Observations/ discussion points (Cllr Colburn relayed the concerns from residents)

• Three speed limits in close proximity

- St Dunstan’s Road (TLRN) – 40mph road, dual carriageway

- Red lines at junction with Lumley Road – 30mph

- Lumley Road - 20mph zone (LBS)

• There is the perception that local residents have difficulty and find it dangerous to exit Lumley Road on to St Dunstan’s Road due to speed of oncoming traffic, some of which are large vehicles and finding gaps to turn out

• In particular, it is difficult for vehicles to turn right

• Hatched central reservation is narrow, vehicles often straddle lanes while waiting

• Residents had mentioned that they avoid the junction as it is unsafe for their use

• Noted existing speed camera advisory sign is hidden by trees

• Collision reports show right-hand turns as a main course of incidence

• Suggestions locally included

- closing off the junction to traffic

- making the junction left turn only

• Noted some other side roads already closed to traffic (i.e. Love Lane) or banned turns (Churchill Road)

• Need to consider the impact of local restrictions to traffic, in particular for Cheam Village

Queries

• Speed camera located at the next junction. Is this working?

• Do we know details yet of collision in May that saw a vehicle land on its roof

Actions

TfL to:

• Arrange video and speed surveys at the junction – seek funding

• Collate evidence for initial feasibility work – seek funding

• Enquire whether the speed camera advisory sign can be re-sited before the junction with Lumley Road to help deter speeding

• Review 40mph repeater signs to check they are in the correct locations, coming away from the A217/A232 junction
