no place for pedestrians towalk safely andwe are always ducking vehicles drivingdown LangalibaleleStreet.Everything is inpatches,” said Nomaswazi Dlamini.

One business owner whose shop islocated along Langalibalele Street near theMsunduzi TourismHub said that the unfin-ishedbrickpavingof thepavementhinderscustomers from entering their shops.

“The workers are always digging andpatching the pavement with red bricks.Days later, you see the very same workersstripping the very same pavement and re-starting the whole process. I doubt that

these people doing the paving are eventrained to do thework. Almost everywhereyou go, there are patches of unfinishedwork.”

Msunduzi Municipality spokespersonThobeka Mafumbatha said that they arebusywithallthecontractorstogivethemtheprogramme to reinstate all the work donein the CBD.

“The problem with all this constructionis that there was no way-leave approved,but that doesn’t mean we can’t push themto reinstate all the work.

“We are gathering all the informationstreet by street to find outwhodid theworkfrom the roads department,” saidMafumbatha.

She added that the project currentlybeing carried out is being done by themunicipality, and that ameetingwasdue totakeplace lastweekFridayon theupdateofthe project.

IN a synchronised high density crimeoperation, members of the policecracked down on crime inPietermaritzburg on Friday and Saturday nights.

Cold wind and sleeting rain didlittle to deter over 150 police andexternal law enforcement membersfrom the Mountain Rise, Loop Streetand Alexandra stations as they hitvarious parts of the city.

Teams patrolled crime hotspots,nabbing drug dealers and closingdown illegal shebeens ahead of thefestive season. With recoveries ofstolen property, drugs and alcoholvalued at over R153 000, a total of73 arrests were made over the twonights.

The Loop Street departmentyielded the most arrests, arresting40 criminals while the Mountain Riseforce confiscated R113 000 worth ofliquor, drugs and stolen property.

Suspects held their heads downas they were marched in through thedoors of the three stations withcharge sheets filling up as bothnights progressed.

They were apprehended for,among others, charges of rape, prostitution, murder, drug possessionand theft.

The police warehouses alsorapidly filled up with stolen property from television sets, kitchenappliances and computers to knivesand illegal firearms.

Warrant Officer Joshua Maistryexplained how the operationcommenced.

“The operation is based on crimeintelligence and careful planning. It’ssimple.Wegetout,nabthecriminals,bring them in, charge them, fill inthe paperwork and get back onto thestreets.

“There’s no time to play games,”he said.

In one incident, both the son and

wife of a notorious drug dealer werearrestedattheir homeinJinnahRoadduring a major drug bust on Saturdaynight.

Police stormed into theNorthdale house and swooped upthe assailants while raiding theproperty for drugs. Along with liquor,they recovered rock cocaine,Mandrax and ecstasy with a streetvalue of about R10 000.

Six illegal shebeens were shutdown by the Mountain Rise team.

But it was not only the hardenedcriminals who felt the might ofthe police force. Shaun Marais,chairperson of the SAPS YouthDesk, spotted street children sniffing

glue on the corner of Khan andGreytown Road.

He swiftly rounded up the boysand began to counsel them in themiddle of the street about theharmful effects of drugs and the effects on their lives.

Pietermaritzburg police ClusterCommander Brigadier FrancisBantham extended her gratitudeand congratulated membersinvolved in the operation.

“Theytookthetownbystormandthey were really on form. We need torid the community of crime and drugswith the hope that one day peoplecan walk freely on the street withoutfear.”

A large banner hanging over the Mayor’s Walk bridge this week hadmany motorists in the rush hour hooting in agreement and snappingphotos with their cellphones. The “A” in Zuma is the symbol ofanarchy. One surprised motorist brought his car to a complete halt inthe traffic, hooted enthusiastically and then drove off, as othershooted in passing. Two men are believed to be responsible for thebanner. They have joined the trend of erecting a large sign on a busyroad to air their concerns or anger, which was famously highlightedrecently when a banner denigrating Cell C’s service levels was put upin Beyers Naude Drive in Johannesburg. HOUSES built along Henley Dam which breachthe National Building Regulations and theNational Environmental Management Act

(Nema) may have to be demolished and UmgeniWater will be responsible for that, the ExecutiveCommittee (Exco) heard recently.

Msunduzi municipal manager Mxolisi Nkosi toldExco that Umgeni Water, the owner of the HenleyDamarea,hadapproachedtheMsunduziMunicipalityto intervene in solving the developments on HenleyDam, to help with legal compliance on this matter andwhere possible, form a partnership to solve theunauthorized development of Henley Dam.

The above request was noted in a letter UmgeniWater had sent to Nkosi dated August 7, 2014, whereUmgeni’s general manager for corporate services Moketenyane Mayongo cried foul on this challenge currently facing Umgeni.

“Umgeni Water would like to put it on record thatit does not have the mandate to develop land in thenature that has taken place at Henley Dam, neitherdoes it support/ nor has it supported the activitiesthat have taken place at the dam,” Mayongo statedin the letter.

The area in question is Portion 12 of the FarmZwaartkop Native Location No.4669 which is knownas Henley Dam. The land was purchased by UmgeniWater from the Msunduzi Municipality in 1992 to usethe dam to supply water for the greaterPietermaritzburg area.

When the dam was decommissioned in the 1990s,Umgeni remained the owner of the land until adecision was made to dispose of it in 2008. Prior tothat, the land was operated by Natal Cooperative

Timbers (NCT) as commercial forest for years untiltheir safety was threatened when inspecting andrunning the forest. NCT terminated the lease withUmgeni Water around 2008.

“Therearealotofdevelopmentswhichhavetakenplace there. Some of those developments are inbreach of the National Environmental ManagementAct as some have been built on municipal servitudes.There have been discussions between us and Umgeniwhere they cried foul that the area was invaded.

“We have learnt that the Department of EconomicDevelopment, Tourism and Environmental Affairs(DEDTEA) had issued them with a precompliancenotice which says that because there is a dam, someof the developments have breached the NationalEnvironmental Management Act. The propertybelongs to Umgeni and Umgeni must deal with it.Msunduzi will not be part of that. Some of the housesmight actually have to be demolished,” said Nkosi.

Exco member Bill Lambert said that the issue isshocking. “It is quite alarming and I am glad that it’snot us that has to deal with this. There are somemagnificent houses built right along that dam.”

The deputy municipal manager for economicdevelopment Dr Ray Ngcobo said that Umgeni hadapproached them for a Planning and DevelopmentAct (PDA) which they turned down.

“We turned it down because they can’t developa land and then ask for a PDA at a later stage. Noneof the people that are there have title deeds. Thedeveloper will have to take responsibility. In this caseUmgeni is the developer, the illegal developer.”

The municipality stated that Umgeni needs tolook at a holistic development application for theentire area by way of a formal township establishment and that a geotechnical assessment of the area must be done.

THE Road Accident Fund (RAF) is invitingmembers of the public to attend its mobileservice outreach campaign called ‘RAF onthe Road’.

This is in order to get more informationon driver and passenger safety and to

further use this opportunity to submit RAFclaims.

The mobile service outreach campaign

will be in Pietermaritzburg this comingSaturday, 22 November.

RAF prides itself that this campaign,

which is a muchneeded service deliveryproject, has helped over 40 communitiesacross the country and has successfully

managed to settle more than R591million’s worth of claims.

The campaign’s main objective is tomeet the people and families adverselyaffected by motor vehicle accidents.

“Eligible community members areencouraged to make use of this opportunity and submit claims directly, thus makinga saving on contingency fees.

“The fund will be making settlementoffers, assisting with claims inquiries,recording fraud complaints and providingsupport to rehabilitating accidentsurvivors,” said RAF’s media and public

DEDICATION and love for their community hastransformed the face of the Khan Roadsubstation.

For more than 20 years, this substation used tobe an eyesore, with overgrown weeds, grass and litter.

A group of local residents were fed up with the filthand decided to take matters into their own hands.

The substation now has a flower garden which isappealingtothosewhopasstheKhanRoadandShalePlace intersection.

One of the residents behind the project, MogieReddy, said that it took community effort to clean theplace up.

“The overgrown grass and weeds used to block thetraffic flow at this intersection. People dumpedrubbish, including rubble, bottles and domesticrefuse. I told myself that I would take a stand and dosomething about this. I contacted the municipality tosee if they could come and cut the grass, which theydid, but there was still a lot of work to be done.”

Reddy said that about 26 people from hercommunity contributed R20 each towards cleaning

up the place.“We used this money for labour, which took eight

days, and more than 60 bags full of rubbish werecollected,” added Reddy.

She said that the project is only three weeks oldbut as the community, they are planning to keep the

area clean for as long as it takes. She said that herhusband donated plants, garden concrete slabs,smart stone and compost towards the project.

Anwar Ally, who is the owner of local shop KharinaSupersave, helped with the painting of thesubstation.

ITallstartedin1989whenagroupof concerned citizens respondedto aplea for help to do something

for the increasing number ofchildren being abandoned atEdendale Hospital.

At the time, babies were beingabandoned at the hospital becauseof the violence and social turmoil inmany communities and because ofHIV and AIDS.

Volunteers responded to this callfor help. They visited the hospital toprovide care and stimulation tothese abandoned children. Then in1994 nurses at the hospital went onstrike,resultinginthechildrenbeingtemporarily placed with familiesand children’s homes outside of thehospital.

As it turned out, this was ablessingindisguisebecausemanyofthe familieswho took these childrenin ended up forming a bond withthem and fostering them. No lessthan 35 children found a new homeand family in this process.

As a result of this success, thesevolunteers decided to form theThandanani Children’s Foundationwith the aim of strengtheningfamilies caring for orphans andother vulnerable children in local

communities.Since then, Thandanani has

worked in communities aroundPietermaritzburg to strengthenfamiliesviaacomprehensivesystemof family support. This systeminvolvesa rangeof activities that arestructured in such a way as to movefamilies from vulnerability toincreased stability and self-relianceover a three year period.

In this way, Thandananistrengthens the family’s ability toprovide for the basic material,physical, cognitive and emotionalneeds of the children in their care.Thandanani’s Director,

Duncan Andrew, tells thestoryofSihle and his family - a typicalexample of the kinds of familiesThandanani works with.

“Sihle is 10 years old. Last year,his mother passed away. Sihle’s 72year old grandmother Thandekahadnochoicebut to take inher threegrandchildren-Sihleandhisyoung-er brother and sister, Sifiso andNaledi -andcare for them. Althoughshe lovesher grandchildren, it is noteasy. At 72 years of age, Thandeka’s health is not good and the onlyincome she receives is her statepension of R1 350 per month.

“The family live in a small tworoomedmudanddaubhouse,whichis in need of repair, have noelectricity and very little in the wayofbasichouseholdgoods.The lossofher daughter and theburdenof careshenowcarrieshavebeenveryhardforThandekaandsheworriesabouther grandchildren’s future.”

Andrew goes on to explain thatchildren growing up under thesecircumstances are extremelyvulnerable. They often have to carefor ill and dying parents andmay betraumatised by loss. When theirparent dies, the family usually losesincome and children are often leftwithout adequate care, shelter, foodand clothing.

Even when the extended familyor community members take themin, they often still struggle as theextended family now has to stretchthe little they have to care for theadditional family members theyhave taken in. In circumstances likethese,childrenoftengohungry,dropout of school, experience emotionalor behavioural difficulties and evensometimes take to the streets, oftenbeing forced to beg or becomeinvolved in petty crime or sex workjust to survive.

Ultimately, this maintains thecycle of poverty andundermines theability of the child to live a full andmeaningful life. It is this vulnerabili-ty that Thandanani’s interventionsaim to address.

To support their workThandanani recently launched anew fundraising initiative called4Kids. Genéye Starling, Thandan-ani’s 4Kids co-ordinator explainsthat 4Kids aims to help Thandananichange the lives of vulnerablechildren and families by providingordinary people with a variety ofdifferent ways to make a real differ-ence in the life of a vulnerable child.

4Kids is a ‘virtual village’ ofcaring people who work together,and in the true spirit of Ubuntu,provide much needed support forthe work that Thandanani does.

As a founding member of ThandananiChildren’s Foundation, Penny Haswellwas actively involved in providing careand support to abandoned babies atEdendale Hospital in the late 80’s.

In an interview for the book“Children at the Forefront: A History ofThandanani Children’s Foundation(1989 2009),” Haswell recalled herexperience:

“I didn’t know what would happen.I thought we should just love her untilanything happened. We had to put herinto intensive care and her little handwould just touch my finger. I knew shecared. It was horrific going to see her.

I went back to the hospital one dayand the bed was empty. The drips weregone and I was just devastated. I burstinto tears and was blindly walking out

of there. I didn’t want to see any moreof this awful stuff. Then the nursescame running up to me: “Hawu,Nkosazana, woza!” They dragged meto another ward and there was Ningi,propped up on a pillow, this scrawnything, and she was full of life. Then Iwas happy.” To honour Haswell, whopassed away on 27 October 2014, andher legacy of ‘putting children first’, theHaswell family have established thePenny Haswell Education Fund tocontinue her passion for promotingand fostering children’s education.

The fund will be administered byThandanani Children’s Foundationand will provide funding for theeducation of children in need.

THE 154 year celebrations of the arrival of Indians to SouthAfrica hosted by Amalgamated Tobacco Manufacturing(ATM) Africa in association with The Consul General of

India, South African Chamber of Commerce and Industry andThe Pietermaritzburg Chamber of Business (PCB) wascelebrated on Friday night.

Theeventwasenjoyedbyvariousrepresentatives,bothfromPietermaritzburg and out of town. Ela Gandhi, MahatmaGandhi’s granddaughter, was also present at the event.

During his speech, Consul General of India RajagopalanRaghunathan said that the celebration of the arrival of theIndians is necessary for all to remember the sacrifices made bythese pioneers.

“Amidst their struggle with daytoday living, they wereable to give the succeeding generations a platform to excel inall the fields. It is indeed a proud moment, and an honour forme, to be present here on this historic occasion,” saidRaghunathan.

He added that the indentured Indian labourers worked hardin the sugarcane fields and despite very difficult livingconditions, they had hopes and aspirations, not only forthemselves but for their children as well.

“Today, amongst you, there are innumerable success storiesof the fruits of labour put in by them. Let us rededicateourselves to the values handed over to us through succeedinggenerations.”

The title was decided at theInter-schools Enduro at CampsDrift when Maritzburg Collegeand Michaelhouse went head tohead coming into this, the lastevent of the season, on equalpoints.

Brandon Orpwood and JarrydGibson crossed the line in thewinning College team, withDamon Stamp and LouisHattingh, to clinch the KZNschools trophy for College. TheEnduro consists of teams of four.

The Maritzburg College U18team placed first overall and theU14 teamalsowon their category.

Itwasa fitting end toa success-ful season where MaritzburgCollege won the trophies for thewinning school at the Fish RiverSA Championships, the KZN

EARLIER in November Wheels24 reportedthat Hyundai and sister Korean company KiawillpaytheUnitedStatesgovernmentapenaltyequivalent to R1.1 billion to end a two-year in-vestigation into "overstated" fuel consump-tion claims onabout a thirdof its vehicleprod-ucts.Following the investigation, the automakersannounced a plan to triple the number of fuel-efficient cars by 2020, addressing concernsabout the pair's green track record and com-petitiveness in fuel economy.

The announcement on Wednesday, 12 No-vember came a week after the pair pledged toraise the fuel economyof their vehicles by25%by 2020 to meet emissions regulations in theU.S. and Europe and at home in South Korea.

It also followed an announcement on Tues-day11November that thepairwouldbuybackR6 billion worth of shares in what was widelyregarded as an attempt to appease investorsangered by a R100 billion bid for property fornew headquarters.Analyst YimEun-young of SamsungSecuritiessaid: "InvestorshavecomplainedaboutHyun-dai's lack of shareholder-friendly policies and

communicationabout its vision, especially aft-er the land deal.

"Today'sannouncement seems tobepartofits efforts to soothe shareholders and bettercommunicate with the market."

Shares ofHyundai have fallen25% in2014,but have risen over 17% since hitting a morethan four-year low on November 5. Kia stockhas declined 0.9%while the benchmark indexhas lost 2.4%.

Underlastweek’splan,HyundaiandKiawillraise their number of fuel-efficient cars to "atleast" 22 by 2020 from seven now.Hyundai, Kia said in a joint statement: "Wehave set an internal target ofmaking it tonum-ber two in the global eco-friendly car market,which is expected to grow from this year's 2.2million vehicles to 6.4 million in 2020."

Hyundai and Kia plan to release 12modelspowered by gasoline-electric hybrid engines,expanding the line-up to small cars and sportutility vehicles.
