Project Information

Project Summary:The United States Department of Defense proposes to construct a new middle-high school building on the site of a closed elementary school (Russell ES), which was relocated to a new site across the street (north-side of Purvis Road), previously reviewed/approved by the Commission in April, 2013. The project is divided between two separate sites – an 8-acre site situated to the north of Purvis Road, to the northeast of the new elementary school building, and a 13-acre site along the south-side of Purvis Road (site of the old Russell ES). The current proposal will demolish the existing middle-high school building (81,000 square feet) and construct a new baseball field/related site improvements on the “north” site, and a new middle-high school building, parking lot, softball field, football field, basketball court, amphitheater, circulation roadways, sidewalks, and landscaping on the “south” site. The existing triangular parking lot and circulation drives adjacent to the old middle-high school building will remain once the building demolition is complete.

The new middle-high school is shown with a 78,789 SF footprint and a total program area of 116,000 square feet, between two-levels. Once complete, the new school will accommodate a total of 75 staff (no increase) and 350 students (+34 students), with a 117-space parking lot (+10 spaces). Staff notes that the project description lists of total of 124 spaces consisting of: 20 student spaces, 47 faculty/staff spaces, 35 visitor spaces, and 22 service personnel spaces, while construction plans show a total of 135 spaces between two lots. The project will increase on-site vegetation/landscaping and improve the site’s overall stormwater management performance through bio-retention and bio-swales within the parking lot islands, along on-site roadways, and in open spaces adjacent to the new school building and recreational fields. The project materials claim that the site will be designed to meet Virginia State stormwater requirements (treating up to 1.0” of rainfall utilizing the Virginia Runoff Reduction Method) and federal requirements (accommodating the 95th percentile rainfall event) under Section 438 of the Energy Independence and Security Act (EISA).
