The Commissioners are also proactively planning for the impact of potential major land developments here in the Township over the next few years. The Board has begun looking at the Township's Zoning and Land Development Codes to determine if any changes are necessary. Traffic is also a major concern, especially along the already congested Sproul Road corridor. Some members of the Board, along with State Representative Bill Adolph, met with PennDOT officials to discuss traffic along Sproul Road and what measures could be readily implemented to ease congestion. As a result, the Township will be revising the timing and sequencing of the traffic signals to allow for better traffic flow, especially during rush hours. The Board will also discuss conducting a traffic study along the corridor, from West Chester Pike to Route 1, to not only identify current traffic needs, such as designated left turn lanes, but to anticipate the potential impacts of both future commercial and residential developments in the Township. The Board's goal is to ensure and sustain the quality of life here in the Township.

A Note From The Township ManagerAs you read this, spring is here and this past winter's frequent storms and "polar vortices" will become distant memories. Even though our roads, trees and cars took a beating, we survived. I am also sure you are tired of receiving those emergency calls from me telling everyone that the Township has declared a State of Snow Emergency. While the calls can be annoying at times, we have received nothing but positive feedback. The Township now uses the CodeRed® Emergency Communication System which not only allows the Township to send emergency calls, but also emails texts and instant messages. I urge you to sign up all your phones and devices by visiting the Township's website and following the Community Emergency Notification System Enrollment link.

In January, the Board of Commissioners and Staff congratulated and said goodbye to Ed Cross, the Township's Public Works Director, on his retirement after 46 years with the Township. His experience and knowledge of the Township isn't going too far as Ed will work part-time in the T o w n s h i p C o d e E n f o r c e m e n t D e p a r t m e n t a s a C o d e Enforcement/Special Projects Officer. The Board of Commissioners has turned over the keys to the Public Works Department to an extremely capable

individual by appointing Bill Creighton as the new Public Works Director. Bill is a Marple Newtown High School graduate and has been with the Township for over 26 years. He takes over the "Best" Public Works Department in the County, and there is no doubt that under his leadership Marple will be the best in the state!

Here at the Township offices, we are looking forward to the rest of the year. The Board of Commissioners and the Park and Recreation Committee will begin a revision of the Master Site Development Plan for Veterans Memorial Park. As many of you know, Veterans Memorial Park (Vet Park to the regulars), is the Township's most used park. From its walking track and playground to its memorial remembrance of our loved ones, the Park is rarely without visitors. It is however, 18 years old and ready to transition into adulthood. The Board will look at increasing parking capacity, expanding the playground and walking track, establishing a nature walk and finding opportunities to better utilize the gazebo for community events. The Broomall Rotary has donated funds to the Township for the installation of a Bocce Court next to the horseshoe pits. Look for changes to begin this summer and if you have a suggestion for the park, please share it with me.

Public Works (Trash & Recycling)RECYCLING TRASH REMOVAL

Garbage must be drained of all liquids before being placed in containers for collection. Broken Glass, syringes and other sharp objects must be disposed of in a container that will properly hold the contents. Animal Feces must be disposed of in water tight plastic bags that will properly hold the contents. All refuse receptacles must be maintained in good condition and should not have ragged or sharp edges. Refuse must be placed in containers of metal or of substantial plastic construction; NO loose trash will be collected. Containers filled with contents shall not exceed 50 pounds in weight and shall be placed adjoining the curb line in such manner as not to obstruct passage on the sidewalk. Rear Yard Refuse Collection customers must provide a clear, unobstructed and safe path to their collection area otherwise refuse will not be collected.

LEAVES

LEAF BURNING IS PROHIBITED! Leaves can be raked to the curb for Township collection or composted in your back yard. NO bagged leaves will be accepted. Information on how to compost is available in the Township Building. The schedule for leaf pickup is available at the Township Building, on the community channel & the Township website.

YARD WASTE/GRASS CLIPPINGS

Yard waste and grass clipping collection bins are available for material drop off at the former Marple Grade School property, West Chester Pike and Malin Road. Yard waste and grass clippings will not be collected with your regular trash. BULK PICK-UP

Any item that is not typical household trash is considered a bulk pick-up. Bulk pick-up is the third Wednesday of every month and must be paid for by the Friday prior. The fee for the pick up is $10.00 an item. If you have an question please feel free to contact the Code Enforcement Secretary at 610-356-4040 Ext. 512

SEWER BLOCKAGES

For all sewer blockages please contact the Township Building at 610-356-4040 during normal working hours (8AM 4:30PM). If your problem should occur after working hours or on the weekend please dial 911. Homeowners with public sewers should review their homeowner's insurance policies regarding sewer back-up claims. The rules of law under Pennsylvania Political Subdivision Tort Claim Act make it difficult for the Township to be held liable for sewer back-ups.

HAZARDOUS WASTE

Hazardous waste is any household product labeled poisonous, toxic, flammable, caustic, corrosive, reactive, explosive or a combination of these characteristics. Look for warnings or skull and crossbones on the label. Contact the Delaware County Solid Waste Authority at 610-892-9627 for a list of Hazardous Waste collection dates, times & drop off sites.

The recycling program is single stream so all recycling can be placed in the same container. You may still place paper (bundled & tied) next to your blue can. Blue cans may be purchased at the Township Building for $20. Overflow of paper may be dropped off at the paper dumpster located at the former Marple Grade School property on West Chester Pike & Malin Road. Plastics, glass and small electronics may be dropped off at the Public Works Garage Located at 446 Marpit Road (behind the Iron Shop).

Public Works Director Retires

Township Public Works Director Ed Cross retired in January after 46 years with the Public Works Department. He joined the Department in 1967 as a Highway Equipment Operator, was promoted to foreman in 1972 and in 1984 was named Director of Public Works.

Ed has been the major force behind the development of Marple's Public Works Department into one of the finest in the state. The Department, under his management, has undertaken major construction projects such as the installation of sanitary sewers, renovations of Township athletic fields and the construction of several buildings on Township properties. These projects are typically beyond the capabilities of a Township Public Works Department. Mr. Cross has also spearheaded the expansion of the Township's recycling and yard waste collection programs.

Cross is a graduate of Upper Darby High School and a veteran of the United States Coast Guard.

Marple Township Police Department ProgramsCitizens Police Academy - The Citizens Police Academy offers an opportunity for residents to get an inside look at the workings of the Marple Township Police Department. Attendees learn how the department operates and study such topics as The Legal System, Patrol Procedures, DUI Enforcement, Criminal Investigations, Community Policing, and the Police Communications Center, to name a few. The ten week Academy begins in early September. Classes typically meet once a week for two hours in the evening. Anyone interested in attending can contact Sgt. Tony Colgan at the police station 610-356-1500 ext. 640.

Drug Take Back Program - The Marple Township Police Department partners with the U.S. Drug Enforcement Association in an effort to remove unwanted/unused prescription medications from the family medicine cabinet. As you are aware, many prescription drugs are not taken in their entirety and thus remain in your medicine cabinet because you are unsure of what to do with them. It is during this time that they can fall into the wrong hands. Several years ago the DEA initiated a Drug Take Back program to get these potentially harmful drugs out of private homes and properly disposed of. Twice a year, in late April and again in late October, we host a Drug Take Back at the Giant Food Market on Springfield Road. The police station also has a secure locked medicine drop box where residents can deposit unused prescriptions at their convenience.

National Night Out National Night Out is an initiative to heighten residents' awareness of crime-related issues in the Township. It is held annually on the first Tuesday in August and offers an opportunity for residents to come out and meet the police officers and discuss issues related to crime and crime prevention. The goal of the event is to encourage residents to get out, meet their neighbors and local police and to look out for each other. Working together the police/community partnership will help in reducing crime. We welcome and encourage all of our residents to come out and spend some time with us during National Night Out.

Alarm Ordinance The Township of Marple has an ordinance regulating all security and fire alarm systems in the Township. Alarms which activate for no reason create a significant drain on police resources. We understand the desire for people to protect their homes, but they must take care of their alarm systems to prevent accidental or false

alarms. Alarm systems must be serviced annually. Fines are imposed for violations of the ordinance and range from $100.00 to $500.00. There is no fine for the first false alarm as long as the owner has his system serviced and the problem corrected.

Solicitors Ordinance In 2010 the Board of Commissioners revamped the solicitor's ordinance to put more teeth into it. The current ordinance requires solicitors to acquire a license from the Police Department after providing a Criminal Background Check from the PA State Police. Soliciting is permitted between the hours of 9:00 AM and 6:00 PM Monday thru Friday. There are exceptions for charitable organizations based on US Supreme Court Rulings. The Marple Township Police Department has adopted a zero tolerance policy regarding solicitors. Any solicitor who violates the provisions of the ordinance is cited and his or her license is revoked.

Marple Township Ambulance Corps

Marple Township Ambulance Corps responded to 2536 emergency calls for the year 2013. During the year the volunteers and career staff saved the lives of many residents and visitors to our township. Two of our residents who went into sudden cardiac arrest were saved by our volunteers and career staff during the year. Marple Township Ambulance Corps defines "a life saved" as our personnel performing CPR on a person who is in cardiac arrest and pulses then return with spontaneous respirations prior to arriving at an Emergency Room. Once the patient is in the hospital and

our care is transferred, the patient then is able to walk out of the hospital under his or her own power to continue a productive life. Many cases of sudden cardiac arrest do not have a positive outcome. This is why we recognize our volunteers and career staff with life saving awards each year at our annual awards banquet. This year's recipients of a life saving award are; Paramedic Phil Murphy, Paramedic Assistant Chief Andrew Tucker, Paramedic Kevin Sorgi, EMT Anthony Welch and EMT Mark Smith.

Fund DriveSolicitations for the annual Fund Drive of the Marple Township Ambulance Corps (MTAC) are mailed to the residents and businesses within the township by October 1st. Generally, 30-40% of the population responds with a donation almost immediately. A second mailing is sent by mid-December to remind people who may have forgotten to send in their contribution. A third and final reminder in the form of a postcard is mailed by mid-January. At the year's end, almost 60% of the residents and businesses of Marple Township have generously made the decision to support their volunteers at the Marple Township Ambulance Corps.

The funds collected from the annual fund drive are crucial to the continued updating of equipment and training necessary to provide the citizens of our township with the highest quality emergency response care. As a current subscriber to MTAC, you will never be billed for any balance not covered by your insurance company.

Broomall Fire Company News

The Broomall Fire Company (BFC or

Company 53) was established on January 8th, 1923 by a group of twenty-six men whose sole purpose was to establish fire protection for the growing Marple Township community. Today, BFC serves well over 24,000 citizens and protects an area of approximately 11 square miles, including a large stretch of Interstate 476. The fire house is located on the corner of North Malin Road and West Chester Pike. There are over 90 members in the BFC with approximately 52 men and women designated as active firefighters.

Marple Newtown School District

The Marple Newtown School District has a long tradition of excellence in education. There are approximately 3,500 students enrolled in grades K through 12 with accelerated and advanced placement courses offered in all of the academic areas. The academic curriculum of the district retains the strength of traditional programs while meeting the changing needs of a technological society.

The district is a clear leader in the county in the development of academic standards. In addition to a strong academic program, 23 Advanced Placement and 32 Honors courses are also offered to students at Marple Newtown High School. A variety of opportunities are available to students through elective courses, independent study programs, cyber learning and a wide range of extra-curricular activities and athletics. There are accelerated courses in all disciplines and a comprehensive Special Education program for students who require special instruction.

Paxon Hollow Middle School has advanced programs in Science, Mathematics, Language Arts, Social Studies, and Foreign Language and was recognized by the Pennsylvania Association for Middle Level education with the Don Eichhorn Outstanding Middle School Award. PHMS has been involved in "Potter Cup", an all-school event created to promote school spirit and has raised over $300,000 for pediatric cancer research in the name of Alex's Lemonade Stand since 2005.

Marple Newtown High School has demonstrated outstanding academic performance on its Pennsylvania School Performance Profile with a Building Level Academic Score of 98.1. This score is comparable to the finest high schools in suburban Philadelphia and the state. The high school students' performance on the new r i g o r o u s e n d - o f - c o u r s e K e y s t o n e examinations were excellent:Literature: 95.0Algebra 1: 88.11Biology: 75.00

Additionally, Marple Newtown High School students raised their average SAT scores in all three subject areas, with the largest gain in Critical Reading.

While public schools across the state have previously received designations under No Child Left Behind (e.g., Made Adequate Yearly Progress, Making Progress, Warning, School Improvement, Corrective Action), schools will now receive an academic performance score based upon many data points. Test scores, progress in closing achievement gaps, and degree of student growth over time are factored into the scoring while other identifiers of high achieving schools are also considered: graduation, promotion, and attendance rates, as well as evidence of offering rigorous courses factor into the calculation. Schools may also earn extra points beyond the 100 point scoring system for those students who have earned advanced scores on the state, industry, and Advanced Placement Exams. News From the Marple Tree Commission

Tree City ,USA CertificationSince 2006 our community has proudly displayed its status as a Tree City, USA on signs on roads entering town and a flag at the Municipal Building. The program was developed by the National Arbor Day Foundation to encourage communities to care for their trees and the protective leaf canopy they provide. Working together, our township administration and the Tree Commission have submitted the required information to qualify again in 2014 for this distinction. We must document annually how much money the township spends on tree care and associated services as well as how many volunteer hours our Tree Commission, and our MTC volunteers and supporters all over town, have devoted to planting, watering and protecting trees in Marple.

One of the requirements of Tree City, USA is that the Tree Commission host a celebration of Arbor Day every year. At that time we invite the public to join us at one of Marple's lovely parks to hear short presentations from local officials, receive our Tree City certificate from a PA Forester and watch a demonstration of how to plant a tree. You are invited to join us on Friday, April 25, 2014 for this year's Arbor Day Observance at 4:00 pm at Kent Park (off Cedar Grove Road). There will be refreshments!

Plant a tree at your house this springThe Marple Tree Commission plants trees in our parks and other public areas. We also encourage homeowners and businesses to plant trees on their property. This spring our RE-LEAF Marple program will offer inexpensive young trees suitable for landscapes plus siting and planting services, and care instruction. For specific details, contact Janis Egan, RE-LEAF Marple co-ordinator at 610-356-5046.

Why should I plant a tree?The trees growing on both public and private property in Marple collectively constitute our community forest. Its protective leaf canopy moderates our climate, preserves soil, beautifies streets, parks and residential landscapes and enriches our lives. Here are more very good reasons why trees are critically important to Marple:

! Healthy mature trees add about 10 percent to the value of a typical residential property.

! Trees save taxpayers money by reducing township energy costs and stormwater treatment costs.

! There are fewer incidents of violence and crime in neighborhoods with lots of mature, attractive trees.

! Neighborhoods with lots of trees experience slower traffic speeds and fewer traffic accidents.

! A large, healthy shade tree has a cooling effect equivalent to ten room-sized air conditioners operating 20 hours a day.

! A mature deciduous tree intercepts hundreds of gallons of water from rainfall each year, reducing flooding and soil erosion in town.

! Trees benefit the local economy because customers spend up to 20 percent more in stores with trees in front of them.

! An average size tree "inhales" 26 pounds of CO2 and "exhales" enough oxygen to keep a family of four breathing for a year.

Senior Citizen Advisory Commission

Mission Statement: To enhance and support the lives of senior residents of Marple by advising township officials about their concerns and interests, by creating a forum where they can meet and socialize and by offering programs and activities for their enjoyment.

Established in 2011 to serve as an advisory board to the Board of Commissioners on senior related issues in the Township. Seniors have a chance to interact with their local Government Officials.

All About Permits - Part II

Code Corner: A Guide to Marple's Regulations

A previous column discussed the types of permits and when they are required by Marple Township Code regulations. Actually, the most common situation for homeowners is planning for some sort of construction project in the home or landscape, such as replacing indoor water pipes, installing electrical wiring, adding to the home or undertaking major shade tree work. In these types of projects there is potential for dangerous, expensive and environmentally destructive repercussions if the work is not done correctly to code requirements. Permit applications alert the Code officials that the work is planned and they can check on the project.

Getting a permitIf you hire a contractor to do work on your property, he may obtain the permit. However, it is the homeowner's responsibility to check and be sure that a permit has been issued. You may have to apply for it yourself.

Visit the Marple Township Building at 227 S. Sproul Road and ask for a permit application form. If you need help filling out the form, someone in the Code Enforcement Department will happy to help you. The office staff maintains a list of contractors who are licensed in Marple Township. Keep in mind that a contractor also has to be licensed by the State of Pennsylvania. Make sure you ask a contractor for his license(s) and insurance before you hire!

Then submit the application, including plans for the proposed project, and pay the required fee to the Code Enforcement Office. Fees are based on the estimated cost of the project. If the permit application shows that the project conforms to current regulations, you will be issued a permit for the project and a cardboard placard to post in a conspicuous place on the premises so the public can see it. It states: "Building Permit Issued" and must be

displayed during the entire construction period.

If, upon consideration of the permit application, the Code Enforcement Officer decides that the permit cannot be issued because the proposed activity does not conform to the township regulat ions, a resident can apply for relief from strict conformance to the regulations. This is done by appeal to the Zoning Hearing Board. (to be discussed in a future column).

aware of an un-permitted project, it issues a 'stop work" order to the property owner and requires the owner and/or contractor to contact the Code Enforcement office to secure the proper permits. When the inspector visits the project, he will be able to confirm that any aspects that do not meet the Marple Code can be corrected. This protects you, your neighbors and our community.
