2e WHEREAS, each local, exempted village, city, and joint vocational school district board

of education shall employee a Superintendent, and WHEREAS, the contract for current Superintendent, William Hampton expires July 31,

2017, therefore BE IT RESOLVED, by the Board of Education of the Marietta City School District, that

William Hampton is hereby employed as Superintendent of Marietta City schools for a period of five (5) years commencing August 1, 2017 and ending July 31, 2022. The Board authorizes the Treasurer/CFO and the Board President to sign the contract.

2f WHEREAS, currently the Marietta City School District has service agreements with

META Solutions; therefore BE IT RESOLVED, that the Marietta City School District Board of Education enter into

an agreement with META Solutions to provide Internet access, EMIS, Library Management System, Student Information Management System, and software services from July 1, 2017 through June 30, 2018.

2g BE IT RESOLVED, by the Marietta City School District Board of Education, that the teaching contracts for the following teachers be amended to read that they receive pay for one planning period based on their hourly rate of pay for the 2017-18 school year: Steve Foutty 45 min./day, 180 days Heath Rader 45min./day, 180 days Jeremy Grosklos 45 min./day, 180 days 2h WHEREAS, the Board of Education of the Marietta City School District is eligible to

receive services from Ohio School Boards Association (OSBA) for the purpose of providing online policy services, and

WHEREAS, the contract for this service expires in June; therefore

BE IT RESOLVED, that the Marietta City School District Board of Education agree to renew this contract with OSBA for online policy services at a cost of $1,550.00 for the 2017-18 school year.

2i WHEREAS, Marietta City Schools has a negotiated agreement with Marietta Education

Association regarding Entry Year Program, and WHEREAS, this agreement stipulates stipend rates for mentor teachers, therefore BE IT RESOLVED, that the following stipends be paid for the 2016-17 school year

2m WHEREAS, the Marietta City School District Board of Education has received a

recommendation from the Marietta City Schools Athletic Council regarding ECOL (East Central Ohio League) ticket prices for the 2017-18 school year,

WHEREAS, said recommendation lists the following event ticket prices:

NOW THEREFORE, BE IT RESOLVED, that the athletic event ticket prices for the 2017-18 school year be approved as submitted.

2n WHEREAS, the Marietta City School District Board of Education has received a

recommendation from the Marietta City Schools Athletic Council regarding a charge for transportation fees for athletics, and

WHEREAS, said recommendation is listed as $25.00 per season per athlete for middle

school, $35.00 per season per athlete for high school, with a maximum charge of $90.00 per family per year; therefore

BE IT RESOLVED, that the transportation fees for athletics be approved, effective for

the 2017-18 school year.

2o WHEREAS, the Marietta City School District Board of Education has received a

recommendation from the Marietta City Schools Athletic Council regarding a charge for athletic passes, and

WHEREAS, said recommendation is listed as $20.00 per season for senior citizens,

$100 for adults, $60.00 for students, and $300.00 for a family pass; therefore

BE IT RESOLVED, that the athletic pass prices for the 2017-18 school year be approved as submitted.

2p WHEREAS, the Marietta City School District assesses parents for fees for consumable

instructional supplies and materials; therefore BE IT RESOLVED, the Marietta City School District Board of Education approve the

The Board of Education of the Marietta City School District met in regular session on May 22, 2017, commencing at 5:30 o’clock p.m., at 111 Academy Drive, Marietta, Ohio, with the following members present: Roger Bartunek Zane Lazer Russell Garrison Wendy Myers William Hutchinson The Treasurer advised the Board that the notice requirements of Section 121.22, Ohio Revised Code, were complied with for the meeting. Russell Garrison moved the adoption of the following resolution: A RESOLUTION APPROVING TAX INCREMENT FINANCING

REAL PROPERTY TAX EXEMPTIONS IN CONNECTION WITH THE PROPOSED DEVELOPMENT OF CERTAIN PROPERTY WITHIN THE SCHOOL DISTRICT AND APPROVING CERTAIN RELATED MATTERS.

WHEREAS, pursuant to Sections 5709.78 through 5709.81 of the Ohio Revised Code

(the “TIF Act”), Washington County (the “County”) has proposed to use tax increment financing (“TIF”) encompassing the area shown on Exhibit A to this resolution to fund infrastructure necessary for further commercial development within the TIF area, including but not limited to improvements to highways as required by the Ohio Department of Transportation and for the extension of utilities to sites, all in order to create and retain jobs and enhance the welfare of the citizens of the County and this School District; and

WHEREAS, the proposed length of TIF exemption for each parcel of real property shown on Exhibit A is 20 years, and the proposed exemption amount is 75% (the “TIF Exemption”); and

WHEREAS, the TIF Act requires this Board’s approval for TIF exemptions longer than 10 years prior to the County’s approval of those exemptions; and

WHEREAS, this Board supports development and job creation and retention within the School District and the additional revenue to this School District that will result from the development enabled by the TIF, and desires to approve the terms of the TIF as set forth herein;

NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Marietta City School District, Washington County, State of Ohio, that:

Section 1. This Board hereby (i) waives all notice requirements of Ohio Revised Code Sections 5709.79, 5709.82 or 5709.83 with respect to the TIF Exemption and the passage of the resolution or resolutions approving the TIF Exemption; (ii) approves the TIF Exemption, subject to the agreement by the County in its TIF resolution (a) to use the payments in lieu of taxes it receives from the TIF to pay for (I) costs of road improvements required by the Ohio Department of Transportation, (II) costs of extending utilities to parcels within the TIF and (III) other costs as necessary to reimburse the County for revenue sharing payments made to Muskingum Township; and (b) terminate the TIF once all of the foregoing costs (including advances and debt service payments) have been paid or reimbursed to the County; and (iii) waives all rights to payments in connection with the TIF Exemption or the resolution or resolutions approving the TIF, including, without limitation, the requirements of Ohio Revised Code Sections 5709.79 or 5709.82. Section 2. The President and Treasurer of this Board and the Superintendent of this School District are each authorized and directed to take all other actions and do all other things necessary and consistent with this resolution in order to accomplish the purposes of this resolution. Section 3. The Treasurer is authorized and directed to promptly certify a copy of this resolution to the County. This Board acknowledges that the County will rely on this resolution when granting the TIF Exemption and this Board agrees it will not repeal or modify this resolution without the prior written approval of the County. Section 4. This Board hereby finds and determines that all formal actions of this Board and any of its committees concerning and relating to the adoption of this resolution were taken in an open meeting of this Board or its committees and that all deliberation of this Board and of any of its committees that resulted in those formal actions were in meeting open to the public, in compliance with law. Section 5. This resolution shall be in full force and effect from and immediately upon its adoption. Zane Lazer seconded the motion.
