Family Housing Overview

Responsible for coordinating operations and oversight management of family housing requirements to include policy development, budget formulation, training and required liaison between Navy Facilities (NAVFAC) and Public-Private Venture (PPV) Partners.

Public Private Venture

• FY96 Defense Authorization Act established the Military Housing Privatization Initiative (MHPI) directing partnering with the private sector

• Enabled DoD to provided new housing and repair/replace existing housing much faster than under the military construction (MILCON) program

• Public-Private Venture (PPV) is a 50 year business partnership between the Department of the Navy (DoN) (for Navy and Marine Corps) and the private sector

• DoN is not involved in day-to-day operations, but involved in key business decisions; PPV partners own, maintain and operate housing

• Individual relationship established between private-partner and tenant

Home Energy Survey

• Home energy survey available to LMH residents at www.lincolnrecp.com.

• The survey takes only a few minutes to complete and gathers info on:– The type and quantity of electricity-consuming items in the home.

– The family’s electricity usage habits.

• The resident identifies the District in which they live, and when they submit the survey it goes to the appropriate LMH District mailbox.

• The resident also receives energy saving suggestions and tips automatically once the survey is submitted.

• Once received at the District, the survey is assessed and follow-up with the resident is made within two working days.

• Follow up within 2 days of completing the online survey to schedule the on site work.

• Utility account becomes delinquent 21 days after due date on billing statement when balance due exceeds $25.

• Resident receives a late letter from the utility billing company each subsequent month as long as the account remains delinquent.– Each subsequent billing statement will also show balance due and includes reminder

that payment for delinquent balances is due immediately.

• Resident receive a 45-day “late letter” from the property manager.

• For utility accounts delinquencies > 90 days with balances over $500:– Property manager advises Government Housing Office.– Government Housing Office notifies the Service members command for required

support.
