Eric Cioppa is the Superintendent of the Maine Bureau of Insurance, Department of Profes-sional and Financial Regulation. He joined the Bureau in 1988 as a statistician III and served as the Supervisor of the Worker’s Compensation Section prior to becoming Deputy in 1998. He served as Acting Superintendent beginning June 1, 2011 and was sworn in as Superinten-dent on September 28, 2011.

He is responsible for the Examination, Market Conduct, Financial Analysis, Alternative Risk Markets, Producer Licensing, Administrative Support Unit, and Research and Statistics Units of the Bureau. Currently serves as co-chair of the National Association of Insurance Commissioners and International Association of Industrial Accident Boards and Commissions joint working group. He also is currently the co-chair of the NAIC Advisory Organization Exam Oversight Group. Cioppa received his BA from Potsdam State University and his MBA from Clarkson.

anne melIssa doWlInG, CFaDeputy Commissioner Connecticut Insurance Department

Deputy Commissioner Anne Melissa Dowling joined the Connecticut Insurance Department on September 15, 2011. Her responsibilities include the day-to-day oversight of all divisions, includ-ing consumer affairs, market conduct, and financial regulation. She also is the Department’s

representative on the state Health Insurance Exchange Board.

A former Senior Vice President at MassMutual, Deputy Com-missioner Dowling is a Chartered Financial Analyst (CFA) with more than 25 years of career experience in financial services.

Deputy Commissioner Dowling is also an active community volunteer, serving on numerous boards that support literacy, edu-cation, the arts, and housing. She has a Bachelor’s of Arts degree from Amherst College in Fine Arts and French Literature and earned her MBA in Finance from Columbia University.

JustIn durranCeChief Deputy Commissioner Georgia Department of Insurance

Justin Durrance joined the Georgia Department of Insurance in 1995 and has served as Chief Deputy Commissioner for the last 16 years. He also serves as the Deputy Industrial Loan Commissioner.

The Department’s insurance regulatory divisions and internal operational divisions report through Justin to Commissioner Hudgens. Prior to his work at the Department, Justin served as Political Director and then Executive Director of the Georgia Republican Party. He has earned a bachelor degree from Troy University, a M.A. from Emory University, and a M.B.A. from Mercer University and currently holds the designations of FMLI (Fellow, Life Management Institute) and AIE (Accredited Insur-ance Examiner). A native of Florida, Justin has lived in Georgia for over 20 years and resides in Paulding County.

John FranChInISuperintendent of Insurance New Mexico Public Regulation Commission

John G. Franchini, a native New Mexican and graduate of Creighton University in Omaha, has over 35 years experience in the insurance industry. John “temporarily” joined Consolidated Agency, his father’s independent insurance agency, while attending graduate school at the University of

New Mexico. Ten years later, he purchased the business and expanded it to four locations employing 82 people and servicing nearly 15,000 customers. During that time, he served on the New Mexico Workers’ Compensation Assigned Risk Pool Board of Governors, the Patient Compensation Administration Board of Directors, and was elected president of the Independent Insurance Agents of New Mexico.

In 1998, Poe & Brown, a national insurance broker, purchased the business. Franchini was named vice president, and his responsibilities included new business production, development of specialized insurance programs, and agency acquisitions. He received the company’s “Top Gun of New Mexico” award in 2000 and the “Top Gun of the Southwest” award in 2001. Franchini joined New Mexico Mutual in 2002 and was eventually named

Vice President of Government and Industry Affairs. At New Mexico Mutual, he worked with state legislators, members of

regulatory agencies, and insurance agents to strengthen the com-pany’s financial and public standing. John is a member of the Leadership New Mexico Class of 2007, former board member of the Rocky Mountain Insurance Information Association, and past president of the New Mexico Insurance Association.

sCott KIpperCommissioner Nevada Department of Insurance

Scott Kipper was reappointed Nevada Commis-sioner of Insurance on October 24, 2011. He previously served as Nevada’s Insurance Com-missioner from December 2008 to June 2010. After leaving Nevada in 2010, he served as the Deputy Commissioner in charge of the Office of

Health Insurance for the Louisiana Department of Insurance and as CEO of the State of Louisiana Office of Group Benefits. He previously served as the Oregon Insurance Administrator from December 2007 to 2008. Prior to going to Oregon, Kipper served as the Deputy Commissioner in charge of the Office of Health Insurance for the Louisiana Department of Insurance for over two years, where he led the development and implementation of emergency rules following Hurricanes Katrina and Rita. Kipper worked as the senior regional director for the Health Insurance Association of America and America’s Health Insurance Plans from January 2001 through August 2005, where he directed legislative and regulatory efforts in a number of states, including Oregon, California, Texas, and Colorado. He spent two years on the staff of the National Association of Insurance Commissioners in Washington, D.C. as a health analyst, working on senior health insurance issues.

Kipper began his regulatory career at the Wyoming Depart-ment of Insurance, serving nearly five years as a life and health insurance standards consultant, including form filing review, consumer liaison, and legislative duties. He started his insur-ance career as an independent life and health agent in Laramie, Wyoming, in 1985. Kipper graduated from the University of Wyoming with a degree in business administration.

ted nICKelCommissioner Wisconsin Office of the Commissioner of Insurance

Governor Scott Walker appointed Ted Nickel of Merrill, Wisconsin, as Commissioner of Insurance for the State of Wisconsin on January 3, 2011. The Office of the Commissioner of Insurance regulates the business of insurance in Wisconsin. The office has a staff of 153 and is

responsible for examining industry financial solvency and market conduct, licensing agents, reviewing policy forms for compliance with state legislation, investigating consumer com-plaints and providing consumer information. In addition to its regulatory duties, the agency administers the State Life Insur-ance Fund, Local Government Property Insurance Fund, and Injured Patients and Families Compensation Fund.

Prior to his appointment, Commissioner Nickel worked for almost 18 years as Director of Governmental and Regulatory Affairs for Church Mutual Insurance Company in Merrill, Wisconsin. Commissioner Nickel has been actively engaged in insurance industry affairs in Wisconsin serving on the board of directors of the Wisconsin Insurance Alliance including serving as Alliance Board Chair. Commissioner Nickel served on the board of directors of the Wisconsin Insurance Security Fund and the Oklahoma Property Casualty Insurance Guaranty Associa-tion, and as a member of the Legal and Government Affairs Committee of the Property Casualty Insurance Association of America. Commissioner Nickel also worked in the Governor Tommy Thompson Administration.

Commissioner Nickel served on the Northcentral Technical College Board of Trustees for six years. While there, he served as secretary/treasurer and participated in a CEO recruiting com-mittee. He chaired the Merrill Parks and Recreation Committee and was vice-chair of the City Planning Commission.

The Commissioner currently serves as the secretary/treasurer for the Midwest Zone, is a member of the Executive Committee, is the chair of the Contingent Deferred Annuities Working Group and is the vice-chair for the Limited Medical Benefit Plan Working Group for National Association of Insurance Commissioners.

Commissioner Nickel earned his Bachelor of Science Degree in Business Administration with a concentration in Finance from Valparaiso University.

danny saenzDeputy Commissioner Texas Department of Insurance

Danny Saenz began his career with the Texas Department of Insurance in 1988, as a field examiner in the Examinations Division and spent eight years in the field examining all types of insurance entities. In August, 1996, Mr. Saenz assumed the duties of Assistant Chief Examiner

- Market Conduct Examinations. His responsibilities included the performance of market conduct examinations of insurance companies, as well as financial and market conduct examinations of premium finance companies, managing general agents and local recording agents. In January 1999, Mr. Saenz was promoted to Director of Financial Monitoring where he oversaw the financial review process relating to early identification of and intervention with potentially troubled insurers. In addition, he had the responsibility of reviewing and approving consolida-tions, reorganizations and acquisitions occurring in the industry as well as the multitude of holding company transactions.

In December 1999, the activities of Financial Monitoring and Examinations were merged into a single unit titled Financial Analysis and Examinations and Mr. Saenz was named Deputy Commissioner overseeing the financial review process as well as on-site financial examinations of Texas domestic insurers and market conduct examinations of all licensed entities in Texas. In August 2007, Mr. Saenz was promoted to head the Financial Program at the Texas Department of Insurance and in addition to the responsibilities mentioned earlier he assumed responsibility over the licensure and registration of insurers, actuarial and the rehabilitation and liquidation oversight of insurers.

Mr. Saenz has been a member of the Insurance Regulatory Examiners Society and the Society of Financial Examiners since 1996 and 1988, respectively and is actively involved in various National Association of Insurance Commissioners committees and working groups.

roGer a. sevIGnyCommissioner, New Hampshire Insurance Department

In New Hampshire, Commissioner Sevigny leads a staff of 81 employees. He is an NAIC Past President and is a very active member of the NAIC Committees and task forces. He is Chair of the Life Insurance Interstate Compact as well as the Producer Licensing Task Force. He is

also a member of the SERFF Board of Directors, the Health Insurance and Managed Care (B) Committee, the NAIC/State Government Liaison Committee and Vice-Chair of the Antifraud Task Force.

Additionally, he is a member of the International Insurance Relations Leadership Group, the Professional Health Insurance Advisors (EX) Task Force, the Accounting Practices and Proce-dures (E) Task Force, the Examination Oversight (E) Task Force, the Reinsurance (E) Task Force and the Valuation of Securities (E) Task Force.

Prior to his appointment as Commissioner he held the position of Assistant Commissioner of New Hampshire’s Insurance Department. Before joining the Insurance Department, he was an employee of Travelers Insurance for more than 30 years, serving in a variety of technical and management positions.

Commissioner Sevigny holds a Bachelor of Arts in biology from St. Anselm College in Manchester, New Hampshire. He is also a commissioned officer in the United States Army, having retired at the rank of Colonel.

The charity is one that affects all of us in some way or another. Many may have a husband, wife, son, daughter, near or distance relative, neighbor, or an acquaintance currently serving or has served in the US Armed Forces. The Texas Honor Ride assists

our wounded military personnel, both present and past, along with their families in many different ways (i.e. golf outings, family camping, quilting, arts and crafts, horseback riding, etc.)“Over the past six years The Texas Honor Ride, a 501(c)3 charity, has raised over $640,000 for our Wounded Warriors at Brooke Army Medical Center (BAMC) in San Antonio. All funds raised go to the Warrior and Family Support Center at BAMC where the staff and counselors administer the funds. (THR is 100% volunteer!)The Brooke Army Medical Center, BAMC (pronounced ‘bam-see’) is part of the San Antonio Military Medical Center (SAMMC) located on-base, at Fort Sam Houston in San Antonio, Texas. BAMC is one of two highly specialized military trauma hospitals that serves the needs of very critically wounded soldiers. BAMC is also the US military’s burn trauma center. The doctors, specialists, staff and facilities at BAMC are among the best in the world and paid for by the US Government with our tax dollars.

Wounded troops assigned to BAMC often spend long periods of time recovering from their injuries. A majority of them spend more than one year recovering at the facility. The wounded warriors must stay (live) very close to BAMC’s 24-hour facility and staff in case complications from their injuries develop. This allows easy access for their daily doctor visits and rehabilitation requirements.BAMC physicians have discovered that, during these extended recovery periods, patients recover much faster when the patient’s primary family members can help support and encourage the warrior in their rehabilitation efforts in a non-hospital environment. This ’specific need‘ of a non-hospital environment and providing for their families to stay with them is not funded by the US Government or our tax dollars. Most find it impossible to afford the extra costs associated with this ‘specific need.’” This is where the Texas Honor Ride steps in and helps defray this extra cost to the families.You can see from the above that this organization assists in so many ways during a very trying time for wounded soldiers and their families. These men and women have given so much but have asked for so little in return.All funds generated by the Silent Auction and a Patriotic Pin sale will go directly to our charity.
