1. GENERAL INFORMATION

1.1 Marseille

Marseille is the metropolis in the southeast of France and even more so the Mediterranean Basin. It was founded around 600 BC by Greek sailors from Phocaea in Asia Minor, which is why it is still called the “Phocaean City” today.

Marseille is a city of many attractions: the sea, the sun, nature and culture. Marseille is also proud of its strong tradition of accessibility and its people’s warm hospitality.

Marseille is a land of varied and stunning landscapes. From the "Vieux-Port aux Calanques” to the “Bonne Mère” basilica, natural green spaces stretch as far as the eye can see around the city and traces of its rich history are everywhere in its architecture, culture and the people who live there.

Marseille is one of the most cosmopolitan cities in France with its ancient heritage, distinctive culture, strong identity and ethnic mix.

In short, Marseille is also: • the oldest city in France; • the second most populated city in France; • a city of trade that is open to the world and more specifically to the Mediterranean area through

“Euroméditerranée” ; • a unique seafront with 57km of coastline overlooking the Mediterranean Sea.

3 ARRIVALS

3.1 Arrival by plane

Marseille Provence airport is the official airport.

Welcome service by the LOC

Upon arrival, teams will be met by LOC. A welcome desk will be located near the Airport Information Centre. Welcome volunteers will wait for the teams at each terminal (Hall 1, Hall 3 and Hall 4) according to the flight details indicated through the European Athletics online entry system.

Once luggage has been collected, team members will be escorted to buses which will take them to their hotel.

The transfer duration from the airport to the Team hotel is 40 minutes.

3.2 Visa requirements

The following countries require a visa to enter in France: Azerbaijan, Belarus, Bosnia & Herzegovina, Russia and Serbia.

Visas should be obtained before leaving your country, from the French Embassy or French Consulate. Should you have any problems, or require a letter of invitation, please contact the Local Organising Committee.

3.3 Insurance

The participating European Athletics Members must subscribe their own insurance to cover illness or injury for any member of their team when travelling to and from European Athletics competitions, as well as during the event itself.

4 ACCOMMODATION

4.1 General information

The LOC has reserved good quality hotels providing full board accommodation for VIP and Teams.

4.2 Information desks

A Welcome desk will be located in the lobby of the Team hotel where general information will be available as well as transportation information. This desk will be open on Friday from 9:00 until 20:00, on Saturday from 9:00 until 19:00 and on Sunday from 9:00 until 12:00.

The LOC information desk will be located in the VIP hotel (Holiday Inn, Salon Thalassa, 1st floor) where qualified personnel will provide relevant information about all aspects of the European Cup 10 000m. This LOC information desk will be open on Friday from 9:00 to 18:00 and on Saturday from 9:00 until 18:00.

4.4 Costs and European Athletics quota

According to European Athletics Regulation 910.4, European Athletics shall bear the board and lodging expenses of the visiting teams at the venue of the competition for a maximum period of not more than 2 (two) days and for a maximum number of up to 3 (three) male and up to 3 (three) female runners (scoring athletes) from each visiting Member Federation.

The following rates must be paid for “out of quota” team members and for additional days:

• 105,00 euros per person and night in double occupancy

• 125,00 euros per person per night in single occupancy.

Both prices are in full board and taxes included.

Each team will be allocated a minimum number of single rooms equivalent to 10% of the total number of athletes within the quota. Any single room above the 10% threshold will be provided upon availability and charge at the rate of 125,00 euros.

Payments for additional team members, additional nights or single rooms have to be made to the LOC in advance or upon arrival at the LOC information desk (located in the VIP hotel).

If possible, the LOC will send an invoice to the participating federations. This invoice will be sent via e-mail and will be based on information that the LOC have received from participating federations in the final entries. Payment via bank transfer is possible to pay in euros. Final checking will be made on site and these payments or returns (if there are any) should be made in cash and euros (Visa credit card accepted if not possible to pay cash). No other currency will be accepted.

Pre-payments should be made by bank transfer to:

In case of pre-payment, the Member Federations have to present the respective payment receipt at the time of accreditation.

4.5 Meals

The breakfast will be served in the Team hotel from 7:00 to 9:30.

All other meals (lunch and dinner) will be served at the restaurant “San Marco” located close to the hotel (400m).

The meals served in the restaurant as follows:

On Friday 4 June 2010: • Lunch: 12:00 - 14:00 • Dinner: 19:00 - 21:30

On Saturday 5 June 2010: • Lunch: 13:00 - 15:00 • Dinner: 20:00 - 23:00 (Dinner will be served during the Closing Banquet)

On Saturday afternoon (between 16:00 and 18:00), the LOC will also provide a collation (extra fruit, yoghurt ...) at the Team hotel.

Accreditation cards will allow access to the restaurant.

For lunch and dinner, mineral water is available free of charge. All other drinks have to be paid for.

4.6 Meeting rooms for Teams

Arrangements can be made for a team meeting room through the Welcome information desk in the Team hotel. Requests must be made 12 hours in advance.

4.7 Medical services in the hotel

A doctor and a physiotherapist will be present at the Team hotel. The information and availability will be displayed at the Welcome information desk.

4.8 Telephone calls

A telephone will be made available for the Team Leader upon presentation of a credit card to cover all charges. The Team Leader must settle phone bills and all other extra services at the hotel reception desk, before departure. All payments must be made in euros. No other currency will be accepted.

5 TRANSPORTATION

5.1 Bus shuttle service

A shuttle service will be provided for transportation between the team hotel, social functions, the technical meeting and the competition venue. Full schedule details will be displayed at the Welcome information desk in the hotel.

Transfer times between hotels and the competition venue is short (15 minutes).

5.2 Departure: Getting back to the airport

Transport will be arranged according to the flight schedules submitted by the teams. Further information will be available from the Welcome information desk.

6 ACCREDITATION

6.1 General

Each team member will receive an accreditation card, which must be displayed and clearly visible at all times. Security personnel will control all areas. The accreditation is not transferable and does not allow the holder to take another person beyond checkpoints. Photos are not required for the accreditation card system.

6.2 Accreditation procedure

Accreditation cards will be prepared in advance, based on the information provided by the Member Federation through the online entry system. No changes will be accepted after the final entry deadline.

Accreditation cards will be distributed at the LOC information desk located at the VIP Hotel. The Team Leader will be responsible for collecting the team’s accreditation cards.

6.3 Loss of accreditation

If an Accreditation Card is lost, this should be reported immediately to the LOC, at LOC information desk.

6.4 Access areas for Teams

A description of the accreditation system is included on the back of the accreditation card.

All team accreditation cards will allow access to the stands and warm-up areas in the stadium.

Separate cards will be issued to Team Leaders, for access to the TIC.

Access to the Doping Control: One pass will be given to the athlete upon notification and an additional pass for an accompanying person. Passes will be collected once they enter the Doping Control Station.

7 TECHNICAL INFORMATION

7.1 Technical Information Centre (TIC)

The main function of the centre is to ensure smooth communication between each Delegation, the LOC and European Athletics Technical Delegate and the Competition Management regarding technical matters.

Until Friday 4 June at 18:00 the TIC will be located at the LOC information desk located at the VIP hotel. On Saturday 5 June, the TIC will be located at the competition venue (Main Stadium).

Opening hours of the TIC at the stadium

• Saturday 5 June from 9:00 to 22:30

The TIC will be linked to all information desks set up for this event and shall be responsible for the following:

• Receipt of written questions to be answered during the Technical Meeting

• Liaison points concerning technical matters between Team Delegate, Technical Delegate and LOC

• Settlement of technical enquiries from delegations

• Competition information

• Official invitations

• Start lists

• Recovery of items confiscated in the call room

• Applications for additional doping control

• Urgent notices – collection and delivery of any urgent written notices

• Publication of results. Results will be displayed on the notice boards near the TIC

• Withdrawal of athletes

• Receipt of protests from the teams

• All technical information regarding the competition will be distributed to each delegation in a special mailbox given to each team. This information will also be displayed on information boards. Information put in the mailboxes will include the programme, start lists, results as well as official information from European Athletics and LOC

Access to the TIC will be given by a separate entry card, not by the accreditation card. TIC cards will be given to each team leader.

Teams that were not able to attend the Technical Meeting, under extreme circumstances, can collect their information material from the TIC after the Technical Meeting.

7.2 Technical Meeting

The Technical Meeting will be held on Friday 4 June at 17:00 near the stadium.

All questions related to the Technical Meeting must be presented in writing, preferably in English, at the LOC Information Desks before 13:00 on Friday 4 June. The Technical Meeting will be held in English.

Each team may be represented by a maximum of 2 persons and, if necessary, an interpreter. It is very important that all teams are represented at the Technical Meeting.

7.3 Stadium site visit

Heads of Delegation may visit the Luminy Stadium inspecting access routes and other facilities which will be important to the teams on 4 June, at 16:00 by arrangement with the LOC Staff. Meeting point will be in the Team hotel’s lobby.

7.4 Dressing and massage rooms

Dressing rooms will be available at the competition venue, as well as physiotherapy tables and ice.

7.5 Training

Athletes will have the possibility to train at both competition venues with the following schedule:

8 COMPETITION REGULATION

8.1 Entries

Team Composition

According to 902.7 each European Athletics Member may enter 1 (one) men’s team and 1 (one) women’s team, of a maximum of 6 (six) runners each of whom 3 (three) will score.

All team members must meet the qualification standards.

Individual Entries

Although the Cup is basically a team competition, individual entries may be accepted (902.13), according to the qualification standards, for those European Athletics members which are unable to send full teams.

Only Member Federations which have no athletes with entry standards may enter 1 (one) athlete in each event, even if he/she has not fulfilled the entry standards, provided that such Member Federation has participated in the preceding year’s Team Championships.

The individual ranking will be applied for all runners.

• The time which is equal to the hundredth best in the European Best Lists of 5 000m, 10 000m, 3 000m steeple, Half Marathon and Marathon of the year 3 (three) years preceding the event, achieved between the 1st of January 2 (two) years preceding the year of the competition and the closing date for the final entries.

• Runners having finished in the first 50 (fifty) in any of the last 3 (three) IAAF World Cross Country Championships, or in the first 20 (twenty) in the Senior Events of the European Cross Country Championships held in the year preceding the European Cup 10 000m, or in the first 10 (ten) in the Under 23 Events of the European Cross Country Championships held in the year preceding the European Cup 10 000m.

8.2 Final Entries

Final entries shall be made through the European Athletics online entry system. The online entry system will be accessible on the European Athletics website: www.european-athletics.org in the section “Member Federation Zone / Competition”. Member federations should use the already known ID and password.

Final entries indicating the names of the athletes and their performances in the current year, plus the names of officials must be submitted no later than 10 (ten) days before the competition by midnight on Wednesday 26

May 2010.

Final confirmation

Team Leaders or their representatives must confirm the names of those competitors already entered who will actually take part in the competition.

Forms for the final declaration and confirmation will be distributed to each delegation during accreditation. The forms must be completed and returned preferably immediately or latest by Saturday 13:00 to the information desk of the Team hotel. Final start lists will be ready for collection at the TIC after the Technical Meeting.

Withdrawal

Withdrawal of any confirmation must be indicated to the TIC in writing on the official withdrawal form.

8.3 Participation order

The athletes’ participation lane assignment is according to the drawing done by the Technical Delegate.

8.4 Competition numbers

Each competitor receives 3 numbers. The numbers shall be worn according to IAAF Rule 143.

The competition numbers may not be cut, bent or covered in any way.

The teams will be provided with the competition numbers immediately after the Technical Meeting.

8.5 Scoring

The women's and men's races are scored separately.

If A and B races are held the results are merged into one list. The team ranking is decided on the basis of the 3 (three) best times of the team members in the A and B races. A team with fewer than 3 (three) finishing athletes shall not be counted in the teams’ classification.

In the event of a tie in the teams’ classification, it shall be resolved in favour of the team whose last scoring runner finishes with the better time.

The individual ranking is decided by merging together the results of A and B races into 1 (one) list of results.

8.6 Competition clothing and shoes

Competitors must wear the Federation’s official team clothing. IAAF Rule 8 & 143 will be strictly applied. Please make sure to follow the IAAF Advertising Regulations. Clothing and items not conforming to this rule and the current IAAF Advertising Regulations will be removed or taped at the call room.

The European Athletics has a record of the Team vests of all Member Federations on the European Athletics website. If the uniform displayed on the website differs from your current official uniform, a full set of photographs must be provided to European Athletics 25 May 2010 the latest (preferably in an electronic version):

• JPEG file, maximum resolution and size 300 dpi / 500KB

• Compressed ZIP file, if possible

• Mailto: [email protected]

• Otherwise, the existing records will be used as reference

Team clothing must be identical. A competitor wearing any other clothing will have no access to the competition area and will not be allowed to compete.

This rule applies both to competition clothing (vest, shorts and tights) as well as to tracksuits.

9 COMPETITION PROCEDURE

9.1 Timetable

9.2 Warm-up area

The warm-up area consists of the road near the stadium, and the warm-up in the stadium (150 m synthetic and stabilised spaces).

9.3 Call room

All athletes must report to the call room according to the following schedule:

The following checks will be carried out on equipment that must comply with IAAF Advertising and Competition Rules:

• Competition clothing

• Shoes

• Bags

• That non-authorised equipment (radio, Walkman, mobile phone, camera etc) are not brought infield.

9.4 Competition preparation

Start commands

The starter commands will be given in English, as follows:

• "On your marks"

• Fire of the gun.

If for any reason the starter feels it is necessary to interrupt the process he/she will say:

• "Stand up"

An ordinary starter´s gun will be used

9.5 Timing

The official timing will be provided by Finish Lynx.

9.6 Exit procedures after the Competition

After the competition, athletes leave immediately the infield through the mixed zone where media interviews will be carried out. The clothing baskets will be brought to the mixed zone.

9.7 Protests and appeals

Protests are permitted and will be processed in accordance with IAAF Rule 146.

In the first instance, protests must be made orally to the Referee by the athlete himself/herself or by a responsible official acting on his/her behalf (Rule 146.3). Protests concerning the result or conduct of an event shall be made within 30 minutes of the official announcement of the result of that event (posted on the TIC information board).

Any written appeal to the Jury of Appeal must be signed by a responsible official on behalf of the athlete and submitted to TIC within 30 minutes after the official announcement of the decision made by the Referee.

When submitting an appeal form, a deposit of 75 euros, as set in the rules, must be paid. If the protest is unsuccessful, the deposit will not be returned.

The Jury’s decision will be provided in writing at the TIC.

9.8 Interviews

Immediately after the competition, the flash interview group will interview the winning athletes. These interviews will be distributed on information sheets to the media. In the mixed zone, all athletes meet the media: first TV, then radio and finally the written press. It is for the athlete to decide whether he/she will give an interview.

The first three athletes in each event may be asked to attend an official press conference. These press conferences will take priority over all other interview requirements. They will usually be held before doping control testing.

9.9 Doping Control

General information

Doping control shall be conducted in accordance with IAAF Rules and Procedures under the supervision of the European Athletics Doping Control Delegate. Both urine and blood samples may be collected immediately before, and during, the Championships.

Athletes selected for doping control shall be informed by anti doping officials. Athletes will be required to sign a confirmation of notification. Athletes who are to be tested may invite a team official to accompany them to the Doping Control Centre (DCC).

A selected athlete should report immediately to the DCC unless there are valid reasons for delay. All selected athletes will be accompanied by a trained chaperone or Doping Control Officer from the time of notification until arrival at the DCC. Athletes are reminded that refusal to provide a sample can render them liable to disqualification and may lead to further disciplinary action.

Athletes who are required to use prescribed medication for the treatment of a medical condition should ensure that they have registered their medication, where necessary, through the Therapeutic Use Exemption system prior to attending the event.

Selection of Athletes

The selection of athletes for control will be made on a final position and/or random basis under the supervision of the Doping Control Delegate. In addition, the selection of further athletes may be ordered at the discretion of the Doping Control Delegate.

All athletes setting World or European records must report to the DCC to provide a sample. Failure to provide a sample will result in the record not being ratified.

Additional controls

Additional athletes, such as those achieving National Records who have not been selected for doping control, may present themselves for testing. These athletes must report to the TIC where they will have to complete the “Doping Control Request Form”. They will then be escorted to the Doping Control Station.

The cost of this control will be paid by European Athletics and will be deducted from the member federation’s subvention after the event.

10 MEDICAL SERVICES

10.1 General

The medical service is in charge of any medical assistance to the team leaders, the competition organisation, the information personnel, the honorary guests as well as, during the competition, to the spectators.

The participating teams are responsible for taking out their own insurance to cover illness or injury to any member of their team when travelling to and from European Athletics competitions and during the event itself (European Athletics Regulation 1010.10).

10.2 Medical services at the hotel

The Medical Centre serves the athletes, trainers, other team members as well as members of the competition organisation. The Medical Centre is located at the Team hotel in a room to be defined and will be open from 9:00 until 20:00 on Friday and from 9:00 until 18:00 on Saturday (it will be transferred to the stadium after 18:00). Contact details of the doctor on duty will be available in the Medical Centre and will be distributed upon arrival.

10.3 Medical services at the Stadium

The stadium medical service is responsible for any problems concerning the athletes’ health. There is also a room for medical attention next to the finish line. The team doctor has access to the medical service facilities when an athlete of his/her own team is hurt or is in need of other medical attention. The stadium medical service is also responsible for first aid in the warming up area.

There will be first aid teams next to the infield, supervised by a doctor and marked with red crosses.

10.4 Physiotherapy

There are well equipped physiotherapy facilities in connection with the Team hotel Medical Centre. The physiotherapy rooms are equipped with physiotherapist’s beds and ice and will be open from 9:00 until 20:00 on Friday and from 9:00 until 18:00 on Saturday (it will be transferred to the stadium after 18:00). Please reserve treatments at the Medical Centre. The team physiotherapists and doctors may use the equipment in the physiotherapy rooms in co-operation with the medical staff.

11 SECURITY

Instructions given by the LOC, the security personnel and the police have to be followed in all areas, as well as during transport from location to another. The accreditation card must be worn at all times. If an accreditation is lost, this should be reported immediately to any LOC Information Desk.

12 CEREMONIES & SOCIAL FUNCTIONS

12.1 Victory Ceremonies

The individual victory ceremonies Men and Women will take place at the competition venue. Athletes must wear the official team clothing for the ceremonies.

12.2 Opening Ceremony

The Opening Ceremony will take place on Saturday 5 June at 19:20 at the Stadium. No Team members will be involved in the flags parade.

12.3 Head of Delegation Dinner

French Athletic Federation will host a Head of Delegation Dinner on Friday night. More details will be provided at the information desk in the Team hotel.

12.4 Closing Banquet

The Closing Banquet and the victory ceremonies for the winning teams Men and Women will take place on Saturday 5 June at 22:00 at the Tennis Club House (near the Stadium). Everyone with accreditation or an invitation is welcome to attend.

13 DEPARTURE

Teams will be asked to provide full travel details on the online entry system. Teams will also receive a departure form, which should be completed and returned to the LOC Information desk at the hotel, at least 24 hours before departure, especially if there are any changes to the previously confirmed details.

Departure times of the shuttle buses from the hotel will be provided and displayed at the LOC Information Desk.

All outstanding fees, charges and possible other expenses must be settled with the cashier before departure. On the day of departure the LOC Hotel Manager checks the rooms together with the team leaders.
