NSSC Background

• The NASA Shared Services Center (NSSC) went live in March 2006• The NSSC provides improved service and cost savings for the Agency

by consolidation, standardization, and automation• The NSSC has transitioned more than 66 services and activities from

NASA Centers to the NSSC in the following areas:o Financial Managemento Procuremento Human Resourceso Information Technologyo Business Support

FY14 NSSC Small Business Goals

• With the exception of HUBZone, the NSSC has met or exceeded all FY14 Small Business socioeconomic goals

• Because we exceeded our goals in the areas of Small Business and Small Disadvantaged Business, the goals for FY15 have been increased while the FY15 goals for HUBZone, SDVOSB and WOSB have remained at FY14 levels

Upcoming Contract – EAST 2 (Solicitation)

• The EAST2 draft RFP was released December 12, 2014

• The draft document included strong Small Business subcontracting goals, including a Small Business subcontracting goal of 26% and Service-Disabled Veteran-Owned Small Business goal of 7%

• Industry was given the opportunity to comment on the draft RFP, including these tentative goals (deadline was Jan. 20)

• After consideration of comments from industry and further coordination with OSBP, the subcontracting goals will be finalized

• The final RFP for EAST2 will be released on or about March 4. It may contain slightly different subcontracting goals than the 26% and 7%; still, the emphasis on Small Business subcontracting will remain strong and the Service-Disabled Veteran-Owned Small Business subcontracting goal will be aggressive
