NCE : The industry must «own» the NCE application
Identify and get confirmation from the industry, academia and business developers that want a broad and long term relationships for further development of the Oslofjord region.
Aim: To strengthen the innovation activities in our cluster will boost value creation.
Aim and Strategy to be harmonised with the potential we see and challenges we are facing.
Identify clear common interests in the cooperation and visualise potential for further growth. Launch activities that will enhance the innovation culture
The program: To develop the Oslofjord region to become NCE Maritime operations and services
We shall show our common interests, regional strengths and advantages that we find in geographical closeness among the actors.
We shall cooperate with other clusters (OOF, Subsea Valley, NCE Systems Engineering, Kongsberg, Vannklyngen, NCE Maritime, SARiNOR etc.)

1) Develop our network to secure status as world leading in maritime operations and services?
2) Innovation and business development within maritim technology and services. (HBV study)
• Better understand how the infrastructure is felt by the industry in our region • Capacity to absorb new knowledge in the company / organisation• Flow of innovation relevant information between companies in the region
(The innovation committee’s responsibility)3) Demanding critical and simultaneous maritime operations?
(Simulator based training centre – separate projekt group; phase 1 to establish the demand and interst for the centre: budget ½ mill. NOK)
4) Environmental challenges and the road to sustainable solutions for the maritime industry?

6) Ocean Industry house; concept development for later realisation(Information, visualization activity)

Background for deciding to develop a centre
• Well established contingency centre for fire, safety and rescue training. • Assumed demand to develop a competence centre that can set standard for
new contingency procedures in fire safety and rescue training– Joint training and scenario-training where large crews, together with rescue centres
and owners identify risks and perform emergency management training– Improve operational procedures and develop new where such need is uncovered– Develop and test the future solutions and procedures for Shortsea, Seismic and
Industrial shipping with advanced simulator and scenario models.• Todays offer at Bakkenteigen is advanced, ref PGS’ training program, but we
feel capacity need to be boosted• Center for Simulator Maritime Training (CSMART) i the Netherlands was studied
as apossible model(Owned by Carnival and used by the cruise industry from all over the world, app. 7 500 participants yearly)
• Norsk Maritimt Kompetansesenter in Ålesund visited• Cooperation with Fosnavåg Offshore Simulator discussed

Development of a «maritim competence-HUB»
• Maritimt Forum Oslofjord shall contribute to the development of the maritim cluster in the Oslofjord region with NCE status as our goal
– A maritime competence centre as a network project will contribute to this goal• Høgskolen i Buskerud and Vestfold is one of four university colleges in
Norway giving higher maritime education including Master programs– The industry’s active participation will strengthen the foundation for long term
international competitive deliveries• Redningsselskapet has the ambition to become leader in safety and rescue
– Bought NMU. New owner and private investment in simulator and safety and also with the aim is to expand with a new resue centre at Langgrunn

The road ahead for a maritime competence centre
Maritimt Forum Oslofjorden has together with a group of shipowners and other maritime players taken the initiative to establish a business cooperation to establish the interest for establishing a maritime competence centre in the Oslofjord region.
Startup August and phase 1 running till late fall 2014
Phase 1: Describe the centre conceptually, evaluate need and market potential Budget 350 000 NOK.
Phase 2: If sufficient interest, the project shall materialise, otherwise terminate it.
