Construction Contracts can represent a very significant expenditure of resources by public agencies and, thus, a heightened liability. Historically, they have not been a type of contract routinely administered by public purchasers, which may expose the agency to higher levels of liability. This seminar will key in on areas of contract administration specific to Construction Contracting and how they can best be applied to limit risk and liability. This course is targeted to all levels of purchasers handling construction contracting, purchasing managers overseeing the construction contracting function, and project managers overseeing the direct construction activities.

We need volunteers to be part of our team. Immediate need to fill the second Auditors position before the end of 2016. Auditing Committee: The Executive Committee shall appoint an auditing committee consisting of two members who are not officers of the Chapter to audit the books of the Chapter annually at the close of the fiscal year. The auditing committee shall include, in the audit report, a complete statement of all money received and expended, showing amounts on hand and where deposited. The audit report shall be turned over to the Secretary who shall file it with the other permanent records of the Chapter and make it available, on request, for inspection by any member of the Chapter. Mindy Gallegos is the DFW Chapter Membership Committee Chair. She began her procurement journey in 1996 as a Purchasing Analyst for East Texas State University. She worked for Katy ISD, then Garland ISD, is currently the Contract Administrator for the City of Allen.

When asked what she would tell new purchasers, she replies, “Know the law, know your local policies.” She also shares the “Purchasing Agent’s Ten Commandments” (previously published in the May 2016 issue of the DFW Pulse on Purchasing Newsletter.

For Mindy, being a member of DFWNIGP is important because it is “a great place to network and meet new people who understand this career path (“birds of a “feather”). You learn new things through them as well as through the Professional Development opportunities and Conferences.” When not working, Mindy enjoys snorkeling and occasionally playing a round of golf with her husband. She enjoys reading and her favorite book is To Kill a Mockingbird. “I read it and I feel a though I’m right there with Scout living through her,” she says.

DFW NIGP Chapter July Quarterly Meeting The joint meeting between DFWNIGP and PPANCT on July 28, 2016 was a great success. DFWNIGP had 16 members and PPA had 29 members for a total of 45 attendees.

Jay Mathis was the guest speaker. His presentation on developing trust was insightful and pertinent to public procurement profession. He explained how we can shift the win/lose mindset to a win/win scenario. The win/lose can divert attention and can destroy an organization’s effectiveness. Some ways to create trust and the win/win situation are to actively listen, avoid absolutes, involving others who are affected, and thinking ‘our problem’, not’ yours’ and ‘mine.’

The joint meeting was held at the Sheraton Grand Hotel – DFW Airport in Irving, TX. We had the opportunity to connect and meet with our PPA colleagues. The joint meetings are a great opportunity to network, to learn more about public procurement, and to strategize and support each other.

We raised over 200 pounds of canned goods and other items for Community Link Mission in our

Community Outreach Drive.

Election time is upon us again and you will soon be asked to nominate yourself or one of your colleagues for one of the board positions within the Chapter. Below you will find a list of available positions and we encourage everyone to consider serving your Chapter and your fellow purchasers. List of Available Positions

• President • 1st Vice President • 2nd Vice President • Secretary • Treasurer

A recommended slate of officers and request for alternative nominations will be distributed to the membership no later than September 30, 2016. The nominating committee will poll each person submitted to make sure they will serve if elected. We will then send an official ballot to the membership that will include the slate of candidates and space for write-in candidates. The election meeting will be held during our Pro-D day on Thursday, October 20, 2016, at the City of Garland Fire Administration Building. I encourage everyone to consider your involvement within the Chapter. If you feel that being an officer is not right for you please consider taking an active role in one of our committees. With your help we can become the premier local chapter of NIGP. I would like to send thanks to co-chairs Debra Morris and Cindy White for assisting with the election process.
