    The Regional Engineers Advisory Committee (REAC) provides a forum for the discussion and dissemination of information on municipal and regional issues of importance to the senior engineering representatives of member municipalities and Metro Vancouver. At its meeting on March 4, 2016, the members approved the following recommendation:

    "That the Regional Engineers Advisory Committee (REAC) Chair send a letter to the BC Ministry of Environment outlining REAC's concerns with the Climate Leadership Plan consultation process and the importance of conducting an analysis of policies in the final plan to ensure that they can achieve its stated targets and objectives."

    REAC appreciates that the Provincial government has provided an opportunity for local governments to provide input into the development of Climate Leadership Plan (CLP) during the 60 day consultation period. It recognizes that each local government in our region will respond during the consultation period according to the direction from their own Council or Board. In support of those submissions, Metro Vancouver's Regional Engineers Advisory Committee felt it was important to raise a few concerns about changes to the consultation process.

    The CLP Discussion Guide released in July 2015 indicated that a draft plan would be available for consultation in the last quarter of 2015. However, the revised consultation process, as communicated by the Province in the Consultation Guide released on January 25, 2016, no longer provides an opportunity for the stakeholders and the public to review and comment on a draft plan. The Province has indicated that comments based on the Consultation Guide will be the last consultation period before the release of the final plan in the spring of 2016.

    The Consultation Guide does not provide detailed policies endorsed by the Province that can be evaluated on their effectiveness and thus does not constitute a draft plan. REAC would also like to express strongly that in presenting the draft CLP, the Province should quantify how its policies will reach the existing or new greenhouse gas reduction targets and describe in detail how climate adaptation policies will support communities in the face of the impacts of climate change.

    REAC acknowledges that a strong and ambitious Climate Leadership Plan is critical for local governments to reach their greenhouse gas reduction targets and to prepare for the impacts of climate change. In the absence of a detailed plan, it is difficult for local governments to evaluate how well the CLP will support provincial, regional, and local climate goals, targets, and actions.
