-to-moderate income Marylanders. Examples of past awardees include non-profits (e.g., Habitat for Humanity affiliates), Community Action Councils, Housing Authorities, and county and local governments. Description The EmPOWER Clean Energy Communities grants are competitively awarded to energy efficiency projects that generate significant energy savings, with the benefits of the energy savings being passed on to Maryland’s low-to-moderate income residents. Priority is given to projects that maximize energy savings and the number of low-to-moderate income residents that benefit from the measures. Through FY13, MEA allocated grant funds to each county formulaically based on county income levels and then evaluated applications competitively on a county-by-county basis, ensuring a fair distribution of funds across the State. In FY14 and FY15, the same county-by-county approach was used for a portion of the funds. Additionally, the program was expanded to include a statewide competition for larger projects that would help communities, neighborhoods, or entire buildings take advantage of economies of scale. Past projects include residential whole building upgrades where an audit identifies and recommends cost effective energy measures while also detecting and ameliorating health and safety concerns, energy efficiency improvements to homeless shelters, and HVAC upgrades. Projects funded by FY15 grants are still being installed by grantees. While the annual savings estimates shown below only reflect energy measures installed to date, final FY15 energy savings are expected to be higher once all projects are complete. The summary report below shows total project savings, including energy savings from any energy measures benefitting from leveraged funds. Program Accomplishments

B. Clean Energy Grant Program

SEIF Budget: $6.2 million Beneficiaries Beneficiaries include homeowners, businesses, nonprofits, and State and local government entities that install renewable energy systems. Description MEA’s Clean Energy Grant Program (CEGP) is designed to support renewable energy installations across the State of Maryland. The Clean Energy Grant Program provides incentives for solar photovoltaic, solar water heating, geothermal heating and cooling, and wind energy systems. Beginning in FY14, the program also included incentives for commercial-scale solar photovoltaic canopy systems that include charging for electric vehicles and community wind projects. Incentive levels are established based on the size and type of the renewable energy system. The number of grants processed as part of the CEGP highlights the success of the program. Some of the larger commercial scale projects funded in FY15 are still being designed and installed. Savings and capacity estimates for these projects are included in program details below, but are subject to change. Program Accomplishments

C. Maryland Smart Energy Communities SEIF Budget: $2.0 million Beneficiaries: Local incorporated governments (towns, cities and counties) benefit from this program. Examples of Maryland Smart Energy Communities participants include cities such as Bowie, Salisbury, Frostburg, and Bladensburg, and counties including Harford, Talbot, and Anne Arundel. Description: The goal of the Maryland Smart Energy Communities (MSEC) program, which was first offered in FY13, is to have local governments adopt energy policies and commit to implementing the policies the long term, leading to sustained energy savings and additional opportunities for renewable energy development. Once adopted into the program, MEA provides a modest amount of funds to help a local government enact energy goals and develop an energy baseline. Once the local government has successfully adopted at least two out of three energy policies (either energy efficiency, renewable energy, and/or transportation), it can leverage additional funding to assist with energy projects that help achieve its MSEC goals. Maryland Smart Energy Communities reduce energy costs, improve environmental performance, and stimulate energy awareness among their residents and local businesses. Program Accomplishments MSEC now has a total of 56 Maryland communities participating in the program.

D. EmPOWER Maryland Challenge: Commercial and Industrial Grant Program SEIF Budget: $2.8 million Beneficiaries The Commercial and Industrial (C&I) Grant Program offers financial incentives to the commercial and industrial building sector. Program participants include warehouses, manufacturers, hospitals, and religious facilities. Description Maryland’s commercial and industrial electricity consumption represents approximately 60% of the overall retail electricity sales in the State. The C&I Grant Program resulted from the recognition that the commercial and industrial sectors still had significant opportunities to save energy. In its second year in FY15, the C&I Grant Program provided competitive grants to commercial and industrial applicants to install energy efficiency measures that achieved deep reductions in total building or space electricity usage. Grants cover up to half of the total project cost after utility incentives and other leveraged funds are applied. Program Accomplishments Some projects funded through this program have long lead times and are therefore still being installed. FY15 annual savings estimates below reflect the projections of the electricity reductions that are anticipated to accrue from program-funded projects, but are subject to change. The summary report below includes total energy savings from measures that may be benefitting in concert with other funding sources, including utility incentives.

E. Kathleen A. P. Mathias Agricultural Energy Efficiency Program SEIF Budget: $545K Beneficiaries The program benefits farms and businesses in the Agricultural Sector. Description In FY15, the third round of the Kathleen A. P. Mathias Program was offered. The FY15 program focused on energy efficiency upgrades being accomplished in combination with renewable energy upgrades to highlight best practices. Examples of funded projects include air sealing, motor, lighting and solar upgrades in the Agricultural Sector. Program Accomplishments This program has demonstrated that cost effective retrofits can include renewable energy generation in Maryland’s agricultural sector. Through the program, MEA creates case studies and shares information on energy projects, giving farms and businesses in the agricultural sector a local example to help inform decisions about pursuing similar energy upgrades. MEA shares case studies and project examples on its website as well as through meetings and conferences with agriculture industry stakeholders. The overall goal of the program is to highlight energy best practices and cost-effective retrofit opportunities in the agricultural sector. Some projects funded by FY15 grants are still being installed by grantees. The annual savings estimates shown below are based on initial audit estimates.

F. Net Zero Schools SEIF Budget: $4.0 million Beneficiaries The program benefits local education agencies (LEAs) constructing new public schools in the Baltimore Gas and Electric service territory. In FY14, Howard County Public Schools and Baltimore City Public Schools both agreed to participate in this program. Due to the nature of new school construction, a third local education agency was unable to be identified to participate in FY15. Description Through this Customer Investment Fund (CIF) program, three new public schools located within the BGE service territory will be designed and constructed with the goal of achieving net zero energy usage. This program will help fund the incremental cost of design and construction for the participating schools. Program Accomplishments In FY15, the design of Howard County’s new Wilde Lake Middle School was completed and construction activities commenced on the new school. The design of Baltimore City’s new Graceland Park/O’Donnell Heights Elementary and Middle School also started in FY15. Since new school design and construction is a multiyear process, no energy savings or generation benefits will actually accrue until the new schools are constructed and occupied.

G. Next Generation Energy Efficiency for the Industrial Sector

SEIF Budget: $1.0 million Beneficiaries Maryland manufacturers located within the Baltimore Gas and Electric Service territory benefit from this program. Description Through the Customer Investment Fund (CIF), the Next Generation Energy Efficiency Gains (NGEEG) program funds training and consulting efforts that help Maryland manufacturers in the BGE service territory to implement energy efficiency upgrades. Additionally, the program works with participants to help them access additional resources available in the State. The Regional Manufacturing Institute (RMI) implements this program. Program Accomplishments In FY15, 45 manufacturing companies have been served under the Tier I portion of NGEEG and an additional 56 have benefitted from the Tier II portion of the program. Since the beginning of the program in FY14, participating manufacturers have realized a calculated electricity reduction of 4,484 MWh and 1.00 MW of demand. It should also be noted that during FY15 the NGEEG Program identified 15,942 MWh of potential annual electricity savings. The chart below provides a summary the realized aggregate FY14 and FY15 totals to date:

H. Small Business Energy Advance SEIF Budget: $112K Beneficiaries Beneficiaries include small commercial and non-profit electricity customers within the Baltimore Gas and Electric (BGE) service territory. Description Through the Customer Investment Fund (CIF) Small Business Energy Advance (SBEA) program, BGE offers small commercial electricity customers an option to receive an “energy advance” for the costs (after all rebates are taken) of energy conservation measures implemented as part of BGE’s Small Business Energy Solutions (SBES) program. MEA made a grant to BGE to administer the program. The program started in FY14. Program Accomplishments In FY15, MEA transferred an additional $112,500 to BGE for this program, resulting in a total budget of $2.5 million for the program. In FY15, 443 Small Business Energy Advances were made. BGE continues to make Small Business Energy Advances from the funds transferred by MEA. Energy savings estimates were provided by BGE and, for the most part, represent calculated deemed savings.

I. Game Changer Competitive Grant Program SEIF Budget: $500K Beneficiaries Clean energy businesses and non-profits in Maryland benefit from this program. Description The Game Changer Competitive Grant Program was offered for the third time in FY15. Through the program, MEA supports the deployment of innovative clean energy projects in the State of Maryland. Generally, Game Changer projects must display the potential to significantly advance the State’s clean energy market, using commercially available technologies in projects that are physically located in Maryland. As the electric industry evolves more rapidly than ever before, the program has helped Maryland businesses to remain at the forefront in terms of clean energy deployment. For example, MEA funds helped to install the first commercial solar microgrid in Maryland, which demonstrates advanced battery storage systems that can be used during times of grid outages. This one example has informed several other initiatives, including the Resiliency through Microgrids Task Force and smaller projects combining renewables with battery backup power throughout the State. J. Offshore Wind Development Program SEIF Budget: $2.9 million Beneficiaries Business owners, workers, researchers, and developers aimed at preparing Maryland’s Atlantic shore for the potential of Offshore Wind Power Description Through Memorandums of Understanding with the Department of Natural Resources (DNR) and the University of Maryland Baltimore County (UMBC), environmental studies are being completed that collect baseline information in and around Maryland’s offshore wind energy area (WEA). This information can be used to help site a project and to successfully navigate the Bureau of Ocean Energy Management’s (BOEM) Environmental Impact Statement process. Through the Offshore Wind Business Development fund, a subset of the larger Offshore Wind Development Program, activities are aimed at incubating an industry of professionals and emerging businesses who will build, operate, and maintain the special equipment needed for the WEA. Program Accomplishments The majority of the nine studies to be completed by DNR or UMBC will be completed in FY16. Reports are expected to be published throughout FY16 detailing a number of findings including abundance and distribution of key indicator species, the sea floor characteristics of the WEA, migratory patterns of birds and marine mammals, and wind reliability, direction, and speed within the WEA. The Offshore Wind Business Development Fund has been used to help identify emerging businesses that could potentially participate in a future offshore wind industry. IP Subsea received a grant through the Market Entry Assistance Grant Program related to offshore wind surveying services. Similarly, Arcon Welding received a grant to help provide specialized welding training to the workforce of the Eastern Shore, in preparation for a future offshore wind industry.

K. Maryland Emergency Generation Grant Program SEIF Budget: $673K Beneficiaries Beneficiaries include the owners and operators of eligible service stations and fire houses. Description The purpose of this Program is to provide increased energy resiliency by assuring that fuel remains available at service stations, for both home energy use and potential evacuation, during periods of emergency. Volunteer firehouses can also participate in order to improve fire station resiliency. The Program aims to achieve these goals by reducing the financial investment required by the Maryland service stations and volunteer fire houses in order to install backup power generation capability. L. Transportation SEIF Budget: $4.6 million Beneficiaries Beneficiaries include homeowners, businesses, nonprofits, and State and local government entities that install alternative fuel refueling/charging infrastructure, purchase alternative fueled vehicles, or install anti-idling technologies. Description MEA runs incentive programs that aim to reduce petroleum use in Maryland’s transportation sector while saving car owners and fleets money through reduced fuel, operations and maintenance costs. The programs work to accomplish this goal by increasing the number of alternative fueled vehicles and amount of alternative fuel refueling/charging infrastructure in the State. These programs include:

M. Combined Heat and Power (CHP) Programs SEIF Budget: $2.0 million Beneficiaries Beneficiaries include healthcare and wastewater treatment facilities in Maryland. Description The Maryland Energy Administration (MEA) launched a new program in FY15 to further encourage Combined Heat and Power (CHP) development for Maryland healthcare and wastewater treatment facilities. These two industries were selected because, within both industries, there exists inherent requirements for enhanced electrical resiliency. In this manner, the program helps ensure the health, safety, and well-being of Maryland’s citizenry. Additionally, the commissioning of CHP systems also improve efficiencies, provides economic development and job creation opportunities, reduces greenhouse gas emissions, and lowers the operational cost of critical facilities that affect the lives of all Marylanders. Program Accomplishments In FY15, five projects that received awards through the Program have now entered into the design and construction phase. In aggregate, these projects will total over seven megawatts (7 MW) of CHP capacity.

N. Demand Response and Building Automation

SEIF Budget: $2.0 million Beneficiaries Businesses, non-profits, and governmental agencies benefit from this program. Description The Demand Response and Building Automation Grant Program was a new program offering in FY15. Through this competitive program, MEA offered incentives to entities to implement economic demand response in buildings or portfolios of buildings. The incentives were applied to state-of-the-art controls, sensors, communication systems, and automation technologies that can significantly reduce the energy needed during the building’s periods of highest electricity demand. The systems also allow the building operator to receive, interpret, and react to signals from the regional grid operator or local utility. The program provides value to the entire electric distribution system by offsetting demand during periods when the most expensive generation plants are called on to provide electricity. Because the future of regional demand response markets is uncertain, information gleaned from this program could potentially inform future policies, projects, and programs. Program Accomplishments

O. Energy Technical Support SEIF Budget: $971K Beneficiaries Beneficiaries include all Marylanders. Description MEA funds technical support for initiatives that support the State’s energy efficiency, renewable energy, and transportation initiatives, improve energy reliability and resiliency, and reduce energy bills. For example, technical assistance funding may be used to develop and implement energy programs, conduct feasibility studies, and train and communicate information on important energy topics to targeted audiences. Some uses of technical assistance include the following:

• The development of a tool that will help solar, wind, and combined heat and power developers assess locations appropriate for siting projects;

• An analysis of solar photovoltaic potential on Maryland public school buildings, aggregated by Local Education Agency (LEA);

• Energy program implementation, measurement, and verification support; • Assistance in the initial phases of development for a comprehensive online

application portal (COAP) that could, once implemented, help facilitate a streamlined residential solar permitting process in four participating jurisdictions in Maryland;

• Implementation of the State Anemometer Loan Program, including consultation services for potential community wind host sites and the organization of community wind regional outreach events; and

• Energy audits of state buildings, in conjunction with a federal Department of Energy grant.

Q. Administration SEIF Budget: $5.7million Beneficiaries

All Marylanders benefit from the administrative efforts that occur under the SEIF.

Description

In order to meet Maryland’s energy and greenhouse gas reduction goals, MEA manages numerous programs and initiatives that increase the use of clean energy, renewable energy, and energy efficiency technologies across the State. The $5.7 million of SEIF funding used for administration has allowed MEA to administer the programs described throughout this report. MEA also continues to design and launch new programs, ensuring Maryland’s place as a national leader in energy.

Program Accomplishments

While MEA’s SEIF accomplishments have been well chronicled in the programs described in the previous sections, there have been other areas of MEA focus that receive administrative funds in the form of staff time. These efforts help shape the policies that define Maryland’s energy landscape. As an example, during FY15 MEA staff represented the State in utility merger, rate cases and various rulemaking proceedings before the PSC. New topics arise each year, and MEA staff will continue to engage in them and work to advance the Governor’s energy policies and goals.

NON-MEA PROGRAMS

A. Department of Human Resources Low Income Bill Payment SEIF Budget: $17.4 million

Beneficiaries

Beneficiaries include Low-income Maryland families that need assistance paying their energy bills.

Description

The Office of Home Energy Programs (OHEP) within the Maryland Department of Human Resources uses SEIF funds to provide electric assistance benefits to eligible low-income households. The SEIF funds are used for Electric Universal Service Program (EUSP) Bill Payment Assistance and Arrearage Retirement Assistance benefits. EUSP Bill Payment Assistance benefits are used to help make ongoing electric bills more affordable. Benefit amounts are based on electric usage and household income with a portion of electric bills being paid by the benefit. EUSP Arrearage Retirement Assistance is used to retire past due bills up to a maximum amount of $2,000. A benefit is available once every seven years per applicant. All benefits were paid directly to electric utilities on behalf of the program applicant. None of the SEIF funds were used for OHEP administrative functions. No energy savings accrue as a result of this program.

B. Department of Housing and Community Development

SEIF Budget: $500K

Beneficiaries

Beneficiaries include low-income Marylanders. Description The Department of Housing and Community (DHCD) uses SEIF funds to supplement its Weatherization Assistance Program funding for low-income households. SEIF funds can be used for weatherization measures, HVAC repairs or replacements, and for health and safety retrofits, such as mold remediation or roofing repairs. Without the availability of SEIF, some weatherization projects could not otherwise proceed.

C. Maryland Department of the Environment

SEIF Budget: $2.9 million Beneficiaries

All Marylanders benefit from the efforts undertaken by the Maryland Department of Environment. Description Under the SEIF, the Maryland Department of Environment (MDE) receives funding to pay State membership dues to the Regional Greenhouse Gas Initiative and operate its climate program. The Greenhouse Gas Reduction Act of 2009 (“GGRA”) requires the State to reduce greenhouse gas (GHG) emissions 25 % by 2020 and develop a draft and final State climate plan for submission to the Governor and Maryland Legislature in December 2011 and 2012, respectively, with an update report in 2015. The plan must protect existing jobs, create new green jobs, have a net positive impact on Maryland’s economy, not adversely impact the reliability and affordability of electricity service in the State, and not disproportionately affect low-income or any other class of ratepayers. Program Accomplishments MDE’s accomplishments through its SEIF-funded climate programs include:

• 2015 GGRA Plan Update: MDE completed a comprehensive evaluation of Maryland’s climate change programs and progress toward the 2020 emission reduction goal. The 2015 GGRA Plan Update, submitted to the Governor and Legislature in October, found that the state is on-track to meet its 2020 emission reduction goal, and its climate change programs are contributing to economic growth and job creation.

• Updated Microeconomic Analysis of Climate Programs on Maryland’s Economy: MDE continued its contract with the Regional Economic Studies Institute (RESI) to evaluate the economic impact of the GGRA on Maryland’s economy. RESI’s updated economic impact assessment was completed and released along with the 2015 GGRA Plan Update. It found that Maryland’s climate change programs are having significant positive impact on Maryland’s economy, creating as much as $3.5 billion in economic growth and 33,000 jobs by 2020.

• GGRA Manufacturing Study: MDE contracted with RESI to produce a study on the effects of GGRA programs on Maryland’s manufacturing base. The study was required as part of GGRA legislation and due to the Governor and Legislature in the fall of 2015. The study was completed and released along with the 2015 GGRA Plan Update. It found that the GGRA programs are having no discernible impact on Maryland’s manufacturing sector.

• Multi-Pollutant Analysis: MDE completed its project with the Northest States for

Coordinated Air Use Management (NESCAUM) to develop a multi-pollutant approach for pollution controls, which was included in the final version of the 2015 GGRA Plan Update. Through this multi-pollutant planning process, the MDE hopes to better integrate across environmental problems and design common sense, integrated, cost-effective solutions.

• Clean Power Plan: MDE has begun to prepare its plan to meet Maryland’s obligations under the federal Clean Power Plan. MDE and PSC are participating in RGGI’s 2016 Program Review, which will determine how to amend RGGI to serve as a Clean Power Plan compliance pathway.

D. Electric Vehicle Excise Tax Credit

SEIF Budget: $1.3 million Beneficiaries Anyone who registers a new electric vehicle (EV) in the State of Maryland is eligible for the tax credit. Description In 2010, the Maryland General Assembly passed a credit against the motor vehicle excise tax for certain qualified plug–in electric drive vehicles. This was a three year program and each vehicle was eligible for up to $2,000. In 2013, the General Assembly extended the statue by one year and changed the incentives to be tiered based on vehicle kWh battery capacity. In 2014, the General Assembly extended the statute by another 3 years and changed the tiered system to a flat $125/kWh of battery capacity. Program Accomplishments

E. Department of General Services SEIF Budget: $425K Beneficiaries State agencies and Maryland taxpayers benefit from this program. Description To help Maryland State government lead by example in clean energy, the Maryland Department of General Services (DGS) Energy Office manages several programs to reduce energy consumption in State buildings by assisting State Agencies in the development and implementation of green strategies. MEA partners with DGS on a number of these programs. Program Accomplishments Through this program, DGS has accomplished the following:

• DGS manages a statewide energy database, capturing state agencies' nearly 5,000 utility accounts and approximately $220 million worth of utility budgets, and created a baseline of energy usage for those accounts against which energy savings can be measured.

• Purchased electricity in de-regulated power markets on behalf of all Executive Agencies. Through an innovative electricity purchasing strategy for the larger accounts, DGS hedges for a portion of the future power requirements for State sites. By locking in rates for a portion of future power needs and purchasing the balance at real time rates, favorable trends in power prices are exploited to the State's benefit. DGS works with the University System of Maryland to achieve savings compared to comparable fixed price contracts.

• The State has installed solar photovoltaic electricity at four DGS buildings under power purchase agreements.

• The Department manages 27 energy performance contracts that will save approximately $323 million throughout the life of the contracts, $24.8 million annually, and greenhouse gas reductions of 102,574 tons of carbon dioxide annually.

F. DBM State Energy Loan Repayments SEIF Budget: $3.5 million

Beneficiaries

State agencies and Maryland taxpayers benefit from this program.

Description

In Maryland, general funds normally pay for state agencies’ energy bills. To lower those bills, many state agencies are currently participating in energy performance contracts (EPCs). EPCs are intended to be self-funded: the state is supposed to take out loans to pay for energy improvements through the EPC, and the annual energy savings from those improvements are guaranteed to be more than enough to repay those loans. However, instead of using the energy savings to repay the loans, the State has chosen to use SEIF funds to repay the loans, thereby freeing up general funds to address other needs in the State budget.

Program Accomplishments

Investments in this program freed up $3.5 million of General Funds that otherwise would have been used to pay State Agencies’ energy bills. No energy savings accrue from this program.
