Nationally available standards

Standards portfolio

1. 'Formal' standards (full consensus, ALL are full British Standards):

• Nationally developed standards (BS)

• Implementation of European standards (BS EN)

• Implementation of International standards (BS ISO, BS IEC, BS ISO/IEC)

• Implementation of joint standards (BS EN ISO or BS EN 60xxx)

2. 'Informal' standards - Publicly Available Specifications (PAS)

3. Other products and services

Types of standard

• Prescriptive: Specifications, Methods, Vocabularies, Classifications

• Non-prescriptive: Codes, Recommendations, Guides

Sustainability standardization – trends

• Increasing focus on supply chain and full lifecycle of products

• Moving on from single issues, e.g. carbon, to a more holistic approach

• Increasing need for business to be able to unambiguously and clearly communicate achievements, both internally and externally

• Accountability - supply chain and customer pressures; legislative requirements and policy implementation drives (e.g. carbon reduction targets, mandatory carbon reporting)

• Proliferation of standards and approaches, need for harmonization

Sustainability management – approach and principles

• Need: defining Sustainability and embedding sustainable development into core business

• Standards response – framework for managing sustainable development

BS 8900:2006, Guidance for managing sustainable development

Provides a framework so organizations can take a structured approach to sustainable development by considering the social, environmental and economic impacts of their activities.

• Standards response - issue-based approach, e.g.:

Responsible sourcing - BS 8902

Sustainable procurement - BS 8903

Sustainable use of materials - BS 8905

Sustainability management - responsible sourcing

• BS 8902:2009, Responsible sourcing sector certification schemes for construction products – Specification

• Gives requirements for the management, development, content and operation of sector certification schemes for responsible sourcing and supply of construction products.

• Sector certification schemes cover: • single (primary) materials,

• composite (processed) materials, and/or

• manufactured items.

• It is the scheme that conforms to the standard and not the company or product.

• One sector scheme accredited to BS 8902: the CARES Sustainable Reinforcing Steel Scheme.

• BS 8903, Guide to procuring sustainably – Guide

• Developed with support from Defra

• Based largely on UK Government’s Flexible Framework

• Published 2010

• High uptake

Sustainability management - sustainable procurement (contd.)

• Four case studies sponsored by BIS: • Marks and Spencer

• Wembley/the FA

• Loughborough University

• Horizon International

• Results very positive – BS 8903 can make a significant difference to the sustainability and resilience of an organisation’s procurement.

Sustainability management - sustainable use of materials

• BS 8905:2011, Framework for the assessment of the sustainable use of materials. Guidance.

• Framework within which an engineer can select the most sustainable choice, or choices, of material.

• Sustainability is established using social, economic and environmental considerations.

• Case studies – automotive, construction, packaging, and textiles.

• Packaging case study identifies BS 8905 as a useful tool in establishing sustainable packaging design across the entire supply chain.

Biodiversity management

• Draft BS 42020, Biodiversity – A code of practice for planning and development

• Scope: “provides recommendations and guidance to professionals who might encounter biodiversity as an issue during the planning and development process on how to:

a) uphold obligations under their code of ethics or conduct when taking decisions or undertaking actions that could affect the natural environment; and

b) adopt a professional, scientific and consistent approach to gathering, analysing, presenting and reviewing ecological information at key stages of the planning application process, or in evaluating the ecological implications of associated activities as part of consultation or other regulatory procedures.”

• Objective: reduce the variation in the quality and appropriateness of ecological information submitted with planning applications, and applications for other regulatory approvals, supporting under-resourced planning authorities and other regulatory bodies. Also in support of “Biodiversity 2020: A strategy for England’s wildlife and ecosystem services” and the equivalent strategy in Scotland, Northern Ireland and Wales.

• Expected publication: late 2012/early 2013.
